ಸಾಗರದ ಉಪ ಕಾರಾಗೃಹದಲ್ಲಿ ಸ್ಪಂದನ ರಂಗ ತಂಡ ಕನ್ನಡ ಮತ್ತು ಸಂಸ್ಕೃತಿ ಇಲಾಖೆಯ ಸಹಯೋಗದಲ್ಲಿ ರಂಗ ಗೀತೆಗಳ ಗಾಯನ ಹಾಗೂ ನಾಟಕ ಪ್ರದರ್ಶನ ಆಯೋಜಿಸಲಾಗಿತ್ತು. ಈ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ಸಂವಿಧಾನದ ಪೀಠಿಕೆ ಯ ಪ್ರತಿಜ್ಞಾ ವಿಧಿಯನ್ನು ಬೋಧಿಸುವ ಮೂಲಕ ಶಿವಮೊಗ್ಗ ಕೇಂದ್ರ ಕಾರಾಗೃಹ ಅಧೀಕ್ಷಕ ಮಹೇಶ್ ಜಿಗಣಿ ಅವರು ಚಾಲನೆ ನೀಡಿದರು.
‘ಅಪರಾಧ ಮನಸ್ಥಿತಿ ಹೊಂದಿರುವವರು ಮನಃಪರಿವರ್ತನೆ ಮಾಡುವುದೇ ಕಾರಾಗೃಹಗಳ ಸ್ಥಾಪನೆಯ ಉದ್ದೇಶವಾಗಿದೆ’ ಎಂದು ಮಹೇಶ್ ಜಿಗಣಿ ಅವರು ತಿಳಿಸಿದರು.
ಹುಟ್ಟಿನಿಂದ ಯಾರೂ ಅಪರಾಧಿಗಳಾಗಿರುವುದಿಲ್ಲ. ಸಂದರ್ಭದ ಪರಿಸ್ಥಿತಿಗೆ ಸಿಲುಕಿ ಅನೇಕರು ತಮ್ಮ ತಾಳ್ಮೆಯನ್ನು ಕಳೆದುಕೊಂಡು ಅಪರಾಧ ಪ್ರಕರಣಗಳಲ್ಲಿ ಭಾಗಿಯಾಗಿರುತ್ತಾರೆ. ಅವರಲ್ಲಿ ಪಶ್ಚಾತಾಪದ ಭಾವನೆ ಮೂಡುವಂತೆ ಮಾಡಿ ಮತ್ತೆ ಅಂತಹ ತಪ್ಪು ಮಾಡದಂತೆ ನೋಡಿಕೊಳ್ಳುವುದು ಕಾರಾಗೃಹಗಳ ಉದ್ದೇಶವಾಗಿದೆ ಎಂದು ಮಹೇಶ್ ಅವರು ಹೇಳಿದರು.
‘ಅಪರಾಧಿಗಳ ಬದುಕಿನಲ್ಲಿ ಸುಧಾರಣೆ ತರುವುದಕ್ಕಾಗಿ ಕಾರಾಗೃಹ ಇಲಾಖೆಯ ಸ್ಥಾಪಿಸಲಾಗಿದೆ ಈ ಕಾರಣದಿಂದಲೇ ಇಲಾಖೆಯನ್ನು ಸುಧಾರಣೆ ಇಲಾಖೆ ಎಂದೆ ಇಡಲಾಗಿದೆ. ಒಮ್ಮೆ ಅಪರಾಧ ಪ್ರಕರಣಗಳಲ್ಲಿ ಭಾಗಿಯಾದವರು ಮತ್ತೊಮ್ಮೆ ಕಾರಾಗ್ರಹಕ್ಕೆ ಬಾರದೆ ಇದ್ದರೆ ಇಲಾಖೆಯ ಉದ್ದೇಶ ಈಡೇರಿದಂತೆ’ ಎಂದು ಶಿವಮೊಗ್ಗ ಮಹಿಳಾ ಕಾರಾಗೃಹದ ಅಧೀಕ್ಷಕಿ ಅನಿತಾ ತಿಳಿಸಿದರು.
ಈ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಸ್ಪಂದನ ರಂಗತಂಡದ ನಾಗೇಂದ್ರ ಕುಮಟಾ ಅವರು ರಂಗ ಗೀತೆಗಳ ಗಾಯನ ನಡೆಸಿದರು ಹಾಗೂ ಪಿ.ಲಂಕೇಶ್ ಅವರ ಕಥೆ ಆಧರಿಸಿದ ‘ಮುಟ್ಟಿಸಿಕೊಂಡವನು’ ನಾಟಕ ಪ್ರದರ್ಶನಗೊಂಡಿತು.
