ಬೆಳಗಾವಿಯಲ್ಲಿ ನಡೆದ ಹತ್ತು ದಿನಗಳ ಅಧಿವೇಶನದಲ್ಲಿ ರೈತರ ಸಮಸ್ಯೆಗಳಿಗೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಸ್ಪಂದಿಸಿದೆ ಹಾಗೂ ಉತ್ತರ ಕರ್ನಾಟಕದ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆಗಳಿಗೆ ಅನುಮೋದನೆ ಸಿಕ್ಕಿರುವುದು ಸಾರ್ಥಕಗೊಂಡಿದೆ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ್ ಬೊಮ್ಮಾಯಿ ಅವರು ಹೇಳಿದರು.

ಉತ್ತರ ಕರ್ನಾಟಕದ ಹಲವಾರು ಜ್ವಲಂತ ಸಮಸ್ಯೆಗಳಿಗೆ ಈ ಭಾರಿಯ ಅಧಿವೇಶನದಲ್ಲಿ ಉತ್ತರ ಸಿಕ್ಕಿದೆ. ಉತ್ತರ ಕರ್ನಾಟಕ ಭಾಗದ ನೀರಾವರಿ ಕ್ಷೇತ್ರದ ಅಭಿವೃದ್ಧಿಗೆ ಸರ್ಕಾರ ಬದ್ಧವಾಗಿದೆ ಎಂದು ತಿಳಿಸಿದರು.

ಉತ್ತರ ಕರ್ನಾಟಕ ಭಾಗದ ಹೆಸ್ಕಾಂನ ಆರ್ಥಿಕ ಪುನಶ್ಚೇತನ, ರೈಲ್ವೆ ಯೋಜನೆಗಳು, ಸಸಾಲಟ್ಟಿ ಮತ್ತು ಮಂಟೂರುಗಳ ನೀರಾವರಿ ಯೋಜನೆಗೆ ಅಧಿವೇಶನದಲ್ಲಿ ಅನುಮೋದನೆ ನೀಡಲಾಗಿದೆ ಎಂದು ಸಿಎಂ ಬೊಮ್ಮಾಯಿ ತಿಳಿಸಿದರು.

ಈ ಬಾರಿ ಸುರಿದಂತಹ ಅಕಾಲಿಕ ಮಳೆ ಹಾಗೂ ಪ್ರವಾಹದಿಂದ ರೈತರು ಎದುರಿಸುತ್ತಿರುವ ತೊಂದರೆಗಳ ಬಗ್ಗೆ ಅಧಿವೇಶನದಲ್ಲಿ ಸುದೀರ್ಘವಾಗಿ ಚರ್ಚಿಸಲಾಗಿದೆ. ಅಲ್ಲದೆ ಆ ಸಮಸ್ಯೆಗಳಿಗೆ ತ್ವರಿತ ಪರಿಹಾರದ ಮೊತ್ತ ಹೆಚ್ಚಳ ಸೇರಿದಂತೆ ಹಲವು ವಿಚಾರಗಳ ಬಗ್ಗೆ ಹಿರಿಯ ನಾಯಕರಾದ ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪ ಮತ್ತು ಪ್ರತಿಪಕ್ಷದ ನಾಯಕರು ಪ್ರಸ್ತಾಪಿಸಿದ್ದಾರೆ. ಅದಕ್ಕೆ ಸರ್ಕಾರವು ಮಾನವೀಯವಾಗಿ ಸ್ಪಂದಿಸಿದೆ ಎಂದು ಸಿಎಂ ಬೊಮ್ಮಾಯಿ ಹೇಳಿದರು.

ರೈತರ ಬೆಳೆ ಹಾನಿಗೆ ರಾಜ್ಯಸರ್ಕಾರ ಸ್ಪಂದಿಸಿ ದುಪ್ಪಟ್ಟು ಪರಿಹಾರ ನೀಡಲು ನಿರ್ಧರಿಸಿದೆ. ಒಣಬೇಸಾಯದ ಪ್ರತಿ ಹೆಕ್ಟೇರ್ ಗೆ 6,800 ರೂ. ಗಳಿಂದ ಪರಿಹಾರವನ್ನು 13,600 ರೂ.ಗಳಿಗೆ, ನೀರಾವರಿ ಜಮೀನಿನ ಪ್ರತಿ ಹೆಕ್ಟೇರ್ ಬೆಳೆ ಹಾನಿಗೆ 13,500 ರೂ. ಗಳಿಂದ ಪರಿಹಾರವನ್ನು 25,000 ರೂ.ಗಳಿಗೆ ಹಾಗೂ ತೋಟಗಾರಿಕೆ ಬೆಳೆಯ ಪ್ರತಿ ಹೆಕ್ಟೇರ್ ಬೆಳೆ ಹಾನಿಗೆ 18,000 ರೂ. ಗಳಿಂದ ಪರಿಹಾರವನ್ನು 28,000 ರೂ.ಗಳಿಗೆ ರೈತರಿಗೆ ನೀಡಲು ನಿರ್ಧರಿಸಿದೆ. ಇದು ಒಂದು ಐತಿಹಾಸಿಕವಾದ ತೀರ್ಮಾನ ಎಂದು ಸಿಎಂ ಬೊಮ್ಮಾಯಿ ಹೇಳಿದರು.

ಮಲೆನಾಡ ಮಹತ್ವಾಕಾಂಕ್ಷಿ ಯೋಜನೆ ಮಂಕಿ ಪಾರ್ಕ್ ಸ್ಥಾಪನೆಗೆ ನಿಗದಿಯಾಗಿದ್ದ, ತಾಲೂಕಿನ ನಾಗೋಡಿ ಗ್ರಾಮದಲ್ಲಿನ ಜನರ ವಿರೋಧ ಕೇಳಿಬರುತ್ತಿದೆ. ಇದರಿಂದ ಮಂಕಿ ಪಾರ್ಕ್ ಸ್ಥಾಪನೆಗೆ ಅಡಚಣೆ ಉಂಟಾಗಿತ್ತು. ಬಳಿಕ ಅಲ್ಲಿಂದ ಸ್ಥಳಾಂತರವಾಗಿ ಸಂಪೇಕಟ್ಟೆ ಗ್ರಾಮಪಂಚಾಯತ್ ವ್ಯಾಪ್ತಿಯ ಮತ್ತಿಕೈ ಗ್ರಾಮದಲ್ಲಿ ಮಂಕಿ ಪಾರ್ಕ್ ನಿರ್ಮಾಣ ಮಾಡಲು ಉದ್ದೇಶಿಸಲಾಗಿತ್ತು. ಪ್ರಥಮ ಹಂತದ ಕಾರ್ಯಾಚರಣೆ ನಡೆದಿದೆ. ಮತ್ತೆ ಅಲ್ಲೂ ಕೂಡ ಮಂಕಿ ಪಾರ್ಕ್ ನಿರ್ಮಿಸುವುದರ ಬಗ್ಗೆ ಗ್ರಾಮಸ್ಥರಿಂದ ವಿರೋಧ ಬಂದಿದೆ. ಇಲ್ಲಿಯೂ ಸಹ ಮಂಕಿ ಪಾರ್ಕ್ ಸ್ಥಾಪನೆ ಕಷ್ಟಕರವೆನೋ ಎಂಬ ಅಭಿಪ್ರಾಯ ವ್ಯಕ್ತವಾಗುತ್ತಿದೆ.

ಈ ಹಿಂದೆ ನಿಟ್ಟೂರು -ನಾಗೋಡಿ ಗ್ರಾಮ ಪಂಚಾಯಿತಿ ವ್ಯಾಪ್ತಿಯ ಸ. ನಂ 305 ರಲ್ಲಿ ಮಂಕಿ ಪಾರ್ಕ್ ಸ್ಥಳ ಗುರುತಿಸಿದ ಸರ್ಕಾರ ಬಜೆಟ್ ನಲ್ಲಿ 6.25 ಕೋಟಿ ಹಣವನ್ನು ಮೀಸಲಿಟ್ಟಿತ್ತು. ಆದರೆ ಸ್ಥಳೀಯರ ಬಾರಿ ವಿರೋಧದಿಂದಾಗಿ ಈ ಸ್ಥಳದಲ್ಲಿ ಯೋಜನೆಯನ್ನು ಕೈಬಿಡಲಾಗಿತ್ತು.

ಏಕೆ ವಿರೋಧ ಕೇಳಿ ಬರುತ್ತಿದೆ ಎಂದರೆ, ಮತ್ತಿಕೈ ಭಾಗದ ಸ. ನಂ.147 ರಲ್ಲಿ 120 ಎಕರೆ ಅರಣ್ಯದ ಜಾಗವಿದೆ. ಅಲ್ಲದೆ ಹಿನ್ನೀರು ಹಾಗೂ ದಟ್ಟಾರಣ್ಯ ಹೊಂದಿಕೊಂಡಂತೆ ಇದೆ. ಪ್ರಾಯೋಗಿಕವಾಗಿ 6 ಎಕರೆ ಜಾಗವನ್ನು ಗುರುತಿಸಿ ಮಂಕಿ ಪಾರ್ಕ್ ಗೆ ಸೂಕ್ತ ಸ್ಥಳ ಎಂಬ ತೀರ್ಮಾನಕ್ಕೆ ಬರಲಾಗಿತ್ತು. ಆದರೆ ಜನವಸತಿಯಿಂದ ದೂರವಿರುವ ದಟ್ಟಾರಣ್ಯದಲ್ಲಿ ಸ್ಥಾಪಿಸಲು ಯಾವುದೇ ತಕರಾರಿಲ್ಲ. ಜನವಸತಿ ಪ್ರದೇಶವಿರುವ ಜಾಗದ ಹತ್ತಿರ ಮಂಕಿ ಪಾರ್ಕ್ ಮಾಡಲಾಗುತ್ತದೆ ಎಂಬ ವದಂತಿ ಎಲ್ಲೆಡೆ ಹರಡಿತ್ತು. ಇದಕ್ಕೆ ವಿರೋಧದ ಕೂಗು ಕೂಡ ಹೆಚ್ಚಾಯಿತು.

‘ಸದನಕ್ಕೆ ಗೈರು ಹಾಜರಾಗಲು ಎಂಟು ಸದಸ್ಯರು ಪೂರ್ವ ಅನುಮತಿ ಪಡೆದಿದ್ದರು’ ಎಂದು ವಿಶ್ವೇಶ್ವರ ಹೆಗಡೆ ಕಾಗೇರಿಯವರು ತಿಳಿಸಿದರು.

ಈ ವರ್ಷ 40 ದಿನಗಳ ಅಧಿವೇಶನ ನಡೆದಿದೆ. ಪ್ರತಿವರ್ಷ 60 ದಿನಗಳ ಕಾಲ ಅಧಿವೇಶನ ನಡೆಯಬೇಕು ಎಂಬುದು ನಮ್ಮ ಹಂಬಲ. ಕೊರೋನಾ ಸೋಂಕಿನ ಕಾರಣದಿಂದ ಕಳೆದ ಎರಡು ವರ್ಷದಿಂದ 60 ದಿನಗಳ ಅಧಿವೇಶನ ನಡೆದಿರಲಿಲ್ಲ. ಮುಂದಿನ ವರ್ಷ ಹೆಚ್ಚಿನ ದಿನ ಅಧಿವೇಶನ ನಡೆಸುವ ಸಂಬಂಧ ಮುಖ್ಯಮಂತ್ರಿ ಅವರೊಂದಿಗೆ ಸಮಾಲೋಚನೆ ನಡೆಸುತ್ತೇನೆ ಎಂದು ವಿಶ್ವೇಶ್ವರ ಹೆಗಡೆ ಅವರು ಹೇಳಿದರು.

ಬೆಳಗಾವಿಯಲ್ಲಿ 52 ಗಂಟೆಗಳ ಕಾಲ ಕಾರ್ಯಕಲಾಪ ನಡೆಸಲಾಯಿತು. ಒಟ್ಟು 2426 ಪ್ರಶ್ನೆಗಳನ್ನು ಸ್ವೀಕರಿಸಲಾಗಿದೆ. ಸದನದಲ್ಲಿ ಉತ್ತರಿಸಬೇಕಾದ 150 ಪ್ರಶ್ನೆಗಳ ಪೈಕಿ 149 ಪ್ರಶ್ನೆಗಳಿಗೆ ಉತ್ತರ ನೀಡಲಾಗಿದೆ. ಲಿಖಿತ ಮೂಲಕ ಉತ್ತರಿಸುವ 2032 ಪ್ರಶ್ನೆಗಳ ಪೈಕಿ 1921 ಪ್ರಶ್ನೆಗಳಿಗೆ ಉತ್ತರಗಳನ್ನು ಮಂಡಿಸಲಾಗಿದೆ. ಈ ಮೂಲಕ ಶೇ.99 ರಷ್ಟು ಸಾಧನೆ ಮಾಡಲಾಗಿದೆ ಎಂದು ವಿಶ್ವೇಶ್ವರ ಹೆಗಡೆ ಅವರು ತಿಳಿಸಿದರು.

ಅತಿವೃಷ್ಟಿ ಕುರಿತು ಚರ್ಚೆಯಲ್ಲಿ 37 ಸದಸ್ಯರು ಭಾಗವಹಿಸಿದ್ದರು. 8 ಗಂಟೆ 38 ನಿಮಿಷಗಳ ಕಾಲ ಹಾಗೂ ಉತ್ತರ ಕರ್ನಾಟಕದ ಸಮಸ್ಯೆಗಳ ಕುರಿತು 13 ಸದಸ್ಯರು ಭಾಗವಹಿಸಿದ್ದರು. 5 ಗಂಟೆ 45 ನಿಮಿಷಗಳ ಕಾಲ ಚರ್ಚಿಸಲಾಗಿದೆ ಎಂದು ವಿಶ್ವೇಶ್ವರ ಹೆಗಡೆ ಅವರು ಮಾಹಿತಿ ನೀಡಿದರು.

ಡಿವಿಎಸ್ ಕಲಾ, ವಿಜ್ಞಾನ ಹಾಗೂ ವಾಣಿಜ್ಯ ಕಾಲೇಜು ಮತ್ತು ಕುವೆಂಪು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಸಹಯೋಗದಲ್ಲಿ ನೆಹರು ಕ್ರೀಡಾಂಗಣದಲ್ಲಿ ಹಮ್ಮಿಕೊಂಡಿದ್ದ ಮೂರು ದಿನಗಳ 34ನೇ ಅಂತರಕಾಲೇಜು ಆಟೋಟ ಕ್ರೀಡಾಕೂಟದ ಸಮಾರೋಪದಲ್ಲಿ ವಿಜೇತ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಪದಕ ವಿತರಣೆ ಮಾಡಲಾಯಿತು.

“ಪ್ರಸ್ತುತ ಪ್ರತಿಯೊಂದು ಬೆಳವಣಿಗೆಯ ಮೇಲೂ ಸಾಮಾಜಿಕ ಜಾಲತಾಣದ ಪ್ರಭಾವವಿದೆ” ಎಂದು ತ್ಯಾಗರಾಜ್ ಅವರು ವಿಶ್ಲೇಷಿಸಿದರು.

ರಾಜ್ಯದಲ್ಲಿ ಈ ಮೂಲಕ ಒಟ್ಟು ಕೋವಿಡ್ ಸೋಂಕಿತರ ಸಂಖ್ಯೆ 30,03,969 ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ. ಇದುವರೆಗೆ ಕೋವಿಡ್ ಸೋಂಕಿನಿಂದ 38,305 ಜನರು ಮೃತಪಟ್ಟಿದ್ದಾರೆ. ಈವರೆಗೆ 267 ಮಂದಿ ಗುಣಮುಖರಾಗಿ ಆಸ್ಪತ್ರೆಗಳಿಂದ ಡಿಸ್ಚಾರ್ಜ್ ಆಗಿದ್ದಾರೆ.

ರಾಜ್ಯದಲ್ಲಿ ಸೋಂಕಿನ ಪ್ರಮಾಣ ಶೇ.0.35, ಸಾವಿನ ಪ್ರಮಾಣ ಶೇ.0.98 ರಷ್ಟಿದೆ. ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ 254, ದಕ್ಷಿಣಕನ್ನಡ 20, ಉತ್ತರ ಕನ್ನಡ 32 ಸೋಂಕಿತ ಪ್ರಕರಣಗಳು ಪತ್ತೆಯಾಗಿವೆ. 11 ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಯಾವುದೇ ಸೋಂಕಿತ ಪ್ರಕರಣಗಳು ವರದಿಯಾಗಿಲ್ಲ. ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ ಇಬ್ಬರು, ಮೈಸೂರು ಜಿಲ್ಲೆ ಮತ್ತು ಬೆಳಗಾವಿಯಲ್ಲಿ ತಲಾ ಒಬ್ಬರು ಕೋವಿಡ್ ಸೋಂಕಿನಿಂದ ಸಾವನ್ನಪ್ಪಿದ್ದಾರೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

ಕಾಂಗ್ರೆಸ್ ಮೇಕೆದಾಟು ಯೋಜನೆ ಜಾರಿಗೊಳಿಸುವಂತೆ ಒತ್ತಾಯಿಸಿ ಜನವರಿ 9ರಿಂದ ಪಾದಯಾತ್ರೆಯನ್ನು ನಡೆಸಲು ತೀರ್ಮಾನಿಸಿದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಶುಕ್ರವಾರ ಕಾಂಗ್ರೆಸ್ ವತಿಯಿಂದ ಕಾವೇರಿಯ ಉಗಮಸ್ಥಾನ ತಲಕಾವೇರಿಯಲ್ಲಿ ಪೂಜೆ ಸಲ್ಲಿಸಲಾಯಿತು.

ಕೆಪಿಸಿಸಿ ಅಧ್ಯಕ್ಷ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರ ನೇತೃತ್ವದಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಪ್ರಮುಖರು ಸೇರಿದಂತೆ ಹಲವರು ಈ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಪಾಲ್ಗೊಂಡು ಯಾತ್ರೆಗೆ ಯಶಸ್ಸು ಮತ್ತು ಮೇಕೆದಾಟು ಯೋಜನೆ ಶೀಘ್ರ ಜಾರಿಗೆ ಬರುವಂತೆ ಪ್ರಾರ್ಥನೆ ಸಲ್ಲಿಸಿದರು.

ಪ್ರತಿವರ್ಷವೂ ಕಾವೇರಿ ನದಿಯಿಂದ 104 ಟಿಎಂಸಿಗೂ ಹೆಚ್ಚು ನೀರು ಸಮುದ್ರದ ಪಾಲಾಗುತ್ತಿದೆ. ಮೇಕೆದಾಟು ಅಣೆಕಟ್ಟು ಕಟ್ಟಿದರೆ ನೀರು ಉಳಿಸುವ ಮೂಲಕ ಎರಡು ರಾಜ್ಯಗಳೂ ಪ್ರಯೋಜನ ಪಡೆದುಕೊಳ್ಳಬಹುದು. ವಿದ್ಯುತ್ ಉತ್ಪಾದನೆಯೂ ಸಾಧ್ಯವಿದೆ. ಸುಮಾರು 9,900 ಕೋಟಿ ರೂ. ಮೊತ್ತದ ಯೋಜನೆಯ ವಿಸ್ತೃತ ವರದಿಯ ಪ್ರಸ್ತಾವನೆಯನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರ ಸಲ್ಲಿಸಲಾಗಿದೆ. ಅದಕ್ಕೆ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಒಪ್ಪಿಗೆ ನೀಡಿದೆ. ಸುಪ್ರೀಂಕೋರ್ಟ್ ಕೂಡ ಕುಡಿಯುವ ನೀರಿನ ವ್ಯವಸ್ಥೆಗೆ ಯಾರ ಅಡಚಣೆಯೂ ಬೇಡ ಎಂದಿದೆ. ಯೋಜನೆಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಪರಿಸರ ಇಲಾಖೆಯಿಂದ ಒಪ್ಪಿಗೆ ಮಾತ್ರ ಸಿಗಬೇಕಿದೆ” ಎಂದು ತಲಕಾವೇರಿಯಲ್ಲಿ ಕಾವೇರಿ ಗೆ ಪ್ರಾರ್ಥನೆ ಸಲ್ಲಿಸಿದ ಬಳಿಕ ಕೆಪಿಸಿಸಿ ಅಧ್ಯಕ್ಷ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ತಿಳಿಸಿದರು.

ಮೇಕೆದಾಟು ಯೋಜನೆ ಕೂಡಲೇ ಆರಂಭಿಸಲು ರಾಜ್ಯ ಹಾಗೂ ಕೇಂದ್ರ ಸರ್ಕಾರಗಳ ಮೇಲೆ ಒತ್ತಡ ಹಾಕಲು 2022ರ ಜನವರಿ 9ರಿಂದ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷ ಪಾದಯಾತ್ರೆ ನಡೆಸಲಿದೆ” ಎಂದು ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರು ತಿಳಿಸಿದರು.

ಈ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಕೆಪಿಸಿಸಿ ಕಾರ್ಯಾಧ್ಯಕ್ಷ ಧ್ರುವನಾರಾಯಣ, ಮಾಜಿ ಸಚಿವ ಹೆಚ್.ಎಂ. ರೇವಣ್ಣ, ಡಿಸಿಸಿ ಕಾರ್ಯಾಧ್ಯಕ್ಷ ಧರ್ಮಜ ಉತ್ತಪ್ಪ ಸೇರಿದಂತೆ ಹಲವರು ಉಪಸ್ಥಿತರಿದ್ದರು.
