ಭಾರತವು ಆಮದು ಮಾಡಿಕೊಳ್ಳುವ ಶಸ್ತ್ರಾಸ್ತ್ರಗಳಲ್ಲಿ ರಷ್ಯಾದ ಪಾಲು ಇಳಿಕೆಯಾಗಿದೆ. ಕಳೆದ 2012-17ರಲ್ಲಿ ಶೇ.69ರಷ್ಟಿದ್ದ ರಷ್ಯಾದ ಪಾಲು 2017-21ರ ವೇಳೆಗೆ ಶೇ.46ಕ್ಕೆ ಕುಸಿದಿದೆ ಎಂದು ಸ್ಟಾಕ್‌ಹೋಮ್ ಮೂಲದ ರಕ್ಷಣಾ ಚಿಂತಕರ ಚಾವಡಿ ಸಿಪ್ರಿ ಬಿಡುಗಡೆ ಮಾಡಿರುವ ವರದಿಯಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ.

ಕಳೆದ 2012-2016ಕ್ಕೆ ಹೋಲಿಸಿದರೆ 2017-21ರ ಅವಧಿಯಲ್ಲಿ ಭಾರತದ ಶಸ್ತ್ರಾಸ್ತ್ರ ಆಮದು ಪ್ರಮಾಣವು ಶೇ.21ರಷ್ಟು ಇಳಿಕೆಯಾಗಿದೆ. ಜಾಗತಿಕ ಮಟ್ಟದಲ್ಲಿ 2017-21ನೇ ಸಾಲಿನಲ್ಲಿ ಪ್ರಮುಖ ಶಸ್ತ್ರಾಸ್ತ್ರಗಳನ್ನು ಆಮದು ಮಾಡಿಕೊಳ್ಳುವ ಬಹುದೊಡ್ಡ ರಾಷ್ಟ್ರವಾಗಿ ಭಾರತ ಗುರುತಿಸಿಕೊಂಡಿದೆ. ಈ ಅವಧಿಯಲ್ಲಿ ಒಟ್ಟು ಜಾಗತಿಕ ಶಸ್ತ್ರಾಸ್ತ್ರ ಆಮದಿನಲ್ಲಿ ಭಾರತದ ಪಾಲು ಶೇ.11ರಷ್ಟಿದೆ ಎಂದು ವರದಿಯಿಂದ ತಿಳಿದುಬಂದಿದೆ.

ರಾಜ್ಯ ಸರ್ಕಾರ ಸಮವಸ್ತ್ರ ಧರಿಸಿ ಕಾಲೇಜಿಗೆ ಬರುವಂತೆ ನೀಡಿರುವ ಆದೇಶ ಕಾನೂನು ಬಧ್ಧವಾಗಿದೆ ಎಂದಿರುವ ತ್ರಿಸದಸ್ಯ ಪೀಠ, ತರಗತಿಗಳಿಗೆ ಹಿಜಾಬ್, ಕೇಸರಿ ಶಾಲು ಹೀಗೆ ಯಾವುದೇ ಧರ್ಮದ ಸಂಕೇತಗಳನ್ನು ಧರಿಸಲು ಅವಕಾಶ ಇಲ್ಲ ಎಂದಿದೆ.

ಅಲ್ಲದೇ ಹಿಜಾಬ್ ಇಸ್ಲಾಂನ ಅವಿಭಾಜ್ಯ ಅಂಗ ಅಲ್ಲ ಎಂದೂ ಉಲ್ಲೇಖಿಸಿದೆ. ಹೀಗಿರುವಾಗ ಈ ವಿವಾದ ಆರಂಭವಾಗಿದ್ದ ಜಿಲ್ಲೆ, ಉಡುಪಿಯ ಶಾಸಕ ರಘುಪತಿ ಭಟ್ ಕೋರ್ಟ್‌ ಮೆಟ್ಟಿಲೇರಿದ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಮಹತ್ವದ ಸಂದೇಶ ನೀಡಿದ್ದಾರೆ.

ಮಾಧ್ಯಮದ ಮೂಲಕ ಶಾಸಕ ರಘುಪತಿ ಭಟ್ ತರಗತಿಯಲ್ಲಿ ಹಿಜಾಬ್ ಧರಿಸಲು ಅವಕಾಶ ನೀಡುವಂತೆ ಕೋರಿ ಕೋರ್ಟ್‌ ಮೆಟ್ಟಿಲೇರಿದ ಆರು ವಿದ್ಯಾರ್ಥಿಗಳ ಬಳಿ ಕಳಕಳಿಯ ಮನವಿ ಮಾಡಿಕೊಂಡಿದ್ದಾರೆ.

ರಾಜ್ಯದಲ್ಲಿ ಸಾಕಷ್ಟು ವಿವಾದಕ್ಕೆ ಕಾರಣವಾಗಿದ್ದ ಹಿಜಾಬ್​ ವಿವಾದ ಕುರಿತಂತೆ ಹೈಕೋರ್ಟ್​​ ಮಹತ್ವದ ತೀರ್ಪು ನೀಡಿದೆ.
ಆದರೆ, ನಗರದ ಸರ್ಕಾರಿ ಮಹಿಳಾ ಪ್ರಥಮ ದರ್ಜೆ ಕಾಲೇಜಿನ ವಿದ್ಯಾರ್ಥಿನಿಯರು ಕೋರ್ಟ್ ಆದೇಶವನ್ನು ಖಂಡಿಸಿ​ ತರಗತಿಗಳಿಗೆ ತೆರಳದೇ ಧರಣಿ ನಡೆಸಿದರು.

ಹೈಕೋರ್ಟ್ ತೀರ್ಪಿಗೆ ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸಿರುವ ವಿದ್ಯಾರ್ಥಿನಿಯರು, ನಮ್ಮ ಅಭಿಪ್ರಾಯವನ್ನು ಕೋರ್ಟ್ ಕೇಳಬೇಕಾಗಿತ್ತು. ನಮಗೆ ಅನ್ಯಾಯವಾಗಿದೆ. ನಮಗೆ ಶಿಕ್ಷಣ ಹಾಗೂ ಹಿಜಾಬ್ ಎರಡೂ ಬೇಕು. ಹಿಜಾಬ್ ಇಲ್ಲದೇ ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಕಾಲೇಜಿಗೆ ಹೋಗಲ್ಲ ಎಂದು ಹಠ ಹಿಡಿದಿದ್ದಾರೆ.

ಕಳೆದೊಂದು ತಿಂಗಳಿನಿಂದ 15ಕ್ಕೂ ಹೆಚ್ಚು ವಿದ್ಯಾರ್ಥಿನಿಯರು ತರಗತಿಗೆ ಹೋಗದೇ ಕಾಲೇಜು ಹೊರಗೆ ಕುಳಿತ್ತಿದ್ದು, ನಮಗೆ ಹಿಜಾಬ್ ಧರಿಸಲು ಅವಕಾಶ ಕೊಡಬೇಕು. ಹಿಜಾಬ್ ಧರಿಸಲು ಅವಕಾಶ ನೀಡದಿದ್ದರೆ ಕಾಲೇಜಿಗೆ ಬರಲ್ಲ ಎಂದು ಪಟ್ಟು ಹಿಡಿದಿದ್ದಾರೆ.

ಸಹ್ಯಾದ್ರಿ ಕಾಲೇಜಿನ ವಿದ್ಯಾರ್ಥಿನಿಯರು ಹಾಸ್ಟೆಲ್ ನ ಸಮಸ್ಯೆ ಕುರಿತು ಸೋಮವಾರ ದಿಢೀರ್ ಪ್ರತಿಭಟನೆ ಕೈಗೊಂಡು ವಿಶ್ವವಿದ್ಯಾಲಯ‌‌ ತತ್‍ಕ್ಷಣವೇ ಪರಿಹಾರ ಒದಗಿಸಬೇಕೆಂದು ಒತ್ತಾಯಿಸಿದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಮಂಗಳವಾರ ಕುಲಸಚಿವೆ ಜಿ. ಅನುರಾಧ ಅವರು ವಿದ್ಯಾರ್ಥಿನಿಲಯಗಳಿಗೆ ಭೇಟಿ ನೀಡಿ‌ ಪರಿಶೀಲನೆ ನಡೆಸಿದರು.

ಈ ಸಂದರ್ಭದಲ್ಲಿ ವಿದ್ಯಾರ್ಥಿನಿಯರೊಂದಿಗೆ ಸಂವಾದ ನಡೆಸಿ ಅವರ ಕುಂದು ಕೊರತೆಗಳನ್ನು ಆಲಿಸಿದರು. ವಿದ್ಯಾರ್ಥಿಗಳ‌ ಬೇಡಿಕೆಗೆ ಸ್ಪಂದಿಸಿದ ಕುಲಸಚಿವರು, ಆಹಾರದ ಗುಣಮಟ್ಟ ಕಾಯ್ದುಕೊಳ್ಳುವುದು, ಹಾಸ್ಟೆಲ್ ನ ಶುಚಿತ್ವ ಕಾಪಾಡುವುದು, ಮತ್ತಿತರ ಸಣ್ಣ ಪುಟ್ಟ ಸಮಸ್ಯೆಗಳಿಗೆ ಸಮಿತಿಯ ಮೂಲಕ ತಕ್ಷಣವೇ ಪರಿಹಾರ ಒದಗಿಸಲಾಗುವುದು‌‌‌ ಎಂದರು.

ಪ್ರತ್ಯೇಕ ಆಹಾರನಿಲಯದ ಕಟ್ಟಡ ನಿರ್ಮಾಣದಂತಹ ಬೇಡಿಕೆಗಳಿದ್ದರೆ ವಿಶ್ವವಿದ್ಯಾಲಯಕ್ಕೆ‌ ವರದಿ ಸಲ್ಲಿಸಲು ಪ್ರಾಂಶುಪಾಲರಿಗೆ ಸೂಚನೆ ನೀಡಿದರು.

ಆಪರೇಷನ್‌ ಗಂಗಾ ಕಾರ್ಯಾಚರಣೆಯ ಭಾಗವಾಗಿ ಉಕ್ರೇನ್‌ನ ಸಂಘರ್ಷದ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಸಿಲುಕಿದ್ದ 18 ದೇಶಗಳ 147 ವಿದೇಶಿ ಪ್ರಜೆಗಳನ್ನು ಸ್ಥಳಾಂತರಿಸಿ ಭಾರತಕ್ಕೆ
ಕರೆತರಲಾಗಿದೆ ಎಂದು ವಿದೇಶಾಂಗ ಸಚಿವ ಎಸ್. ಜೈಶಂಕರ್ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಸಂಸತ್ತಿನ ಉಭಯ ಸದನಗಳಲ್ಲಿ ಉಕ್ರೇನ್‌ನ ಪರಿಸ್ಥಿತಿ ಬಗ್ಗೆ ಮಾತನಾಡಿದ ಜೈಶಂಕರ್, ಭಾರತದ ʻವಸುಧೈವ ಕುಟುಂಬಕಂʼ ತತ್ವಕ್ಕೆ ಅನುಗುಣವಾಗಿ, ವಿದೇಶಿ ಪ್ರಜೆಗಳನ್ನು ಸಹ ಸಂಘರ್ಷ ವಲಯಗಳಿಂದ ಸ್ಥಳಾಂತರಿಸಿ ಭಾರತಕ್ಕೆ ಕರೆತರಲಾಯಿತು. ಅವರಲ್ಲಿ 18 ದೇಶಗಳ 147 ನಾಗರಿಕರು ಸೇರಿದ್ದಾರೆ ಎಂದರು.

ಭಾರತೀಯ ಪ್ರಜೆಗಳ ಕುಟುಂಬದ ಸದಸ್ಯರಾಗಿರುವ ಅನೇಕ ಉಕ್ರೇನಿಯನ್ ಪ್ರಜೆಗಳನ್ನೂ ಸ್ಥಳಾಂತರಿಸಲಾಗಿದೆ ಎಂದು ಹೇಳಿದರು.

ಉದ್ವಿಗ್ನತೆ ಹೆಚ್ಚಾದಂತೆ, ಉಕ್ರೇನ್‌ನಲ್ಲಿರುವ ಭಾರತೀಯ ರಾಯಭಾರಿ ಕಚೇರಿಯು 2022 ರ ಜನವರಿಯಲ್ಲಿ ಭಾರತೀಯರಿಗಾಗಿ ನೋಂದಣಿ ಅಭಿಯಾನವನ್ನು ಪ್ರಾರಂಭಿಸಿತು. ಇದರ ಪರಿಣಾಮವಾಗಿ ಸುಮಾರು 20,000 ಭಾರತೀಯರು ನೋಂದಾಯಿಸಿಕೊಂಡಿದ್ದಾರೆ ಎಂದು ಅವರು ತಿಳಿಸಿದರು.

ಅರ್ಧಕ್ಕಿಂತ ಹೆಚ್ಚು ವಿದ್ಯಾರ್ಥಿಗಳು ರಷ್ಯಾದ ಗಡಿಯಲ್ಲಿರುವ ಪೂರ್ವ ಉಕ್ರೇನ್‌ನ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಲ್ಲಿದ್ದಾರೆ.

ಭಾರತದ 35 ರಾಜ್ಯಗಳು / ಕೇಂದ್ರಾಡಳಿತ ಪ್ರದೇಶಗಳಿಂದ ಬಂದ ವಿದ್ಯಾರ್ಥಿಗಳು ಕೇರಳ, ಯುಪಿ, ಹರಿಯಾಣ, ತಮಿಳುನಾಡು, ಗುಜರಾತ್, ಮಹಾರಾಷ್ಟ್ರ, ಬಿಹಾರ ಮತ್ತು ರಾಜಸ್ಥಾನದಿಂದ ತಲಾ 1,000 ವಿದ್ಯಾರ್ಥಿಗಳನ್ನು ಹೊಂದಿದ್ದಾರೆ ಎಂದರು.

ಮಾಸ್ಕೋ ಮತ್ತು ಕೈವ್ ನಡುವೆ ನಡೆಯುತ್ತಿರುವ ಉದ್ವಿಗ್ನತೆಯ ದೃಷ್ಟಿಯಿಂದ ಉಕ್ರೇನ್ ತೊರೆಯುವಂತೆ ಉಕ್ರೇನ್‌ನಲ್ಲಿರುವ ಭಾರತೀಯ ನಾಗರಿಕರಿಗೆ ನೀಡಿದ ಸಲಹೆಗಳ ಬಗ್ಗೆ ಶ್ರೀ ಜೈಶಂಕರ್ ಮಾತನಾಡಿದರು.

ಹಿಜಾಬ್‌ ವಿವಾದಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕರ್ನಾಟಕ ಹೈಕೋರ್ಟ್ ನೀಡಿರುವ ತೀರ್ಪನ್ನು ಶಿಕ್ಷಣ ಸಚಿವ ಬಿ.ಸಿ.ನಾಗೇಶ್ ಸ್ವಾಗತಿಸಿದ್ದಾರೆ. ಇದು ಐತಿಹಾಸಿಕ ತೀರ್ಪಾಗಿದೆ. ನ್ಯಾಯಾಲಯದ ತೀರ್ಪು ಏನೇ ಆಗಿದ್ದರೂ ನಾವು ಗೌರವಿಸುತ್ತೇವೆ ಎಂದು ಹಿಂದೆಯೇ ಹೇಳಿದ್ದೆವು.

ರಾಷ್ಟ್ರೀಯತೆ ಜಾಗೃತಗೊಳಿಸುವಲ್ಲಿ ಸಮವಸ್ತ್ರ ಬಹುಮುಖ್ಯವಾದದು. ನಾವೆಲ್ಲರೂ ಭಾರತೀಯರು. ಕೆಲವೊಂದು ಗೊಂದಲಗಳಿಂದ ವಿವಾದ ಸೃಷ್ಟಿಯಾಗಿದೆ. ಈ ತೀರ್ಪನ್ನು ಆಧರಿಸಿ ಶಿಕ್ಷಣ ಕಾಯ್ದೆಯಲ್ಲಿ ಇರುವ ಕೆಲ ಗೊಂದಲಗಳನ್ನು ಸರಿಪಡಿಸುತ್ತೇವೆ ಎಂದು ಹೇಳಿದರು. ರಾಜ್ಯದಲ್ಲಿ ಸುಮಾರು 86 ಸಾವಿರ ಪಿಯು ವಿದ್ಯಾರ್ಥಿನಿದ್ದಾರೆ. ಈ ಪೈಕಿ 6 ಮಕ್ಕಳು ಮಾತ್ರ ಹಿಜಾಬ್ ಅನುಮತಿಗೆ ಒತ್ತಾಯಿಸಿದ್ದರು. ಶೇ 99.9ರಷ್ಟು ವಿದ್ಯಾರ್ಥಿನಿಯರು ಸಮವಸ್ತ್ರ ನೀತಿಯನ್ನು ಅನುಸರಿಸಿದ್ದಾರೆ. ತೀರ್ಪಿನ ನಂತರ ಗೊಂದಲಗಳು ಬಗೆಹರಿಯಲಿದೆ. ಜನರು ಸಹ ನ್ಯಾಯಾಲಯದ ತೀರ್ಪನ್ನು ಒಪ್ಪಿದ್ದಾರೆ. ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳಿಂದ ಹೊರಗುಳಿದ ವಿದ್ಯಾರ್ಥಿಗಳು ಶಾಲಾಕಾಲೇಜಿಗೆ ಬರುತ್ತಾರೆ ಎಂದು ವಿಶ್ವಾಸ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.
