ಜಿಲ್ಲೆಯಲ್ಲಿ 60 ವರ್ಷ ಮೇಲ್ಪಟ್ಟವರಿಗೆ ಬೂಸ್ಟರ್ ಡೋಸ್ ನೀಡುವ ಪ್ರಕ್ರಿಯೆಗೆ ಜನವರಿ 10ರಂದು ಚಾಲನೆ ನೀಡಲಾಗುವುದು ಎಂದು ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿ ಸಚಿವ ಕೆ.ಎಸ್. ಈಶ್ವರಪ್ಪ ತಿಳಿಸಿದರು.
ಜಿಲ್ಲಾ ಪಂಚಾಯತ್ ಸಭಾಂಗಣದಲ್ಲಿ ಕೋವಿಡ್ ನಿಯಂತ್ರಣಕ್ಕೆ ಕೈಗೊಳ್ಳಬೇಕಾದ ಕ್ರಮಗಳ ಕುರಿತು ಅಧಿಕಾರಿಗಳ ಸಭೆಯಲ್ಲಿ ಅವರು ಮಾತನಾಡಿದರು.
ಗ್ರಾಮೀಣ ಮಟ್ಟದಲ್ಲಿ ಈಗಾಗಲೇ ರಚಿಸಲಾಗಿರುವ ಟಾಸ್ಕ್ ಫೋರ್ಸ್ ಮತ್ತೆ ಕ್ರಿಯಾಶೀಲವಾಗಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸಬೇಕು. ಗ್ರಾಮ ಪಂಚಾಯತ್ ಅಧ್ಯಕ್ಷರ ನೇತೃತ್ವದಲ್ಲಿ ಟಾಸ್ಕ್ ಫೋರ್ಸ್ ರಚಿಸಲಾಗಿದ್ದು, ಅದರಲ್ಲಿರುವ ಅಧಿಕಾರಿಗಳು ಸಮರ್ಥವಾಗಿ ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸಬೇಕು. ಈ ಕುರಿತು ಯಾವುದೇ ದೂರುಗಳು ಬರಬಾರದು ಎಂದರು.
ಈಗಾಗಲೇ ಎರಡನೇ ಡೋಸ್ ಪಡೆದು 90 ದಿನಕಳೆದು ಇರುವವರು ಬೂಸ್ಟರ್ ಡೋಸ್ ಪಡೆಯಬಹುದು. ಬೂಸ್ಟರ್ ಡೋಸ್ ಪಡೆಯಲು ಜಿಲ್ಲೆಯಲ್ಲಿ ಒಟ್ಟು 2 ಲಕ್ಷ ಫಲಾನುಭವಿಗಳಿದ್ದಾರೆ. ಎಲ್ಲ ಪ್ರಾಥಮಿಕ ಆರೋಗ್ಯ ಕೇಂದ್ರಗಳಲ್ಲಿ ಬೂಸ್ಟರ್ ಡೋಸ್ ನೀಡಲು ವ್ಯವಸ್ಥೆ ಮಾಡಲಾಗುವುದು.
ಇದೇ ರೀತಿ ಈಗಾಗಲೇ 15 ರಿಂದ 18 ವರ್ಷದೊಳಗಿನವರಿಗೆ ಲಸಿಕೆ ನೀಡುವ ಕಾರ್ಯ ನಡೆಯುತ್ತಿದ್ದು, ಡಿ.12ರೊಳಗೆ ಎಲ್ಲಾ 83,831 ಮಂದಿಗೆ ಲಸಿಕೆ ನೀಡುವ ಕಾರ್ಯ ಪೂರ್ಣಗೊಳಿಸಬೇಕು ಎಂದರು.
ಜಿಲ್ಲಾಧಿಕಾರಿ ಕೆ.ಬಿ ಶಿವಕುಮಾರ್ ಮಾತನಾಡಿ,ಕೋವಿಡ್ ಮೂರನೇ ಅಲೆಯನ್ನು ಎದುರಿಸಲು ಎಲ್ಲಾ ಸಿದ್ಧತೆಗಳನ್ನು ಮಾಡಲಾಗಿದೆ. ಮೆಗ್ಗಾನ್ ಆಸ್ಪತ್ರೆಯಲ್ಲಿ 1,382 ಬೆಡ್ ಗಳು ಲಭ್ಯವಿದ್ದು, ಅವುಗಳಲ್ಲಿ 640 ಬೆಡ್ ಗಳು ಕೋವಿಡ್ ಗಾಗಿ ಮೀಸಲಿರಿಸಲಾಗಿದೆ.
ಜಿಲ್ಲೆಯಲ್ಲಿ ಒಟ್ಟು 94 ಸಾವಿರ ಕಿಲೋಮೀಟರ್ ಆಕ್ಸಿಜನ್ ಸಂಗ್ರಹಣಾ ಸಾಮರ್ಥ್ಯದ ವ್ಯವಸ್ಥೆ ಮಾಡಲಾಗಿದೆ. ಕೋವಿಡ್ ಸಮರ್ಪಕ ನಿರ್ವಹಣೆಗೆ ವಾರ್ ರೂಮ್ ಆರಂಭಿಸಲಾಗಿದ್ದು, ಎಲ್ಲಾ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ವೈದ್ಯಾಧಿಕಾರಿಗಳು ಸೇರಿದಂತೆ ಅಗತ್ಯ ಮೂಲ ಸೌಕರ್ಯಗಳನ್ನು ಸಜ್ಜುಗೊಳಿಸಲಾಗಿದೆ ಎಂದರು.

ಸರ್ಕಾರದ ವಿವಿಧ ಇಲಾಖೆಗಳ ಸರ್ವೆ ಸಂದರ್ಭದಲ್ಲಿ ಮನೆ ನಂಬರ್ ಉಪಯೋಗಕ್ಕೆ ಬರುತ್ತದೆ. ಈ ಹಿಂದೆ ದೇಶದಲ್ಲಿ ಅನಕ್ಷರಸ್ಥರೇ ಹೆಚ್ಚಿದ್ದರಿಂದ ಮನೆ ನಂಬರ್ ಇರುವ ಸ್ಪೀಲ್ ಪಟ್ಟಿಯನ್ನು ಮನೆಬಾಗಿಲಿಗೆ ಆಂಟಿಸುತ್ತಿದ್ದರು. ಎಲ್ಲಿಯೂ ಕಾಗದದ ಚೀಟಿ ಅಂಟಿಸುವುದಿಲ್ಲ. ಇಂತಹ ತಾತ್ಕಾಲಿಕ ಚೀಟಿಯಿಂದ ಜನರಿಗೆ ಯಾವುದೇ ಪ್ರಯೋಜನ ಇಲ್ಲ. ಇದಲ್ಲದೆ ಹಣವೂ ವ್ಯರ್ಥ ಎಂದು ಸಾರ್ವಜನಿಕರು ಅಭಿಪ್ರಾಯ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
ಈ ಪ್ರಸ್ತಾವ ಬಂದಾಕ್ಷಣ ರಾಜ್ಯ ಸರ್ಕಾರವು ನಿಯಮಾನುಸಾರ ಪರಿಶೀಲಿಸಿ ಸೂಕ್ತ ಕ್ರಮವಹಿಸಿ ಎಂಬರ್ಥ ಬರುವಂತಹ ಸೂಚನೆಯನ್ನ ಪ್ರಾದೇಶಿಕ ಆಯುಕ್ತರಿಗೆ ಕಳಿಸಿತು.
ಅದನ್ನ ಜಿಲ್ಲಾಪಂಚಾಯಿತಿಗಳಿಗೆ ಕಳಿಸಲಾಯಿತು.
ಹೀಗೆ ಇದು ಅಗತ್ಯವೇ ಸೂಕ್ತವೇ ಎಂಬ ವಿವೇಚನೆ ಮಾಡದೇ ಕ್ರಮ ಕೈಗೊಳ್ಳುವ ಪ್ರಕ್ರಿಯೆ ನಡೆದೇ ಬಿಟ್ಟಿತು. ಒಂದು ವರದಿ ಪ್ರಕಾರ ಈ ಚೀಟಿ ಮನೆಗಳಿಗೆ ಕಡ್ಡಾಯವೆಂದು ಹೇಳಿಯೇ ಇಲ್ಲ.

2005ರಲ್ಲಿ ನಡೆದ ಕೊಲೆ ಪ್ರಕರಣದಲ್ಲಿ ವಿಜಯಪುರದ ಒಂದನೇ ಹೆಚ್ಚುವರಿ ನ್ಯಾಯಾಲಯವು ಬಂದೇನವಾಜ್ ಗೆ ಜೀವಾವಧಿ ಶಿಕ್ಷೆಯನ್ನು ವಿಧಿಸಿತ್ತು. ಈ ಮಧ್ಯೆ ಆತ 2011ರಲ್ಲಿ ನವೆಂಬರ್ 1 ರಿಂದ 21ರವರೆಗೆ 15 ದಿನ ಪೆರೋಲ್ ಪಡೆದು ಜೈಲಿನಿಂದ ಹೊರಗೆ ಬಂದಿದ್ದ. ಆದರೆ ಒಂದೂವರೆ ವರ್ಷ ಕಳೆದರೂ ಆತ ಮತ್ತೆ ಜೈಲಿಗೆ ಹೋಗಿರಲಿಲ್ಲ. 2017ರಲ್ಲಿ ಪೊಲೀಸರು ಮತ್ತೆ ಆತನನ್ನು ಬಂಧಿಸಿ ಜೈಲಿಗೆ ಕಳಿಸಿದ್ದರು.
ಪೆರೋಲ್ ನಿಯಮ ಉಲ್ಲಂಘನೆ ಆರೋಪದಲ್ಲಿ ಆತನಿಗೆ ಜೀವಾವಧಿ ಶಿಕ್ಷೆ ಮುಗಿದ ಬಳಿಕ ಮತ್ತೆ ಆರು ತಿಂಗಳು ಜೈಲು ಶಿಕ್ಷೆ ಅನುಭವಿಸಬೇಕೆಂದು ನ್ಯಾಯಾಲಯ ಆದೇಶ ನೀಡಿತ್ತು. ಅದನ್ನು ಪ್ರಶ್ನಿಸಿದ ಅಪರಾಧಿ, ಎರಡು ಶಿಕ್ಷೆಗಳನ್ನು ಒಟ್ಟಾಗಿ ಪರಿಗಣಿಸಬೇಕೆಂದು ಕೋರಿದ್ದನು.
ಪೆರೋಲ್ ಮೇಲೆ ತಪ್ಪಿಸಿಕೊಂಡು ಅಪರಾಧದ ಮೇಲೆ ಅಪರಾಧ ಎಸಗಿದ ವ್ಯಕ್ತಿಯನ್ನು ಸಜಾಬಂಧಿ ಅಪರಾಧ ದಂಡ ಸಹಿತೆ ಸೆಕ್ಷನ್ 427ರ ಅನ್ವಯ ಪರಿಗಣಿಸಲಾಗದು ಎಂದು ಆದೇಶಿಸಿದೆ.
ವಿಜಯಪುರ ಜಿಲ್ಲೆ ಸಿಂಧಗಿ ತಾಲೂಕಿನ ಬಾಲಗನೂರು ಗ್ರಾಮದ ಬಂದೇನವಾಜ್ ಸಲ್ಲಿಸಿದ್ದ ಅರ್ಜಿಯನ್ನು ಕಲಬುರಗಿ ಪೀಠದಲ್ಲಿ ಆಲಿಸಿದ ನ್ಯಾ.ಎಚ್.ಪಿ. ಸಂದೇಶ್ ಅವರಿದ್ದ ಏಕಸದಸ್ಯ ಪೀಠ ಈ ಆದೇಶ ಹೊರಡಿಸಿದೆ.

ಫೆಬ್ರುವರಿ 10 ರಿಂದ ಮಾರ್ಚ್ ಏಳರವರೆಗೆ ಒಟ್ಟು ಏಳು ಹಂತಗಳಲ್ಲಿ ಚುನಾವಣೆ ನಡೆಯಲಿದ್ದು ಮಾರ್ಚ್ 10ರಂದು ಫಲಿತಾಂಶ ಹೊರಬೀಳಲಿದೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.
ಎಲೆಕ್ಷನ್ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡಿದ ಮುಖ್ಯ ಚುನಾವಣಾ ಆಯುಕ್ತ ಸುಶೀಲ್ ಚಂದ್ರ, ಕೋವಿಡ್ ಮೂರನೇ ಅಲೆಯ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಜನವರಿ 15ರ ವರೆಗೆ ಜಾಥಾ ನಿಷೇಧಿಸಲಾಗಿದೆ.
ಆನಂತರ ಪರಿಸ್ಥಿತಿ ಅವಲೋಕಿಸಿ ನಿರ್ಧಾರ ಕೈಗೊಳ್ಳಲಾಗುವುದು. ಒಂದೊಮ್ಮೆ ಅನುಮತಿ ನೀಡಿದರೂ, ಕೋವಿಡ್ ಕಟ್ಟುನಿಟ್ಟು ಮಾರ್ಗದರ್ಶಿ ಅನ್ವಯದಂತೆಯೇ ಜಾಥಾ ನಡೆಸಬೇಕಾಗುತ್ತದೆ ಎಂದು ತಿಳಿಸಿದರು.
ಬಿಜೆಪಿ, ಕಾಂಗ್ರೆಸ್ ಸೇರಿದಂತೆ ಎಲ್ಲ ಪ್ರಮುಖ ರಾಜಕೀಯ ಪಕ್ಷಗಳು ಚುನಾವಣಾ ಆಯೋಗದ ನಿರ್ಧಾರವನ್ನು ಸ್ವಾಗತಿಸಿವೆ.
ನಾಲ್ಕು ರಾಜ್ಯಗಳಲ್ಲಿ ಆಡಳಿತಾರೂಢವಾಗಿರುವ ಬಿಜೆಪಿ, ಒಂದು ರಾಜ್ಯದಲ್ಲಿ ಅಧಿಕಾರದಲ್ಲಿರುವ ಕಾಂಗ್ರೆಸ್ ಗೆ ಈ ಚುನಾವಣೆ ಮುಂದಿನ ಲೋಕಸಭೆ ಚುನಾವಣೆ ದೃಷ್ಟಿಯಿಂದ ಭಾರೀ ಮಹತ್ವದ್ದಾಗಿದೆ.

ಜನ ಸಂರಕ್ಷಣೆಗಾಗಿ ಉತ್ತರ ಪ್ರದೇಶವು ದೇಶದಲ್ಲೇ ಮೊದಲ ಸ್ಥಾನ ಪಡೆದಿದೆ. ರಾಜಸ್ಥಾನ ಹಾಗೂ ತಮಿಳುನಾಡು ಕ್ರಮವಾಗಿ ಎರಡು ಮತ್ತು ಮೂರನೇ ಸ್ಥಾನ ಪಡೆದಿವೆ.

ಜಲ ಸಂರಕ್ಷಣೆಗಾಗಿ ಹೆಚ್ಚಿನ ಶ್ರಮ ವಹಿಸಿದ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ದಕ್ಷಿಣ ವಲಯದಲ್ಲಿ ಕೇರಳದ ತಿರುವನಂತಪುರಂ ಪ್ರಥಮ ಸ್ಥಾನದಲ್ಲಿದೆ. ಆಂಧ್ರಪ್ರದೇಶದ ಕಡಪ ಎರಡನೇ ಸ್ಥಾನ ಪಡೆದಿದೆ. ಹಾಗೆಯೇ, ಉತ್ತರ ವಲಯದಲ್ಲಿ ಉತ್ತರ ಪ್ರದೇಶದ ಮುಜಫ್ಫರ್ ನಗರ, ಪಂಜಾಬ್ ನ ಶಹೀದ್ ಭಗತ್ ಸಿಂಗ್ ನಗರ, ಪೂರ್ವದಲ್ಲಿ ಬಿಹಾರದ ಪೂರ್ವ ಚಂಪಾರಣ್, ಜಾರ್ಖಂಡ್ ನ ಗೊಡ್ಡ ಕ್ರಮವಾಗಿ ಪ್ರಥಮ ಹಾಗೂ ದ್ವಿತೀಯ ಸ್ಥಾನ ಪಡೆದಿವೆ.
ಪ್ರಶಸ್ತಿ ಘೋಷಣೆ ಬಳಿಕ ಮಾತನಾಡಿದ ಜಲ ಶಕ್ತಿ ಸಚಿವ ಗಜೇಂದ್ರ ಸಿಂಗ್ ಶೆಖಾವತ್, ದೇಶಾದ್ಯಂತ ಕೃಷಿ, ನೀರಾವರಿ, ಕೈಗಾರಿಕೆ, ಕುಡಿಯುವ ನೀರು ಸೇರಿದಂತೆ ಹಲವು ಕ್ಷೇತ್ರಗಳಿಗೆ ವಾರ್ಷಿಕ 1,000 ಶತಕೋಟಿ ಕ್ಯುಬಿಕ್ ಮೀಟರ್ ನೀರಿನ ಅವಶ್ಯಕತೆ ಇದೆ. ಮಳೆಯ ಪ್ರಮಾಣದಲ್ಲಿ ವ್ಯತ್ಯಾಸ ವಾಗುತ್ತಿರುವ ಕಾರಣ ಬೇಡಿಕೆಗಿಂತ ಲಭ್ಯತೆ ಕಡಿಮೆ ಇದೆ.
ಅದರಲ್ಲೂ,2050ರ ವೇಳೆಗೆ ಬೇಡಿಕೆ ಪ್ರಮಾಣ 1,400-1,500 ಶತಕೋಟಿ ಕ್ಯುಬಿಕ್ ಮೀಟರ್ ಗೆ ತಲುಪುವ ಸಾಧ್ಯತೆಯಿದೆ. ಹಾಗಾಗಿ ಜಲಸಂರಕ್ಷಣೆಗೆ ಎಲ್ಲರೂ ಒಗ್ಗೂಡಿ, ಸಕಾರಾತ್ಮಕ ಮನೋಭಾವದಿಂದ ಕಾರ್ಯನಿರ್ವಹಿಸಬೇಕಿದೆ ಎಂದರು.
