ಮೇಕೆದಾಟು ಪಾದಯಾತ್ರೆಯ ಮೂರನೇ ದಿನವಾದ ಮಂಗಳವಾರ ಮೈಸೂರು ಭಾಗದ ಸಾವಿರಾರು ಜನರು ಪಾಲ್ಗೊಂಡಿದ್ದರು. ತವರೂರಿನ ಕಾರ್ಯಕರ್ತರ ಜೊತೆ ವಿರೋಧಪಕ್ಷದ ನಾಯಕ ಸಿದ್ದರಾಮಯ್ಯನವರು ಹೆಜ್ಜೆ ಹಾಕಿದರು.
ಕಾಂಗ್ರೆಸ್ ಇಡೀ ರಾಜ್ಯದ ಜನರನ್ನು ರಾಮನಗರಕ್ಕೆ ಕರೆತಂದು ಪಾದಯಾತ್ರೆ ಮೂಲಕ ಕೋವಿಡ್ ಹಂಚುತ್ತಿದೆ. ಇದು ಜಾಮೀನುರಹಿತ ಅಪರಾಧವಾದರೂ ಕಾನೂನು ಸುವ್ಯವಸ್ಥೆ ಕಾರಣಕ್ಕೆ ಯಾರನ್ನೂ ಬಂಧಿಸಿಲ್ಲ. ಪರಿಸ್ಥಿತಿ ಕೈಮೀರಿದರೆ ಕಠಿಣ ಕ್ರಮ ಅನಿವಾರ್ಯ ಎಂದು ಉನ್ನತ ಶಿಕ್ಷಣ ಸಚಿವ ಡಾ.ಸಿ.ಎನ್. ಅಶ್ವತ್ಥ್ ನಾರಾಯಣ್ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.
ಪಾದಯಾತ್ರೆಯ ಮೊದಲ ದಿನ ಅನಾರೋಗ್ಯದ ಕಾರಣ ಅರ್ಧಕ್ಕೆ ವಾಪಸಾಗಿದ್ದ ಸಿದ್ದರಾಮಯ್ಯ ನವರು ಮಂಗಳವಾರ ಬೆಳಿಗ್ಗೆ ಕನಕಪುರಕ್ಕೆ ಬಂದು ಸುದ್ದಿಗೋಷ್ಟಿ ನಡೆಸಿದರು.
ಮೈಸೂರು ಭಾಗದ ಕಾಂಗ್ರೆಸ್ ಶಾಸಕರು, ಮುಖಂಡರು ಪಾದಯಾತ್ರೆಗೆ ಸಾಥ್ ನೀಡಿದರು. ಕಿಕ್ಕಿರಿದ ಜನರ ನಡುವೆ ಕೋವಿಡ್ ನಿಯಮಗಳ ಪಾಲನೆಯಾಗಲಿಲ್ಲ. ಕಾರ್ಯಕರ್ತರು ಪಾದಯಾತ್ರೆಗೆ ಜೋಡೆತ್ತು, ಮೇಕೆಯನ್ನು ಕರೆತಂದಿದ್ದರು.
ಪಾದಯಾತ್ರೆಯಲ್ಲಿ ಶಾಲೆ-ಕಾಲೇಜು ವಿದ್ಯಾರ್ಥಿಗಳು ಕಾಣಿಸಿಕೊಂಡಿದ್ದರು.
ಮೇಕೆದಾಟು ಪಾದಯಾತ್ರೆಯಲ್ಲಿ ಭಾಗವಹಿಸಲು ಜ.19ರಂದು ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಯಿಂದ 2000ಕ್ಕೂ ಹೆಚ್ಚು ಮುಖಂಡರು ಹಾಗೂ ಕಾರ್ಯಕರ್ತರು ಭಾಗವಹಿಸಲಿದ್ದಾರೆ ಎಂದು ಜಿಲ್ಲಾ ಕಾಂಗ್ರೆಸ್ ಜಿಲ್ಲಾ ಘಟಕದ ಅಧ್ಯಕ್ಷ ಎಚ್.ಎಸ್. ಸುಂದರೇಶ್ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ. ಮೇಕೆದಾಟು ಯೋಜನೆಗೆ ಮೊದಲ ಬಾರಿಗೆ ಆಡಳಿತಾತ್ಮಕ ಮಂಜೂರಾತಿ ಕೊಟ್ಟಿದ್ದೆ ಅಂದಿನ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ. ಆದರೆ ಕೇಂದ್ರದಲ್ಲಿರುವ ಬಿಜೆಪಿ ಸರ್ಕಾರ ಇದಕ್ಕೆ ಒಪ್ಪಿಗೆ ನೀಡಲು ವಿಳಂಬ ಮಾಡುತ್ತಿದೆ. ಯೋಜನೆ ಜಾರಿಯಾದರೆ ಬೆಂಗಳೂರು ಸೇರಿ ಸುತ್ತಮುತ್ತಲ 10 ಜಿಲ್ಲೆಗಳಲ್ಲಿ 50 ವರ್ಷದವರೆಗೆ ಕುಡಿಯುವ ನೀರು ಹಾಗೂ ಕೃಷಿಗೆ ಅನುಕೂಲವಾಗಲಿದೆ ಎಂದರು.

ಗ್ರಾಮ ಪಂಚಾಯಿತಿಗೆ ಮುಖ್ಯವಾಗಿ ಸಂಪನ್ಮೂಲ ಕ್ರೋಡೀಕರಣಗೊಳ್ಳಬೇಕಾದರೆ ಕಂದಾಯ ವಸೂಲಾತಿ ಕಡ್ಡಾಯವಾಗಿ ಮಾಡಬೇಕು. ಈ ರೀತಿಯಲ್ಲಿ ತಾಲೂಕಿನಲ್ಲಿ ಕೆಲವೇ ಗ್ರಾಮಪಂಚಾಯಿತಿಗಳು ವಸೂಲಾತಿಯಲ್ಲಿ ತೃಪ್ತಿ ತಂದಿದ್ದು, ಇನ್ನು ಕೆಲವು ಗ್ರಾಮಪಂಚಾಯಿತಿಗಳು ನಿರಾಶಾದಾಯಕವಾಗಿವೆ. ಕಂದಾಯ ವಸೂಲಾತಿಯಲ್ಲಿ ಪ್ರಗತಿ ಸಾಧಿಸಿಲ್ಲ ಎಂದರು.
ಕಳೆದ ಬಾರಿ ತಾಲೂಕಿನಲ್ಲಿ ನರೇಗಾ ಕಾಮಗಾರಿಯಲ್ಲಿ ಮುಂಚೂಣಿಯಲ್ಲಿದ್ದು ಕೆಲವು ತಾಂತ್ರಿಕ ದೋಷದಿಂದ ಅನುದಾನದ ಕೊರತೆ ಯಿಂದಾಗಿ ನಿಧಾನಗತಿಯಲ್ಲಿ ಸಾಗುತ್ತಿದೆ. ಈಗ ಮತ್ತೆ ಅನುದಾನ ಬಿಡುಗಡೆಯಾಗುತ್ತಿದ್ದೆ. ಪ್ರತಿ ಗ್ರಾಮ ಪಂಚಾಯಿತಿಯಲ್ಲಿ ನರೇಗಾ ಯೋಜನೆಯ ಗುರಿಯನ್ನು ಕಡ್ಡಾಯವಾಗಿ ಮುಟ್ಟಬೇಕು. ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಯೋಜನೆ ಅನುದಾನ ವ್ಯರ್ಥವಾಗದಂತೆ ನೋಡಿಕೊಳ್ಳಬೇಕು ಎಂದರು.
ವಸತಿ ಯೋಜನೆಯಡಿ ಮನೆಗಳ ಆಯ್ಕೆಪಟ್ಟಿಯನ್ನು ಗ್ರಾಮ ಪಂಚಾಯಿತಿಯಲ್ಲಿಯೇ ಅಂತಿಮಗೊಳಿಸಿಕೊಂಡು ಯಾವುದೇ ರಾಜಕಾರಣವನ್ನು ಬಳಸದೇ ಅರ್ಹ ಫಲಾನುಭವಿಗಳನ್ನು ಆಯ್ಕೆ ಮಾಡಬೇಕು. ಆಯ್ಕೆ ಪಟ್ಟಿ ಯಲ್ಲಿ ರಾಜಕಾರಣ ಕಂಡುಬಂದರೆ ಅಂತಹ ಪಟ್ಟಿಯನ್ನು ಕೈ ಬಿಡಲಾಗುವುದು.ಜ.18ರೊಳಗೆ ಅಂತಿಮ ಫಲಾನುಭವಿಗಳ ಪಟ್ಟಿಯನ್ನು ಸಿದ್ಧಪಡಿಸಬೇಕು ಎಂದು ಪಿಡಿಒಗಳಿಗೆ ಸೂಚಿಸಿದರು.

ಅಮಾನತುಗೊಂಡಿದ್ದ ಶಾಸಕರು ಆಶೀಶ್ ಶೇಲರ್ ನೇತೃತ್ವದಲ್ಲಿ ಸಲ್ಲಿಸಿದ್ದ ಅರ್ಜಿಯ ವಿಚಾರಣೆ ನಡೆಸಿದ ನ್ಯಾಯಮೂರ್ತಿ ಎ.ಎಂ.ಖಾನ್ವಿಲ್ಕರ್ ನೇತೃತ್ವದ ಪೀಠವು, ಈ ಕ್ಷೇತ್ರಗಳ ಪ್ರಾತಿನಿಧಿತ್ವ ಇಲ್ಲವಾಗುವ ಕಾರಣ ಈ ಶಿಸ್ತು ಕ್ರಮ ಉಚ್ಚಾಟನೆಗಿಂತಲೂ ಕೆಟ್ಟದಾಗಿದೆ ಎಂದು ಅಭಿಪ್ರಾಯಪಟ್ಟಿತು.
ಚಾಲ್ತಿಯಲ್ಲಿರುವ ನಿಯಮಗಳನ್ನು ಉಲ್ಲೇಖಿಸಿ, ವಿಧಾನ ಸಭೆ ಸದಸ್ಯರನ್ನು 60 ದಿನವೂ ಅಧಿಕ ಕಾಲ ಅಮಾನತು ಮಾಡಲಾಗದು. ಸಂವಿಧಾನದ ವಿಧಿ 190 (4)ರ ಪ್ರಕಾರ ಅನುಮತಿ ಇಲ್ಲದೇ ಸದಸ್ಯ 60 ದಿನಕ್ಕೂ ಹೆಚ್ಚು ಕಾಲ ಸದನದಿಂದ ದೂರವುಳಿದರೆ ಕ್ಷೇತ್ರ ಖಾಲಿ ಇದೆ ಎಂದೇ ಭಾವಿಸಲಾಗುತ್ತದೆ ಎಂದು ಪೀಠವು ಉಲ್ಲೇಖಿಸಿತು.
ಒಂದು ವರ್ಷದ ಅಮಾನತು ಎಂದರೆ ಅದು ಶಾಸಕರು ಪ್ರತಿನಿಧಿಸುತ್ತಿದ್ದ ಕ್ಷೇತ್ರಗಳಿಗೆ ವಿಧಿಸಲಾದ ದಂಡನೆ. ನಿಯಮದ ಪ್ರಕಾರ ಯಾವುದೇ ಕ್ಷೇತ್ರ ಆರು ತಿಂಗಳಿಗೂ ಹೆಚ್ಚು ಪ್ರಾತಿನಿಧಿತ್ವ ಇಲ್ಲದೆ ಇರಬಾರದು ಎಂದಿತು.
ಶಾಸಕರನ್ನು ಪ್ರತಿನಿಧಿಸಿದ ಹಿರಿಯ ವಕೀಲ ಮಹೇಶ್ ಜೇಠ್ಮಲಾನಿ ಅವರು, ಅನುಚಿತ ವರ್ತನೆಗಾಗಿ ಇತ್ತೀಚೆಗೆ ರಾಜ್ಯಸಭೆಯ 12 ಸದಸ್ಯರನ್ನು ಅಧಿವೇಶನದ ಅವಧಿಗೆ ಸೀಮಿತಗೊಳಿಸಿ ಅಮಾನತು ಮಾಡಲಾಗಿತ್ತು ಎಂದರು.
ಮಹಾರಾಷ್ಟ್ರ ಸರ್ಕಾರ ಪ್ರತಿನಿಧಿಸಿದ್ದ ಹಿರಿಯ ವಕೀಲ ಸಿ.ಎ. ಸುಂದರಂ, ಶಾಸನಸಭೆ ವಿಧಿಸುವ ದಂಡನೆಯನ್ನು ಕೋರ್ಟ್ ಪರಿಶೀಲಿಸಲು ಬರುವುದಿಲ್ಲ ಎಂದರು. ಆದರೆ, ಪೀಠ ಇದನ್ನು ಒಪ್ಪಲಿಲ್ಲ. ವಿಚಾರಣೆಯನ್ನು ಜ.18ಕ್ಕೆ ಮುಂದೂಡಲಾಯಿತು.

ದೆಹಲಿ ವಿಪತ್ತು ನಿರ್ವಹಣಾ ಪ್ರಾಧಿಕಾರ ಆದೇಶ ಹೊರಡಿಸಿದ್ದು, ದೆಹಲಿಯಲ್ಲಿ ರೆಸ್ಟೋರೆಂಟ್ ಗಳು ಮತ್ತು ಬಾರ್ ಗಳನ್ನು ಮುಚ್ಚುವಂತೆ ಸೂಚಿಸಿದೆ. ಆದರೆ ರೆಸ್ಟೋರೆಂಟ್ ಗಳಿಗೆ ಮತ್ತು ಹೋಟೆಲ್ ಗಳಲ್ಲಿ ಹೊಮ್ ಡಿಲೇವರಿ ಮತ್ತು ಪಾರ್ಸಲ್ ಆರ್ಡರ್ ಗಳನ್ನು ತೆಗೆದುಕೊಳ್ಳಲು ಅನುಮತಿ ನೀಡಲಾಗಿದೆ.
ಹೊಸ ನಿರ್ಬಂಧಗಳು ತಕ್ಷಣದಿಂದ ಜಾರಿಗೆ ಬರಲಿದ್ದು, ಮುಂದಿನ ಆದೇಶದವರೆಗೂ ಜಾರಿಯಲ್ಲಿರುತ್ತದೆ ಎಂದು ಆದೇಶದಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.
ಕೆಲ ದಿನಗಳಿಂದ ದೆಹಲಿಯಲ್ಲಿ ಕೋವಿಡ್ ಮತ್ತು ಒಮಿಕ್ರಾನ್ ಪ್ರಕರಣಗಳು ವೇಗವಾಗಿ ಹೆಚ್ಚುತ್ತಿವೆ. ಪಾಸಿಟಿವಿಟಿ ದರ ಶೇ23 ಅನ್ನು ದಾಟಿದೆ. ಹಾಗಾಗಿ ಹೆಚ್ಚುವರಿ ನಿರ್ಬಂಧಗಳನ್ನು ವಿಧಿಸುವ ಅಗತ್ಯವಿದೆ ಎಂದು ಆದೇಶದಲ್ಲಿ ಉಲ್ಲೇಖಿಸಲಾಗಿದೆ.
ಇದುವರೆಗೆ ಶೇ 50ರಷ್ಟು ಸಿಬ್ಬಂದಿ ಜೊತೆಗೆ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದ್ದ ಖಾಸಗಿ ಕಚೇರಿಗಳು, ಇನ್ನು ಮುಂದೆ ಪೂರ್ಣಪ್ರಮಾಣದಲ್ಲಿ ಮನೆಯಿಂದಲೇ ಕೆಲಸ ಮಾಡುವ ಪದ್ಧತಿಯನ್ನು ಅನುಸರಿಸಬೇಕು ಎಂದು ಸರ್ಕಾರ ತಿಳಿಸಿದೆ.

ಪರಿಶಿಷ್ಟ ಜಾತಿಗೆ ಸೇರಿದವರಿಗೆ ಡಾ.ಬಿ.ಆರ್. ಅಂಬೇಡ್ಕರ್ ನಿಗಮದಲ್ಲಿ ನೇರ ಸಾಲ, ಉದ್ಯಮ ಶೀಲತಾ ಯೋಜನೆ, ಮೈಕ್ರೋ ಕ್ರೆಡಿಟ್ ಪ್ರೇರಣಾ ಯೋಜನೆ, ಸಮೃದ್ಧಿ ಯೋಜನೆ, ಕೌಶಲ ತರಬೇತಿ, ಭೂ ಒಡೆತನ ಸೇರಿ ಹಲವು ಯೋಜನೆಗಳಿವೆ. ನಿಗಮದ ಯೋಜನೆಯೊಂದರಲ್ಲಿ 5 ಸಾವಿರ ಗುರಿಗೆ 76 ಸಾವಿರ ಅರ್ಜಿಗಳು ಬಂದಿವೆ. ಈ ವರ್ಷ ಒಟ್ಟಾರೆ 1.19 ಲಕ್ಷ ಅರ್ಜಿಗಳು ಬಂದಿದ್ದು ಈ ಬಗ್ಗೆ ಸರ್ಕಾರ ಗಮನ ಹರಿಸಿ, ಹೆಚ್ಚುವರಿ ಅನುದಾನ ನೀಡಿದರೆ ಬಹಳಷ್ಟು ಮಂದಿಗೆ ಅನುಕೂಲವಾಗಲಿದೆ ಎಂದು ನಿಗಮದ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ಕೆ.ಎಂ. ಸುರೇಶ್ ಕುಮಾರ್ ಮನವಿ ಮಾಡಿದರು. ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲಾಡಳಿತ , ಜಿಲ್ಲಾ ಪಂಚಾಯಿತಿ ಹಾಗೂ ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ಸಹಯೋಗದಲ್ಲಿ ನಗರದ ಮಲ್ಲೇಶ್ವರ ನಗರದಲ್ಲಿ ಹಮ್ಮಿಕೊಂಡಿದ್ದ ಡಾ.ಬಿ.ಆರ್. ಅಂಬೇಡ್ಕರ್ ಅಭಿವೃದ್ಧಿ ನಿಗಮದ ಜಿಲ್ಲಾ ಕಚೇರಿಯ ನೂತನ ಕಟ್ಟಡ ನಿರ್ಮಾಣದ ಶಿಲಾನ್ಯಾಸದಲ್ಲಿ ಅವರು ಮಾತನಾಡಿದರು.
ನಿಗಮದ ವಿವಿಧ ಯೋಜನೆಯಡಿ ಸಾವಿರಾರು ಅರ್ಜಿಗಳು ಬರುತ್ತಿದ್ದು, ಗುರಿಸಾಧನೆಗೆ ಹೆಚ್ಚಿನ ಅನುದಾನ ಅವಶ್ಯಕತೆ ಇದೆ ಎಂದರು.
ಯಾವುದೇ ರೀತಿಯ ಕುಂದುಕೊರತೆಗಳು ಇದ್ದಲ್ಲಿ ಫಲಾನುಭವಿಗಳು ನೇರವಾಗಿ ನನ್ನನ್ನು ಸಂಪರ್ಕಿಸಿ ಬಗೆಹರಿಸಿಕೊಳ್ಳಬಹುದು. ಶಿವಮೊಗ್ಗದಲ್ಲಿ ಡಾ.ಬಿ.ಆರ್. ಅಂಬೇಡ್ಕರ್ ಅಭಿವೃದ್ಧಿ ನಿಗಮದ ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲಾ ಕಚೇರಿಗೆ ಬಾಡಿಗೆ ಕಟ್ಟಡದಲ್ಲಿತ್ತು. ಇದೀಗ ಸರ್ಕಾರದಿಂದ ಕಟ್ಟಡಕ್ಕೆ ಭೂಮಿ ಮಂಜೂರಾಗಿ ಶಿಲಾನ್ಯಾಸ ನೆರವೇರಿಸಿದ್ದು, ಬಿಜೆಪಿ ಅವಧಿಯಲ್ಲೇ ಕಟ್ಟಡ ಉದ್ಘಾಟನೆ ಮಾಡುವ ಯೋಜನೆ ಇದೆ ಎಂದು ನಿಗಮದ ಅಧ್ಯಕ್ಷ ಎಚ್. ನಾಗೇಶ್ ಅವರು ತಿಳಿಸಿದರು.
ಹಿಂದುಳಿದ ವರ್ಗಗಳಿಗೆ ಸಮಾನತೆ ಒದಗಿಸಿ, ಮುಖ್ಯವಾಹಿನಿಯ ತರಲು ಸರ್ಕಾರ ವಿವಿಧ ನಿಗಮಗಳನ್ನು ಸ್ಥಾಪಿಸಿದ್ದು, ಅಂಬೇಡ್ಕರ್ ಅಭಿವೃದ್ಧಿ ನಿಗಮದಡಿ ಇರುವ ಯೋಜನೆಗಳನ್ನು ಫಲಾನುಭವಿಗಳು ಸದುಪಯೋಗಪಡಿಸಿಕೊಳ್ಳಬೇಕು ಎಂದರು.
ನಿಗಮಗಳಡಿ ಇರುವ ಯೋಜನೆಗಳ ಸೌಲಭ್ಯ ಪಡೆಯಲು ಫಲಾನುಭವಿಗಳಿಂದ ಸಾಕಷ್ಟು ಅರ್ಜಿಗಳು ಬರುತ್ತಿವೆ. ಹಿಂದುಳಿದವರಿಗೆ, ದಲಿತರ ಅಭಿವೃದ್ಧಿಗೆ ಕೇವಲ ಹೆಚ್ಚಿನ ಅನುದಾನ ಘೋಷಿಸಿದರೆ ಸಾಲದು. ಅದು ಅನುಷ್ಠಾನಕ್ಕೆ ಬರಬೇಕು. ಮುಂದಿನ ಬಜೆಟ್ ನಲ್ಲಿ ನಿಗಮಕ್ಕೆ ಹೆಚ್ಚಿನ ಅನುದಾನ ನಿಗದಿ ಗೊಳಿಸುವಂತೆ ಮುಖ್ಯಮಂತ್ರಿಗಳ ಜೊತೆ ಮಾತನಾಡಿ, ಹೆಚ್ಚಿನ ಅನುದಾನ ತರುವ ಪ್ರಯತ್ನ ಮಾಡಲಾಗುವುದು ಎಂದು ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವ ಕೆ.ಎಸ್. ಈಶ್ವರಪ್ಪನವರು ಭರವಸೆ ನೀಡಿದರು.

ಕೋವಿಡ್ ಮತ್ತು ಓಮಿಕ್ರಾನ್ ಸೋಂಕುಗಳ ಸಂಖ್ಯೆ ಹೆಚ್ಚಾಗಿದ್ದು, ಅವುಗಳ ನಿಯಂತ್ರಣಕ್ಕೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಇನ್ನಷ್ಟು ಕಟ್ಟು ನಿಟ್ಟಿನ ಕ್ರಮಗಳನ್ನು ಜಾರಿಗೊಳಿಸಿದೆ.

ಮಂಗಳವಾರ ನಡೆದಂತಹ ಮುಖ್ಯಮಂತ್ರಿಗಳ ತುರ್ತು ಸಭೆಯಲ್ಲಿ ಕೋವಿಡ್ ನಿಯಂತ್ರಣಕ್ಕಾಗಿ ಜಾರಿಗೊಳಿಸಿರುವ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಜನವರಿ ತಿಂಗಳ ಅಂತ್ಯದವರೆಗೆ ವಿಸ್ತರಿಸಿದೆ. ರಾತ್ರಿ ಕರ್ಫ್ಯೂ ಮುಂದುವರಿಕೆ ಜೊತೆಗೆ ಜನವರಿ 19ರವರೆಗೆ ವಿಧಿಸಲಾಗಿದ್ದಂತಹ ಕರ್ಫ್ಯೂವನ್ನು ಈ ತಿಂಗಳ ಅಂತ್ಯದವರೆಗೆ ಮುಂದುವರಿಸಲಾಗಿದೆ.

ರಾಜ್ಯ ಸರ್ಕಾರವು ಕೋವಿಡ್ ಪರಿಸ್ಥಿತಿ ಪರಿಶೀಲಿಸಿ ಶಾಲೆಗಳನ್ನು ಮುಚ್ಚುವ ಬಗ್ಗೆ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ಅಧಿಕಾರ ನೀಡಲು ಹಾಗೂ ಶಿಕ್ಷಣ ಮತ್ತು ಆರೋಗ್ಯ ಇಲಾಖೆಗಳ ವತಿಯಿಂದ ಜಂಟಿಯಾಗಿ ಎಲ್ಲಾ ಶಾಲೆಗಳಲ್ಲಿ 15 ದಿನಕ್ಕೊಮ್ಮೆ ಮಕ್ಕಳ ಸಾಮಾನ್ಯ ಆರೋಗ್ಯ ತಪಾಸಣೆ ನಡೆಸಲು ಹಾಗೂ ಕೋವಿಡ್ ಸೋಂಕಿತ ಮಕ್ಕಳ ಚಿಕಿತ್ಸೆಗೆ ಅಗತ್ಯವಿರುವ ಔಷಧ ದಾಸ್ತಾನು ಮಾಡಿಕೊಳ್ಳಲು ಸಭೆಯಲ್ಲಿ ತೀರ್ಮಾನಿಸಿದೆ.

ಬೆಂಗಳೂರಿನಲ್ಲಿ ತಕ್ಷಣವೇ 27 ಕೋವಿಡ್ ಕೇರ್ ಸೆಂಟರ್ ಪ್ರಾರಂಭಿಸಬೇಕು. ಬಿಬಿಎಂಪಿ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಪರೀಕ್ಷಾ ಪ್ರಮಾಣವನ್ನು ದಿನಕ್ಕೆ 1.3 ಲಕ್ಷದವರೆಗೆ ಹೆಚ್ಚಿಸಬೇಕು ಎಂದು ಸಭೆಯಲ್ಲಿ ಸಿಎಂ ಬೊಮ್ಮಾಯಿ ಅವರು ಸೂಚಿಸಿದ್ದಾರೆ.

ಸರ್ಕಾರದ ಈ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಉಲ್ಲಂಘಿಸಿದ ಯಾವುದೇ ಆಡಳಿತ ಮಂಡಳಿ/ಟ್ರಸ್ಟ್ ವಿರುದ್ಧ ಐಪಿಸಿ ಸೆಕ್ಷನ್ 188ರ ಅಡಿ ಹಾಗೂ ಅನ್ವಯವಾಗಬಹುದಾದ ಇತರ ಕಾನೂನು ಉಪಬಂಧಗಳಡಿ ಕಾನೂನು ಕ್ರಮದ ಜೊತೆಗೆ ವಿಪತ್ತು ನಿರ್ವಹಣಾ ಕಾಯ್ದೆಯಡಿ ಕ್ರಮಕ್ಕೆ ಒಳಗಾಗಲಿವೆ ಎಂದು ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಪಿ.ರವಿಕುಮಾರ್ ಅವರು ಎಚ್ಚರಿಕೆ ನೀಡಿದ್ದಾರೆ.

ವೈಕುಂಠ ಏಕಾದಶಿ ಸಂಕ್ರಾಂತಿ ಹಬ್ಬದ ಪ್ರಯುಕ್ತ ದೇವಾಲಯದ ಸಂಪ್ರದಾಯದಂತೆ ದೇವಾಲಯಗಳ ಒಳ ಆವರಣದಲ್ಲಿ ಅಷ್ಟೇ ದೈನಂದಿನ ಪೂಜಾ ಕೈಂಕರ್ಯ ನಡೆಸಲು ಸರ್ಕಾರ ಅನುಮತಿ ನೀಡಿದೆ.

ವೈಕುಂಠ ಏಕಾದಶಿಯಂದು ಈಗಾಗಲೇ ನಿಗದಿಪಡಿಸುವಂತೆ ಪೂರ್ಣಪ್ರಮಾಣದ ಕೋವಿಡ್ ಲಸಿಕೆ ಪಡೆದ 50 ಮಂದಿಗಷ್ಟೇ ಒಂದು ಬಾರಿಗೆ ದರ್ಶನಕ್ಕೆ ಅವಕಾಶ ನೀಡಲಾಗಿದೆ ಹಾಗೂ ಯಾವುದೇ ಸೇವೆಗಳಿಗೆ ಅವಕಾಶ ಇರುವುದಿಲ್ಲ ಎಂದು ಸರ್ಕಾರ ಆದೇಶ ಹೊರಡಿಸಿದೆ. ಹಬ್ಬಗಳ ಆಚರಣೆ ಸಲುವಾಗಿ ಯಾವುದೇ ರೀತಿಯ ಮೆರವಣಿಗೆ ಮನೋರಂಜನಾ ಕಾರ್ಯಕ್ರಮ ಆಯೋಜಿಸುವಂತೆಲ್ಲ ಎಂದು ಸರ್ಕಾರ ಕಟ್ಟುನಿಟ್ಟಿನ ನಿಯಮಗಳನ್ನು ಜಾರಿಗೊಳಿಸಿದೆ.

ರಾಜ್ಯದಲ್ಲಿ 14,473 ಕೋವಿಡ್ ಹೊಸ ಪ್ರಕರಣಗಳು ಪತ್ತೆಯಾಗಿದೆ. 5 ಮಂದಿ ಕೋವಿಡ್ ನಿಂದಾಗಿ ಮೃತಪಟ್ಟಿದ್ದಾರೆ. ಬೆಂಗಳೂರಿನಲ್ಲಿ 10 ಸಾವಿರಕ್ಕೂ ಅಧಿಕ ಹೊಸ ಪ್ರಕರಣಗಳು ಪತ್ತೆಯಾಗಿವೆ. ಈ ಮೂಲಕ ರಾಜ್ಯದಲ್ಲಿ ಶೇ.10ಕ್ಕೆ ಪಾಸಿಟಿವಿಟಿ ದರ ಏರಿಕೆಯಾಗಿದೆ. 11 ದಿನಗಳಲ್ಲಿ 70,792 ಮಂದಿಗೆ ಸೋಂಕು ಪತ್ತೆಯಾಗಿದೆ.

2008 ರಲ್ಲಿ ನಡೆದ ಮೊದಲ ಸಾಮೂಹಿಕ ವಿವಾಹದಲ್ಲಿ 35 ಹಿಂದೂ ಜೋಡಿಗಳು ವಿವಾಹವಾಗಿದ್ದರು. ಆ ಸಂಖ್ಯೆಯು ವರ್ಷಗಳು ಕಳೆದಂತೆ ಬೆಳೆದಿದೆ. ಈ ವರ್ಷ, ಕರೋನವೈರಸ್ ಸಾಂಕ್ರಾಮಿಕಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಸುರಕ್ಷತಾ ಕ್ರಮಗಳ ಕಾರಣ, ನಾವು ಅವರಲ್ಲಿ ಅರ್ಧದಷ್ಟು ಜನರನ್ನು ಮಾತ್ರ ಸಮಾರಂಭಕ್ಕೆ ಆಹ್ವಾನಿಸಿದ್ದೇವೆ ಎಂದು ವಂಕ್ವಾನಿ ಹೇಳಿದರು. ಇದು ಹಿಂದೂ ಸಮುದಾಯದ ಸಾಂಸ್ಕೃತಿಕ ಚಟುವಟಿಕೆಯಾಗಿದೆ ಎಂದರು. ಈ ಘಟನೆಯು ನಮ್ಮ ಅಲ್ಪಸಂಖ್ಯಾತ ಸಮುದಾಯಗಳು ತಮ್ಮ ಧರ್ಮಕ್ಕೆ ಅನುಗುಣವಾಗಿ ತಮ್ಮ ಸಾಮಾಜಿಕ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಮಾಡಲು ಸಂಪೂರ್ಣವಾಗಿ ಸ್ವತಂತ್ರರು ಎಂಬ ಸಂದೇಶವನ್ನು ಜಗತ್ತಿಗೆ ರವಾನಿಸುತ್ತದೆ ಎಂದು ಅವರು ಹೇಳಿದರು.

ಮೇಕೆದಾಟು ಯೋಜನೆ ಕುರಿತಂತೆ ಈಗಾಗಲೇ ಯೋಜನೆಯಿಂದ ಕೈಗೆತ್ತಿಕೊಳ್ಳುವಲ್ಲಿ ವಿಳಂಬವಾಗಿತ್ತು ಮೇಲ್ಕಂಡ ಕಂಡಿಕೆಗಳಲ್ಲಿ ಅಡ್ವೊಕೇಟ್ ಜನರಲ್ ಅಭಿಪ್ರಾಯ ಬಂದಕೂಡಲೇ ಯೋಜನೆ ಪ್ರಾರಂಭಿಸಲು ಸಂಬಂಧಪಟ್ಟವರಿಗೆ ಸೂಕ್ತ ಆದೇಶ ನೀಡಬೇಕು ಎಂದು ಜಯಚಂದ್ರ ಅವರು ಬರೆದಿರುವ ಪತ್ರವನ್ನು ರಾಜ್ಯ ಜಲಸಂಪನ್ಮೂಲ ಸಚಿವ ಗೋವಿಂದ ಕಾರಜೋಳ ಅವರು ಮಾಧ್ಯಮಗಳ ಮುಂದೆ ಬಿಡುಗಡೆ ಮಾಡಿದ್ದಾರೆ.

ನವೆಂಬರ್ 12,ರ 2014 ರಂದು ಆಗಿನ ಸಿಎಂ ಸಿದ್ದರಾಮಯ್ಯ ಅವರಿಗೆ ಯೋಜನೆ ಅನುಮೋದನೆ ಬಗ್ಗೆ ಕಾನೂನು ಸಚಿವ ಟಿ.ಬಿ.ಜಯಚಂದ್ರ ಅವರು ಸಿಎಂಗೆ ಬರೆದ ಪತ್ರವನ್ನು ಕಾರಜೋಳ ಅವರು ಮಾಧ್ಯಮ ಮಿತ್ರರಿಗೆ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ತೋರಿಸಿದರು. 2014ರಲ್ಲಿ ಅನುಮೋದನೆ ದೊರೆತರೆ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಯಾಕೆ ಯೋಜನೆ ಜಾರಿಗೊಳಿಸಿಲ್ಲ ಎಂದು ಕಾರಜೋಳ ಅವರು
ಪ್ರಶ್ನಿಸಿದ್ದಾರೆ.

“ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರದಲ್ಲಿ ಕೇವಲ ಡಿಪಿಆರ್ ಮಾಡಲು ನಾಲ್ಕು ವರ್ಷ ಕಾಲಾವಕಾಶ ತೆಗೆದುಕೊಂಡಿದ್ದಾರೆ. ಪಿಎಫ್ ಆರ್ ಮೊದಲು ಕಳಿಸಬೇಕೋ, ಡಿಪಿಆರ್ ಮೊದಲು ಕಲಿಸಬೇಕೋ ಎನ್ನುವ ಜ್ಞಾನ ಆಡಳಿತ ಮಾಡುವವರಿಗೆ ಇರಬೇಕು. ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಕಳಿಸಿದ್ದ ಡಿಪಿಆರ್ ತಿರಸ್ಕರಿಸಿರುವ ಕೇಂದ್ರ ಸರ್ಕಾರ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಪಿಎಫ್ ಆರ್ ಕಳುಹಿಸಿ ಎಂದು ಆಗ ಹೇಳಿದೆ. ಆದರೆ ಇವರು ಡ್ರಾಮಾ ಮಾಡಿ ಡಿಪಿಆರ್ ಕಳಿಸಿದ್ದಾರೆ. ಯೋಜನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಇನ್ನಷ್ಟು ದಾಖಲೆಗಳನ್ನು ಶೀಘ್ರವೇ ಬಿಡುಗಡೆಗೊಳಿಸುತ್ತೇನೆ” ಎಂದು ಜಲಸಂಪನ್ಮೂಲ ಸಚಿವ ಗೋವಿಂದ ಕಾರಜೋಳ ಅವರು ಘೋಷಿಸಿದ್ದಾರೆ.

ಈ ವೇಳೆ “ಡಿಎಂಕೆ, ಕಾಂಗ್ರೆಸ್ ಮೈತ್ರಿ ಸರ್ಕಾರ ಬಂದಿದೆ, ಕಾಂಗ್ರೆಸ್ ನ 18 ಶಾಸಕರು ಹಾಗೂ ಸಚಿವರಿಗೆ ಯೋಜನೆಗೆ ಅಡ್ಡಿ ಪಡಿಸಬೇಡಿ ಎಂದು ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಹೇಳಲಿ” ಎಂದು ಗೋವಿಂದ ಕಾರಜೋಳ ಅವರು ಸವಾಲು ಹಾಕಿದ್ದಾರೆ.

ಹಿರಿಯ ವಕೀಲ ಕಪಿಲ್ ಸಿಬಲ್ ಅವರು ಈ ಸಂಬಂಧ ವಕಾಲತ್ತು ವಹಿಸಿದ್ದ ಅರ್ಜಿಯು ಮುಖ್ಯ ನ್ಯಾಯಮೂರ್ತಿ ಎನ್.ವಿ. ರಮಣ, ನ್ಯಾಯಮೂರ್ತಿಗಳಾದ ಸೂರ್ಯಕಾಂತ್ ಮತ್ತು ಹಿಮಾ ಕೊಹ್ಲಿ ಅವರಿತ್ತ ಪೀಠದ ಎದುರು ಬಂದಿತ್ತು.
ಧರ್ಮ ಸಂಸತ್ ನಲ್ಲಿ ನಡೆದಿದ್ದ ದ್ವೇಷ ಭಾಷಣದ ವಿರುದ್ಧ ನಾನು ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ್ದೇನೆ. ಇದು ಅತ್ಯಂತ ಕಠಿಣವಾದ ಸಮಯ. ದೇಶದಲ್ಲಿ ಸತ್ಯಮೇವ ಜಯತೆ ಎಂಬುದನ್ನು ಶಸ್ತ್ರ ಮೇವ ಜಯತೆ ಎಂದು ಬದಲಿಸಲಾಗಿದೆ. ಧರ್ಮ ಸಂಸತ್ ನಲ್ಲಿ ದ್ವೇಷ ಭಾಷಣ ಮಾಡಿದವರ ವಿರುದ್ಧ ಉತ್ತರಾಖಂಡ ಪೊಲೀಸರು ಎಫ್ ಐಆರ್ ದಾಖಲಿಸಿದ್ದಾರೆ. ಆದರೆ ಯಾವುದೇ ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ ಎಂದು ಪೀಠದ ಎದುರು ವಕೀಲ ಕಪಿಲ್ ಸಿಬಲ್ ಅವರು ವಿವರಿಸಿದರು.
ನ್ಯಾಯಮೂರ್ತಿ ಎನ್.ವಿ. ರಮಣ ಅವರು, ಸರಿ, ನಾವು ಈ ಅರ್ಜಿಯನ್ನು ವಿಚಾರಣೆಗೆ ಎತ್ತಿಕೊಳ್ಳುತ್ತೇವೆ. ಪ್ರಕರಣಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ತನಿಖೆ ಏನಾದರೂ ನಡೆದಿದೆಯೇ ಎಂದು ಪ್ರಶ್ನಿಸಿದರು.
ಇವರಿಗೆ ಯಾವುದೇ ಕ್ರಮ ತೆಗೆದುಕೊಂಡಿಲ್ಲ. ಈ ನ್ಯಾಯಾಲಯವು ಮದ್ಯ ಪ್ರವೇಶಿಸಿದರೆ ಮಾತ್ರವೇ ತನಿಖೆ ನಡೆಯುತ್ತದೆ. ಇಂತಹ ಪ್ರಕರಣಗಳನ್ನು ನಿರ್ವಹಿಸಲು ಸುಪ್ರೀಂಕೋರ್ಟ್ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಹೊರಡಿಸಬೇಕು ಎಂದು ಕಪಿಲ್ ಸಿಬಲ್ ಅವರು ತಿಳಿಸಿದರು.
