ಈ ಹಂತದಲ್ಲಿ ಉತ್ತರ ನೀಡಲು ಜಲಸಂಪನ್ಮೂಲ ಸಚಿವ ಗೋವಿಂದ ಕಾರಜೋಳ ಮುಂದಾದಾಗ ಅವರಿಗೆ ಘೋಷಣೆಗಳನ್ನು ಮೂಲಕ ತಿರುಗೇಟು ನೀಡಿದರು. ಬೇಕೇ ಬೇಕು ಚರ್ಚೆ ಬೇಕು. ದಿಕ್ಕಾರ ದಿಕ್ಕಾರ ಬಿಜೆಪಿ ಸರ್ಕಾರಕ್ಕೆ ಧಿಕ್ಕಾರ. ಉತ್ತರ ಕರ್ನಾಟಕ ವಿರೋಧಿ ಸರ್ಕಾರಕ್ಕೆ ಧಿಕ್ಕಾರ ಎಂದು ಘೋಷಣೆ ಕೂಗಿದರು.
ಕಾರಜೋಳ ಅವರು ಸಿದ್ದರಾಮಯ್ಯ ಅವರಿಗೆ ತಿರುಗೇಟು ನೀಡಿದರು. ಸರ್ಕಾರದ ಉತ್ತರ ಕೇಳದೆ ಪಲಾಯನ ಮಾಡುತ್ತಿದ್ದೀರಿ. ಈ ಭಾಗಕ್ಕೆ ಅನ್ಯಾಯ ಆಗಿದ್ದರೆ ಅದು ಕಾಂಗ್ರೆಸ್ ನಿಂದಲೇ. ಕೃಷ್ಣ ಮೇಲ್ದಂಡೆ ಗೆ ವರ್ಷಕ್ಕೆ 50 ಸಾವಿರ ಕೋಟಿ ರೂಪಾಯಿ ಕೊಡ್ತೀರಿ ಎಂದು ಕೇವಲ 7,728 ಕೋಟಿ ರೂಪಾಯಿ ಕೊಟ್ಟಿದ್ದೀರಿ. ನಿಮಗೆ ನಾಚಿಕೆ ಆಗಬೇಕು. ಇದರ ಬಗ್ಗೆ ಮಾತನಾಡಲು ನಿಮಗೆ ನೈತಿಕ ಅಧಿಕಾರ ಇಲ್ಲ ಎಂದು ಕಾರಜೋಳ ಅವರು ಹೇಳಿದರು.

ವಾಹನಗಳ ಗುಜರಿ ನೀತಿಯು 2022ರ ಏಪ್ರಿಲ್ ಒಂದರಿಂದ ರಾಷ್ಟ್ರದಾದ್ಯಂತ ಜಾರಿಗೆ ಬರಲಿದೆ. ಕೇಂದ್ರ ಸರ್ಕಾರ 2021ರ ಬಜೆಟ್ ನಲ್ಲೇ ಈ ನೀತಿಯನ್ನು ಘೋಷಿಸಿದೆ. ಆದರೆ, ಅದರ ಅನುಷ್ಠಾನಕ್ಕೆ ಅಗತ್ಯವಿರುವ ಪೂರ್ವಸಿದ್ಧತೆಯನ್ನು ಕೇಂದ್ರ ಮತ್ತು ರಾಜ್ಯ ಸರ್ಕಾರಗಳು ಇನ್ನೂ ಪೂರ್ಣಗೊಳಿಸಿಲ್ಲ. ಇದು ವಾಹನ ಮಾಲೀಕರನ್ನು ಗೊಂದಲಕ್ಕೆ ಕಾರಣವಾಗಿದೆ.
2021ರ ಬಜೆಟ್ನಲ್ಲಿ ಗುಜರಿ ನೀತಿಯನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರ ಘೋಷಣೆ ಮಾಡಿತ್ತು. ಈ ನೀತಿ ಜಾರಿ ಸಂಬಂಧ ನಿಯಮಗಳನ್ನು ರೂಪಿಸಿ, ಸೆಪ್ಟೆಂಬರ್ 23 ಹಾಗೂ ಅಕ್ಟೋಬರ್ 4 ರಂದು ಎರಡು ಸೂಚನೆಗಳನ್ನು ಹೊರತುಪಡಿಸಿದೆ. ಆದರೆ ಎರಡು ಸರ್ಕಾರಗಳು ನೀತಿ ಜಾರಿಗೆ ಸಿದ್ಧತೆಯಲ್ಲಿ ಹಂತದಲ್ಲಿ ಇದೆ. ಏಪ್ರಿಲ್ ನಿಂದ ಜಾರಿಗೊಳಿಸುವ ಬಗ್ಗೆ ಅಧಿಕಾರಿಗಳು ಅನುಮಾನ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
ಗುಜರಿ ನೀತಿ ಜಾರಿಗೆ ಬಂದ ನಂತರ ಹದಿನೈದು ವರ್ಷ ಮೀರಿದ ಎಲ್ಲರೀತಿಯ ವಾಹನಗಳನ್ನು ಸ್ವಯಂಪ್ರೇರಿತವಾಗಿ ಗುಜರಿಗೆ ಹಾಕಿ, ಸವಲತ್ತುಗಳನ್ನು ಪಡೆಯಲು ಇಚ್ಚಿಸುವವರು ಆನ್ ಲೈನ್ ಮುಖಾಂತರ ಅರ್ಜಿ ಸಲ್ಲಿಸುವ ವ್ಯವಸ್ಥೆ ಜಾರಿಗೆ ಬರಲಿದೆ.
ಅದಕ್ಕೆ ಬೇಕಿರುವ ಪೋರ್ಟಲ್ ಅಭಿವೃದ್ಧಿಪಡಿಸಲಾಗುತ್ತಿದೆ. ಈ ಪೋರ್ಟಲ್ ನಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದರೆ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿಯ ಅನುಮತಿಗೆ ಪ್ರತ್ಯೇಕ ಅರ್ಜಿ ಸಲ್ಲಿಸಬೇಕಿಲ್ಲ. ಜನ ಕಚೇರಿಗೆ ಅಲೆದಾಡುವುದು ತಪ್ಪಲಿದೆ ಎಂದು ಸಾರಿಗೆ ಇಲಾಖೆ ಹಿರಿಯ ಅಧಿಕಾರಿ ಮಾಧ್ಯಮ ಮಿತ್ರರಿಗೆ ತಿಳಿಸಿದ್ದಾರೆ.
2022ರ ಏಪ್ರಿಲ್ 1 ರಿಂದಲೇ ಗುಜರಿ ನೀತಿ ಜಾರಿಗೆ ಬರಲಿದೆ ಎಂದು ಈಗಲೇ ಹೇಳಲಾಗದು. ಇದಕ್ಕೆ ಸಾಕಷ್ಟು ಪೂರ್ವತಯಾರಿ ಅಗತ್ಯವಿದೆ. ನೀತಿಯನ್ನು ಏಕಾಏಕಿ ಕಾರ್ಯರೂಪಕ್ಕೆ ತರುವುದು ಕಷ್ಟ ಎಂದು ಸಾರಿಗೆ ಇಲಾಖೆ ಹಿರಿಯ ಅಧಿಕಾರಿ ತಿಳಿಸಿದ್ದಾರೆ.
ಹದಿನೈದು ವರ್ಷ ಮೀರಿದ ವಾಹನಗಳನ್ನು ಹಸಿರು ತೆರಿಗೆ ಪಾವತಿಸಿ ಬಳಸಲು ನೀತಿಯಲ್ಲಿ ಅವಕಾಶ ಇದೆ. ವಾಹನಗಳು ಸುಸ್ಥಿತಿಯಲ್ಲಿ ಎಂಬುದನ್ನು ತಪಾಸಣೆಗೆ ಒಳಪಡಿಸಲು ಸಂಪೂರ್ಣ ಸ್ವಯಂ ಚಾಲಿತ ಪರೀಕ್ಷಾ ಕೇಂದ್ರಗಳನ್ನು ಸ್ಥಾಪಿಸಬೇಕು. ಈ ಬಗ್ಗೆ ತಯಾರಿ ನಡೆದಿಲ್ಲ.

ಕೇಂದ್ರ ಆರೋಗ್ಯ ಸಚಿವಾಲಯದ ಕಾರ್ಯದರ್ಶಿ ರಾಜೇಶ್ ಭೂಷಣ್ ಅವರು “ದೇಶದಲ್ಲಿ ಕೇವಲ 24 ಗಂಟೆಗಳಲ್ಲಿ 112 ಓಮಿಕ್ರಾನ್ ಸೋಂಕಿನ ಪ್ರಕರಣಗಳು ಪತ್ತೆಯಾಗಿವ ಮೂಲಕ ದೇಶದಲ್ಲಿ ಸೋಂಕಿತರ ಸಂಖ್ಯೆ 358 ಏರಿಕೆಯಾಗಿದೆ. ಹೀಗಾಗಿ ಓಮಿಕ್ರಾನ್ ಪ್ರಸರಣವನ್ನು ನಿರ್ಲಕ್ಷಿಸುವುದು ಸರಿಯಲ್ಲ. ಜಗತ್ತು ನಾಲ್ಕನೇ ಅಲೆಯನ್ನು ಎದುರಿಸುತ್ತಿದ್ದರೂ, ಕಟ್ಟುನಿಟ್ಟಿನ ಮುನ್ನೆಚ್ಚರಿಕೆ ಕ್ರಮಗಳ ಆಪಾದನೆಯಿಂದ ಭಾರತದಲ್ಲಿ ಮೂರನೇ ಅಲೆಯೂ ಆರಂಭವಾಗಿಲ್ಲ. ಈ ಹಂತದಲ್ಲಿ ಸ್ವಲ್ಪ ಮೈಮರೆತರೂ ಒಮಿಕ್ರೋನ್ ಅತ್ಯಂತ ವೇಗವಾಗಿ ಹರಡುವ ಅಪಾಯ ಇದೆ” ಎಂದು ತಿಳಿಸಿದರು.
ದೆಹಲಿ ಮತ್ತು ಮಹಾರಾಷ್ಟ್ರಗಳಲ್ಲಿ ಕೆಲವು ದಿನಗಳಿಂದ ಸತತವಾಗಿ ಕೊರೋನಾ ಸೋಂಕು ಏರಿಕೆಯಾಗಿದೆ. ದೆಹಲಿಯಲ್ಲಿ 180 ಪ್ರಕರಣಗಳು ದಾಖಲಾಗಿರುವುದು, ಆರು ತಿಂಗಳಲ್ಲೇ ಗರಿಷ್ಠ ಪ್ರಮಾಣವಾಗಿದೆ. ಮುಂಬೈನಲ್ಲಿ 24 ಗಂಟೆ ಅವಧಿಯೊಳಗೆ 480 ಜನರಲ್ಲಿ ಹೊಸದಾಗಿ ಕೊರೋನಾ ಸೋಂಕು ಪತ್ತೆಯಾಗಿದೆ. ಇದು ಕಳೆದ 78 ಗಂಟೆಗಳಲ್ಲಿ ಗರಿಷ್ಠ ಏರಿಕೆಯಾಗಿದೆ. ಕೊರೊನಾ ಸೋಂಕು ಏರಿಕೆಯಾದ ಪರಿಣಾಮ ದೆಹಲಿಯಲ್ಲಿ ಕ್ರಿಸ್ಮಸ್ ಮತ್ತು ಹೊಸವರ್ಷಾಚರಣೆಯನ್ನು ನಿಷೇಧಿಸಿದೆ. ಮಹಾರಾಷ್ಟ್ರದಲ್ಲಿ 9 ರಿಂದ ಬೆಳಗ್ಗೆ 8 ರವರೆಗೆ ನಿಷೇಧಾಜ್ಞೆ ಜಾರಿಗೊಳಿಸಿದೆ. ಹರಿಯಾಣದಲ್ಲಿ ಲಸಿಕೆ ಪಡೆಯದ ವ್ಯಕ್ತಿಗಳಿಗೆ ಸಾರ್ವಜನಿಕ ಸ್ಥಳದಲ್ಲಿ ಪ್ರವೇಶ ನಿರ್ಬಂಧಿಸಲಾಗಿದೆ.
