ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರ ಸಂಘದ ಎಲ್ಲಾ ಹಂತದ ಚುನಾವಣೆಗಳಲ್ಲಿ ಶೇ.50ರಷ್ಟು ಮೀಸಲಾತಿ ಕಲ್ಪಿಸುವಂತೆ ಮಹಿಳಾ ನೌಕರರು ಒತ್ತಾಯಿಸಿದ್ದಾರೆ.

ಈ ಬಗ್ಗೆ ಸಂಘದ ಅಧ್ಯಕ್ಷರಿಗೆ ಮನವಿ ಪತ್ರ ಸಲ್ಲಿಸಿರುವ ಅವರು, ಸಂಘದ ಸದಸ್ಯರಲ್ಲಿ ಶೇಕಡ 50ರಷ್ಟು ಮಹಿಳಾ ನೌಕರರಿದ್ದಾರೆ. ಆದರೆ ತಮ್ಮ ಸಂಖ್ಯೆಗೆ ಅನುಗುಣವಾಗಿ ಸಂಘದ ಚುನಾವಣೆಗಳಲ್ಲಿ ಪ್ರಾತಿನಿಧ್ಯ ದೊರಕದೇ ಇರುವುದು ದುರದೃಷ್ಟಕರ ಎಂದು ಬೇಸರ ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಶತಮಾನದ ಇತಿಹಾಸವಿರುವ ಸರ್ಕಾರಿ ನೌಕರರ ಸಂಘವನ್ನು ಕಾಮ್ರೇಡ್ ಮೇರಿ ದೇವಸಿಯಾ ಎಂಬ ಮಹಿಳೆ ಸಮರ್ಥವಾಗಿ ಸಂಘಟಿಸಿ ಸದೃಢವಾಗಿ ಬೆಳೆಸಿದ್ದಾರೆ. ಎಲ್ಲಾ ಅರ್ಹತೆ ಮತ್ತು ಸಾಮರ್ಥ್ಯ ಹೊಂದಿದ್ದರೂ ಮಹಿಳೆ ಎಂಬ ಕಾರಣಕ್ಕಾಗಿ ಸಂಘದಲ್ಲಿ ಅವಕಾಶಗಳನ್ನು ನಿರಾಕರಿಸಲಾಗುತ್ತಿದೆ. ಇದು ಮಹಿಳೆಯರ ಸ್ವಾತಂತ್ರ್ಯಕ್ಕೂ ದಕ್ಕೆ ತರುವ ವಿಚಾರವಾಗಿದೆ ಎಂದು ದೂರಲಾಗಿದೆ.

ಫೆ.22ರಂದು ಶಿವಮೊಗ್ಗದಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರ ಸಂಘ (ಆಡಳಿತ ಮತ್ತು ರಚನೆ) ನಿಯಮಗಳು- 2012ಕ್ಕೆ ತಿದ್ದುಪಡಿ ತರಲು ಸಭೆ ಆಯೋಜಿಸಲಾಗಿದೆ. ಈ ವೇಳೆ ನಿಯಮಗಳಿಗೆ ಸೂಕ್ತ ಮಾರ್ಪಾಡು ತಂದು, ಸಂಘದ ಎಲ್ಲಾ ಹಂತದ ಚುನಾವಣೆಗಳಲ್ಲಿ ಮಹಿಳೆಯರಿಗೆ ಶೇಕಡ 50ರಷ್ಟು ಮೀಸಲಾತಿ ಕಲ್ಪಿಸಬೇಕು ಎಂದು ಆಗ್ರಹಿಸಿದ್ದಾರೆ.

30 ವರ್ಷದ ಅರಣ್ಯ ಭೂಮಿ ಹಕ್ಕು ಹೋರಾಟದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸರ್ಕಾರದೊಂದಿಗೆ ಸಂವಾದ ಕಾರ್ಯಕ್ರಮ ನಡೆಯಿತು.

ಈ ಹೋರಾಟದ ಸ್ಮರಣ ಸಂಚಿಕೆ ಬಿಡುಗಡೆ ಮಾಡಿ ಮಾತನಾಡಿದ ಅವರು, ಉತ್ತರ ಕನ್ನಡ, ಶಿವಮೊಗ್ಗ ಸೇರಿದಂತೆ ಹಲವು ಜಿಲ್ಲೆಗಳ ಜನರು ಅರಣ್ಯ ಇಲಾಖೆಯ ತೂಗುಗತ್ತಿ ಭಯದಲ್ಲಿದ್ದಾರೆ. ಹೊಸದಾಗಿ ಯಾರು ಅರಣ್ಯ ಅತಿಕ್ರಮಣ ಮಾಡಿಲ್ಲ. ಅಜ್ಜ ಮುತ್ತಜ್ಜನ ಕಾಲದಿಂದಲೂ ಸಾಗುವಳಿ ಮಾಡುತ್ತಿದ್ದರೂ ಇದುವರೆಗೂ ಸರ್ಕಾರ ಹಕ್ಕು ಪತ್ರ ನೀಡಿಲ್ಲ. ಜನರು ಜೀವನೋಪಾಯಕ್ಕಾಗಿ ಅರಣ್ಯ ಅತಿಕ್ರಮಣ ಮಾಡಿದ್ದಾರೆಯೇ ಹೊರೆತು ಯಾವುದೇ ರೆಸಾರ್ಟ್, ಉದ್ಯಮ ಸ್ಥಾಪನೆ ಮಾಡಿ ಐಶಾರಾಮಿ ಜೀವನ ನಡೆಸುತ್ತಿಲ್ಲ ಎಂದರು.

ಹಿಂದುಗಳ ಪಾಲಿಗೆ ಕೇಸರಿ ವಸ್ತ್ರ ಪವಿತ್ರವಾಗಿದ್ದು, ಅದರ ಪಾವಿತ್ರತೆಯನ್ನು ಯಾರೂ ಹಾಳು ಮಾಡಬಾರದು. ಆದರೆ ಬಿಜೆಪಿ, ಆರ್ ಎಸ್ ಎಸ್, ಅದರ ಸಹ ಸಂಘಟನೆಗಳು ಕೇಸರಿ ಬಾವುಟವನ್ನು ಇಟ್ಟುಕೊಂಡು ಹೋರಾಟ ಮಾಡುತ್ತಿವೆ ಎಂದು ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಕನ್ನಡ ಸಾಹಿತ್ಯ ಪರಿಷತ್ ಸದಸತ್ವಕ್ಕೆ ನಿಗದಿ ಪಡಿಸಿರುವ ಶೈಕ್ಷಣಿಕ ಮಾನದಂಡಗಳಿಂದ ಜಾನಪದ, ರಂಗಭೂಮಿ, ಚಿತ್ರಕಲಾ, ಕರಕುಶಲ ಕಲಾವಿದರಿಗೆ ವಿನಾಯಿತಿ ನೀಡಬೇಕು. ಅಲ್ಲದೇ, 45 ವರ್ಷದ ಒಳಗಿನವರಿಗೆ ಮಾತ್ರ ಈ ನಿಯಮ ಜಾರಿಗೊಳಿಸಬೇಕು ಎಂದು ತಜ್ಞರು ಸಲಹೆ ನೀಡಿದ್ದಾರೆ.

ಉದ್ದೇಶಿತ ಬೈಲಾ ತಿದ್ದುಪಡಿಯಲ್ಲಿ ಕಸಾಪ ಸದಸ್ಯತ್ವ ಪಡೆಯಲು 7ನೇ ತರಗತಿ ಉತ್ತೀರ್ಣರಾಗಿರಬೇಕು. ಇಲ್ಲದಿದ್ದರೆ ಸರಳ ಪರೀಕ್ಷೆ ಎದುರಿಸಬೇಕು. ಆದರೆ ಕಲಾವಿದರು ಮತ್ತಿತರಿಗೆ ವಿನಾಯತಿ ಕೊಡಿ ಎಂದು ಕೆಲವರು ಸಲಹೆ ನೀಡಿದ್ದಾರೆ. ಸಾಧನೆ ಮಾಡಿದ ಜಾನಪದ, ರಂಗಭೂಮಿ ಕಲಾವಿದರನ್ನು ಸದಸ್ಯತ್ವ ಪಡೆಯಲು ಆಹ್ವಾನ ನಿಸಬೇಕೆಂದು ಸಭೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡಿದ್ದ ಗಣ್ಯರು ಸಲಹೆ ನೀಡಿದ್ದಾರೆ ಎಂದು ಕಸಾಪ ಅಧ್ಯಕ್ಷ ಡಾ. ಮಹೇಶ್ ಜೋಶಿ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.
