ತಾಲೂಕು ಕಚೇರಿಗಳಲ್ಲಿರುವ ಆಹಾರ ಇಲಾಖೆ ಶಾಖೆ ಅಥವಾ ಆಯಾ ಕ್ಷೇತ್ರದ ಆಹಾರ ಇಲಾಖೆಯ ಉಪ ಕಚೇರಿಗಳಲ್ಲಿ ಸ್ವೀಕೃತಿ ಪತ್ರದೊಂದಿಗೆ ಹೊಸ ಕಾರ್ಡ್ ಗಳನ್ನು ಪಡೆಯಬಹುದು.
ಈಗ ಹೊಸ ಪಡಿತರ ಚೀಟಿಗಳಲ್ಲಿ ತಿದ್ದುಪಡಿಗೂ ಅವಕಾಶ ಕಲ್ಪಿಸಲಾಗಿದೆ. ಹೊಸ ಪಡಿತರ ಚೀಟಿಗೆ ಆಧಾರ್ ಕಾರ್ಡ್ ಮತ್ತು ಮನೆಯಲ್ಲಿ ಹಿರಿಯ ಮಹಿಳೆಯ ಜಾತಿ ಮತ್ತು ಆದಾಯ ಪ್ರಮಾಣ ಪತ್ರ ಲಗತ್ತಿಸುವುದು ಕಡ್ಡಾಯ.
ಕಾರ್ಡ್ ನಲ್ಲಿ ಹೆಸರು ಸೇರಿಸಬೇಕಾದರೆ ಆಧಾರ್ ನಂಬರ್ ಜೊತೆಗೆ ಜಾತಿ ಮತ್ತು ಆದಾಯ ಪತ್ರ ಕಡ್ಡಾಯವಾಗಿ ಇರಬೇಕು. ಇದರಲ್ಲಿ ಆರು ವರ್ಷದೊಳಗಿನ ಮಕ್ಕಳನ್ನು ಸೇರ್ಪಡೆ ಮಾಡಬೇಕೆಂದರೆ ಮೊಬೈಲ್ ನಂಬರ್ ಜೋಡಣೆಯಾಗಿರುವ ಆಧಾರ್ ಸಂಖ್ಯೆ ಮತ್ತು ಜನನ ಪ್ರಮಾಣ ಪತ್ರ ಕಡ್ಡಾಯವಾಗಿ ಬೇಕಾಗುತ್ತದೆ.
ಅರ್ಹತೆಯಿಲ್ಲದವರೂ ಎಪಿಎಲ್ ಕಾರ್ಡ್ ಗಳನ್ನು ಪಡೆದು ಇಲಾಖೆಗೆ ವಂಚಿಸುತ್ತಿದ್ದರು. ಕೆಲವರು ಅನಧಿಕೃತವಾಗಿ ಕಾರ್ಡುಗಳನ್ನು ಹೊಂದಿದ್ದು , ಪಡಿತರ ಪಡೆದು ಮಾರಿಕೊಳ್ಳುತ್ತಾ, ಅರ್ಹರಿಗೆ ಅನ್ನಕ್ಕೆ ಹೊಡೆತ ನೀಡಿದ್ದರು. ಹೀಗಾಗಿ ಎಪಿಎಲ್ ಕಾರ್ಡ್ ಹಿಂಪಡೆದು, ಬಿಪಿಎಲ್ ಪಟ್ಟಿಗೆ ಸೇರಿಸುವುದು, ಅರ್ಹರಲ್ಲದಿದ್ದರೂ ಯಾರದು ಹೆಸರನ್ನು ಪಟ್ಟಿಗೆ ಸೇರಿಸುವುದು ಸೇರಿದಂತೆ ಹಲವು ಅಕ್ರಮಗಳು ನಡೆಯುತ್ತಿದ್ದವು. ಹೀಗಾಗಿ ಅವುಗಳನ್ನು ತಡೆದು ಅನರ್ಹ ಪಡಿತರ ಚೀಟಿಗಳನ್ನು ರದ್ದುಗೊಳಿಸಲು ಇಲಾಖೆಯು ಹೊಸದಾಗಿ ಸಲ್ಲಿಸಿದ ಅರ್ಜಿಗಳ ವಿಲೇವಾರಿಯನ್ನು 2017ರಿಂದ ತಡೆಹಿಡಿಯಲಾಗಿತ್ತು.

2011ರಲ್ಲಿ 362 ಗೆಜೆಟೆಡ್ ಪ್ರೋಬೇಷನರಿ ಹುದ್ದೆಗಳ ಭರ್ತಿಗೆ ಕೆಪಿಎಸ್ ಸಿ ನಡೆಸಿದ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಅಕ್ರಮ, ಭ್ರಷ್ಟಾಚಾರ ನಡೆದಿದೆ ಎಂಬ ಆರೋಪ ಈ ಕುರಿತು ಸಿಐಡಿ ತನಿಖೆಯೂ ನಡೆದಿತ್ತು. 362 ಅಭ್ಯರ್ಥಿಗಳ ನೇಮಕಾತಿ ರದ್ದುಗೊಳಿಸಿ ಹೈಕೋರ್ಟ್ ಆದೇಶ ಹೊರಡಿಸಿತ್ತು.
ಈ ಪ್ರಕರಣದಲ್ಲಿ ಕೆಪಿಎಸ್ ಸಿಯ ಆಗಿನ ಅಧ್ಯಕ್ಷರು ಮತ್ತು ಸದಸ್ಯರ ವಿರುದ್ಧ ವಿಚಾರಣೆಗೆ ಅನುಮತಿ ನೀಡಲು ಸರ್ಕಾರ ನಿರಾಕರಿಸಿತ್ತು.
ಎಲ್ಲಾ 362 ಜನರಿಗೂ ಮರು ನೇಮಕಾತಿ ಆದೇಶ ನೀಡಬೇಕೆಂಬ ಆಗ್ರಹ ಕೇಳಿಬಂದಿತ್ತು. ದಕ್ಷಿಣೆ ನೀಡುವುದಾಗಿ ಸರ್ಕಾರ ವಿಧಾನಮಂಡಲದಲ್ಲೇ ಭರವಸೆ ನೀಡಿತ್ತು. ತುಮಕೂರು ಸಿದ್ದಗಂಗಾ ಮಠದ ಸಿದ್ದಲಿಂಗ ಸ್ವಾಮೀಜಿ ಅವರೂ ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ ಬೊಮ್ಮಾಯಿ ಅವರಿಗೆ ಇತ್ತೀಚಿಗೆ ಪತ್ರ ಬರೆದು ಇದೇ ಬೇಡಿಕೆ ಮುಂದಿಟ್ಟಿದ್ದರು.

ರಾಜ್ಯದ ಅಂದಾಜು 62.85 ಲಕ್ಷ ರೈತರ ಪಹಣಿ, ಅಟ್ಲಾಸ್ ( ಹಿಸ್ಸಾ ಸ್ಕೆಚ್) ಆದಾಯ ಮತ್ತು ಜಾತಿ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಅವರವರ ಮನೆಮನೆಗೆ ಉಚಿತವಾಗಿ ತಲುಪಿಸುವ ಕಂದಾಯ ಇಲಾಖೆ ಮನೆಬಾಗಿಲಿಗೆ ಯೋಜನೆ ಗೆ ಇದೆ ಜ.26ರಂದು ಸರ್ಕಾರ ಚಾಲನೆ ನೀಡಲಿದೆ.
ಈ ಸಂಬಂಧ ಸುತ್ತೋಲೆ ಹೊರಡಿಸಿರುವ ಕಂದಾಯ ಇಲಾಖೆಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ತುಷಾರ್ ಗಿರಿನಾಥ್ , ಇ- ಆಡಳಿತ ಇಲಾಖೆಯಿಂದ ಪಹಣಿ,ಜಾತಿ ಮತ್ತು ಆದಾಯ ಪ್ರಮಾಣ ಪತ್ರವನ್ನು ಕುಟುಂಬವಾರು ಪಡೆದು ಮತ್ತು ಮೋಜಣಿ ತಂತ್ರಾಂಶದಿಂದ ಸರ್ವೆ ನಕ್ಷೆ ( ಅಟ್ಲಾಸ್) ಮುದ್ರಿಸಿ, ಆ ದಾಖಲೆಗಳನ್ನು ಪ್ಲಾಸ್ಟಿಕ್ ಲಕೋಟೆಯಲ್ಲಿರಿಸಿ ಪ್ರತಿ ರೈತ ಕುಟುಂಬದ ಮನೆ ಬಾಗಿಲಿಗೆ ತಲುಪಿಸಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.
ಈ ಯೋಜನೆಗೆ ರಾಜ್ಯ ಮಟ್ಟದಲ್ಲಿ ಗಣರಾಜ್ಯೋತ್ಸವ ದಿನ ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ್ ಬೊಮ್ಮಾಯಿ ಚಾಲನೆ ನೀಡಲಿದ್ದಾರೆ.
ಜಿಲ್ಲಾ ಮಟ್ಟದಲ್ಲಿ ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವರು , ತಾಲೂಕು ಮಟ್ಟದಲ್ಲಿ ಸ್ಥಳೀಯ ಶಾಸಕರು ಚಾಲನೆ ನೀಡಲಿದ್ದಾರೆ.
ಕಂದಾಯ ಇಲಾಖೆಯ ಭೂಮಿ ಉಸ್ತುವಾರಿ ಕೋಶವು ಪಹಣಿ ಮತ್ತು ಸರ್ವೆ ನಕ್ಷೆಯನ್ನು ಹಾಗೂ ಅಟಲ್ ಜೀ ಜನಸ್ನೇಹಿ ನಿರ್ದೇಶನಾಲಯವು ಜಾತಿ ಮತ್ತು ಆದಾಯ ಪ್ರಮಾಣ ಪತ್ರಗಳನ್ನು ಕುಟುಂಬವಾರು ಅನುಕೂಲವಾಗುವಂತೆ ಪಿಡಿಎಫ್ ನಮೂನೆಯಲ್ಲಿ ಸಿದ್ಧಪಡಿಸಿಕೊಳ್ಳಬೇಕು.
ಈ ಪಿಡಿಎಫ್ ದಾಖಲೆಯನ್ನು ಜಿಲ್ಲೆಯಲ್ಲಿ ಮುದ್ರಿಸಲು ಅನುಕೂಲವಾಗುವಂತೆ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ಜ.15ರ ಒಳಗೆ ಕಳುಹಿಸಬೇಕು ಎಂದು ಅವರು ಸೂಚಿಸಿದ್ದಾರೆ.
ಜಿಲ್ಲಾಧಿಕಾರಿಗಳು ಪಿಡಿಎಫ್ ದಾಖಲೆಗಳನ್ನು ನಿಗದಿತ ಅವಧಿಯಲ್ಲಿ ಮುದ್ರಿಸಲು ಸಾಮರ್ಥ್ಯವಿರುವ ಮುದ್ರಣಾಲಯವನ್ನು ಜಿಲ್ಲೆಯಲ್ಲಿ ಗುರುತಿಸಬೇಕು.
ಮುದ್ರಣವಾದ ದಾಖಲೆಗಳನ್ನು ನೀಡಲು ಅಗತ್ಯ ಸಂಖ್ಯೆಯ ಲಕೋಟೆಯನ್ನು ಭೂಮಾಪನ ಇಲಾಖೆಯ ಆಯುಕ್ತರು ಜಿಲ್ಲೆಗಳಿಗೆ ಒದಗಿಸಬೇಕು.
ದಾಖಲೆಗಳನ್ನು ಪ್ಲಾಸ್ಟಿಕ್ ಲಕೋಟೆಯಲ್ಲಿ ಇರಿಸಿ ಕಂದಾಯ ಅಧಿಕಾರಿಗಳು ವಿಳಂಬ ಇಲ್ಲದಂತೆ 26ರಂದೇ ರಾಜ್ಯದ ಎಲ್ಲ ರೈತರ ಮನೆಬಾಗಿಲಿಗೆ ತಲುಪಿಸಬೇಕು.
ಯೋಜನೆಗೆ ಅಗತ್ಯವಿರುವ ಅನುದಾನವನ್ನು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ನೀಡಲಾಗುತ್ತದೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ. ಈ ರೀತಿಯ ಹೊಸ ಪ್ರಯತ್ನವು ರಾಜ್ಯದ ಎಲ್ಲಾ ರೈತ ಕುಟುಂಬಗಳಿಗೆ ಅನುಕೂಲಕರವಾಗಲಿದೆ. ಇದರಿಂದ ಆದಾಯ ಪ್ರಮಾಣ ಪತ್ರ ಮತ್ತು ಪಹಣಿ ಪಡೆಯಲು ರೈತರು ಸಂಬಂಧಪಟ್ಟ ಇಲಾಖೆಗಳಿಗೆ ಅಲೆಯುವುದು ತಪ್ಪಿದಂತಾಗುತ್ತದೆ. ಈ ಸಂಬಂಧ ನಡೆಯುವ ಭ್ರಷ್ಟಾಚಾರವೂ ಕೂಡ ತಿಲಾಂಜಲಿ ಕೊಟ್ಟಂತಾಗುತ್ತದೆ.

ಕೊರೋನಾ ಸೌಮ್ಯ ಲಕ್ಷಣಗಳನ್ನು ಹೊಂದಿರುವ, ಲಕ್ಷಣ ರಹಿತ ಸೋಂಕಿತರಿಗೆ ಮಾತ್ರ ಈ ನಿಯಮ ಅನ್ವಯವಾಗುತ್ತದೆ. ಸಣ್ಣ ಪ್ರಮಾಣದಲ್ಲಿ ಉಸಿರಾಟ ತೊಂದರೆ ಆಕ್ಸಿಜನ್ ಮಟ್ಟ ಶೇ. 93ಕ್ಕಿಂತ ಕಡಿಮೆ ಇದ್ದವರು ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಮನೆಯಲ್ಲಿ ಐಸೋಲೇಟ್ ಆಗಬಾರದು.

ಎರಡೂ ದಿನ ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಯ ಎಲ್ಲಾ ಪ್ರವಾಸಿ ತಾಣಗಳಿಗೆ ಪ್ರವೇಶ ನಿಷೇಧಿಸಲಾಗಿದೆ.
ಜಿಲ್ಲಾಧಿಕಾರಿ ಕಚೇರಿ ಸಭಾಂಗಣದಲ್ಲಿ ಕೋವಿಡ್ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಜಾರಿಗೊಳಿಸುವ ಕುರಿತು ಹಮ್ಮಿಕೊಂಡಿದ್ದ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳ ಸಭೆಯಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿ ಕೆ.ಬಿ. ಶಿವಕುಮಾರ್ ಮಾತನಾಡಿದರು.
ಪ್ರತಿದಿನ ರಾತ್ರಿ 10ರಿಂದ ಬೆಳಗ್ಗೆ 5ರವರೆಗೆ ನೈಟ್ ಕರ್ಫ್ಯೂ ಜಾರಿಯಲ್ಲಿರುತ್ತದೆ. ಸರ್ಕಾರ ಹೊರಡಿಸಿರುವ ಕೋವಿಡ್ ಮಾರ್ಗಸೂಚಿಗಳನ್ನು ಕಟ್ಟುನಿಟ್ಟಾಗಿ ಜಿಲ್ಲೆಯಲ್ಲಿ ಜಾರಿಗೆ ತರಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದರು.
ಸರ್ಕಾರದ ಮಾರ್ಗಸೂಚಿ ಪ್ರಕಾರ ಶಾಲಾ, ಕಾಲೇಜು ನಡೆಸಬೇಕು. ಯಾವುದೇ ಪ್ರದೇಶದಲ್ಲಿ ಹೆಚ್ಚಿನ ಕೋವಿಡ್ ಪಾಸಿಟಿವ್ ಪ್ರಕರಣಗಳು ಕಂಡುಬಂದರೆ ಆ ಪ್ರದೇಶವನ್ನು ಕ್ಲಸ್ಟರ್ ಎಂದು ಗುರುತಿಸಲಾಗುವುದು.
ಅಂತಹ ಕ್ಲಸ್ಟರ್ ವ್ಯಾಪ್ತಿಯ ಶಾಲೆ-ಕಾಲೇಜುಗಳನ್ನು ಮುಚ್ಚಲು ಕ್ರಮ ವಹಿಸಬೇಕು. ಕೋವಿಡ್ ಹರಡುವಿಕೆ ತಡೆಯಲು ವಸತಿ ಶಾಲೆಗಳು, ಆಶ್ರಯದಾಣಗಳು ಮುಂತಾದ ಕಡೆಗಳಲ್ಲಿ ನಿರಂತರವಾಗಿ ಸ್ಯಾಂಪಲ್ ಸಂಗ್ರಹಿಸಬೇಕು. ತಪಾಸಣೆ ನಡೆಸಬೇಕು. ಸಾರ್ವಜನಿಕ ಸ್ಥಳಗಳಲ್ಲಿ ಸಭೆ-ಸಮಾರಂಭಗಳನ್ನು ನಡೆಸುವ ಪೂರ್ವದಲ್ಲಿ ಸ್ಥಳೀಯ ಆಡಳಿತದಿಂದ ಅನುಮತಿ ಕಡ್ಡಾಯವಾಗಿ ಪಡೆದಿರಬೇಕು ಎಂದು ತಿಳಿಸಿದರು.
ಮಹಾರಾಷ್ಟ್ರ, ಕೇರಳ, ಗೋವಾ ರಾಜ್ಯಗಳಿಂದ ಬರುವ ಪ್ರಯಾಣಿಕರ ತಪಾಸಣೆ ಮಾಡಬೇಕು. ಅದಕ್ಕಾಗಿ ಶಿವಮೊಗ್ಗ, ಭದ್ರಾವತಿ ಬಸ್ ನಿಲ್ದಾಣ ಹಾಗೂ ಆಗುಂಬೆ ಚೆಕ್ ಪೋಸ್ಟ್ ನಲ್ಲಿ ವ್ಯವಸ್ಥೆ ಮಾಡಬೇಕು. ಹೊರರಾಜ್ಯ, ಹೊರದೇಶಗಳಿಂದ ಬಂದವರ ಸಂಪೂರ್ಣ ಮಾಹಿತಿ ಸಂಗ್ರಹಿಸಬೇಕು ಅಂಥವರ ಮೇಲೆ ನಿಗಾ ಇರಿಸಬೇಕು ಎಂದರು.
ಕೋವಿಡ್ ನಿಯಂತ್ರಣಕ್ಕೆ ಈಗಾಗಲೇ ನೋಡಲ್ ಅಧಿಕಾರಿಗಳನ್ನು ನೇಮಕ ಮಾಡಲಾಗಿದೆ. ಪ್ರತಿ ತಾಲೂಕಿನಲ್ಲಿ ಕನಿಷ್ಠ 150 ಹಾಸಿಗೆ ಸಾಮರ್ಥ್ಯದ ಹಾಸ್ಟೆಲ್ ಅಥವಾ ಸಮುದಾಯ ಭವನಗಳನ್ನು ಗುರುತಿಸಬೇಕು. ಮೂಲ ಸೌಕರ್ಯಗಳನ್ನು ಕಲ್ಪಿಸಬೇಕು.ಕೋವಿಡ್ ರೋಗಿಗಳಿಗಾಗಿಯೇ ಒಟ್ಟು 1500 ಹಾಸಿಗೆ ಮೀಸಲಿಡಬೇಕು. 15 ವರ್ಷದಿಂದ 18 ವರ್ಷದ ಒಳಗಿನ ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಲಸಿಕೆ ನೀಡುವ ಕಾರ್ಯ ಚುರುಕುಗೊಳಿಸಬೇಕು. ಪ್ರತಿಯೊಬ್ಬರಿಗೂ ತ್ವರಿತವಾಗಿ ಲಸಿಕೆ ನೀಡಬೇಕು. ವಾರಾಂತ್ಯ ಕರ್ಫ್ಯೂ ಸಮಯದಲ್ಲಿ ಲಸಿಕೆ ನೀಡುವ ಕಾರ್ಯಕ್ಕೆ ಯಾವುದೇ ಅಡ್ಡಿ ಇರಬಾರದು ಎಂದು ತಾಕೀತು ಮಾಡಿದರು.

ಕೇಂದ್ರ ಸರ್ಕಾರದ ‘ಆಯುಷ್ಮಾನ್ ಭಾರತ್’ ವ್ಯಾಪ್ತಿಗೆ ದೇಶದಾದ್ಯಂತ ಇರುವ ಎಲ್ಲಾ ಕೇಂದ್ರೀಯ ಸಶಸ್ತ್ರ ಪೊಲೀಸ್ ಪಡೆಗಳನ್ನು ತರುವ ಕಾರ್ಯ ಪೂರ್ಣಗೊಳ್ಳಲಿದೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

ಕೇಂದ್ರ ಸರ್ಕಾರದ ಆರೋಗ್ಯ ಸೇವಾ ಯೋಜನೆಗಳ ಪೈಕಿ ಮಹತ್ವದ ಯೋಜನೆ ಇದಾಗಿದೆ. ‘ಯೋಜನೆಗೆ ಸಿಎಪಿಎಫ್ ಸಿಬ್ಬಂದಿ ಹಾಗೂ ಅವರ ಕುಟುಂಬಸ್ಥರು ದೇಶಾದ್ಯಂತ ಯೋಜನೆಗೆ ನೋಂದಣಿ ಮಾಡಿಕೊಂಡಿರುವ 24 ಸಾವಿರ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಕ್ಯಾಷ್ ಲೆಸ್ ಚಿಕಿತ್ಸೆ ಪಡೆಯಲು ಅರ್ಹರಾಗಿರುತ್ತಾರೆ’ ಎಂದು ಗೃಹ ಖಾತೆಯ ಸಹಾಯಕ ಸಚಿವ ನಿತ್ಯಾನಂದ ರಾಯ್ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

2021 ರ ನವೆಂಬರ್ 2 ರಿಂದ ಇದುವರೆಗೆ ಕೇಂದ್ರೀಯ ಅರೆಸೈನಿಕ ಪಡೆಗಳು, ಸಶಸ್ತ್ರ ಪಡೆಗಳಿಗೆ ಒಟ್ಟಾರೆ 35 ಲಕ್ಷ ಆಯುಷ್ಮಾನ್ ಕಾರ್ಡ್ ಗಳನ್ನು ವಿತರಿಸಲಾಗಿದೆ.
