ರಾಜ್ಯದ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಹಿಜಾಬ್ ನಿರ್ಬಂಧಿಸಿರುವ ಸರ್ಕಾರದ ಕ್ರಮವನ್ನು ಎತ್ತಿಹಿಡಿದಿರುವ ಕರ್ನಾಟಕ ಹೈಕೋರ್ಟ್ ಪೀಠ, ಹಿಜಾಬ್ ಧಾರಣೆ ಇಸ್ಲಾಂ ಧರ್ಮದ ಧಾರ್ಮಿಕ ಅತ್ಯಗತ್ಯ ಆಚರಣೆಯಲ್ಲ ಎಂದು ಮಹತ್ವದ ಆದೇಶ ನೀಡಿದೆ.

ತರಗತಿಗೆ ಹಿಜಾಬ್ ಧರಿಸಿ ಬರದಂತೆ ನಿರ್ಬಂಧಿಸಿರುವ ಕಾಲೇಜಿನ ಕ್ರಮ ಪ್ರಶ್ನಿಸಿ ಮತ್ತು ಸಮವಸ್ತ್ರ ಸಂಹಿತೆ ಜಾರಿ ಸಂಬಂಧ ಸರ್ಕಾರ ಹೊರಡಿಸಿರುವ ಆದೇಶ ರದ್ದುಕೋರಿ ಉಡುಪಿಯ ಸರ್ಕಾರಿ ಮಹಿಳಾ ಪದವಿಪೂರ್ವ ಕಾಲೇಜು ವಿದ್ಯಾರ್ಥಿನಿ ರೇಷಮ್ ಮತ್ತಿತರ ವಿದ್ಯಾರ್ಥಿನಿಯರು ಮತ್ತು ಅವರ ಪೋಷಕರು ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ್ದ ಅರ್ಜಿಗಳನ್ನು ಪೂರ್ಣಪೀಠ ವಜಾಗೊಳಿಸಿದೆ.

ಹಿಜಾಬ್ ವಿವಾದ ಕುರಿತು ಕರ್ನಾಟಕ ಹೈಕೋರ್ಟ್ ತೀರ್ಪು ಪ್ರಕಟಿಸಿದೆ. ಈ ವಿಚಾರವಾಗಿ ರಾಜ್ಯದ ಜನತೆ ಹಾಗೂ ತನ್ನ ಕಾರ್ಯಕರ್ತರಲ್ಲಿ ಬಿಜೆಪಿ ಪಕ್ಷ ಕೆಲವು ಮನವಿಯನ್ನು ಮಾಡಿದೆ.

ಹಿಜಾಬ್ ತೀರ್ಪು ಕುರಿತು ಯಾವುದೇ ಪ್ರತಿಭಟನೆಯನ್ನು ಮಾಡಬಾರದು. ಜೊತೆಗೆ ಪ್ರತಿಕ್ರಿಯಾತ್ಮಕ ಪತ್ರಿಕೆ ಹೇಳಿಕೆಗಳನ್ನು ನೀಡಬೇಡಿ ಎಂದು ಬಿಜೆಪಿ ಸಾಮಾಜಿಕ ಜಾಲತಾಣದಲ್ಲಿ ಮನವಿ ಮಾಡಿದೆ.

ಸಾಕಷ್ಟು ವಿವಾದವನ್ನು ಹುಟ್ಟುಹಾಕಿದ್ದ ಹಿಜಾಬ್ ಕುರಿತು ಎಲ್ಲವನ್ನು ಕೂಲಂಕುಷವಾಗಿ ಗಮನಿಸಿ ಕರ್ನಾಟಕ ಹೈಕೋರ್ಟ್ ತೀರ್ಪು ನೀಡಿದೆ. ಎಲ್ಲರೂ ನ್ಯಾಯಾಲಯದ ಆದೇಶವನ್ನು ಶಾಂತವಾಗಿ ಸ್ವೀಕರಿಸಬೇಕು ಎಂದು ಬಿಜೆಪಿ ಮನವಿ ಮಾಡಿದೆ.

ಮುಂದಿನ ಶೈಕ್ಷಣಿಕ ವರ್ಷದಿಂದ ರಾಜ್ಯದ 20 ಸಾವಿರ ಶಾಲೆಗಳಲ್ಲಿ ಹೊಸ ಶಿಕ್ಷಣ ನೀತಿ ಜಾರಿಗೊಳಿಸಲಾಗು ತ್ತದೆ ಎಂದು ಬಿಸಿ ನಾಗೇಶ್ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ಇನ್ನು ಪದವಿ ಪೂರ್ವ ಕಾಲೇಜು ಉಪನ್ಯಾಸಕರು 9 ಮತ್ತು 10 ನೇ ತರಗತಿ ಜವಾಬ್ದಾರಿ ಹೊರಬೇಕಾಗುತ್ತದೆ. ಶಿಕ್ಷಕರು ಮತ್ತು ಉಪನ್ಯಾಸಕರಿಗೆ ಆದಷ್ಟು ತೊಂದರೆ ಉಂಟಾಗದಂತೆ ಪಿಯು ಹಂತವನ್ನು ಮರ್ಜ್ ಮಾಡಲಾಗುವುದು ಎಂದು ಬಿಸಿ ನಾಗೇಶ್ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ಕೋರ್ಟ್ ತೀರ್ಪಿನ ಪ್ರತಿ ನೀಡಿದ ಬಳಿಕ ಪ್ರತಿಕ್ರಿಯೆ ನೀಡುತ್ತೇನೆ. ಹಿಜಾಬ್‌ನಿಂದ ಯಾರಿಗೂ ತೊಂದರೆಯಾಗಲ್ಲ ಎಂದಿದ್ದೆವು. ಈ ಹಿಂದೆಯೂ ಧರಿಸಿದ್ದರು. ಈಗಲೂ ಧರಿಸುತ್ತಿದ್ದಾರೆ. ಹಿಜಾಬ್ ಧರಿಸಲಿ ಬಿಡಿ ಎಂದು ನಾವು ಹೇಳಿದ್ದೆವು. ಈಗ ಕೋರ್ಟ್ ಆದೇಶ ನೀಡಿದೆ. ಅದನ್ನ ಪಾಲಿಸಬೇಕು. ಇದರಿಂದಾಗಿ ನಮಗೆ ಕಪಾಳಮೋಕ್ಷ ಆಗಿದೆ ಎನ್ನಲಾಗಲ್ಲ ಎಂದು ವಿಧಾನಸೌಧದಲ್ಲಿ ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಸಿದ್ದರಾಮಯ್ಯ ನವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಹೈಕೋರ್ಟ್ ಐತಿಹಾಸಿಕ ತೀರ್ಪನ್ನು ನೀಡಿದೆ. ಸರ್ಕಾರ ರೂಪಿಸಿದ ನಿಯಮದ ಪರವಾಗಿ ತೀರ್ಪು ಬಂದಿದೆ. ಹೆಣ್ಣುಮಕ್ಕಳ ಶಿಕ್ಷಣದ ಹಕ್ಕನ್ನು ಹೈಕೋರ್ಟ್ ಎತ್ತಿಹಿಡಿದಿದೆ. ಧರ್ಮ ಮತಾಂಧತೆ ಬೆಳೆಸಿಕೊಳ್ಳದೇ ಶಾಲೆಗಳಲ್ಲಿ ಸಹೋದರ, ಸಹೋದರಿಯರಂತೆ ಸಂಸ್ಕಾರದಿಂದ ಇರಬೇಕು. ನಾವೆಲ್ಲ ಭಾರತಮಾತೆ ಮಕ್ಕಳು ಎಂದು ಇರಬೇಕು ಎಂದು ವಿಧಾನಸೌಧದಲ್ಲಿ ಗೃಹ ಸಚಿವ ಆರಗ ಜ್ಞಾನೇಂದ್ರ ಪ್ರತಿಕ್ರಿಯೆ ನೀಡಿದ್ದಾರೆ.

ಇಡೀ ವಿಶ್ವಕ್ಕೆ ಮಾದರಿಯಾಗುವ ತೀರ್ಪು ಇದಾಗಿದೆ. ರಾಜ್ಯದಲ್ಲಿ ಯಾವುದೇ ರೀತಿಯ ಗೊಂದಲ ಸೃಷ್ಟಿಸಬಾರದು. ಗೊಂದಲ ಸೃಷ್ಟಿಸಿದರೆ ಕ್ರಮ ತೆಗೆದುಕೊಳ್ಳಲಾಗುವುದು ಎಂದು ಹೈಕೋರ್ಟ್ ತೀರ್ಪು ಸ್ವಾಗತಿಸಿ ಸಚಿವ ಡಾ. ಅಶ್ವತ್ಥ್ ನಾರಾಯಣ ಅವರು ತಮ್ಮ ಅಭಿಪ್ರಾಯವನ್ನು ಹಂಚಿಕೊಂಡಿದ್ದಾರೆ.

ಕೋರ್ಟ್ ತೀರ್ಪಿಗೆ ಎಲ್ಲರೂ ತಲೆಬಾಗಲೇಬೇಕು. ಎಲ್ಲ ವಿದ್ಯಾರ್ಥಿನಿಯರನ್ನು ಶಾಲೆಗೆ ಕಳಿಸಲು ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕು. ಗೊಂದಲ ಬಿಟ್ಟು ವಿದ್ಯಾರ್ಥಿಗಳು ಶಾಲಾಕಾಲೇಜಿಗೆ ಬರುವಂತೆ ಕರೆ ನೀಡುತ್ತೇವೆ ಎಂದು ಹೈಕೋರ್ಟ್ ತೀರ್ಪಿನ ಬಗ್ಗೆ ಸಚಿವ ಕೆ.ಎಸ್. ಈಶ್ವರಪ್ಪ ತಿಳಿಸಿದ್ದಾರೆ.

ಐಸಿಐಸಿಐ ಸೆಕ್ಯುರಿಟೀಸ್ ಲಿಮಿಟೆಡ್. ಪೇಟಿಎಂ ನಲ್ಲಿ ಅದರ ಬೆಲೆ ಗುರಿಯನ್ನು 1,352 ರೂಪಾಯಿಗಳಿಂದ 1,285 ರೂಪಾಯಿಗಳಿಗೆ ಕಡಿತಗೊಳಿಸಿದೆ. ಪೇಟಿಎಂ ಪಾವತಿ ಬ್ಯಾಂಕ್ ನ ವೆಬ್‌ಸೈಟ್ ಪ್ರಕಾರ ಇದು 300 ಮಿಲಿಯನ್ ವ್ಯಾಲೆಟ್‌ಗಳು ಮತ್ತು 60 ಮಿಲಿಯನ್ ಬ್ಯಾಂಕ್ ಖಾತೆಗಳನ್ನು ಹೊಂದಿದೆ.

ಹಿಜಾಬ್ ಇಸ್ಲಾಂನ ಅತ್ಯಗತ್ಯ ಭಾಗವಲ್ಲವೆಂದು ಐತಿಹಾಸಿಕ ತೀರ್ಪು ನೀಡಿದೆ.ಈ ಹಿನ್ನಲೆಯಲ್ಲಿ ಹೈಕೋರ್ಟ್ ಮುಖ್ಯ ನ್ಯಾಯಮೂರ್ತಿ ರಿತುರಾಜ್ ಆವಸ್ಥಿ ಅವರ ನಿವಾಸಕ್ಕೆ ಬಿಗಿ ಪೊಲೀಸ್ ಭದ್ರತೆಯನ್ನು ಮಾಡಲಾಗಿದೆ.

ಇಂದು ಫೆಬ್ರವರಿ 25ರಿಂದ 11 ದಿನಗಳ ವಾದ-ಪ್ರತಿವಾದ ಆಲಿಸಿದ್ದಂತ ಹೈಕೋರ್ಟ್ ತ್ರಿಸದಸ್ಯ ಪೂರ್ಣ ಪೀಠವು, ತನ್ನ ತೀರ್ಪನ್ನು ಪ್ರಕಟಿಸಿದೆ. ಸತತ 11 ದಿನ ವಾದ-ಪ್ರತಿವಾದ ಆಲಿಸಿದ್ದ ಮುಖ್ಯ ನ್ಯಾಯಮೂರ್ತಿ ರಿತುರಾಜ್ ಆವಸ್ಥಿ, ನ್ಯಾಯಮೂರ್ತಿಗಳಾದ ಕೃಷ್ಣ ಎಸ್ ದೀಕ್ಷಿತ್, ಖಾಜಿ ಜೈಬುನ್ನಿಸಾ ಮೊಹಿದ್ದೀನ್ ಅವರಿದ್ದ ಪೀಠ, ಫೆಬ್ರವರಿ 25ರಂದು ವಿಚಾರಣೆ ಪೂರ್ಣಗೊಳಿಸಿ, ತೀರ್ಪು ಕಾಯ್ದಿರಿಸಿದ್ದಂತ ತೀರ್ಪನ್ನು, ಇಂದು ಪ್ರಕಟಿಸಿದೆ.

ಹಿಜಾಬ್ ಇಸ್ಲಾಂ ಅತ್ಯಗತ್ಯಭಾಗವಲ್ಲ ಎಂಬುದಾಗಿ ಹೇಳುವ ಮೂಲಕ ಹಿಜಾಬ್ ಕೋರಿದ್ದ ರಿಟ್ ಅರ್ಜಿಯನ್ನು ವಜಾಗೊಳಿಸಿದೆ. ಅಲ್ಲದೇ ಉಡುಪಿ ಕಾಲೇಜಿಗೆ ನಿರ್ಬಂಧ ಹೇರುವ ಅಗತ್ಯವಿಲ್ಲ ಎಂದು ತಿಳಿಸಿದೆ.

ಇನ್ನೂ ರಾಜ್ಯ ಸರ್ಕಾರದ ಸಮವಸ್ತ್ರ ಕಡ್ಡಾಯ ಆದೇಶ ಕಾನೂನು ಬದ್ಧವಾಗಿದೆ ಎಂದು ಹೇಳಿರುವಂತ ಕೋರ್ಟ್, ಮುಸ್ಲೀಂ ಮಹಿಳೆಯರು ಹಿಜಾಬ್ ಧರಿಸುವುದು ಕಡ್ಡಾಯವಲ್ಲವೆಂದು ಹೈಕೋರ್ಟ್ ಪೂರ್ಣ ಪೀಠದಿಂದ ಐತಿಹಾಸಿಕ ತೀರ್ಪು ನೀಡಿತ್ತು. ಈ ಹಿನ್ನಲೆಯಲ್ಲಿ ಮುಖ್ಯ ನ್ಯಾಯಮೂರ್ತಿ ರಿತುರಾಜ್ ಆವಸ್ಥಿಯವರ ಬೆಂಗಳೂರು ನಿವಾಸಕ್ಕೆ ಬಿಗಿ ಪೊಲೀಸ್ ಭದ್ರತೆಯನ್ನು ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಯಾವುದೇ ಅಹಿತಕರ ಘಟನೆ ನಡೆಯದಂತೆ ಎಚ್ಚರಿಕೆ ಕ್ರಮ ವಹಿಸಲಾಗಿದೆ.

ದೇಶಾದ್ಯಂತ ಕೋವಿಡ್-19 ಪ್ರಕರಣಗಳ ಸಂಖ್ಯೆ ತೀವ್ರ ಇಳಿಕೆಯಾಗಿದೆ. ಕಳೆದ 24 ಗಂಟೆಗಳ ಅವಧಿಯಲ್ಲಿ 2,568 ಹೊಸ ಪ್ರಕರಣ ಪತ್ತೆಯಾಗಿದೆ. ಇದರೊಂದಿಗೆ ಒಟ್ಟು ಸೋಂಕಿತರ ಸಂಖ್ಯೆ 4, 29, 96,062ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ. ಸಕ್ರಿಯ ಪ್ರಕರಣಗಳ ಸಂಖ್ಯೆ 33, 917ಕ್ಕೆ ಇಳಿಕೆಯಾಗಿದೆ.

ಹೊಸದಾಗಿ 97 ಸೋಂಕಿತರು ಸಾವಿನೊಂದಿಗೆ ಒಟ್ಟಾರೇ ಸಾವಿನ ಸಂಖ್ಯೆ 5,15,974ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ ಎಂದು ಕೇಂದ್ರ ಆರೋಗ್ಯ ಸಚಿವಾಲಯ ಮಾಹಿತಿ ತಿಳಿಸಿದೆ.

ಒಟ್ಟು ಸೋಂಕುಗಳಲ್ಲಿ ಶೇ. 0.08 ರಷ್ಟು ಸಕ್ರಿಯ ಪ್ರಕರಣಗಳನ್ನು ಒಳಗೊಂಡಿವೆ. ಆದರೆ ರಾಷ್ಟ್ರೀಯ ಕೊರೋನಾ ಚೇತರಿಕೆ ದರ ಶೇ. 98. 72 ರಷ್ಟು ಏರಿಕೆಯಾಗಿದೆ. ಒಟ್ಟು ಗುಣಮುಖರಾದವರ ಸಂಖ್ಯೆ 4,24,46,171ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ. ಮರಣ ಪ್ರಮಾಣ ಶೇ. 1.20 ರಷ್ಟಿದೆ ಎಂದು ಆರೋಗ್ಯ ಸಚಿವಾಲಯ ವರದಿ ನೀಡಿದೆ.

ಅಮೆರಿಕದ ರಾಷ್ಟ್ರೀಯ ಭದ್ರತಾ ಸಲಹೆಗಾರ ಜ್ಯಾಕ್ ಸುಲಿವನ್ ಅವರು ಚೀನಾದ ಉನ್ನತ ರಾಜತಾಂತ್ರಿಕ ಅಧಿಕಾರಿಯನ್ನು ಭೇಟಿ ಮಾಡಿ, ರಷ್ಯಾಗೆ ಮಿಲಿಟರಿ ಮತ್ತು ಹಣಕಾಸು ನೆರವು ನೀಡುವ ಸಂಭವನೀಯತೆ ಬಗ್ಗೆ ತೀವ್ರ ಕಳವಳ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.

ರಷ್ಯಾ, ಉಕ್ರೇನ್ ಮೇಲಿನ ಹಿಡಿತ ಬಿಗಿಗೊಳಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಈಗಾಗಲೇ ಚೀನಾದಿಂದ ಸೇನಾ ಸಾಮಗ್ರಿಗಳ ಮತ್ತು ಆರ್ಥಿಕ ನೆರವು ಕೋರಿದೆ ಎಂಬ ವರದಿಗಳ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಈ ಭೇಟಿ ವಿಶೇಷ ಮಹತ್ವ ಪಡೆದಿದೆ. ಆದರೆ ರಷ್ಯಾ ತನ್ನ ನೆರವು ಕೋರಿದೆ ಎಂಬ ವರದಿಗಳನ್ನು ಚೀನಾ ತಳ್ಳಿಹಾಕಿದೆ.

ರಷ್ಯಾದ ನೆರವಿಗೆ ಬರಬಹುದಾದ ದೇಶಗಳ ಪಟ್ಟಿಯಲ್ಲಿ ಭಾರತದ ಉಲ್ಲೇಖ ಇಲ್ಲವಾದರೂ, ರಷ್ಯಾದಿಂದ ಕಚ್ಚಾ ತೈಲ ಮತ್ತು ಇತರ ವಸ್ತುಗಳನ್ನು ರಿಯಾಯಿತಿ ದರದಲ್ಲಿ ಪಡೆಯುವ ಸಾಧ್ಯತೆ ಬಗ್ಗೆ ಪರಿಶೀಲಿಸುತ್ತಿದೆ. ಮತ್ತು ರೂಪಾಯಿ ರೂಬೆಲ್ ವಹಿವಾಟಿನ ಮೂಲಕ ಇದಕ್ಕೆ ಪಾವತಿಸಲು ಸಜ್ಜಾಗಿದೆ ಎನ್ನುವ ವರದಿಗಳು ವಾಷಿಂಗ್ಟನ್‍ನ ಆತಂಕಕ್ಕೆ ಕಾರಣವಾಗಿದೆ. ಭಾರತ ಮತ್ತು ಚೀನಾ ನಡುವಿನ ಸಂಘರ್ಷ ಮತ್ತು ಅಮೆರಿಕ- ಭಾರತ ನಡುವಿನ ಸೌಹಾರ್ದ ಸಂಬಂಧದ ನಡುವೆಯೂ ಮಾಸ್ಕೊ ಬೀಜಿಂಗ್ ನವದೆಹಲಿ ಪಾಲುದಾರಿಕೆ ರೂಪುಗೊಳ್ಳುತ್ತಿದೆ ಎನ್ನುವುದು ಅಮೆರಿಕ ಪರವಾಗಿರುವವರ ವಾದವಾಗಿದೆ.

ಒಂದೆಡೆ ರಷ್ಯಾಗೆ ನೆರವು ನೀಡದಂತೆ ಅಮೆರಿಕ ಚೀನಾ ಮೇಲೆ ಒತ್ತಡ ಹಾಕುತ್ತಿದ್ದರೆ, ಇನ್ನೊಂದೆಡೆ, ಇಂಧನಕ್ಕಾಗಿ ಅಮೆರಿಕವನ್ನು ಅವಲಂಬಿಸಿರುವ ನ್ಯಾಟೊ ಸದಸ್ಯ ದೇಶಗಳಿಗೆ ಇದು ಸುಲಭವಾಗಿದೆ. ರಷ್ಯಾ ದಾಳಿಯನ್ನು ಇವು ಖಂಡಿಸಿದ್ದರೂ, ಈ ದೇಶಗಳು ಅನಿವಾರ್ಯವಾಗಿ ರಷ್ಯಾದಿಂದ ಅನಿಲ ಮತ್ತು ತೈಲವನ್ನು ಖರೀದಿಸುತ್ತಿವೆ.

ಹಿಜಾಬ್ ನಿರ್ಬಂಧ ವಿಚಾರದಲ್ಲಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ಆದೇಶವನ್ನು ಎತ್ತಿಹಿಡಿದ ಹೈಕೋರ್ಟ್ ಹಿಜಾಬ್ ಧರಿಸಲು ಅನುಮತಿ ಕೋರಿದ್ದ ಉಡುಪಿಯ ವಿದ್ಯಾರ್ಥಿಗಳ ಅರ್ಜಿ ಮತ್ತು ಇದೇ ವಿಚಾರದಲ್ಲಿ ಸಲ್ಲಿಕೆಯಾಗಿರುವ ಎಲ್ಲಾ ಅರ್ಜಿಗಳನ್ನು ವಜಾಗೊಳಿಸಿತು.
ಈಗ ಅರ್ಜಿದಾರರು ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಮೊರೆ ಹೋಗುವುದಾಗಿ ತಿಳಿಸಿದ್ದಾರೆ.

ಇನ್ನು ಹೈಕೋರ್ಟ್ ತೀರ್ಪು ಪ್ರಶ್ನಿಸಿ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಮೆಟ್ಟಿಲೇರಲು ವಕ್ಫ್ ಬೋರ್ಡ್ ನಿರ್ಧರಿಸಿದ್ದು, ತೀರ್ಪಿನ ಬೆನ್ನೆಲ್ಲೇ ಪ್ರತಿಕ್ರಿಯಿಸಿದ ವಕ್ಫ್ ಬೋರ್ಡ್ ಅಧ್ಯಕ್ಷ ಶಾಫಿ ಸಾದಿ ಮೂವರು ಜಡ್ಜ್ ಗಳಲ್ಲಿ ಒಬ್ಬರು ಮುಸಲ್ಮಾನರಾಗಿದ್ದಾರೆ.
