ಇದೇ ಪ್ರಥಮ ಬಾರಿಗೆ ಜಿಲ್ಲಾ ಪಂಚಾಯಿತಿ ಸಿಇಒಗಳೊಂದಿಗೆ ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ್ ಬೊಮ್ಮಾಯಿ ಅವರು ವಿಸ್ತೃತ ಸಭೆ ನಡೆಸಿದರು. ಉತ್ತಮ ಕೆಲಸ ಮಾಡಿದ ಅಧಿಕಾರಿಗಳನ್ನು ಮುಕ್ತವಾಗಿ ಪ್ರಶಂಶಿಸಿಸಿದರು. ಆದರೆ ನಿಷ್ಕ್ರೀಯ ಅಧಿಕಾರಿಗಳ ವಿರುದ್ಧ ಕಿಡಿಗಾರಿದರು. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಜಿ. ಪಂ. ಸಿಇಒಗಳ ಕಾರ್ಯನಿರ್ವಹಣೆ ಸಂಬಂಧ ಜಿಲ್ಲಾವಾರು ಶ್ರೇಯಾಂಕ ನೀಡುವುದಾಗಿ ಮುಖ್ಯಮಂತ್ರಿ ಅವರು ತಿಳಿಸಿದರು.

ವಿಧಾನಸೌಧ ಸಮ್ಮೇಳನ ಸಭಾಂಗಣದಲ್ಲಿ ವಿಸ್ತೃತ ಸಭೆಯಲ್ಲಿ ಮಾತನಾಡುತ್ತಿದ್ದರು.”ಜನೋಪಯೋಗಿ ಸರ್ಕಾರ ವಾಗಬೇಕಾದರೆ ಜಿಲ್ಲಾ ಪಂಚಾಯಿತಿಗಳು ಅತ್ಯುತ್ತಮವಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುವುದು ಮುಖ್ಯ. ನಿಮ್ಮ ಜಿಲ್ಲೆಯಲ್ಲಿ ಉತ್ತಮ ಕಾರ್ಯ ಶೈಲಿಯಿಂದ ನಿಮ್ಮದೇ ಛಾಪನ್ನು ಮೂಡಿಸಿ. ಕೆಳಹಂತದಲ್ಲಿ ಯೋಜನೆಗಳ ಅನುಷ್ಠಾನಕ್ಕೆ ಮಹತ್ವ ನೀಡಬೇಕು. ವಿಕೇಂದ್ರೀಕರಣದ ಮೂಲಕ ನಿಮಗೆ ಹೆಚ್ಚಿನ ಅಧಿಕಾರ ನೀಡಲಾಗಿದೆ. ನಿಮ್ಮ ವಿವೇಚನಾಧಿಕಾರ ವನ್ನು ಜಾಗರೂಕತೆಯಿಂದ ಜನಹಿತಕ್ಕಾಗಿ ಬಳಸಬೇಕು. ಬಡವರ ಅನುಕೂಲಕ್ಕಾಗಿ ಅಧಿಕಾರಿಗಳು ಕೈಗೊಳ್ಳುವ ತೀರ್ಮಾನಕ್ಕೆ ಸರ್ಕಾರ ಸಂಪೂರ್ಣ ಬೆಂಬಲವಿದೆ ಎಂದು ಬಸವರಾಜ ಬೊಮ್ಮಾಯಿ ಅವರು ಭರವಸೆ ನೀಡಿದರು.

ಅಧಿಕಾರಿಗಳು ಸ್ಪಷ್ಟ ನಿರ್ಣಯ ತೆಗೆದುಕೊಳ್ಳಬೇಕು. ಅನಿಶ್ಚಿತತೆ ಪ್ಲೇಗ್ ಇದ್ದಂತೆ. ವಿಳಂಬ ಧೋರಣೆ ಅತ್ಯಂತ ದುಬಾರಿಯಾಗುತ್ತದೆ. ಜನರ ಸುತ್ತ ಅಭಿವೃದ್ಧಿಯಾಗಬೇಕು ಹೊರತು ಅಭಿವೃದ್ದಿ ಸುತ್ತ ಜನರು ಓಡಾಡಬಾರದು. ಜನರು ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ನಿಮ್ಮ ಹತ್ತಿರ ಬರುತ್ತಾರೆ ಎಂದರೆ ಕೆಳಹಂತದಲ್ಲಿ ವ್ಯವಸ್ಥೆ ಸರಿಯಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿಲ್ಲ ಎಂದರ್ಥ. ಆದ್ದರಿಂದ ವ್ಯವಸ್ಥೆ ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಕೆಲಸ ಮಾಡಬೇಕು. ವ್ಯಕ್ತಿಗಳು ವ್ಯವಸ್ಥೆಯನ್ನು ಮುನ್ನಡೆಸಬೇಕು. ಕೆಳಹಂತದ ಅಧಿಕಾರಿ, ಸಿಬ್ಬಂದಿ ಮೇಲೆ ಹತೋಟಿ ಹೊಂದಿರಬೇಕು. ಕಾಲಕಾಲಕ್ಕೆ ಪ್ರಗತಿ ಪರಿಶೀಲನೆ ನಡೆಸಬೇಕು. ಹಳ್ಳಿಗಳಿಗೆ ನಿಯಮಿತವಾಗಿ ಭೇಟಿ ನೀಡಿ ಸಮಸ್ಯೆಯನ್ನು ಬಗೆಹರಿಸಬೇಕು ಎಂದು ಬಸವರಾಜ್ ಬೊಮ್ಮಾಯಿ ಅವರು ಸೂಚನೆ ನೀಡಿದರು.

ಕಾರ್ಯಕ್ರಮ ಅನುಷ್ಠಾನದಲ್ಲಿರುವ ಕಾನೂನು ಸಮಸ್ಯೆ, ಎದುರಾಗುವ ತೊಡಕಿನ ಬಗ್ಗೆ ವರದಿ ಮಾಡಿ ಇದನ್ನು ಇತ್ಯರ್ಥಗೊಳಿಸಬೇಕು. ಇಂಜಿನಿಯರಿಂಗ್ ವಿಭಾಗದ ಮೇಲೆ ನಿಯಂತ್ರಣ ಇಳಿಸಿಕೊಳ್ಳಬೇಕು. ಇಂಜಿನಿಯರ್ ಗಳು ಸಮರ್ಪಕವಾಗಿ ಕೆಲಸ ನಿರ್ವಹಿಸದ ಕುರಿತು ನೀವು ವರದಿ ಸಲ್ಲಿಸಿದರೆ ಮುಲಾಜಿಲ್ಲದೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ. ಜಲಜೀವನ್ ಮಿಷನ್, ಉದ್ಯೋಗ ಖಾತರಿ ಹೀಗೆ ಇತರ ಕೇಂದ್ರ ಪುರಸ್ಕೃತ ಯೋಜನೆಗಳ ಅನುಷ್ಠಾನಕ್ಕೆ ತೀವ್ರ ನಿಗಾ ವಹಿಸಬೇಕು. ಇವುಗಳ ಕುರಿತ ಪ್ರಗತಿ ಮಾಹಿತಿಯನ್ನು ಪ್ರತ್ಯೇಕವಾಗಿ ನಿರ್ವಹಿಸಿ ಎಂದು ಕೂಡ ಸೂಚನೆ ನೀಡಿದರು.

‘ನಾನಾ ಯೋಜನೆಗಳಡಿ ಗುತ್ತಿಗೆದಾರರು ನಿಯಮಾನುಸಾರ ಎಂದು ಪರಿಶೀಲಿಸಬೇಕು. ಗುಣಮಟ್ಟದ ವಸ್ತುಗಳ ಬಳಕೆ ಮತ್ತು ಕಾಮಗಾರಿ ಅನುಷ್ಠಾನವನ್ನು ಖಾತರಿಪಡಿಸಬೇಕು. ಗ್ರಾಮೀಣ ಪ್ರದೇಶದಲ್ಲಿ ಶೌಚಾಲಯ ನಿರ್ಮಾಣ ಸಾಕಷ್ಟು ಪ್ರಮಾಣದಲ್ಲಿ ಆಗಿದೆ. ಇವುಗಳ ಬಳಕೆಯನ್ನು ಜನರು ಮಾಡಿಕೊಳ್ಳುವಂತೆ ಮನವೊಲಿಸಬೇಕು. ಹಾಗೆಯೇ ಘನತ್ಯಾಜ್ಯ ನಿರ್ವಹಣೆಗೆ ಆದ್ಯತೆ ನೀಡಬೇಕು’ ಎಂದು ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿ ಸಚಿವ ಕೆಎಸ್ ಈಶ್ವರಪ್ಪ ಅವರು ತಿಳಿಸಿದರು.

ಕೊರೋನಾ ಬಿಕ್ಕಟ್ಟಿನಿಂದಾಗಿ ರಾಜ್ಯಗಳ ಆರ್ಥಿಕ ಪರಿಸ್ಥಿತಿ ಸಂಕಷ್ಟಕ್ಕೆ ಸಿಲುಕಿದೆ. ಆದ್ದರಿಂದ ಇನ್ನೂ ಐದು ವರ್ಷಗಳಿಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರವು ಪರಿಹಾರ ನೀಡಬೇಕು ಎಂಬುದು ರಾಜ್ಯಗಳ ಮನವಿಯಾಗಿದೆ.

ವಿಧಾನಸಭೆಯ ಎರಡು ಚುನಾವಣೆ, ವಿಧಾನಪರಿಷತ್ 25 ಚುನಾವಣೆ ಬಳಿಕ ಡಿಸೆಂಬರ್ 27 ರಂದು ನಡೆದ 58 ನಗರ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಚುನಾವಣೆಯ ಫಲಿತಾಂಶ ಪ್ರಕಟವಾಗಿದ್ದು, ವಿರೋಧ ಪಕ್ಷ ಕಾಂಗ್ರೆಸ್ ಈ ಚುನಾವಣೆಯಲ್ಲಿ ಮುನ್ನಡೆ ಸಾಧಿಸಿದೆ.

ಈಬಾರಿ ನಗರಸಭೆ (5) 166 ವಾರ್ಡ್ಗಳಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ 62, ಬಿಜೆಪಿ 66, ಜೆಡಿಎಸ್ 12, ಎಎಪಿ 1, ಪಕ್ಷೇತರ ಅಭ್ಯರ್ಥಿಗಳು 24 ಸ್ಥಾನಗಳನ್ನು ಪಡೆದು ಗೆಲುವು ಸಾಧಿಸಿವೆ.

ಪುರಸಭೆಯ(19) 441 ವಾರ್ಡ್ಗಳಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ 202, ಬಿಜೆಪಿ 176, ಜೆಡಿಎಸ್ 21, ಜನತಾ ಪಕ್ಷ 1, ಎಸ್ ಡಿ ಪಿ ಐ 3 ಹಾಗೂ ಪಕ್ಷೇತರ ಅಭ್ಯರ್ಥಿಗಳು 38 ಸ್ಥಾನಗಳಲ್ಲಿ ಗೆಲುವು ಸಾಧಿಸಿವೆ.

ಪಟ್ಟಣ ಪಂಚಾಯಿತಿಯ (34) 577 ವಾರ್ಡ್ ಗಳಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ 237, ಬಿಜೆಪಿ 191, ಜೆಡಿಎಸ್ 12, ಎಐಎಂಐಎಂ 2, ಎಸ್ ಡಿ ಪಿ ಐ 2 ಹಾಗೂ ಪಕ್ಷೇತರ ಅಭ್ಯರ್ಥಿಗಳು 133 ಸ್ಥಾನಗಳಲ್ಲಿ ವಿಜಯ ಸಾಧಿಸಿದ್ದಾರೆ.
ಒಟ್ಟಾರೆ ಹೇಳುವುದಾದರೆ 1184 ವಾರ್ಡ್ ಗಳಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ 501, ಬಿಜೆಪಿ 433, ಜೆಡಿಎಸ್ 45, ಜನತಾ ಪಕ್ಷ 1, ಎಎಪಿ 1, ಎಐಎಂಐಎಂ 2, ಎಸ್ ಡಿಪಿಐ 6, ಪಕ್ಷೇತರ ಅಭ್ಯರ್ಥಿಗಳು 195 ಮತಗಳಲ್ಲಿ ಗೆಲುವು ಸಾಧಿಸುತ್ತದೆ. ಕಾಂಗ್ರೆಸ್ ಎಲ್ಲಾ ಪಕ್ಷಗಳಿಗಿಂತ ಹೆಚ್ಚು ವಾರ್ಡ್ಗಳಲ್ಲಿ ಗೆಲುವು ಸಾಧಿಸುವ ಮೂಲಕ ಮುಂಚೂಣಿಯಲ್ಲಿದೆ.

ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ ಬೊಮ್ಮಾಯಿ ಅವರು ಚುನಾವಣೆ ಫಲಿತಾಂಶ ಪ್ರಕಟವಾದ ಬಳಿಕ “ಈ ಹಿಂದೆ ಅಲ್ಪಸಂಖ್ಯಾತರು ಹೆಚ್ಚಿರುವ ಕಡೆಗಳಲ್ಲಿ ಬಿಜೆಪಿಗೆ ಹೆಚ್ಚಿನ ಯಶಸ್ಸು ಸಿಗುತ್ತಿರಲಿಲ್ಲ. ಈ ಬಾರಿ ಗದಗ-ಬೆಟಗೇರಿ ಸೇರಿ ಹಲವು ಕಡೆ ನಾವು ದೊಡ್ಡ ಯಶಸ್ಸು ಕಂಡಿದ್ದೇವೆ” ಎಂದು ಪ್ರತಿಕ್ರಿಯಿಸಿದ್ದಾರೆ.

‘ವಿಧಾನಸಭೆ ವಿರೋಧಪಕ್ಷದ ನಾಯಕ ಮಾಜಿ ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ರಾಜ್ಯದಲ್ಲಿ ಬಿಜೆಪಿಯ ವಿರುದ್ಧ ಜನಾಭಿಪ್ರಾಯ ಇದೆ ಎಂಬುದು ಈ ಫಲಿತಾಂಶದಿಂದ ಸ್ಪಷ್ಟವಾಗಿದ್ದು, ಕಾಂಗ್ರೆಸ್ ಮತ್ತೆ ಅಧಿಕಾರಕ್ಕೆ ಬರಬೇಕು ಎಂದು ಜನ ಭಾವಿಸಿರುವುದು ಕಾಣುತ್ತಿದೆ’ ಎಂದು ತಿಳಿಸಿದರು.

ಭಾರತ ಮತ್ತು ಚೀನಾ ಸೈನಿಕರ ನಡುವೆ ಪೂರ್ವ ಲಡಾಕ್ ನ ಗಡಿಯಲ್ಲಿ 20 ತಿಂಗಳಿಂದ ಸಂಘರ್ಷ ನಡೆಯುತ್ತಿದೆ ಅದರ ನಡುವೆ ಚೀನಾ ಮತ್ತೆ ಕ್ಯಾತೆ ತೆಗೆದಿದೆ.

ಚೀನಾ ಸರ್ಕಾರಿ ಸ್ವಾಮ್ಯದ ಗ್ಲೋಬಲ್ ಟೈಮ್ಸ್ ಪತ್ರಿಕೆಯು ಝಂಗಾಂಗ್ ಅಥವಾ ದಕ್ಷಿಣ ಷಿಝಾಂಗ್ ನ 15 ಸ್ಥಳಗಳಿಗೆ ಮ್ಯಾಂಡರಿನ್ ಭಾಷೆಯ ಹೆಸರು ಇರಿಸಲಾಗಿದೆ ಎಂದು ವರದಿ ಮಾಡಿದೆ.

ಚೀನಾ ಅರುಣಾಚಲ ಪ್ರದೇಶದ 90 ಸಾವಿರ ಚದರ ಕಿಲೋಮೀಟರ್ ಪ್ರದೇಶವು ತನ್ನದೆಂದು ಹೇಳುತ್ತಿದೆ. ಅರುಣಾಚಲ ಪ್ರದೇಶದ ಈ ಭಾಗವನ್ನು ಝಂಗಾಂಗ್ ಅಥವಾ ದಕ್ಷಿಣ ಚೀನಾ ಎಂದು ಕರೆಯುತ್ತಿದೆ.

ಚೀನಾದ ಕ್ರಮಕ್ಕೆ ಭಾರತದ ಅಧಿಕೃತ ಪ್ರತಿಕ್ರಿಯೆ ಇನ್ನೂ ಪ್ರಕಟವಾಗಿಲ್ಲ. ಆದರೆ, ಚೀನಾವು 2017ರ ಏಪ್ರಿಲ್ ನಲ್ಲಿ ಇಂತಹದ್ದೆ ಕ್ರಮಕ್ಕೆ ಮುಂದಾಗಿದ್ದಾಗ ಭಾರತ ಕಟುವಾದ ಪ್ರತಿಕ್ರಿಯೆ ನೀಡಿತ್ತು. ಪಟ್ಟಣಗಳಿಗೆ ಹೊಸ ಹೆಸರುಗಳನ್ನು ಇರಿಸುವುದರಿಂದ ನೆರೆಯ ದೇಶದ ಪ್ರದೇಶದ ಮೇಲೆ ನಿಮ್ಮ ಅಕ್ರಮ ಹಕ್ಕು ಸಾಧನೆಯು ಸಕ್ರಮ ಅನಿಸಿಕೊಳ್ಳುವುದಿಲ್ಲ ಎಂದು ಭಾರತದ ವಿದೇಶಾಂಗ ಸಚಿವಾಲಯವು ತಿಳಿಸಿತ್ತು.

ಚೀನಾದ ಸ್ಟೇಟ್ ಕೌನ್ಸಿಲ್ನ ನಿಯಮಗಳಿಗೆ ಅನುಗುಣವಾಗಿ ದಕ್ಷಿಣ ಟಿಬೆಟ್ ನ 15 ಸ್ಥಳಗಳ ಹೆಸರು ಬದಲಾಯಿಸಲಾಗಿದೆ ಎಂದು ಗ್ಲೋಬಲ್ ಟೈಮ್ಸ್ ಹೇಳಿದೆ. ಸ್ಟೇಟ್ ಕೌನ್ಸಿಲಿಂಗ್ ಅರೆ ಚೀನಾದ ಮುಖ್ಯ ಆಡಳಿತ ಪ್ರಾಧಿಕಾರವಾಗಿದೆ. ದಿನ ಹೇಳುತ್ತಿರುವ 15 ಸ್ಥಳಗಳಲ್ಲಿ 8 ವಸತಿ ಪ್ರದೇಶಗಳು, 4 ಪರ್ವತಗಳು, 2 ನದಿಗಳು ಮತ್ತು 1 ಕಣಿವೆ ಸೇರಿವೆ.

ನಿಖರ ಮಾಹಿತಿ ದೊರೆತ ನಂತರ ಖಜುರಾಹೋ ಪಟ್ಟಣದಿಂದ ಸುಮಾರು 25 ಕಿ. ಮೀ. ದೂರದಲ್ಲಿರುವ ಭಾಗೇಶ್ವರ್ ಧಾಮ್ ಹತ್ತಿರ ಇರುವ ಕೋಣೆಯೊಂದರಲ್ಲಿ ಕಾಳಿ ಚರಣ್ ಅವರು ತಂಗಿದ್ದರು. ಪೊಲೀಸರು ಬೆಳಗ್ಗಿನ 4 ಗಂಟೆಗೆ ಸುಮಾರಿಗೆ ಕಾಳಿಚರಣ್ ಅವರನ್ನು ಬಂಧಿಸಿದ್ದಾರೆ.

ಛತ್ತಿಸ್ಗಡ್ ರಾಜಧಾನಿ ರಾಯಪುರದಲ್ಲಿ ನಡೆದ ಧರ್ಮ ಸಂಸತ್ತಿನಲ್ಲಿ ಗಾಂಧೀಜಿ ಅವರ ಬಗ್ಗೆ ಅವಹೇಳನಕಾರಿ ಹೇಳಿಕೆಯನ್ನು ಕಾಳಿ ಚರಣ್ ಅವರು ಹೇಳಿದ್ದಾರೆ. ಈ ಕಾರಣ ಕಾಳಿ ಚರಣ್ ವಿರುದ್ಧ ರಾಯಪುರದಲ್ಲಿ ಎಫ್ಐಆರ್ ದಾಖಲಿಸಲಾಗಿತ್ತು. ಆದ್ದರಿಂದ ಇದರ ಬಂಧನಕ್ಕಾಗಿ ಮಹಾರಾಷ್ಟ್ರ, ಮಧ್ಯ ಪ್ರದೇಶ ಮತ್ತು ದೆಹಲಿಗೆ ಪೊಲೀಸರ ತಂಡ ತೆರಳಿತ್ತು. ಕಾಳಿ ಚರಣ್ ಅವರನ್ನು ರಾಯಪುರಕ್ಕೆ ಕರೆತರಲಾಗಿದೆ. ಇನ್ನು 24 ಗಂಟೆಯೊಳಗೆ ನ್ಯಾಯಾಲಯಕ್ಕೆ ಹಾಜರುಪಡಿಸಲಾಗಿದೆ ಎಂದು ಮೂಲಗಳು ತಿಳಿಸಿವೆ.

“ಮಹಾತ್ಮ ಗಾಂಧೀಜಿ ಅವರು ದೇಶವನ್ನು ಹಾಳು ಮಾಡಿದವರು. ಅವರನ್ನು ಕೊಂದ ನಾಥೂರಾಮ್ ಗೋಡ್ಸೆ ಅವರಿಗೆ ನಮನಗಳು” ಎಂದು ಕಾಳಿ ಚರಣ್ ಅವರು ಹೇಳಿಕೆಯನ್ನು ನೀಡಿದ್ದಾರೆ.
