“ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆ ಅಧೀನದ ಪರಿಶಿಷ್ಟ ಪಂಗಡದ ಆಶ್ರಮ ಶಾಲೆಗಳಿಗೆ ಮಹರ್ಷಿ ವಾಲ್ಮೀಕಿ ಮತ್ತು ಪರಿಶಿಷ್ಟ ಜಾತಿ ವಿದ್ಯಾರ್ಥಿಗಳ ಆಶ್ರಮ ಶಾಲೆಗಳಿಗೆ ಭಾರತರತ್ನ ಡಾ. ಅಂಬೇಡ್ಕರ್ ಅವರ ಹೆಸರು ಮರುನಾಮಕರಣ ಮಾಡಲು ಸರ್ಕಾರ ಆದೇಶ ಹೊರಡಿಸಿದೆ” ಎಂದು ಕೊಪ್ಪಳದ ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ಉಪನಿರ್ದೇಶಕರಾದ ಶಿಂತ್ರೆ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮತ್ತು ಪಂಗಡದ ಮಕ್ಕಳಿಗೆ ಪ್ರಾಥಮಿಕ ಹಂತದಿಂದಲೇ ಶಾಲೆಗಳನ್ನು ಪ್ರತ್ಯೇಕವಾಗಿ ಆರಂಭಿಸಲಾಗಿದೆ. ಪರಿಶಿಷ್ಟ ಜಾತಿ ವಿದ್ಯಾರ್ಥಿಗಳಿಗಾಗಿ 1 ರಿಂದ 5ನೇ ತರಗತಿಯವರೆಗೆ ಶಿಕ್ಷಣ ನೀಡಲು ರಾಜ್ಯಾದ್ಯಂತ 68 ವಸತಿ ಶಾಲೆಗಳಿವೆ. ಪ್ರತಿ ತರಗತಿಗೆ 25 ವಿದ್ಯಾರ್ಥಿಗಳಿರುತ್ತಾರೆ.ಒಟ್ಟು 8,500 ವಿದ್ಯಾರ್ಥಿಗಳನ್ನು ದಾಖಲಿಸಿಕೊಳ್ಳಲು ಸೂಚಿಸಲಾಗಿದೆ.

ಪರಿಶಿಷ್ಟ ಪಂಗಡದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗಾಗಿ ಆಶ್ರಮ ಶಾಲೆ ಆರಂಭಿಸಿದೆ. 119 ಆಶ್ರಮ ಶಾಲೆಗಳಿವೆ. ಎಸ್ ಸಿ , ಎಸ್ ಟಿ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಶಿಕ್ಷಣ, ವಸತಿ, ಊಟ, ಸಮವಸ್ತ್ರ ಸೇರಿದಂತೆ ಹಲವಾರು ಸೌಲಭ್ಯಗಳನ್ನು ನೀಡಲಾಗುತ್ತಿದೆ. ಈಗಾಗಲೇ ಪರಿಶಿಷ್ಟ ಪಂಗಡದ ಆಶ್ರಮ ಶಾಲೆಗಳಿಗೆ ವಾಲ್ಮೀಕಿ ಆಶ್ರಮ ಶಾಲೆ ಎಂದು ಜುಲೈನಲ್ಲಿ ನಾಮಕರಣ ಮಾಡಲಾಗಿದೆ.

ಪರಿಶಿಷ್ಟಜಾತಿಯ ಆಶ್ರಮ ಶಾಲೆಗಳಿಗೆ ಯಾವುದೇ ನಾಮಕರಣ ಮಾಡಿರಲಿಲ್ಲ. ಆದ್ದರಿಂದ ಭಾರತರತ್ನ ಡಾ. ಅಂಬೇಡ್ಕರ್ ಅವರು ಭಾರತದ ಪ್ರಥಮ ಕಾನೂನು ಸಚಿವರಾಗಿದ್ದರು. ದೇಶಕ್ಕೆ ಸಶಕ್ತ ಸಂವಿಧಾನ ಶಿಲ್ಪಿಯಾಗಿದ್ದಾರೆ. ಹಾಗಾಗಿ ಅವರ ಹೆಸರನ್ನು ಈಗ ಆಯ್ಕೆ ಮಾಡಲಾಗಿದೆ. ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ಅಧೀನದಲ್ಲಿ ನಡೆಯುತ್ತಿರುವ ಆಶ್ರಮ ವಸತಿ ಶಾಲೆಗಳನ್ನು ಭಾರತ ರತ್ನ ಡಾ. ಬಿ. ಆರ್. ಅಂಬೇಡ್ಕರ್ ವಸತಿ ಶಾಲೆ ಎಂದು ಪುನರ್ ನಾಮಕರಣ ಮಾಡುವಂತೆ ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ಆಯುಕ್ತರು ತಿಂಗಳಿನಲ್ಲಿ ಸರ್ಕಾರಕ್ಕೆ ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಿದ್ದರು. ಪ್ರಸ್ತಾವನೆ ಪರಿಶೀಲಿಸಿರುವ ಸರ್ಕಾರ ಮರು ನಾಮಕರಣಕ್ಕೆ ಅನುಮೋದನೆ ನೀಡಿದೆ. ಅಂಬೇಡ್ಕರ್ ಹೆಸರಿಡಲು ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ಅಧೀನ ಕಾರ್ಯದರ್ಶಿ ಎಲ್. ನರಸಿಂಹಮೂರ್ತಿ ಅವರು ಆದೇಶಿಸಿದ್ದಾರೆ.

ಕೋವಿಡ್ -19 ವಿರುದ್ಧದ ಭಾರತದ ಲಸಿಕೆ ಕಾರ್ಯಕ್ರಮವು ವಿಶ್ವದ ಅತ್ಯಂತ ಯಶಸ್ವಿ ಮತ್ತು ದೊಡ್ಡದಾಗಿದೆ ಎಂದು ಕೇಂದ್ರ ಆರೋಗ್ಯ ಸಚಿವಾಲಯವು ತಿಳಿಸಿದೆ.
ಕಳೆದ ವರ್ಷ ಜನವರಿ 16 ರಂದು ನಡೆದ ರಾಷ್ಟ್ರೀಯ ಕೋವಿಡ್-19 ವ್ಯಾಕ್ಸಿನೇಷನ್ ಡ್ರೈವ್‌ನಲ್ಲಿ, ಭಾರತವು ತನ್ನ ಅರ್ಹ ನಾಗರಿಕರಲ್ಲಿ 90 ಪ್ರತಿ ಶತದಷ್ಟು ಮೊದಲ ಡೋಸ್ ಮತ್ತು 65% ಎರಡನೇ ಡೋಸ್‌ಗಳನ್ನು ನಿರ್ವಹಿಸಿದೆ. ಪ್ರತಿಷ್ಠಿತ ಅಂತಾರಾಷ್ಟ್ರೀಯ ಸುದ್ದಿ ಸಂಸ್ಥೆಯೊಂದು ಇತ್ತೀಚೆಗೆ ಪ್ರಕಟಿಸಿದ ಸುದ್ದಿ ಲೇಖನದಲ್ಲಿ, ಭಾರತವು ತನ್ನ ಲಸಿಕೆ ಗುರಿಯನ್ನು ತಪ್ಪಿಸಿಕೊಂಡಿದೆ ಎಂದು ಹೇಳಲಾಗಿದೆ. ಇದು ತಪ್ಪುದಾರಿಗೆಳೆಯುವ ಮತ್ತು ಸಂಪೂರ್ಣ ಚಿತ್ರವನ್ನು ಪ್ರತಿನಿಧಿಸುವುದಿಲ್ಲ ಎಂದು ಸಚಿವಾಲಯ ಹೇಳಿಕೆಯಲ್ಲಿ ತಿಳಿಸಿದೆ.
ಜಾಗತಿಕ ಸಾಂಕ್ರಾಮಿಕ ರೋಗದ ವಿರುದ್ಧದ ಹೋರಾಟದಲ್ಲಿ, ಭಾರತದ ರಾಷ್ಟ್ರೀಯ ಲಸಿಕೆ ಕಾರ್ಯಕ್ರಮವು ಲಸಿಕೆ ಹಾಕಲು ಗಣನೀಯವಾಗಿ ಕಡಿಮೆ ಜನಸಂಖ್ಯೆಯನ್ನು ಹೊಂದಿರುವ ಅನೇಕ ಅಭಿವೃದ್ಧಿ ಹೊಂದಿದ ಪಾಶ್ಚಿಮಾತ್ಯ ರಾಷ್ಟ್ರಗಳಿಗೆ ಹೋಲಿಸಿದರೆ ಅತ್ಯಂತ ಯಶಸ್ವಿ ಮತ್ತು ದೊಡ್ಡ ಲಸಿಕೆ ಕಾರ್ಯಕ್ರಮಗಳಲ್ಲಿ ಒಂದಾಗಿದೆ ಎಂದು ಸಚಿವಾಲಯವು ಹೇಳಿದೆ. 9 ತಿಂಗಳಿಗಿಂತ ಕಡಿಮೆ ಅವಧಿಯಲ್ಲಿ 100 ಕೋಟಿ ಡೋಸ್‌ಗಳನ್ನು ನೀಡುವುದು, ಒಂದೇ ದಿನದಲ್ಲಿ 2.51 ಕೋಟಿ ಡೋಸ್‌ಗಳನ್ನು ನೀಡುವುದರೊಂದಿಗೆ ಪೂರ್ವನಿದರ್ಶನವನ್ನು ಹೊಂದಿಲ್ಲದ ಹಲವಾರು ಮೈಲಿಗಲ್ಲುಗಳನ್ನು ದೇಶವು ಸಾಧಿಸಿದೆ ಎಂದು ಸಚಿವಾಲಯ ತಿಳಿಸಿದೆ.
ಇತರ ಅಭಿವೃದ್ಧಿ ಹೊಂದಿದ ರಾಷ್ಟ್ರಗಳೊಂದಿಗೆ ಹೋಲಿಸಿದರೆ ಭಾರತವು ತನ್ನ ರಾಜ್ಯಗಳು ಮತ್ತು ಕೇಂದ್ರಾಡಳಿತ ಪ್ರದೇಶಗಳಾದ್ಯಂತ ತನ್ನ ಅರ್ಹ ವಯಸ್ಕ ನಾಗರಿಕ 93.7 ಕೋಟಿ (ಭಾರತದ ರಿಜಿಸ್ಟರ್ ಜನರಲ್ ಪ್ರಕಾರ) ಕೋವಿಡ್ ವ್ಯಾಕ್ಸಿನೇಷನ್ ಅನ್ನು ನಿರ್ವಹಿಸುವಲ್ಲಿ ಉತ್ತಮ ಕೆಲಸವನ್ನು ಮಾಡಿದೆ. ಅರ್ಹ ಜನಸಂಖ್ಯೆಯ ಮೊದಲ ಡೋಸ್ ವ್ಯಾಪ್ತಿಯ ಸಂದರ್ಭದಲ್ಲಿ, ಯುಎಸ್ ತನ್ನ ಜನಸಂಖ್ಯೆಯ 73.2% ಅನ್ನು ಮಾತ್ರ ಪೂರೈಸಿದೆ. ಯುಕೆ ತನ್ನ ಜನಸಂಖ್ಯೆಯ 75.9% ಅನ್ನು ಪೂರೈಸಿದೆ.
ಫ್ರಾನ್ಸ್ ತನ್ನ ಜನಸಂಖ್ಯೆಯ 78.3% ಅನ್ನು ಪೂರೈಸಿದೆ. ಮತ್ತು ಸ್ಪೇನ್ ತನ್ನ ಜನಸಂಖ್ಯೆಯ 84.7% ಅನ್ನು ಪೂರೈಸಿದೆ ಎಂದು ಸಚಿವಾಲಯ ತಿಳಿಸಿದೆ. ಭಾರತವು ಈಗಾಗಲೇ ತನ್ನ ಅರ್ಹ ಜನಸಂಖ್ಯೆಯ 90% ಅನ್ನು ಕೋವಿಡ್ -19 ವಿರುದ್ಧ ಲಸಿಕೆಯ ಮೊದಲ ಡೋಸ್‌ನೊಂದಿಗೆ ಯಶಸ್ವಿಯಾಗಿದೆ. ಎರಡನೇ ಡೋಸ್‌ಗಾಗಿ, ಯುಎಸ್ ತನ್ನ ಜನಸಂಖ್ಯೆಯ 61.5% ಅನ್ನು ಪೂರೈಸಿದೆ.ಯುಕೆ ಅದರ 69.5% ಅನ್ನು ಪೂರೈಸಿದೆ. ಫ್ರಾನ್ಸ್ ತನ್ನ ಜನಸಂಖ್ಯೆಯ 73.2% ಅನ್ನು ಪೂರೈಸಿದೆ.
ಸ್ಪೇನ್ ತನ್ನ ಜನಸಂಖ್ಯೆಯ 81% ಅನ್ನು ಒಳಗೊಂಡಿದೆ ಎಂದು ಸಚಿವಾಲಯ ಹೇಳಿದೆ. ಭಾರತವು ತನ್ನ ಅರ್ಹ ಜನಸಂಖ್ಯೆಯ 65% ಕ್ಕಿಂತ ಹೆಚ್ಚಿನ ಲಸಿಕೆಯನ್ನು ಎರಡನೇ ಡೋಸ್‌ನೊಂದಿಗೆ ಪೂರೈಸಿದೆ.

ಸರ್ಕಾರಿ ಗುತ್ತಿಗೆಯಲ್ಲಿ ಮೀಸಲಾತಿ ಮಿತಿಯನ್ನು 50 ಲಕ್ಷ ರೂ. ಗಳಿಂದ 1ಕೋಟಿ ರೂ. ಗಳಿಗೆ ಹೆಚ್ಚಿಸುವ ಪ್ರಸ್ತಾವನೆಯನ್ನು ಸುಗ್ರೀವಾಜ್ನೆ ಮೂಲಕ ಜಾರಿಗೆ ತರುವಂತೆ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಎಸ್ ಸಿ,ಎಸ್ ಟಿ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಕಾಮಗಾರಿಗಳಲ್ಲಿನ ಮೀಸಲಾತಿಯನ್ನು 1ಕೋಟಿ ರೂ. ಗಳಿಗೆ ಅಧಿಕ ಮಾಡುವಂತೆ ಈಗಾಗಲೇ ಮುಖ್ಯಮಂತ್ರಿಗೆ ಮನವಿ ಸಲ್ಲಿಸಲಾಗಿದೆ. 2018-19ರ ಬಜೆಟ್ ನಲ್ಲಿ ಘೋಷಿಸಿರುವಂತೆ ಪ್ರಸ್ತಾವನೆಯ ಕಡತವನ್ನು ಆರ್ಥಿಕ ಇಲಾಖೆಯನ್ನು ನೋಡಿಕೊಳ್ಳುತ್ತಿರುವ ಮುಖ್ಯಮಂತ್ರಿಗಳಿಗೆ ಸಲ್ಲಿಸಿದೆ. ಆದರೆ, ಮುಖ್ಯಮಂತ್ರಿ ಅವರು ಈ ಕಡತಕ್ಕೆ ಅನುಮೋದನೆ ನೀಡದೆ ವಾಪಸ್ ಕಳಿಸಿರುವುದು ವಿಷಾದನೀಯ ಸಂಗತಿ ಎಂದು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಎಸ್ ಸಿ, ಎಸ್ ಟಿ ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಅಧ್ಯಕ್ಷರಾದ ಎನ್. ಮಹಾದೇವಸ್ವಾಮಿ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ಎಸ್ ಸಿ, ಎಸ್ ಟಿ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಗುತ್ತಿಗೆಯಲ್ಲಿನ ಮೀಸಲಾತಿ ಮಿತಿ ಹೆಚ್ಚಳ ಮಾಡದೆ ಸರ್ಕಾರವು ಅನ್ಯಾಯ ಮಾಡುತ್ತಿದೆ. ಈ ಬಗ್ಗೆ ಚರ್ಚಿಸಲು ಮುಖ್ಯಮಂತ್ರಿ ಬಳಿ ಹಲವು ಬಾರಿ ಸಮಯಾವಕಾಶವನ್ನು ಕೇಳಿದರೂ ಇದುವರೆಗೆ ನೀಡಿಲ್ಲ. ಸರ್ಕಾರ ಎಸ್ ಸಿ,ಎಸ್ ಟಿ ಗುತ್ತಿಗೆದಾರರಿಗೆ ವಂಚನೆ ಮಾಡುತ್ತಿರುವುದು ಸರಿಯಲ್ಲ ಎಂದು ಮಹಾದೇವಸ್ವಾಮಿ ಅವರು ಹೇಳಿದ್ದಾರೆ.

” ಕೋವಿಡ್ ನ ಮೂರನೇ ಅಲೆ ಬಗ್ಗೆ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಜನವರಿ 7ರ ಒಳಗೆ ಮತ್ತೊಮ್ಮೆ ತಜ್ಞರ ಸಭೆ ನಡೆಸಲಿದ್ದಾರೆ. ಸದ್ಯದ ಪರಿಸ್ಥಿತಿ ಅವಲೋಕಿಸಿದರೆ ಕೋವಿಡ್ ಮೂರನೇ ಅಲೆ ಬರುವಂತಹ ಸಾಧ್ಯತೆಗಳು ಹೆಚ್ಚಿವೆ. ಬೆಂಗಳೂರನ್ನು ರೆಡ್ ಜೋನ್ ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ಪರಿಗಣಿಸಿದೆ. ಆದ್ದರಿಂದ ಕಠಿಣ ನಿಯಮಗಳ ಬಗ್ಗೆ ನಿರ್ಧಾರ ಮಾಡುವುದು ಅನಿವಾರ್ಯವಾಗಲಿದೆ. ತಜ್ಞರ ಸಮಿತಿ ನೀಡುವ ಸಲಹೆಗಳನ್ನು ಯಥಾವತ್ತಾಗಿ ಜಾರಿ ಮಾಡಲಾಗುವುದು ಎಂದು ಆರ್. ಅಶೋಕ್ ಹೇಳಿದರು.

ಮೇಕೆದಾಟು ಯೋಜನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕಾಂಗ್ರೆಸ್ ಹಮ್ಮಿಕೊಂಡಿರುವ ಪಾದಯಾತ್ರೆ ಕುರಿತು ಪ್ರತಿಕ್ರಿಯಿಸಿದರು. ” ಜನರ ಆರೋಗ್ಯದ ದೃಷ್ಟಿಯಿಂದ ಸುರಕ್ಷಾ ಕ್ರಮವಾಗಿ ಪಾದಯಾತ್ರೆ, ಪ್ರತಿಭಟನೆ, ಜಾತ್ರೆ ಸೇರಿದಂತೆ ಇತರ ಚಟುವಟಿಕೆಗೆ ಕಡಿವಾಣ ಹಾಕಲಾಗುವುದು. ಕಾಂಗ್ರೆಸ್, ಜೆಡಿಎಸ್ ಪಕ್ಷಗಳು ಏನು ಮಾಡುತ್ತವೆ ಎಂಬುದು ಮುಖ್ಯವಲ್ಲ. ರಾಜ್ಯದ ಆರೂವರೆ ಕೋಟಿ ಜನರ ಜೀವ ಕಾಪಾಡುವ ಜವಾಬ್ದಾರಿ ನಮ್ಮ ಮೇಲಿದೆ” ಎಂದು ಆರ್. ಅಶೋಕ್ ಅವರು ಮಾಧ್ಯಮ ಮಿತ್ರರಿಗೆ ತಿಳಿಸಿದ್ದಾರೆ.

ಕೃಷಿ ವಲಯಕ್ಕೆ ಉತ್ತೇಜನ ನೀಡುವ ಉದ್ದೇಶದಿಂದ 2022-23ನೇ ಸಾಲಿನ ಬಜೆಟ್ ನಲ್ಲಿ ಕೇಂದ್ರ ಸರ್ಕಾರ ಕೃಷಿ ಸಾಲ ಗುರಿಯನ್ನು 18 ಲಕ್ಷ ಕೋಟಿಗೆ ಹೆಚ್ಚಿಸುವ ಸಾಧ್ಯತೆ ಇದೆ. ಕೇಂದ್ರ ಬಜೆಟ್ ಅನ್ನು ಹಣಕಾಸು ಸಚಿವೆ ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್ ಅವರು ಫೆಬ್ರವರಿ ಒಂದರಂದು ಮಂಡಿಸಲಿದ್ದಾರೆ.
ವಾರ್ಷಿಕ ಕೃಷಿ ಸಾಲದ ಮೊತ್ತವನ್ನು ಕೇಂದ್ರವು ನಿಗದಿ ಮಾಡುತ್ತದೆ. ಇದರಲ್ಲಿ ಬ್ಯಾಂಕ್ ಗಳಿಂದ ನೀಡಲಾಗುವ ಬೆಳೆ ಸಾಲದ ಮೊತ್ತವೂ ಸೇರಿದೆ. ಕೃಷಿ ವಲಯಕ್ಕೆ ಕೊಡುತ್ತಿರುವ ಸಾಲದ ಮೊತ್ತವು ಇತ್ತೀಚಿನ ವರ್ಷಗಳಲ್ಲಿ ಹೆಚ್ಚುತ್ತಾ ಸಾಗಿದೆ. ಕೆಲವು ವರ್ಷಗಳಲ್ಲಿ ಗುರಿ ಗಿಂತಲೂ ಹೆಚ್ಚಿನ ಮೊತ್ತವನ್ನು ಸಾಲವಾಗಿ ನೀಡಿದ ನಿದರ್ಶನ ಇದೆ.
ಮಾರ್ಚ್ 31ಕ್ಕೆ ಕೊನೆಗೊಳ್ಳಲಿರುವ 2021-22ನೇ ಸಾಲಿಗೆ ರೂ. 16.5 ಲಕ್ಷ ಕೋಟಿ ಕೃಷಿ ಸಾಲದ ಗುರಿಯನ್ನು ಕೇಂದ್ರವು ನಿಗದಿ ಮಾಡಿಕೊಂಡಿದೆ. ಕೃಷಿ ವಲಯಕ್ಕೆ ಕೊಡುವ ಸಾಲದ ಗುರಿಯನ್ನು ಕೇಂದ್ರವು ವರ್ಷದಿಂದ ವರ್ಷಕ್ಕೆ ಹೆಚ್ಚಿಸುತ್ತಿದೆ. ಈ ಪರಿಪಾಠವು ಈ ಬಾರಿಯೂ ಮುಂದುವರೆಯುವ ಸಾಧ್ಯತೆ ಇದ್ದು, ಸಾಲದ ಗುರಿಯನ್ನು ರೂ. 18 ಲಕ್ಷ ಕೋಟಿ ಅಥವಾ ರೂ. 18.5 ಲಕ್ಷ ಕೋಟಿಗೆ ಹೆಚ್ಚಿಸಬಹುದು ಎಂದು ಮೂಲಗಳು ತಿಳಿಸಿವೆ.
ಕೃಷಿ ಉತ್ಪಾದನೆ ಹೆಚ್ಚಿಸುವಲ್ಲಿ ಸಾಲ ನೀಡಿಕೆಯು ಮಹತ್ವದ್ದು.
ಬ್ಯಾಂಕ್, ಸಹಕಾರ ಸಂಘಗಳ ಮೂಲಕ ರೈತರಿಗೆ ಸಾಲ ವಿತರಣೆ ಮಾಡಿದರೆ, ಅವರು ಹೆಚ್ಚಿನ ಬಡ್ಡಿಗೆ ಇದರಿಂದ ಸಾಲ ಪಡೆಯುವ ಸಂಕಷ್ಟ ನಿವಾರಣೆ ಆಗುತ್ತದೆ ಎಂದು ಅಧಿಕಾರಿಯೊಬ್ಬರು ತಿಳಿಸಿದ್ದಾರೆ.

ಹಿಡುವಳಿ ಆಧಾರದ ಮೇರೆಗೆ ರೈತರ ಜಮೀನಿಗೆ ನೀರನ್ನು ಮಾತ್ರ ಒದಗಿಸಬೇಕು. ಅದನ್ನು ತುಂತುರು, ಹನಿ ಅಥವಾ ಇನ್ನಿತರ ಪದ್ಧತಿಯಂತೆ ಬಳಕೆ ಮಾಡಿಕೊಳ್ಳುವ ಸ್ವಾತಂತ್ರ್ಯವನ್ನು ರೈತರಿಗೆ ಬಿಡಬೇಕು.ಆಗ ಅವರಿಗೂ ಜವಾಬ್ದಾರಿ ನಿಗದಿ ಮಾಡಿದಂತೆ ಆಗುತ್ತದೆ. ಇನ್ನು ಮುಂದೆ ಯೋಜನೆಗಳನ್ನು ಇದೇ ರೀತಿಯಲ್ಲಿ ರೂಪಿಸಬೇಕು ಎಂದು ಜಲಸಂಪನ್ಮೂಲ ಸಚಿವ ಗೋವಿಂದ ಎಂ.ಕಾರಜೋಳ ಅವರು ತಿಳಿಸಿದರು.
ಭದ್ರಾ ಮೇಲ್ದಂಡೆ ಯೋಜನೆಯ ಪ್ರಗತಿ ಪರಿಶೀಲನೆ ನಡೆಸಿ ಅವರು ಮಾತನಾಡಿದರು.
ತುಂತುರು ಮತ್ತು ಹನಿ ನೀರಾವರಿ ವೆಚ್ಚದಾಯಕವಾಗಿದ್ದು, ಸರ್ಕಾರಕ್ಕೆ ಹೊಣೆಯಾಗಿ ಪರಿಣಮಿಸಿವೆ. ಇನ್ನು ಮುಂದೆ ರೈತರ ಜಮೀನಿಗೆ ನೀರು ಕೊಡುವ ವ್ಯವಸ್ಥೆಯನ್ನಷ್ಟೇ ರೂಪಿಸಬೇಕು. ಅದನ್ನು ಬಳಕೆ ಮಾಡಿಕೊಳ್ಳುವ ತಿಳಿವಳಿಕೆಯನ್ನು ರೈತರಿಗೆ ನೀಡಬೇಕು ಎಂದರು.
ಪಾವಗಡ ತಾಲ್ಲೂಕಿನ ಭದ್ರಾ ನೀರು ಬರುವ ಹೊತ್ತಿಗೆ ನಾವು ಬದುಕಿರುತ್ತೇವೆಯೇ ಎಂಬ ಅನುಮಾನವಿದೆ. ನಮ್ಮಲ್ಲಿ ಆಕಾಶ ನೋಡಿ ಜನರು ಬದುಕುತ್ತಿದ್ದಾರೆ. ಕಾಮಗಾರಿ ಪೂರ್ಣಗೊಳಿಸಿ ಗಡಿ ಭಾಗಕ್ಕೆ ನೀರು ಹರಿಸಲು ಸಹಕರಿಸಿ ಎಂದು ಶಾಸಕರಾದ ವೆಂಕಟರಮಣಪ್ಪ ಕೋರಿದರು.
ಭದ್ರಾ ಮೇಲ್ದಂಡೆ ಯೋಜನೆಯಲ್ಲಿ ಹನಿ ನೀರಾವರಿ ಪದ್ಧತಿ ಅಳವಡಿಸಿಕೊಳ್ಳಲಾಗುತ್ತಿದೆ. ಇಂತಹದೇ ಯೋಜನೆಗಳು ರಾಜ್ಯದ ಎರಡು ಭಾಗದಲ್ಲಿ ವಿಫಲವಾಗಿವೆ. ಸಾವಿರಾರು ಕೋಟಿ ವೆಚ್ಚ ಮಾಡಿದರೂ ರೈತರಿಗೆ ಬಳಕೆಯಾಗುತ್ತಿಲ್ಲ ಎಂದು ಸಚಿವ ಗೋವಿಂದ ಎಂ.ಕಾರಜೋಳ ಅವರು ಬೇಸರ ವ್ಯಕ್ತಪಡಿಸಿದರು.
ಭೂಸ್ವಾಧೀನ ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣಗೊಳಿಸುವ ಮೊದಲೇ ಟೆಂಡರ್ ಕರೆದು ಕಾಮಗಾರಿ ಪ್ರಾರಂಭಿಸುವುದು ತಪ್ಪು. ಇದು ಮತ್ತೊಮ್ಮೆ ಪುನರಾವರ್ತನೆ ಆಗಬಾರದು. ಇದರಿಂದ ಅನಗತ್ಯ ವಿಳಂಬ ಉಂಟಾಗಿ ಯೋಜನಾ ವೆಚ್ಚ ಹೆಚ್ಚಾಗುತ್ತಿದೆ ಎಂದು ಅಸಮಾಧಾನ ಹೊರ ಹಾಕಿದರು.
ಭದ್ರಾ ಮೇಲ್ದಂಡೆ ಯೋಜನೆಯ ಮುಖ್ಯ ಇಂಜಿನಿಯರ್ ರಾಘವನ್ ಅವರು ಭದ್ರಾ ಮೇಲ್ದಂಡೆ ಯೋಜನೆಯ ಪರಿಶೀಲನೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡಿದ್ದರು. ಈ ಸಂದರ್ಭದಲ್ಲಿ 2018ಕ್ಕೆ ಯೋಜನೆ ಸಂಪೂರ್ಣವಾಗಿ ಪೂರ್ಣಗೊಳ್ಳಬೇಕಿತ್ತು. ಅಚ್ಚುಕಟ್ಟು ಪ್ರದೇಶಕ್ಕೆ ನೀರಾವರಿ ಸೌಲಭ್ಯ ಕಲ್ಪಿಸಬೇಕಿತ್ತು. ವಿ.ವಿ.ಸಾಗರ ಜಲಾಶಯಕ್ಕೆ ನೀರು ಹರಿಸುವುದು ಹೊರತುಪಡಿಸಿ ಬೇರೆ ಯಾವ ಪ್ರಗತಿಯೂ ಕಾಣುತ್ತಿಲ್ಲ. ಕಾಲಮಿತಿಯಲ್ಲಿ ಕಾಮಗಾರಿ ಪೂರ್ಣಗೊಳಿಸದ ಗುತ್ತಿಗೆದಾರರಿಗೆ ನೋಟಿಸ್ ನೀಡಿಲ್ಲ. ಅವರಿಗೆ ದಂಡವನ್ನೂ ವಿಧಿಸಿಲ್ಲ. ಗುತ್ತಿಗೆದಾರರು ನಿಮ್ಮ ನೆಂಟರೇ ಎಂದು ತಮ್ಮ ಇಲಾಖೆಯ ಮೇಲ್ವಿಚಾರಣಾ ಅಧಿಕಾರಿಗಳಿಗೆ ಚುರುಕು ಮುಟ್ಟಿಸಿದರು.
