ಆದಾಯ ತೆರಿಗೆ ಇಲಾಖೆ, ಕಂದಾಯ ವಿಚಕ್ಷಣ ದಳದ ಮೂಲಕ ಇತ್ತೀಚಿಗೆ ಚೀನಿ ಮೂಲದ ಟೆಲಿಕಾಂ ಕಂಪನಿಗಳ ವಹಿವಾಟುಗಳನ್ನು ಶೋಧಿಸಲಾಗಿತ್ತು. ಆರಂಭಿಕ ಪರಿಶೀಲನೆಯ ಸಂದರ್ಭ, ಕಳೆದ ಕೆಲವು ವರ್ಷಗಳಿಂದೀಚೆಗೆ ಈ ಟೆಲಿಕಾಂ ಕಂಪನಿಗಳ ಆದಾಯ ಗಳಿಕೆ ವಿವರಗಳಲ್ಲಿ ನ್ಯೂನ್ಯತೆಗಳು ಪತ್ತೆಯಾಗಿವೆ ಎಂದು ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದ್ದಾರೆ.

ಶಿವಮೊಗ್ಗ ನಗರದ ಸ್ಮಾರ್ಟ್ ಸಿಟಿ ಆಡಳಿತ ಕಚೇರಿ ಸಭಾಂಗಣದಲ್ಲಿ ಏರ್ಪಡಿಸಿದ್ದ ಪ್ರಗತಿ ಪರಿಶೀಲನಾ ಸಭೆಯಲ್ಲಿ ಅವರು ಮಾತನಾಡಿದರು.
ಕಾಮಗಾರಿಗಳನ್ನು ಕಾಲಮಿತಿಯೊಳಗೆ ಪೂರ್ಣಗೊಳಿಸಿದ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಸೂಕ್ತ ಎಚ್ಚರಿಕೆಯೊಂದಿಗೆ ಕೆಲಸ ಮುಗಿಸಲು ಸೂಚನೆ ತಪ್ಪಿದಲ್ಲಿ ಅಂತಹ ಗುತ್ತಿಗೆದಾರರನ್ನು ಕಪ್ಪುಪಟ್ಟಿಗೆ ಸೇರಿಸಲು ಶಿಫಾರಸು ಮಾಡಬೇಕು. ಅಲ್ಲದೇ ಅವರಿಗೆ ಬಾಕಿ ಹಣ ಪಾವತಿಸುವಂತೆ ಕ್ರಮವಹಿಸಬೇಕು ಎಂದು ತಾಕೀತು ಮಾಡಿದರು.
ದಿನದ 24 ಗಂಟೆ ಮನೆಗಳಿಗೆ ಕುಡಿಯುವ ನೀರು ಪೂರೈಸುವ ಯೋಜನೆ ಎರಡು ಕೆಲವೆಡೆ ಪ್ರಾಯೋಗಿಕವಾಗಿ ರಸೀದಿ ನೀಡಲಾಗಿದೆ. ಅದರಲ್ಲಿ ಭಾರಿ ಪ್ರಮಾಣದ ದರ ನಿಗದಿಯಾಗಿರುವ ಬಗ್ಗೆ ವಿರೋಧ ವ್ಯಕ್ತವಾಗುತ್ತಿದೆ. ಹೀಗಾಗಿ ಪಾಲಿಕೆ ಸಿಬ್ಬಂದಿ ಮನೆಗಳಿಗೆ ಭೇಟಿ ನೀಡಿ ಈ ಬಗ್ಗೆ ಜಾಗೃತಿ ಮೂಡಿಸಬೇಕು ಎಂದರು.
ಕುಡಿಯುವ ನೀರಿನ ಪೈಪ್ ಲೈನ್ ಒಡೆದು ಕಲುಷಿತ ನೀರು ಸೇರುವ ಆತಂಕದ ಬಗ್ಗೆ ಸಾರ್ವಜನಿಕರಿಂದ ದೂರುಗಳು ಬಂದಿವೆ. ಕೂಡಲೇ ಸಂಬಂಧಿಸಿದ ಅಧಿಕಾರಿಗಳು ಕೆಲಸ ನಡೆಯುವ ಸ್ಥಳಗಳಲ್ಲಿ ಇದ್ದು, ಕಾಮಗಾರಿಗಳು ನಿಯಮಾನುಸಾರ ನಡೆಯುವಲ್ಲಿ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು. ನಿಯೋಜಿತ ಕಾರ್ಯದಲ್ಲಿ ನಿರ್ಲಕ್ಷ್ಯ ವಹಿಸದಂತೆ ಅಧಿಕಾರಿಗಳಿಗೆ ಸೂಚಿಸಿದರು.

ಸುಪ್ರೀಂಕೋರ್ಟ್ ನ ನಿರ್ದೇಶನದಂತೆ ನ್ಯಾಯಾಲಯಗಳಲ್ಲಿ ಇ-ಫೈಲಿಂಗ್ ಕಡ್ಡಾಯ ಜಾರಿ ಮತ್ತು ಕಲಾಪದ ಲೈವ್ ಸ್ಟ್ರೀಮಿಂಗ್ ಗೆ ಅಗತ್ಯ ನಿಯಮ ರೂಪಿಸಬೇಕೆಂದು ಕೋರಿ ವಕೀಲ ದಿಲ್ರಾಜ್ ರೋಹಿತ್ ಸಿಕ್ವೇರಾ ಸಾರ್ವಜನಿಕ ಹಿತಾಸಕ್ತಿ ಅರ್ಜಿ ಮತ್ತು ಲೀಗಲ್ ಟ್ರಾನ್ಸ್ ಕ್ರಿಪ್ಷನ್ ಒದಗಿಸಲು ಕೋರಿ ಸಲ್ಲಿಸಿದ್ದ ಮಧ್ಯಂತರ ಅರ್ಜಿ ಗಳ ಕುರಿತು ಮುಖ್ಯ ನ್ಯಾಯಮೂರ್ತಿ ರಿತುರಾಜ್ ಅವಸ್ಥಿ ನೇತೃತ್ವದ ವಿಭಾಗೀಯ ಪೀಠ ವಿಚಾರಣೆ ನಡೆಸಿತು.
ಕೆಲಕಾಲ ವಾದ-ಪ್ರತಿವಾದ ನಂತರ ಅರ್ಜಿಗಳನ್ನು ವಿಲೇವಾರಿ ಮಾಡಿದ ನ್ಯಾಯಪೀಠ ಹೈಕೋರ್ಟ್ ನೀರು ಪ್ರಸಾರಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಅರ್ಜಿದಾರರ ಮನವಿ ಈಗಾಗಲೇ ಜಾರಿಗೆ ಬಂದಿದೆ. ಹಾಗೆಯೇ ಅಧೀನ ಕೋರ್ಟ್ ಗಳ ಕಲಾಪದ ನೇರಪ್ರಸಾರವನ್ನು ಹಂತಹಂತವಾಗಿ ನೇರ ಪ್ರಸಾರ ಮಾಡಲಾಗುವುದು. ಅದಕ್ಕಾಗಿ ರಾಜ್ಯ ಸರ್ಕಾರವು ಅದಕ್ಕೆ ಮೂಲ ಸೌಕರ್ಯ ಕಲ್ಪಿಸಬೇಕು ಎಂದು ಹೇಳಿತು.
ಹೈಕೋರ್ಟ್ ಕಲಾಪ ನೇರಪ್ರಸಾರಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಕರ್ನಾಟಕ ರೂಲ್ಸ್ ಆನ್ ಲೈವ್ ಸ್ಟ್ರೀಮಿಂಗ್ ಆಂಡ್ ರೆಕಾರ್ಡಿಂಗ್ ಆಫ್ ಕೋರ್ಟ್ ಪ್ರೋಸಿಡಿಂಗ್ಸ್ ನಿಯಮಗಳನ್ನು ಈಗಾಗಲೇ ಅನುಷ್ಠಾನಗೊಳಿಸಲಾಗಿದೆ.
2021ರ ಸೆ.17ರಂದು ನಿಯಮಗಳ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಲಾಗಿದ್ದು, 2021ರ ಡಿ.30ರಂದು ರಾಜ್ಯ ಪತ್ರದಲ್ಲಿ ಪ್ರಕಟಿಸಲಾಗಿದೆ.
ಇ-ಫೈಲಿಂಗ್ ಗೆ ಸಂಬಂಧ ಕರ್ನಾಟಕ ಎಲೆಕ್ಟ್ರಾನಿಕ್ ಫೈಲಿಂಗ್ ಅಧಿನಿಯಮಗಳನ್ನು ಸಹ 2021ರ ಮೇ 1ರಂದು ರಾಜ್ಯಪತ್ರದಲ್ಲಿ ಪ್ರಕಟಿಸಲಾಗಿದೆ. ಅದೇ ರೀತಿ ಲೀಗಲ್ ಟ್ರಾನ್ಸ್ ಕ್ರಿಪ್ಷನ್ ಲೈವ್ ಸ್ಟ್ರೀಮಿಂಗ್ ವ್ಯವಸ್ಥೆ ಒದಗಿಸಲಾಗಿದೆ ಎಂದು ಆದೇಶಿಸಿತು.

ಶಿವಮೊಗ್ಗ ನಗರದಲ್ಲಿ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ತಾವು ಸಚಿವರಾಗಿದ್ದಾಗ ಅರಗ ಜ್ಞಾನೆಂದ್ರ ಸೇರಿದಂತೆ ಬಿಜೆಪಿಯ ಮುಖಂಡರು ನಂದಿತ ಅಸಹಜ ಸಾವಿನ ಪ್ರಕರಣವನ್ನು ಸಿಬಿಐ ತನಿಖೆ ನಡೆಸುವಂತೆ ಆಗ್ರಹಿಸಿದ್ದರು. ಇದಕ್ಕೆ ಸಾಕಷ್ಟು ರಾಜಕೀಯ ಬಣ್ಣ ಬಳೆದು ಆತ್ಮಹತ್ಯೆ ಪ್ರಕರಣವನ್ನು ಕೊಲೆ ಅತ್ಯಾಚಾರವೆಂದು ಬಿಂಬಿಸಿದ್ದರು ಎಂದು ಆರೋಪಿಸಿದರು.
ಈಗ ಆರೋಗ್ಯ ಜ್ಞಾನೇಂದ್ರ ಅವರು ಗೃಹ ಸಚಿವರಾಗಿದ್ದಾರೆ. ಅವರು ನಿರ್ಭೀತಿಯಿಂದ ಈ ಪ್ರಕರಣವನ್ನು ಸಿಬಿಐ ತನಿಖೆಗೆ ಒಪ್ಪಿಸ ಬಹುದು. 2018ರ ಚುನಾವಣೆ ಸಂದರ್ಭ ನಂದಿತಾ ಮನೆಗೆ ಭೇಟಿ ನೀಡಿದ್ದ ಕೇಂದ್ರ ಗೃಹ ಸಚಿವ ಅಮಿತ್ ಶಾ ಕೂಡ ಸಿಬಿಐ ತನಿಖೆಗೆ ಒಳಪಡಿಸಲಾಗುವುದು ಎಂದಿದ್ದರು.ಈಗ ಏಕೆ ಭರವಸೆಗಳನ್ನು ಮರೆತಿದ್ದಾರೆ ಎಂದು ಪ್ರಶ್ನಿಸಿದರು.
ಸಿಬಿಐ ತನಿಖೆಯಲ್ಲಿ ತಾನು ತಪ್ಪಿತಸ್ಥ ಎಂದು ಕಂಡುಬಂದರೆ ಸಾಕ್ಷಿ ಸಮೇತ ಸಾಬೀತಾದರೆ ರಾಜಕೀಯ ನಿವೃತ್ತಿ ಘೋಷಿಸುತ್ತೇನೆ ಎಂದು ಕಿಮ್ಮನೆ ಅವರು ತಿಳಿಸಿದರು.

ಈ ಓಮಿಕ್ರಾನ್ ಚಾಲಿತ ಸೋಂಕಿನ ಉಲ್ಬಣದ ಸಮಯದಲ್ಲಿ ಹೆಚ್ಚಿನ ಕೋವಿಡ್ ರೋಗಿಗಳು ಇದುವರೆಗೆ ಸೌಮ್ಯವಾದ ರೋಗಲಕ್ಷಣಗಳನ್ನು ಹೊಂದಿದ್ದಾರೆ. ಆಂಟಿವೈರಲ್ ಮಾತ್ರೆ ಮೊಲ್ನುಪಿರಾವಿರ್ ರೋಗಕ್ಕೆ ಯಾವುದೇ ಮಾಂತ್ರಿಕ ಔಷಧವಲ್ಲ ಎಂದು ವೈದ್ಯರು ಅಭಿಪ್ರಾಯಪಟ್ಟಿದ್ದಾರೆ.
ಸದ್ಯಕ್ಕೆ ಕೋವಿಡ್ ವಿರುದ್ಧ ಯಾವುದೇ ನಿರ್ದಿಷ್ಟ ಔಷಧವಿಲ್ಲ. ಚಿಕಿತ್ಸೆಯು ಇನ್ನೂ ರೋಗಲಕ್ಷಣವಾಗಿಯೇ ಉಳಿದಿದೆ ಎಂದು AIIMS ನಲ್ಲಿನ ವೈದ್ಯಕೀಯ ವಿಭಾಗದ ಪ್ರಾಧ್ಯಾಪಕ ಡಾ. ನೀರಜ್ ನಿಶ್ಚಲ್ ಹೇಳಿದ್ದಾರೆ. ಈಗ ರೋಗಿಗಳ ಮೇಲೆ ನಿಕಟ ನಿಗಾ, ವಹಿಸಬೇಕು. ಅಪಾಯದಲ್ಲಿರುವ ವೃದ್ಧರು ಮತ್ತು ಇನ್ನೂ ಲಸಿಕೆ ಹಾಕಿಸಿಕೊಳ್ಳದವರ ಮೇಲೆ ನಿಗಾ ಇರಿಸಬೇಕು ಎಂದರು.

ಕೋವಿಡ್‌ನ ಮೂರನೇ ಅಲೆಯ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಇದುವರೆಗೆ 10 ಸೋಂಕಿತ ರೋಗಿಗಳು ಸೌಮ್ಯ ರೋಗಲಕ್ಷಣಗಳನ್ನು ಹೊಂದಿದ್ದಾರೆ. ಇದನ್ನು ರೋಗಲಕ್ಷಣದ ಚಿಕಿತ್ಸೆಯೊಂದಿಗೆ ಮನೆಯಲ್ಲಿಯೇ ಸುಲಭವಾಗಿ ನಿರ್ವಹಿಸಬಹುದು ಎಂದು ಅವರು ಹೇಳಿದರು. ಈ ಬಾರಿ ಇಲ್ಲಿಯವರೆಗೆ ಶೇ.10% ಕೋವಿಡ್ ಪ್ರಕರಣಗಳಿಗೆ ಆಸ್ಪತ್ರೆಗೆ ದಾಖಲು ಅಗತ್ಯವಿದೆ ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ಹೇಳಿದೆ. ಆದರೆ ಪರಿಸ್ಥಿತಿ ಕ್ರಿಯಾತ್ಮಕವಾಗಿದೆ ಮತ್ತು ವೇಗವಾಗಿ ಬದಲಾಗುತ್ತಿದೆ. ಇತ್ತೀಚೆಗೆ ಅನುಮೋದಿಸಲಾದ ಮೊಲ್ನುಪಿರವಿರ್ ಔಷಧದ ಬಗ್ಗೆ ಡಾ. ನಿಶ್ಚಲ್ ಇದನ್ನು ಮ್ಯಾಜಿಕ್ ಮಾತ್ರೆ ಎಂದು ಹೇಳಲಾಗುತ್ತಿದೆ, ಅದು ನಿಜವಲ್ಲ . ಈ ನಿರ್ದಿಷ್ಟ ಅಣುವಿನ ದತ್ತಾಂಶವು ಹೇಳಿಕೊಳ್ಳುತ್ತಿರುವಂತೆ ದೃಢವಾಗಿಲ್ಲ. ಬಹು ಮುಖ್ಯವಾಗಿ, ಪ್ರಯೋಗವನ್ನು ನಡೆಸಿದ ಜನಸಂಖ್ಯೆ ಮತ್ತು ಆ ಸಮಯದಲ್ಲಿ ಪ್ರಚಲಿತದಲ್ಲಿರುವ ವೈರಸ್ ರೂಪಾಂತರದ ಪ್ರಕಾರವು ಇಂದಿನ ಸೆನಾರಿಯೊಗಳಿಗಿಂತ ಸಂಪೂರ್ಣವಾಗಿ ಭಿನ್ನವಾಗಿದೆ. ಜನಸಂಖ್ಯೆಯ ಬಹುಪಾಲು ಭಾಗವು ಈಗ ಲಸಿಕೆಯನ್ನು ಪಡೆದಿದೆ.ಆದರೂ ಕೊರೊನಾ ರೋಗಿಗಳು ಕಡಿಮೆಯಾಗಿಲ್ಲ ಎಂದು ತಿಳಿಸಿದರು.

ಕೇಂದ್ರ ಆರೋಗ್ಯ ಸಚಿವ ಮನ್ ಸುಖ್ ಮಾಂಡವೀಯ ಅವರು ವೈದ್ಯಕೀಯ ಕೋರ್ಸ್ ಪ್ರವೇಶಕ್ಕಾಗಿ ನೀಟ್ ಪಿಜಿ ಕೌನ್ಸಿಲಿಂಗ್ ಪ್ರಕ್ರಿಯೆ ಜನವರಿ 12ರಂದು ಆರಂಭವಾಗಲಿದೆ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

ಜನವರಿ ಏಳರಂದು ಈ ಕುರಿತಂತೆ ಮಧ್ಯಂತರ ಆದೇಶ ನೀಡಿದ ಸುಪ್ರೀಂಕೋರ್ಟ್ 2021-22ನೇ ಶೈಕ್ಷಣಿಕ ಸಾಲಿಗೆ ವೈದ್ಯಕೀಯ ಕೋರ್ಸ್ ಗಳ ಪ್ರವೇಶಕ್ಕೆ ನೀಟ್-ಪಿಜಿ ಕೌನ್ಸೆಲಿಂಗ್ ಆರಂಭಿಸಲು ಅನುಮೋದನೆ ನೀಡಿತು.

ನೀಟ್-ಪಿಜಿ ಪ್ರವೇಶಾತಿಗೆ ಇತರೇ ಹಿಂದುಳಿದ ವರ್ಗಗಳಿಗೆ ಶೇಕಡ 27ರಷ್ಟು ಮತ್ತು ಇಡಬ್ಲ್ಯುಎಸ್ ವರ್ಗಗಳಿಗೆ ಶೇಕಡ 10ರಷ್ಟು ಮೀಸಲಾತಿ ಕಲ್ಪಿಸುವ ನಿರ್ಧಾರವನ್ನು ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಎತ್ತಿಹಿಡಿದಿತ್ತು.

“ಸ್ಥಾನಿಕ ವೈದ್ಯರಿಗೆ ಭರವಸೆ ನೀಡಿದ್ದಂತೆ, ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಆದೇಶದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ವೈದ್ಯಕೀಯ ಕೌನ್ಸೆಲಿಂಗ್ ಜನವರಿ 12ರಿಂದ ಕೌನ್ಸೆಲಿಂಗ್ ಪ್ರಕ್ರಿಯೆ ಆರಂಭಿಸಲಿದೆ” ಎಂದು ಸಚಿವ ಮಾಂಡವೀಯ ಅವರು ಟ್ವೀಟ್ ಮಾಡಿದ್ದಾರೆ.
