ವಿಧಾನಸೌಧದಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಸಭೆ ನಡೆಸಿದ ಬಳಿಕ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಅವರು ಮಾತನಾಡಿದರು.
ಸ್ವಾಮಿತ್ವ ಯೋಜನೆಯಡಿ ಡ್ರೋನ್ ಸರ್ವೆ ಈ ವರ್ಷದ ಗುರಿಗೆ ಶೇ.59ರಷ್ಟು ಸಾಧನೆಯಾಗಿದೆ. ಇದನ್ನು ಚುರುಕುಗೊಳಿಸಲು 20 ಕೋಟಿ ರೂಪಾಯಿ ಅಗತ್ಯವಿದೆ. ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಲು ಸೂಚಿಸಲಾಗಿದೆ. ಸುಮಾರು 4,370 ಸ್ಮಶಾನ ಭೂಮಿ ಅಗತ್ಯವಿದ್ದು, ಒಂದು ವರ್ಷದಲ್ಲಿ ವಿಶೇಷ ಅಭಿಯಾನದ ಮೂಲಕ ಸ್ಮಶಾನ ಭೂಮಿ ಒದಗಿಸಲು ಮತ್ತು ಸರಕಾರಿ ಭೂಮಿ ಇರುವಲ್ಲಿ ನೀಡಬೇಕು. ಲಭ್ಯವಿಲ್ಲದ ಕಡೆಗಳಲ್ಲಿ ಖಾಸಗಿ ಜಮೀನು ಖರೀದಿ ಮಾಡಿ ಸ್ವಾಧೀನ ಪಡಿಸಿಕೊಳ್ಳಲು ಸೂಚನೆ ನೀಡಲಾಗಿದೆ ಎಂದರು.
ಸಾಮಾಜಿಕ ಭದ್ರತಾ ಪಿಂಚಣಿ ಸೌಲಭ್ಯದಡಿಯಲ್ಲಿ ಸುಮಾರು ಮೂರು ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಫಲಾನುಭವಿಗಳ ಆಧಾರ್ ಜೋಡಣೆ ಬಾಕಿ ಇದೆ. ಒಂದು ತಿಂಗಳಲ್ಲಿ ಜೋಡಣೆ ಕಾರ್ಯ ಆಗಬೇಕು ಮತ್ತು ನಿಜವಾದ ಫಲಾನುಭವಿಗಳಿಗೆ ದೊರೆಯಬೇಕು. ಪಿಂಚಣಿ ಸೌಲಭ್ಯ ಡಿಬಿಟಿ ಮೂಲಕವೇ ತಲುಪಬೇಕು ಎಂಬ ಸೂಚನೆ ನೀಡಲಾಗಿದೆ ಎಂದರು.
ಡೀಮ್ಡ್ ಫಾರೆಸ್ಟ್ ಸಂಬಂಧಿಸಿದಂತೆ ಸುಪ್ರೀಂಕೋರ್ಟ್ ಕೇಸ್ ವಿಚಾರವಾಗಿ ಅರಣ್ಯ ಪ್ರದೇಶದಲ್ಲಿರುವ ಜಮೀನುಗಳು ಮತ್ತು ಅರಣ್ಯ ಪ್ರದೇಶದಲ್ಲಿಲ್ಲದ ಜಮೀನುಗಳ ದಾಖಲೆಗಳನ್ನು ಪರಿಶೀಲಿಸಿ ಮತ್ತೊಮ್ಮೆ ಸಮೀಕ್ಷೆ ಮಾಡಿಕೊಡಲಿ ವರದಿ ನೀಡಿದರೆ ಸರ್ಕಾರ ತೀರ್ಮಾನ ಕೈಗೊಳ್ಳಲು ಸಾಧ್ಯವಾಗುವುದಾಗಿ ಚರ್ಚಿಸಲಾಯಿತು. ಸಹಾಯಕ ಕಮಿಷನರ್ ಹಾಗೂ ತಶೀಲ್ದಾರ್ ಕೋರ್ಟ್ ನಲ್ಲಿ 10-15 ಸಾವಿರಕ್ಕೂ ಹೆಚ್ಚು ಪ್ರಕರಣಗಳು ಬಾಕಿ ಇವೆ. ಇದನ್ನು ಕೂಡಲೇ ವಿಲೇವಾರಿ ಮಾಡಲು ಸೂಚಿಸಿದೆ. ಭೂ ಪರಿವರ್ತನೆಗೆ ಕಂದಾಯ ಸಚಿವರು ಹೊಸ ನಿಯಮಗಳನ್ನು ತರಲು ಘೋಷಣೆ ಮಾಡಿದ್ದಾರೆ.
ವಿಶೇಷವಾಗಿ ಭೂಪರಿವರ್ತನೆ ಸಂದರ್ಭದಲ್ಲಿ ಮಾಸ್ಟರ್ ಪ್ಲಾನ್ ಸಿದ್ಧಪಡಿಸಲು ಉದ್ದೇಶಿಸಿರುವ ನಗರ ಪ್ರದೇಶಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ನಗರಾಭಿವೃದ್ಧಿ ಪ್ರಾಧಿಕಾರಗಳು ಅಭಿಪ್ರಾಯ ನೀಡಲು ಸಾಧ್ಯವಾಗುತ್ತಿಲ್ಲ.ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಮಾಸ್ಟರ್ ಪ್ಲಾನ್ ಗಳನ್ನು 3 ತಿಂಗಳ ಅವಧಿಯಲ್ಲಿ ಪೂರ್ಣಗೊಳಿಸುವಂತೆ ಸೂಚನೆ ನೀಡಲಾಗಿದೆ ಎಂದರು.
ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು ಜನರು ಮತ್ತು ಸರಕಾರದ ನಡುವಿನ ಬಹುಮುಖ್ಯ ಕೊಂಡಿ. ಹಾಗಾಗಿ ಸ್ಪಂದನಶೀಲರಾಗಿ ಆಡಳಿತ ನಡೆಸುವಂತೆ ಸೂಚಿಸಲಾಗಿದೆ ಎಂದು ಸಿಎಂ ತಿಳಿಸಿದರು.

ರಾಜ್ಯ ಇಂಧನ ಸಚಿವ ವಿ.ಸುನಿಲ್ ಕುಮಾರ್ ಅವರು ‘ರೈತರ ಸಮಸ್ಯೆ ಕುರಿತಂತೆ ಮಾತನಾಡಿದ್ದು, ದೂರ ಸಲ್ಲಿಸಿದ 24ಗಂಟೆಯೊಳಗೆ ಬದಲಾವಣೆ ಸೂಚಿಸಿದ ಪ್ರಕಾರ ಇಲ್ಲಿಯತನಕ ಶೇಕಡ ನೂರರಷ್ಟು ಗುರಿ ಸಾಧಿಸಲಾಗಿದೆ. ಎಲ್ಲಾ ವಿದ್ಯುತ್ ಸರಬರಾಜು ಕಂಪನಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಟ್ರಾನ್ಸ್ ಫಾರ್ಮರ್ ಬ್ಯಾಂಕ್ ಸ್ಥಾಪನೆ ಮಾಡಲಾಗಿತ್ತು ರೈತರ ಮನವಿಗೆ ತಕ್ಷಣ ಸ್ಪಂದಿಸುವ ಮೂಲಕ ಜನಸ್ನೇಹಿ ಕಾರ್ಯಕ್ರಮ ನಡೆಸಲಾಗುತ್ತಿದೆ’ ಎಂದು ತಿಳಿಸಿದರು.

‘ಯಾವುದೇ ಜಿಲ್ಲೆಯಲ್ಲೂ ಸಮಸ್ಯೆ ಆದರೆ ತಕ್ಷಣ ಪರಿವರ್ತಿಸಲು ರಾಜ್ಯದಲ್ಲಿ ಸದ್ಯ 10248 ಟ್ರಾನ್ಸ್ ಫಾರ್ಮರ್ ಸಂಗ್ರಹವಿದೆ. ಈ ಹಿಂದೆ ಟ್ರಾನ್ಸ್ ಫಾರ್ಮರ್ ವೈಫಲ್ಯವಾದಾಗ ಅದರ ದುರಸ್ತಿ ಬದಲಾವಣೆ ದೊಡ್ಡ ಸಮಸ್ಯೆಯಾಗಿತ್ತು ತಕ್ಷಣವೇ ಪರಿಹಾರ ದೊರೆಯುವಂತೆ ರೂಪಿಸಲು ವಿದ್ಯುತ್ ಸರಬರಾಜು ಕಂಪನಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಪರಿವರ್ತಕಗಳ ಬ್ಯಾಂಕ್ ಸ್ಥಾಪನೆ ಮಾಡಲಾಗಿದೆ’ ಎಂದು ಸಚಿವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಕುಕ್ಕೆ ಸುಬ್ರಹ್ಮಣ್ಯಕ್ಕೆ ಭೇಟಿ ನೀಡಿದ ಅವರು ಸುದ್ದಿಗಾರರೊಂದಿಗೆ ಮಾತನಾಡಿ , ಪಾರ್ಕ್ ಗೆ ಬೇಕಾದ ಯೋಜನೆ ಸಿದ್ಧಪಡಿಸಲಾಗಿದೆ. ನಿಯಮಗಳನ್ನು ಶೀಘ್ರ ರೂಪಿಸಿ ಜವಳಿ ಪಾರ್ಕ್ ಕಾಮಗಾರಿ ಆರಂಭಗೊಳ್ಳಲಿದೆ. ನೇಕಾರರಿಗೆ ಮತ್ತು ಇತರರಿಗೆ ನೇಕಾರಿಕೆಯ ಕೌಶಲ್ಯ ಅರಿತುಕೊಳ್ಳಲು ತರಬೇತಿ ಕಾರ್ಯಾಗಾರ ಹಮ್ಮಿಕೊಳ್ಳಲಾಗುವುದು ಎಂದರು.
ಉಡುಪಿಯಲ್ಲಿ ಸುಮಾರು 20 ಎಕರೆಯಲ್ಲಿ ಶೀಘ್ರವೇ ಬೃಹತ್ ಜವಳಿ ಪಾರ್ಕ್ ನಿರ್ಮಿಸಲಾಗುವುದು ಎಂದು ತಿಳಿಸಿದರು.
2020-21ರ ಅವಧಿಯಲ್ಲಿ ಸುಮಾರು 120 ಕೋಟಿ ರೂ. ಮೊತ್ತವನ್ನು ರಿಯಾಯಿತಿ ರೂಪದಲ್ಲಿ ನೇಕಾರರಿಗೆ ನೀಡಲಾಗಿದೆ. ಕೈಮಗ್ಗ, ಟೆಕ್ಸ್ ಟೈಲ್ , ಪವರ್ ಲೂಮ್ ಅಭಿವೃದ್ಧಿಗೊಳಿಸಿ ಅವುಗಳನ್ನು ಉಳಿಸುವತ್ತ ಸರಕಾರ ಗಮನ ಹರಿಸಿದೆ. ಆಧುನಿಕ ತಂತ್ರಜ್ಞಾನದ ನಡುವೆಯೂ ಹಳೆ ಪರಂಪರೆ ಉಳಿಸಿ ಬೆಳೆಸಿಕೊಂಡು ಹೋಗುವುದು ನಮ್ಮ ಜವಾಬ್ದಾರಿ ಎಂದರು.
ನೇಕಾರರನ್ನು ದೊಡ್ಡ ಉದ್ಯಮಿಗಳನ್ನಾಗಿ ಮಾಡುವ ಇರಾದೆ ಸರಕಾರದ್ದು. ದೇಶದಲ್ಲಿ ಕೈಯಿಂದ ಮಾಡಿದ ಬಟ್ಟೆಗಳಿಗೆ ಹೆಚ್ಚಿನ ಬೇಡಿಕೆಯಿದೆ. ಆದರೆ ಅದೇ ಪ್ರಮಾಣದಲ್ಲಿ ಉತ್ಪಾದನೆ ಆಗುತ್ತಿಲ್ಲ. ಆದುದರಿಂದ ಹೆಚ್ಚು ಉತ್ಪಾದನೆ ಮಾಡಲು ನೇಕಾರರನ್ನು ಪ್ರೋತ್ಸಾಹಿಸಲಾಗುವುದು. ಕಚ್ಚಾ ವಸ್ತುಗಳನ್ನು ಆಮದು ಮಾಡಿಕೊಂಡು ಹೆಚ್ಚು ಉತ್ಪಾದನೆ ಮಾಡಿ ಅವುಗಳನ್ನು ರಫ್ತುಮಾಡುವತ್ತ ಗಮನಹರಿಸಲಾಗುವುದು.
ಮಂಗಳೂರು ಮತ್ತು ಉಡುಪಿಯಲ್ಲಿ ಬಂದರು ಇರುವುದರಿಂದ ನಮ್ಮ ಉತ್ಪಾದನೆಗಳನ್ನು ಪ್ರಪಂಚದಾದ್ಯಂತ ಪಸರಿಸಲು ಬೇಕಾದ ಸೂಕ್ತ ವ್ಯವಸ್ಥೆ ಮಾಡಲಾಗುವುದು ಎಂದರು.

ಸಾರ್ವಜನಿಕ ಶಿಕ್ಷಣ ಇಲಾಖೆಯು ರಾಜ್ಯದ ಸರ್ಕಾರಿ ಪ್ರಾಥಮಿಕ ಶಾಲೆಗಳಲ್ಲಿ ಖಾಲಿ ಇರುವ ಹುದ್ದೆಗಳ ಬದಲಿಗೆ 4000 ಅತಿಥಿ ಶಿಕ್ಷಕರನ್ನು ಎರಡನೇ ಹಂತದಲ್ಲಿ ನೇಮಕ ಮಾಡಿಕೊಳ್ಳಲು ಅನುಮತಿ ನೀಡಿದೆ.

ಮೊದಲ ಹಂತದಲ್ಲಿ 2021 ರ ಸೆಪ್ಟೆಂಬರ್ ನಿಂದ 2022 ಮಾರ್ಚ್ ವರೆಗೆ ಹುಟ್ಟು 18000 ಅತಿಥಿ ಶಿಕ್ಷಕರನ್ನು ನೇಮಕ ಮಾಡಿಕೊಳ್ಳಲು ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಅನುಮತಿ ನೀಡಿತ್ತು. ಆದರೆ ಇದೀಗ ಎರಡನೇ ಹಂತದಲ್ಲಿ ಹೆಚ್ಚುವರಿಯಾಗಿ 400 ಅತಿಥಿ ಶಿಕ್ಷಕರನ್ನು ಷರತ್ತಿಗೆ ಒಳಪಟ್ಟು ನೇಮಕ ಮಾಡಿಕೊಳ್ಳುವಂತೆ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಆಯುಕ್ತ ಡಾ.ಆರ್.ವಿಶಾಲ್ ಅವರು ಆಯಾ ಜಿಲ್ಲೆಯ ಉಪ ನಿರ್ದೇಶಕರಿಗೆ ಸೂಚಿಸಿದ್ದಾರೆ.

2021ರ ನವೆಂಬರ್ ಅಂತ್ಯಕ್ಕೆ ರಾಜ್ಯದ ಸರ್ಕಾರಿ ಪ್ರಾಥಮಿಕ ಶಾಲೆಗಳಲ್ಲಿ ಒಟ್ಟು 30,606 ಶಿಕ್ಷಕರ ಹುದ್ದೆಗಳು ಖಾಲಿ ಇವೆ. ಈ ಪೈಕಿ ಪ್ರಥಮ ಹಂತದಲ್ಲಿ 18,000 ಅತಿಥಿ ಶಿಕ್ಷಕರನ್ನು ನೇಮಕ ಮಾಡಿಕೊಳ್ಳಲಾಗಿದೆ. ಆದರೆ 12,606 ಹುದ್ದೆಗಳು ಖಾಲಿ ಉಳಿದಿವೆ. ಈಗ ಎರಡನೇ ಹಂತದಲ್ಲಿ 4000 ಅತಿಥಿ ಶಿಕ್ಷಕರನ್ನು ನೇಮಕ ಮಾಡಿಕೊಳ್ಳುವ ಮೂಲಕ ಶಿಕ್ಷಕರ ಕೊರತೆಯನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ಸರಿದೂಗಿಸಲು ಇಲಾಖೆ ಮುಂದಾಗಿದೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

ರಾಜ್ಯ ಸರ್ಕಾರ ರಾಜ್ಯಾದ್ಯಂತ ರೈತರಿಂದ ಕನಿಷ್ಠ ಬೆಂಬಲ ಬೆಲೆ ಯೋಜನೆ ಅಡಿಯಲ್ಲಿ ರಾಗಿ ಭತ್ತ ಮತ್ತು ಜೋಳ ಖರೀದಿಗೆ ಖರೀದಿ ಕೇಂದ್ರಗಳನ್ನು ಆರಂಭಿಸಿದೆ. ಈ ಕೇಂದ್ರಗಳು ಜನವರಿ 1ರಿಂದ ಮಾರ್ಚ್ 31ರವರೆಗೆ ಕಾರ್ಯನಿರ್ವಹಿಸಲಿವೆ.

ಬಿಳಿ ಜೋಳ ಮಾಲ್ದಂಡಿ ಪ್ರತಿ ಕ್ವಿಂಟಾಲ್ಗೆ 2758 ರೂ , ಬಿಳಿ ಜೋಳ ಹೈಬ್ರಿಡ್ ಗೆ 2738 ರೂ., ಗ್ರೇಡ್ ಎ ಭತ್ತಕ್ಕೆ 1960 ರೂ, ಕ್ವಿಂಟಾಲ್ ಸಾಮಾನ್ಯ ಗ್ರೇಡ್ ಭತ್ತಕ್ಕೆ 1940 ರೂ. ಕ್ವಿಂಟಾಲ್ ರಾಗಿಗೆ 3377 ರೂ. ದರ ನಿಗದಿ ಪಡಿಸಲಾಗಿದೆ.

ಖರೀದಿ ಕೇಂದ್ರಗಳಿಗೆ ಮಿತಿ ಸೇರುವ ಸರ್ಕಾರ ಪ್ರತಿ ಎಕರೆಗೆ 25 ಕ್ವಿಂಟಾಲ್ ಭತ್ತ , ಪ್ರತಿ ರೈತರಿಂದ 40 ಕ್ವಿಂಟಾಲ್ ಗರಿಷ್ಠ ಭತ್ತ ಖರೀದಿ ಮಿತಿ ನಿಗದಿ ಗೊಳಿಸಲಾಗಿದೆ. ಅದರಂತೆ ರಾಗಿ ಮತ್ತು ಬಿಳಿ ಜೋಳಕ್ಕೆ ಮಿತಿ ನಿಗದಿ ಪಡಿಸಲಾಗಿದೆ. ಪ್ರತಿ ಎಕರೆಗೆ ಕ್ರಮವಾಗಿ 10 ಕ್ವಿಂಟಾಲ್, ಪ್ರತಿ ರೈತರಿಂದ ತಲಾ 20 ಕ್ವಿಂಟಾಲ್ ರಾಗಿ, ಬಿಳಿ ಜೋಳ ಖರೀದಿ ಮಿತಿ ಗೊಳಿಸಲಾಗಿದೆ ಎಂದು ಸಚಿವ ಉಮೇಶ್ ಕತ್ತಿ ತಿಳಿಸಿದ್ದಾರೆ.
