ಮತಾಂತರ ನಿಷೇಧ ವಿಧೇಯಕಕ್ಕೆ ವಿಧಾನಸಭೆಯಲ್ಲಿ ಅಂಗೀಕಾರ ಪಡೆದ ರಾಜ್ಯಸರ್ಕಾರಕ್ಕೆ ವಿಧಾನಪರಿಷತ್ತಿನಲ್ಲಿ ಭಾರಿ ಗೊಂದಲ ಎದುರಾಗಿದೆ. ಮತಾಂತರ ನಿಷೇಧ ವಿಧೇಯಕಕ್ಕೆ ಪ್ರತಿಪಕ್ಷಗಳ ತೀವ್ರ ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸಿದ್ದವು. ರಾಜ್ಯ ಸರ್ಕಾರ ಈ ಅಧಿವೇಶನದಲ್ಲಿ ವಿಧೇಯಕವನ್ನು ಮಂಡಿಸುವುದಿಲ್ಲ ಎಂದು ತಿಳಿಸಿದೆ.

ಮತಾಂತರ ನಿಷೇಧ ವಿಧೇಯಕಕ್ಕೆ ವಿಧಾನಪರಿಷತ್ತಿನಲ್ಲಿ ಬಿಜೆಪಿಗೆ ಬಹುಮತ ಇಲ್ಲ. ವಿಧೇಯಕ ಮಂಡನೆಯಾದರೆ ಬಹುಮತವಿಲ್ಲ ದಂತಾಗಿ ಸರ್ಕಾರಕ್ಕೆ ಮುಜುಗರ ಉಂಟಾಗುತ್ತಿತ್ತು. ಹೀಗಾಗಿ ಸರ್ಕಾರದ ಅಜೆಂಡಾದಲ್ಲಿದ್ದರೂ ಸಹ ಮತಾಂತರ ನಿಷೇಧ ವಿಧೇಯಕ ಮನೆಯಿಂದ ತಪ್ಪಿಸಿಕೊಳ್ಳಲು ಸರ್ಕಾರ ವಿಳಂಬ ನೀತಿ ತಂತ್ರವನ್ನು ಅನುಸರಿಸಿದೆ.

ಶುಕ್ರವಾರ ಕಲಾಪದ ಕೊನೆಯ ದಿನ ಆದ್ದರಿಂದ ಮಧ್ಯಾಹ್ನದ ಬಳಿಕ ಕಲಾಪ ಇರುವುದಿಲ್ಲ ಎಂಬ ನೆಲೆಯಲ್ಲಿ ಕೆಲವು ಆಡಳಿತ ಪಕ್ಷದ ಸದಸ್ಯರೇ ತಮ್ಮ ಕ್ಷೇತ್ರಗಳತ್ತ ಮುಖಮಾಡಿದ್ದಾರೆ. ಪ್ರತಿಪಕ್ಷದ ಸದಸ್ಯರು ಕೂಡ ಊರುಗಳತ್ತ ಹೊರಟಿದ್ದಾರೆ. ಆದರೆ ಸದಸ್ಯರ ಅನುಪಸ್ಥಿತಿಯನ್ನು ಬಿಜೆಪಿ ಸರ್ಕಾರ ಲಾಭ ಪಡೆಯಲು ಹೆಚ್ಚಿಸಬಹುದು ಎಂದು ತಿಳಿದು ಪ್ರತಿಪಕ್ಷದ ಸದಸ್ಯರಲ್ಲಿ ಹೆಚ್ಚಿನವರು ಸುವರ್ಣಸೌಧದಲ್ಲಿ ಉಳಿದಿದ್ದರು. ಸದನವನ್ನು ಮಧ್ಯಾಹ್ನದ ಬಳಿಕ ನಿಗದಿತ ಸಮಯಕ್ಕೆ ಪ್ರಾರಂಭಿಸಲು ಒತ್ತಾಯಿಸಿದರು. ಪ್ರತಿಪಕ್ಷಗಳ ಒತ್ತಡದ ನಡುವೆಯೂ ಅಂತಿಮವಾಗಿ ಮತಾಂತರ ನಿಷೇಧ ವಿಧೇಯಕ ಮಂಡನೆ ಆಗಲಿಲ್ಲ.

ಮತಾಂತರ ನಿಷೇಧ ವಿಧೇಯಕ ಮಂಡಿಸಲು ವಿಧಾನಪರಿಷತ್ತಿನಲ್ಲಿ ಬಿಜೆಪಿಗೆ ಬಹುಮತ ಇಲ್ಲದ ಕಾರಣ, ಮುಂದಿನ ಜಂಟಿ ಅಧಿವೇಶನದ ಸಮಯಕ್ಕೆ ಇತ್ತೀಚಿನ ಚುನಾವಣೆಯಲ್ಲಿ ಗೆದ್ದವರು ಸದಸ್ಯರಾಗಿ ಪ್ರವೇಶ ಪಡೆಯುವುದರಿಂದ ಆಡಳಿತ ಪಕ್ಷಕ್ಕೆ ಬಹುಮತ ದೊರೆಯಲಿದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ಈಗ ಮತಾಂತರ ನಿಷೇಧ ವಿಧೇಯಕ ಮಂಡಿಸಿ ಸಂಕಷ್ಟಕ್ಕೆ ಸಿಲುಕುವ ಬದಲು ಮುಂದಿನ ಜಂಟಿ ಅಧಿವೇಶನದಲ್ಲಿ ಮತಾಂತರ ನಿಷೇಧ ವಿಧೇಯಕವನ್ನು ಮಂಡಿಸಲು ಬಿಜೆಪಿ ನಿರ್ಧರಿಸಿದೆ. ಇದರಿಂದಾಗಿ ಸರ್ಕಾರ ಮುಜುಗರದಿಂದ ಪಾರಾಗಿದೆ.

ಕರ್ನಾಟಕದಲ್ಲಿ 2020ರ ಎಪಿಎಂಸಿ ಕಾಯ್ದೆ ಜಾರಿಗೊಳಿಸಿದ ನಂತರ ಎಪಿಎಂಸಿ ಗಳ ವ್ಯವಹಾರ ಕುಸಿದಿಲ್ಲ. ಮತ್ತು ಸೆಸ್ ಸಂಗ್ರಹದಲ್ಲೂ ನಷ್ಟವಾಗಿಲ್ಲ ಎಂದು ವಿಧಾನಪರಿಷತ್ತಿನ ಸಭಾನಾಯಕರೂ ಆಗಿರುವ ಸಮಾಜಕಲ್ಯಾಣ ಸಚಿವ ಕೋಟ ಶ್ರೀನಿವಾಸ್ ಪೂಜಾರಿ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ವಿಧಾನಪರಿಷತ್ತಿನಲ್ಲಿ ಜೆಡಿಎಸ್ ನ ಗೋವಿಂದರಾಜು ಪ್ರಶ್ನೆಗೆ ಸಹಕಾರ ಸಚಿವ ಪರವಾಗಿ ಉತ್ತರಿಸಿದರು. ‘2017-18 ರಲ್ಲಿ ಎಪಿಎಂಸಿ ಗಳಿಂದ ರಾಜ್ಯ ಸಂಚಿತ ನಿಧಿಗೆ 77 ಕೋಟಿ ರೂ, 2019-20 ರಲ್ಲಿ 60.81 ಕೋಟಿ ರೂ ಮತ್ತು 2020ರ ಜುಲೈ ಅಂತ್ಯದವರೆಗೆ 15.71 ಕೋಟಿ ರೂ. ಸಂಗ್ರಹವಾಗಿತ್ತು ಎಂದು ಶ್ರೀನಿವಾಸ ಪೂಜಾರಿ ಅವರು ತಿಳಿಸಿದರು.

ಆವರ್ತ ನಿಧಿಗೆ 2018-19ರಲ್ಲಿ 135.61 ಕೋಟಿ ರೂ, 2019-20 ರಲ್ಲಿ 110 ಕೋಟಿ ರೂ. ಹಾಗೂ 2020ರ ಜುಲೈ ಅಂತ್ಯದವರೆಗೆ 88.35 ಕೋಟಿ ರೂ. ಪಾವತಿಯಾಗಿತ್ತು. ಹೊಸ ಕಾಯ್ದೆ ಜಾರಿಯಾದ ನಂತರ ಸಂಚಿತ ನಿಧಿ ಮತ್ತು ಆವರ್ತ ನಿಧಿಗೆ ಪಾವತಿ ಆಗುತ್ತಿರುವ ಮೊತ್ತದಲ್ಲಿ ಇಳಿಕೆಯಾಗಿಲ್ಲ ಎಂದು ಶ್ರೀನಿವಾಸ ಪೂಜಾರಿ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ಜಗತ್ತಿನಾದ್ಯಂತ ಕೊರೋನಾ ರೂಪಾಂತರ ತಳಿ ಓಮಿಕ್ರಾನ್ ನ 9.64 ಲಕ್ಷ ಪ್ರಕರಣಗಳು ವರದಿಯಾಗಿವೆ. ಪ್ರಪಂಚದಾದ್ಯಂತ ಕೋವಿಡ್ ನ ನಾಲ್ಕನೇ ಅಲೆಗೆ ಸಾಕ್ಷಿಯಾಗಿದೆ. ನಾವು ನಮ್ಮ ಎಚ್ಚರ ಕೈ ಬಿಡಲು ಸಾಧ್ಯವಿಲ್ಲ ಎಂದು ರಾಜೇಶ್ ಭೂಷಣ್ ಅವರು ತಿಳಿಸಿದರು.

ಭಾರತದಲ್ಲಿ ಸೋಂಕಿತರ ಸಂಖ್ಯೆ ಯು ಇಳಿಕೆಯಾಗುತ್ತಿದೆ. ಹಾಗಿದ್ದರೂ ಸಹ ಓಮಿಕ್ರಾನ್ ಪ್ರಕರಣಗಳು ಮಂದಗತಿಯಲ್ಲಿ ಹೆಚ್ಚಾಗುತ್ತಿವೆ.

ಪ್ರಸ್ತುತ ದೇಶದಲ್ಲಿ 358 ಪ್ರಕರಣಗಳು ಧೃಡಪಟ್ಟಿವೆ. ಮಹಾರಾಷ್ಟ್ರ ,ತಮಿಳುನಾಡು ಮತ್ತು ಕರ್ನಾಟಕದಲ್ಲಿಯೇ ಸುಮಾರು 250 ಪ್ರಕರಣಗಳು ವರದಿಯಾಗಿವೆ.

ಕೊರೋನಾ ಪ್ರಕರಣಗಳು ಕೂಡ ಮುಂಬೈ ಹಾಗೂ ದೆಹಲಿಯಲ್ಲಿ ಅಧಿಕವಾಗಿರುವುದು ಕಂಡುಬಂದಿದೆ. ಮುಂಬೈಯಲ್ಲಿ ಸತತ ಮೂರುದಿನಗಳಿಂದ ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ಹೊಸ ಪ್ರಕರಣಗಳು ಪತ್ತೆಯಾಗುತ್ತಿವೆ. ದೆಹಲಿಯಲ್ಲಿ 180 ಪ್ರಕರಣಗಳು ದೃಢಪಟ್ಟಿವೆ. ಇದು ಎರಡು ತಿಂಗಳಲ್ಲಿ ಅತಿ ಹೆಚ್ಚು ಪ್ರಕರಣಗಳಾಗಿದೆ.

ಆಮ್ಲಜನಕ ಸೌಲಭ್ಯ ಇರುವ 4.94 ಲಕ್ಷ ಹಾಸಿಗೆಗಳು ಸಿದ್ಧವಿದೆ. 1.39 ಲಕ್ಷ ಹಾಸಿಗೆಗಳಿವೆ. 1.2 ಲಕ್ಷ ಐಸಿಯು ಹಾಸಿಗೆಗಳನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರವು ಮಂಜೂರು ಮಾಡಿದೆ ಎಂದು ರಾಜೇಶ್ ಭೂಷಣ್ ಅವರು ತಿಳಿಸಿದರು.

ವೈದ್ಯಕೀಯ ಆಮ್ಲಜನಕ ಸಿದ್ಧಪಡಿಸುವ ಪ್ರತಿದಿನದ ಸಾಮರ್ಥ್ಯ 18 ಸಾವಿರ ಟನ್ ಗೆ ಏರಿದೆ. ಇದು ಎರಡನೆಯ ಅಲಿ ಸಂದರ್ಭದ ಸಾಮರ್ಥ್ಯಕ್ಕಿಂತ ಶೇ. ಎಂಬತ್ತರಷ್ಟು ಹೆಚ್ಚು ಎಂದು ಭೂಷಣ್ ಅವರು ಮಾಹಿತಿ ನೀಡಿದ್ದಾರೆ.

ಕೋವಿಡ್ ನಿಂದಾಗಿ ದೇಶದಲ್ಲಿ ಲಾಕ್ ಡೌನ್ ನಂತರದ ದಿನಗಳಲ್ಲಿ ಬೀದಿ ಬದಿ ವ್ಯಾಪಾರಸ್ಥರು ಆರ್ಥಿಕ ಸಂಕಷ್ಟಕ್ಕೆ ಸಿಲುಕಿದ್ದರು. ಬೀದಿಬದಿಯ ವ್ಯಾಪಾರಸ್ಥರಿಗೆ ‘ಪಿಎಂ ಸ್ವನಿಧಿ’ ಯೋಜನೆಯಡಿಯಲ್ಲಿ 10 ಸಾವಿರ ರೂ. ಸಾಲ ಸೌಲಭ್ಯ ಕಲ್ಪಿಸಲಾಗಿತ್ತು. ಆದರೆ ಈಗ ಸಾಲದ ಮರುಪಾವತಿಗೆ ಸವಾಲು ಎದುರಾಗಿದೆ.

ದೇಶದ ಹಲವು ರಾಜ್ಯಗಳಿಂದ ಮೊದಲ ಹಂತದ ಸಾಲದ ಮೊತ್ತ 10 ಸಾವಿರ ರೂಗಳನ್ನು 31,04,204 ಫಲಾನುಭವಿಗಳಿಗೆ ತಲುಪಿಸಲಾಗಿದೆ ಇದರಲ್ಲಿ ಸದ್ಯ 3,18,231 ಮಂದಿ ಬರು ಪಾವತಿಸಿದ್ದಾರೆ ಉಳಿದಂತೆ ಲಕ್ಷಾಂತರ ಮಂದಿ ಮರುಪಾವತಿ ಮಾಡದೆ ಸಾಲವನ್ನ ಬಾಕಿ ಉಳಿಸಿಕೊಂಡಿದ್ದಾರೆ. ಇದರ ಜೊತೆಗೆ ಎರಡನೇ ಹಂತದ ಸಾಲಸೌಲಭ್ಯ ಕುಂಠಿತವಾಗಿದೆ.

ಬೀದಿ ಬದಿ ವ್ಯಾಪಾರಸ್ಥರಿಗೆ ಆರ್ಥಿಕ ಹೊಡೆತದಿಂದ ಚೇತರಿಸಿಕೊಳ್ಳಲು ಈ ಯೋಜನೆಗೆ 17 ಪ್ರಮುಖ, 8 ಸಣ್ಣ, ಒಂಬತ್ತು ಹಿಮಾಲಯನ್ ರಾಜ್ಯಗಳೆಂಬ ವಿಭಾಗಗಳನ್ನು ಮಾಡಿಕೊಂಡಿದೆ. 48,30,200 ಬೀದಿ ಬದಿ ವ್ಯಾಪಾರಸ್ಥರಿಗೆ ಸಾಲ ಸೌಲಭ್ಯವನ್ನು ಕಲ್ಪಿಸುವ ಗುರಿ ಹೊಂದಿದೆ. 2022ರ ಮಾರ್ಚ್. 31ರವರೆಗೆ ಬೀದಿ ಬದಿ ವ್ಯಾಪಾರಸ್ಥರು ಅರ್ಜಿಸಲ್ಲಿಸಲು ಅವಕಾಶವಿರುವ ಯೋಜನೆಗೆ ಕಳೆದ ವರ್ಷದಿಂದ ಒಟ್ಟು 42,82,976 ಅರ್ಜಿದಾರರು ಅರ್ಹತೆಯನ್ನು ಪಡೆದಿದ್ದಾರೆ. ಅದರಲ್ಲಿ ಈವರೆಗೆ 31,04,204 ಮಂದಿಗೆ 10 ಸಾವಿರ ರೂ. ನೀಡಲಾಗಿದೆ. ಲಕ್ಷಾಂತರ ಮಂದಿ ಮರುಪಾವತಿ ಮಾಡದೇ ಇರುವುದರಿಂದ ದೇಶಾದ್ಯಂತ ಕೋಟ್ಯಂತರ ರೂ. ಹಣ ರಿಕವರಿ ಹುಟ್ಟುವುದು ತಲೆನೋವಾಗಿ ಪರಿಣಮಿಸಿದೆ.

ರಾಜ್ಯದಲ್ಲಿ ಒಟ್ಟು 2.5 ಲಕ್ಷ ಬೀದಿ ಬದಿ ವ್ಯಾಪಾರಿಗಳಿಗೆ ಸಾಲ ಸೌಲಭ್ಯದ ಗುರಿಯನ್ನು ಹೊಂದಿದೆ. ಈ ಪೈಕಿ ಶೇ.80 ರಷ್ಟು ಬೀದಿ ವ್ಯಾಪಾರಸ್ಥರಿಗೆ 10 ಸಾವಿರ ರೂ. ಮಂಜೂರಾಗಿದೆ ಇದರಲ್ಲಿ ಮರುಪಾವತಿ ಮಾಡಿರುವವರ ಸಂಖ್ಯೆ ಶೇ.60 ರಷ್ಟು ಮಂದಿ ಮಾತ್ರ.

ಎರಡನೇ ಡೋಸ್ ವಿತರಣೆಯಲ್ಲೂ ಶೇ100ರಷ್ಟು ಗುರಿ ಸಾಧಿಸಿದೆ. ಈ ಮೂಲಕ ಗೊತ್ತು ಪಡಿಸಲಾದ ಗುರಿ ಸಾಧಿಸಿದ ಮೊದಲ ಜಿಲ್ಲೆಯಾಗಿ ಹೊರಹೊಮ್ಮಿದೆ.
ಎರಡನೇ ಡೋಸ್ ವಿತರಣೆಯಲ್ಲಿ 16 ಜಿಲ್ಲೆಗಳು ರಾಜ್ಯದ ಸರಾಸರಿಗಿಂತ ಅಧಿಕ ಪ್ರಮಾಣದಲ್ಲಿ ಲಸಿಕೆ ನೀಡಿವೆ. ಕಲಬುರ್ಗಿ (ಶೇ.60) ರಾಯಚೂರು (ಶೇ. 64) ಸೇರಿದಂತೆ 15 ಜಿಲ್ಲೆಗಳು ಹಿಂದೆ ಬಿದ್ದಿವೆ. ಮೊದಲ ಡೋಸ್ ವಿತರಣೆಯಲ್ಲಿ ಗದಗ, ವಿಜಯಪುರ, ಬಾಗಲಕೋಟೆ, ಕೊಡಗು ಜಿಲ್ಲೆಗಳು ಕೂಡ ಶೇ100 ರಷ್ಟು ಗುರಿ ಸಾಧನೆ ಮಾಡಿವೆ.
ಬೆಂಗಳೂರು ನಗರ ಜಿಲ್ಲೆಯಲ್ಲಿ 10.32 ಲಕ್ಷ ಮಂದಿಗೆ ಲಸಿಕೆ ನೀಡುವ ಗುರಿ ಹೊಂದಲಾಗಿತ್ತು. ಜಿಲ್ಲೆಯಲ್ಲಿ ವಲಸೆ ಕಾರ್ಮಿಕರು ಸೇರಿದಂತೆ 13.26 ಲಕ್ಷ ಮಂದಿಗೆ ಮೊದಲ ಡೋಸ್ (ಶೇ 129) ಹಾಗೂ 10.35 ಲಕ್ಷ ಮಂದಿಗೆ ಎರಡನೇ ಡೋಸ್ ನೀಡಲಾಗಿದೆ.
ರಾಜ್ಯದಲ್ಲಿ 18 ವರ್ಷ ಮೇಲ್ಪಟ್ಟ 4.89 ಕೋಟಿ ಮಂದಿ ಇದ್ದಾರೆ. ಅವರಲ್ಲಿ 4.73 ಕೋಟಿ ಮೊದಲ ಡೋಸ್ ಪಡೆದಿದ್ದು, ಶೇ.97 ರಷ್ಟು ಗುರಿ ಸಾಧಿಸಲಾಗಿದೆ. 3.67 ಕೋಟಿ ಮಂದಿ ಲಸಿಕೆಯ ಎರಡೂ ಡೋಸ್ ಗಳನ್ನೂ ಪಡೆದುಕೊಂಡಿದ್ದಾರೆ.
ಎರಡನೇ ಡೋಸ್ ವಿತರಣೆಯಲ್ಲಿ ರಾಜ್ಯವು ಶೇ.75ರಷ್ಟು ಗುರಿ ಸಾಧಿಸಿದೆ.
