ಹೊಸ ವರ್ಷದ ಪ್ರಥಮ ದಿನವೇ ಜಮ್ಮು-ಕಾಶ್ಮೀರದಲ್ಲಿ ದುರಂತವೊಂದು ನಡೆದಿದೆ. ರಾಜ್ಯದ ರಿಯಾಸಿ ಜಿಲ್ಲೆಯಲ್ಲಿರುವ ಏಳು ನೂರು ವರ್ಷ ಹಳೆಯ ಪವಿತ್ರ ಕ್ಷೇತ್ರವಾದ ವೈಷ್ಣೋದೇವಿ ಮಂದಿರದಲ್ಲಿ ರಾತ್ರಿಯ ವೇಳೆ ಕಾಲ್ತುಳಿತಕ್ಕೆ ಸಿಕ್ಕಿ 13 ಮಂದಿ ಯಾತ್ರಿಕರು ಮೃತಪಟ್ಟಿದ್ದಾರೆ. 14 ಜನ ಗಾಯಗೊಂಡಿದ್ದಾರೆ.

ದೇವಾಲಯದಿಂದ ಸುಮಾರು ಮುನ್ನೂರು ಮೀಟರ್ ದೂರದಲ್ಲಿ ಈ ದುರ್ಘಟನೆ ಸಂಭವಿಸಿದೆ. ಪ್ರಸಿದ್ಧ ಯಾತ್ರಾಸ್ಥಳ ವೈಷ್ಣೋದೇವಿ ಮಂದಿರದ ಆವರಣದಲ್ಲಿ ನೂಕುನುಗ್ಗಲು ಭಕ್ತಾದಿಗಳ ಮರಣಕ್ಕೆ ಕಾರಣವಾಗಿದೆ.

ಸರ್ಕಾರದ ಹೊಸ ಮಾರ್ಗಸೂಚಿ ಕುರಿತಂತೆ ನೋಂದಣಿ ಪರಿವೀಕ್ಷಕರು ಹಾಗೂ ಮುದ್ರಾಂಕಗಳ ಆಯುಕ್ತರಾದ ಪಿ.ಎನ್.ರವೀಂದ್ರ ಅವರು ‘ಮಾರ್ಗಸೂಚಿ ದರ ಇಳಿಕೆಯಿಂದ ಖರೀದಿದಾರರಿಗೆ ಲಾಭವಾಗಲಿದೆ. ಜೊತೆಗೆ ವ್ಯವಹಾರ ಹೆಚ್ಚುವುದರಿಂದ ಸರ್ಕಾರಕ್ಕೂ ಲಾಭವಾಗಲಿದೆ. ಪ್ರಸಕ್ತ ಆರ್ಥಿಕ ವರ್ಷದಲ್ಲಿ ಮುದ್ರಾಂಕ ಮತ್ತು ನೋಂದಣಿ ಶುಲ್ಕದಿಂದ 12,500 ಕೋಟಿ ರೂ. ಆದಾಯ ಸಂಗ್ರಹವಾಗಿದೆ. ಮಾರ್ಚ್ ಅಂತ್ಯಕ್ಕೆ ನಿಗದಿತ ಗುರಿ ತಲುಪುವ ವಿಶ್ವಾಸವಿದೆ’ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

ಜಿಲ್ಲಾಡಳಿತಗಳು ಶೀಘ್ರವಾಗಿ ಕಾರ್ಯ ನಿರ್ವಹಿಸಲು ಗುರಿ ನಿಗದಿ ಪಡಿಸಿದರು. ಸರ್ಕಾರಿ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಜಿಲ್ಲಾಡಳಿತಗಳ ಉತ್ತರದಾಯಿತ್ವದ ಬಗ್ಗೆ ಮನವರಿಕೆ ಮಾಡಿಕೊಟ್ಟರು.

‘ಅಕಾಲಿಕ ಮಳೆಯಿಂದ ಉಂಟಾದ ಬೆಳೆ ಹಾನಿಗೆ ಪರಿಹಾರ ಆ ಮೂಲಕ 48 ಗಂಟೆಯೊಳಗೆ ಬೆಳೆ ಪರಿಹಾರ ನೀಡಲಾಗಿದೆ. ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಕಾರ್ಯಕ್ಷಮತೆಯಿಂದ ಶೇ.83 ರಷ್ಟು ಪರಿಹಾರ ರೈತರಿಗೆ ನೀಡಲು ಸಾಧ್ಯವಾಗಿದೆ. ಒಂದು ತಿಂಗಳಲ್ಲಿ 14 ಲಕ್ಷ ರೈತರಿಗೆ ಪರಿಹಾರ ನೀಡಿರುವುದು ಗಣನೀಯ ಸಾಧನೆ’ ಎಂದು ಸಿಎಂ ಬೊಮ್ಮಾಯಿ ಅವರು ಮೆಚ್ಚುಗೆ ವ್ಯಕ್ತಪಡಿಸಿದರು.

‘ಡಿಸಿಗಳಿಗೆ ಹೆಚ್ಚಿನ ವಿವೇಚನಾಧಿಕಾರವಿದೆ. ಬಡವರ ಹಿತಕ್ಕಾಗಿ ಈ ವಿವೇಚನಾಧಿಕಾರವನ್ನು ಬಳಸಿ. ಹೆಚ್ಚಿನ ಅಧಿಕಾರ ಅಧಿಕಾರಿಗಳನ್ನು ವಿನಮ್ರನ್ನಾಗಿಸಬೇಕೇ ಹೊರತು ಅಹಂಕಾರಿಗಳನ್ನಾಗಿಸಬಾರದು’ ಎಂದು ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ್ ಬೊಮ್ಮಾಯಿ ಅವರು ಹೇಳಿದರು.

‘ಐದು ವರ್ಷಗಳಿಂದ ಬಾಕಿ ಇರುವ ಜಮೀನು ವ್ಯಾಜ್ಯ ಹಾಗೂ ನ್ಯಾಯಾಲಯ ಪ್ರಕರಣಗಳು ರೈತರ ಆರ್ಥಿಕ ಸ್ಥಿತಿಗತಿಯನ್ನು ನಿರ್ಧರಿಸುತ್ತದೆ. ತಹಶೀಲ್ದಾರ್, ಉಪ ವಿಭಾಗಾಧಿಕಾರಿಗಳು, ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಮಟ್ಟದಲ್ಲಿ ಬಾಕಿ ಇರುವ ಕೋರ್ಟ್ ಪ್ರಕರಣಗಳು ಶೀಘ್ರದಲ್ಲಿ ಇತ್ಯರ್ಥವಾಗಬೇಕು. ಇದಕ್ಕೆ ಅವಶ್ಯಕತೆ ಇದ್ದಲ್ಲಿ ಹೆಚ್ಚುವರಿ ತಹಶೀಲ್ದಾರ್, ಉಪ ವಿಭಾಗಾಧಿಕಾರಿಗಳನ್ನು ನಿಯೋಜನೆಗೆ ಪ್ರಸ್ತಾವನೆ ಸಲ್ಲಿಸಬೇಕು. ಒಟ್ಟಾರೆ ಕನಿಷ್ಠ 1 ವರ್ಷದೊಳಗೆಲ್ಲಾ ನ್ಯಾಯಾಲಯದ ಪ್ರಕರಣಗಳು ವಿಲೇವಾರಿ ಆಗಬೇಕೆಂದು’ ಸಿಎಂ ಬೊಮ್ಮಾಯಿ ಅವರು ಅಧಿಕಾರಿಗಳಿಗೆ ಸಭೆಯಲ್ಲಿ ತಿಳಿಸಿದರು.

ಕೇಂದ್ರ ಹಣಕಾಸು ಸಚಿವೆ ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್ ಅವರ ನೇತೃತ್ವದಲ್ಲಿ 46ನೇ ಜಿಎಸ್ಟಿ ಮಂಡಳಿ ಸಭೆಯಲ್ಲಿ ‘ತೆರಿಗೆ ಏರಿಕೆ ಪ್ರಸ್ತಾಪಕ್ಕೆ ಉದ್ಯಮ ವಲಯ ಮತ್ತು ಹಲವು ರಾಜ್ಯಗಳಿಂದ ತೀವ್ರ ಆಕ್ಷೇಪ ವ್ಯಕ್ತವಾದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಈ ಕುರಿತಂತೆ ಜನವರಿಯಲ್ಲಿ ನಡೆಯುವ ಮಂಡಳಿ ಸಭೆಯಲ್ಲಿ ಪರಾಮರ್ಶಿಸಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ’ ಎಂದು ಹಿಮಾಚಲ ಪ್ರದೇಶದ ಕೈಗಾರಿಕಾ ಸಚಿವ ಬಿಕ್ರಮ್ ಸಿಂಗ್ ಈ ಕುರಿತು ಮಾಹಿತಿ ನೀಡಿದ್ದಾರೆ.

ಸಮಾಜ ಕಲ್ಯಾಣ ಸಚಿವ ಕೋಟ ಶ್ರೀನಿವಾಸ ಪೂಜಾರಿ ಅವರು ‘ದೇವಸ್ಥಾನಗಳನ್ನು ಭಕ್ತರಿಗೆ ನೀಡುವುದೆಂದರೆ ಯಾವುದೇ ಸಂಘ ಸಂಸ್ಥೆಗಳಿಗೆ ಒಪ್ಪಿಸುತ್ತೇವೆ ಎಂಬ ಅರ್ಥವಲ್ಲ’ ಎಂದು ಡಿಕೆಶಿ ಅವರ ಮಾತಿಗೆ ಪ್ರತಿಕ್ರಿಯಿಸಿದ್ದಾರೆ.

‘ಭಕ್ತರು ಎಂದರೆ ಅದು ಶಿವಕುಮಾರ ಆಗಿರಬಹುದು, ಆರ್ ಎಸ್ ಎಸ್, ಬಿಜೆಪಿಯೂ ಆಗಿರಬಹುದು. ಒಟ್ಟಿನಲ್ಲಿ ಸರ್ಕಾರದ ಹಿಡಿತದಿಂದ ತಪ್ಪಿಸಿ ಭಕ್ತರಿಗೆ ನೀಡಬೇಕು, ಅವರಿಂದಲೇ ನಿರ್ವಹಣೆ ಆಗಬೇಕು ಎಂಬುದು ನಮ್ಮ ಚಿಂತನೆ. ದೇವಾಲಯಗಳಲ್ಲಿ ಸಂಗ್ರಹವಾಗುವ ಹಣ ಶಾಲೆಗಳ ಅಭಿವೃದ್ಧಿಗೆ ಮತ್ತು ಭಕ್ತರ ಅನುಕೂಲಕ್ಕಾಗಿ ಬಳಸಲಾಗುವುದು’ ಎಂದು ವಿವರಿಸಿದ್ದಾರೆ.

ಈ ವರ್ಷ ನರೇಗಾ ಯೋಜನೆಯಡಿ ಕೂಲಿ ಪಾವತಿಗಾಗಿ ರೂ.3,738,95 ಕೋಟಿ ಮತ್ತು ಸಾಮಗ್ರಿಗಳ ಪಾವತಿಗೆ ರೂಂ. 1,354.30 ಕೋಟಿ ವೆಚ್ಚ ಮಾಡಲಾಗಿದೆ ಎಂದು ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿ ಸಚಿವ ಕೆ.ಎಸ್. ಈಶ್ವರಪ್ಪ ತಿಳಿಸಿದರು.
ರಾಜ್ಯ ಸರ್ಕಾರದ ಬೇಡಿಕೆಯನ್ನು ಪರಿಗಣಿಸಿ ಕೇಂದ್ರ ಸರ್ಕಾರವು ಈ ಸಾಲಿಗೆ 1.40 ಕೋಟಿ ಮಾನವ ದಿನಗಳ ಹೆಚ್ಚುವರಿ ಉದ್ಯೋಗ ಸೃಷ್ಟಿಗೆ ಅವಕಾಶ ನೀಡಿದೆ. ಇದರಿಂದ ರಾಜ್ಯಕ್ಕೆ ಈ ಯೋಜನೆಯಡಿ ಹೆಚ್ಚುವರಿಯಾಗಿ ರೂ.715 ಕೋಟಿ ಅನುದಾನ ಲಭಿಸಿದೆ ಎಂದು ತಿಳಿಸಿದರು.
ಕೇಂದ್ರ ಸರ್ಕಾರ ಯೋಜನೆಯಡಿ ಕೆಲಸ ಮಾಡಿದ ಕೂಲಿಕಾರರಿಗೆ ಕೂಲಿ ಪಾವತಿಸಲು ಇದೇ 24ರಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ರೂ.661.24 ಕೋಟಿ ಬಿಡುಗಡೆ ಮಾಡಿದೆ. ಈ ವರ್ಷ 13.09 ಲಕ್ಷ ಕಾಮಗಾರಿಗಳನ್ನು ಕೈಗೆತ್ತಿಕೊಂಡಿದ್ದು, 3.87 ಲಕ್ಷ ಕಾಮಗಾರಿಗಳನ್ನು ಪೂರ್ಣಗೊಳಿಸಿದೆ ಎಂದು ಮಾಹಿತಿ ನೀಡಿದರು.
ಸುಮಾರು 13 ಕೋಟಿ ಮಾನವ ದಿನಗಳ ಗುರಿಯನ್ನು ಮೀರಿ ಇಲ್ಲಿಯವರೆಗೆ 13.14 ಕೋಟಿ ಮಾನವ ದಿನಗಳ ಉದ್ಯೋಗ ಸೃಷ್ಟಿಸಲಾಗಿದೆ ಎಂದು ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ತಿಳಿಸಿದರು.
ನರೇಗಾ ಯೋಜನೆ, ಮಹಿಳಾ ಮತ್ತು ಮಕ್ಕಳ ಕಲ್ಯಾಣ ಇಲಾಖೆ ಅನುದಾನದಡಿ 2016-17 ರಿಂದ ಇಲ್ಲಿಯವರೆಗೆ 3275 ಅಂಗನವಾಡಿ ಕಟ್ಟಡಗಳ ನಿರ್ಮಾಣ ಕೈಗೆತ್ತಿಕೊಂಡಿದ್ದು, 2,335 ಕಟ್ಟಡ ಗಳನ್ನು ಪೂರ್ಣಗೊಳಿಸಲಾಗಿದೆ. ಉಳಿದ ಕಟ್ಟಡಗಳ ನಿರ್ಮಾಣ ಪ್ರಗತಿಯಲ್ಲಿದೆ ಎಂದರು.
ಈ ಸಾಲಿನಲ್ಲಿ 4.45 ಲಕ್ಷ ಹೊಸ ಉದ್ಯೋಗ ಚೀಟಿಗಳನ್ನು ವಿತರಿಸುವ ಮೂಲಕ 10.68 ಲಕ್ಷ ಜನರನ್ನು ಯೋಜನೆಗೆ ಸೇರ್ಪಡೆ ಮಾಡಲಾಗಿದೆ. ಅಲ್ಲದೇ, 31.45 ಲಕ್ಷ ಕುಟುಂಬಗಳ ಪೈಕಿ 58.96 ಲಕ್ಷ ಜನರಿಗೆ ಉದ್ಯೋಗ ಒದಗಿಸಲಾಗಿದೆ. ಕಳೆದ 5 ವರ್ಷಗಳಲ್ಲೇ ಅತಿ ಹೆಚ್ಚಿನ ಸಾಧನೆಯಾಗಿದ್ದು, ಈಗಾಗಲೇ 46 ಸಾವಿರ ಕುಟುಂಬಗಳು 100 ದಿನಗಳ ಕೆಲಸ ಪೂರೈಸಿವೆ ಎಂದರು.
