ಹಾವೇರಿ ಪ್ರವಾಸಿ ಮಂದಿರದಲ್ಲಿ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ಭಾವೈಕ್ಯತೆಯ ಹರಿಕಾರರು ಜನಿಸಿರುವ ಈ ಜಿಲ್ಲೆಯ ಸಂತ ಶಿಶುನಾಳ ಶರೀಫರು, ಗುರು ಗೋವಿಂದ ಭಟ್ಟರು, ಭಕ್ತ ಕನಕದಾಸರು, ಸರ್ವಜ್ಞ ಸೇರಿದಂತೆ ದಾರ್ಶನಿಕರ ವಿಚಾರ ಧಾರೆಗಳ ಚಿಂತನ-ಮಂಥನಕ್ಕೆ ಸಮ್ಮೇಳನದಲ್ಲಿ ಆದ್ಯತೆ ನೀಡಲಾಗುವುದು ಎಂದರು.

ಕನ್ನಡ ಸಾಹಿತ್ಯ ಪರಿಷತ್ತಿನ 1915ರ ಸಾಹಿತ್ಯ ತಿದ್ದುಪಡಿ ಸೇರಿದಂತೆ ಹೈಕೋರ್ಟ್ ನಿವೃತ್ತ ನ್ಯಾಯಮೂರ್ತಿ ಎರಡು ನಾಗರಾಜ ಸಮಿತಿ ನೀಡಿರುವ ವರದಿಯನ್ನು ಕುಲಂಕಷವಾಗಿ ಚರ್ಚಿಸಲು ಫೆ.17 ರಂದು ಸಭೆ ಕರೆಯಲಾಗಿದೆ.
ಈ ಸಭೆಯಲ್ಲಿ ಚರ್ಚಿತ ಅಂಶಗಳನ್ನು ಕಸಾಪ ಕಾರ್ಯಕಾರಿ ಸಭೆಯಲ್ಲಿ ಪುನಃ ಚರ್ಚಿಸಿದ ನಂತರ ಕಾಗಿನೆಲೆಯಲ್ಲಿ ಸರ್ವಸದಸ್ಯರ ಸಭೆ ಕರೆಯಲು ನಿರ್ಧರಿಸಲಾಗಿದೆ ಎಂದರು.

ಇದೀಗ ನಿಗಮದಲ್ಲಿ 7 ಕೋಟಿ ರೂ.ಹಣವಿದೆ. ಸಹಾಯಧನಕ್ಕಾಗಿ ಸಮುದಾಯದಿಂದ 26 ಸಾವಿರ ಅರ್ಜಿಗಳು ಬಂದಿವೆ. ಈ ಹಣದಿಂದ 4,500 ಜನರಿಗೆ ಮಾತ್ರ ಸಹಾಯ ನೀಡಲು ಸಾಧ್ಯವಿದೆ. ನಿಗಮಕ್ಕೆ ಬಜೆಟ್ ನಲ್ಲಿ ಕನಿಷ್ಠ 150 ಕೋಟಿ ರೂ. ನೀಡುವ ವಿಶ್ವಾಸವಿದೆ. ಹಲವಾರು ಯೋಜನೆಗಳನ್ನು ನಿಗಮ ಹೊಂದಿದೆ. ಇದನ್ನು ಬಳಸಿಕೊಂಡು ಸಮುದಾಯದ ಪ್ರಗತಿಗೆ ಶ್ರಮಿಸಲಾಗುವುದು ಎಂದು ತಿಳಿಸಿದರು.

ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಚುನಾವಣೆಯಲ್ಲಿ ಪರಿಶಿಷ್ಟ ಜಾತಿ, ಪರಿಶಿಷ್ಟ ಪಂಗಡದ ಮೀಸಲು ಹೊರತುಪಡಿಸಿ ಹಿಂದುಳಿದ ವರ್ಗಗಳಿಗೆ ಪ್ರತ್ಯೇಕ ಮೀಸಲು ನೀಡಬಾರದೆಂದು ಸುಪ್ರೀಂಕೋರ್ಟ್ ಆದೇಶ ನೀಡಿದೆ. ತಜ್ಞರ ಸಲಹೆಯಂತೆ ವಿಶೇಷ ಆಯೋಗ ರಚಿಸಿ ವರದಿ ಪಡೆಯುವುದಾದರೆ ನಮ್ಮ ಸರ್ಕಾರದ ಅವಧಿಯಲ್ಲಿ ಜಿಲ್ಲಾ, ತಾಲೂಕು ಪಂಚಾಯಿತಿ ಚುನಾವಣೆ ನಡೆಯುವುದೇ ಇಲ್ಲ” ಎಂದು ಪಂಚಾಯತ್ ರಾಜ್ ಹಾಗೂ ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿ ಸಚಿವ ಕೆ. ಎಸ್. ಈಶ್ವರಪ್ಪ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ಬೆಂಗಳೂರು ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಅವರು ಮಾತನಾಡುತ್ತಿದ್ದರು. ಸುಪ್ರೀಂಕೋರ್ಟ್ ಆದೇಶದಂತೆ ಮುಂದುವರಿಯುವುದಾದರೆ ಹಿಂದುಳಿದ ವರ್ಗಗಳಿಗೆ ಮೀಸಲು ಸಿಗದಂತಾಗಲಿದೆ. ಆದ್ದರಿಂದ ಚುನಾವಣೆಯು ಆಗಬೇಕು, ಒಬಿಸಿಗೆ ನ್ಯಾಯವು ಸಿಗಬೇಕು ಎಂಬ ನಿಟ್ಟಿನಲ್ಲಿ ಕೈಗೊಳ್ಳಬೇಕಾದ ಕ್ರಮಗಳ ಬಗ್ಗೆ ಚರ್ಚಿಸಲಾಗುತ್ತದೆ ಎಂದು ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿ ಸಚಿವ ಕೆ.ಎಸ್. ಈಶ್ವರಪ್ಪ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ಜಿ.ಪಂ, ತಾ.ಪಂ ಚುನಾವಣೆ ನಡೆಸುವಂತೆ ಸರ್ಕಾರ ಹಿಂದೆಯೇ ರಾಜ್ಯ ಚುನಾವಣಾ ಆಯೋಗವನ್ನು ಕೋರಿತ್ತು. ಆಯೋಗವು ಕ್ಷೇತ್ರ ಪುನರ್ ವಿಂಗಡನೆ, ಮೀಸಲನ್ನೂ ಘೋಷಿಸಿತ್ತು. ಆದರೆ, ಮೀಸಲು ಕ್ಷೇತ್ರ ಪುನರ್ ವಿಂಗಡನೆ ಸಂಬಂಧ ಕಾಂಗ್ರೆಸ್, ಬಿಜೆಪಿ, ಜೆಡಿಎಸ್ ಪಕ್ಷ ಸೇರಿದಂತೆ ಒಟ್ಟು 780 ಆಕ್ಷೇಪಣೆ ಸಲ್ಲಿಕೆಯಾಗಿತ್ತು. ಆದ್ದರಿಂದ, ಪ್ರತ್ಯೇಕ ಕಾಯ್ದೆ ಜಾರಿಗೊಳಿಸಿ ಕ್ಷೇತ್ರ ಪುನರ್ ವಿಂಗಡನೆಗೆ ನಿವೃತ್ತ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಎಂ. ಲಕ್ಷ್ಮೀನಾರಾಯಣ್ ಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಆಯೋಗ ರಚನೆಯಾಗಿದೆ. ಇದರ ವರದಿ ಸದ್ಯದಲ್ಲಿ ನೀಡಲಿದೆ. ನಂತರ ಸರ್ಕಾರ ಮೀಸಲು ನಿಗದಿಪಡಿಸಬೇಕು ಎಂದು ಕೆ.ಎಸ್. ಈಶ್ವರಪ್ಪ ಅವರು ತಮ್ಮ ಅಭಿಪ್ರಾಯವನ್ನು ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ.

ಈ ನಡುವೆ ಸುಪ್ರೀಂಕೋರ್ಟ್ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳ ಚುನಾವಣೆಯಲ್ಲಿ ಪರಿಶಿಷ್ಟ ಜಾತಿ, ಪರಿಶಿಷ್ಟ ಪಂಗಡ ಗಳಿಗಷ್ಟೇ ಮೀಸಲು ಕಲ್ಪಿಸಬೇಕು. ಹಿಂದುಳಿದ ವರ್ಗಗಳಿಗೆ ಮೀಸಲು ಕಲ್ಪಿಸುವಂತಿಲ್ಲ. ಅದೆಲ್ಲಾ ಸಾಮಾನ್ಯ ವರ್ಗವೆಂದು ಪಾಲಿಸಿ ಎಂದು ಸುಪ್ರೀಂಕೋರ್ಟ್ ಸೂಚಿಸಿದೆ ಎಂದು ಕೆ.ಎಸ್. ಈಶ್ವರಪ್ಪ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ರಾಜ್ಯದಲ್ಲಿ ಚರ್ಚೆಗೆ ಗ್ರಾಸವಾಗಿರುವ ಹಿಜಾಬ್ ಮತ್ತು ಕೇಸರಿ ಶಾಲು ವಿವಾದಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕರ್ನಾಟಕ ಹೈಕೋರ್ಟ್ ನೀಡಿರುವ ಮಧ್ಯಂತರ ಆದೇಶ ಪ್ರಶ್ನಿಸಿ ಅರ್ಜಿಯ ತುರ್ತು ವಿಚಾರಣೆಗೆ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ನಿರಾಕರಿಸಿದೆ. ಇದೇ ಸಂದರ್ಭದಲ್ಲಿ ವಿವಾದವನ್ನು ದೊಡ್ಡದು ಮಾಡಿ ರಾಷ್ಟ್ರೀಯ ವಿವಾದವನ್ನಾಗಿ ಸಿದಂತೆ ಅರ್ಜಿದಾರರಿಗೆ ಕೋರ್ಟ್ ಸಲಹೆ ನೀಡಿದೆ.

ಫೆಬ್ರವರಿ 14 ರವರೆಗೆ ಶಾಲೆ-ಕಾಲೇಜುಗಳಿಗೆ ವಿದ್ಯಾರ್ಥಿಗಳು ಧಾರ್ಮಿಕ ಉಡುಪು ಧರಿಸಿ ತೆರಳುವಂತಿಲ್ಲ ಎಂದು ಹೈಕೋರ್ಟ್ ಆದೇಶವನ್ನು ನೀಡಿದೆ. ಈ ಆದೇಶ ಸಂವಿಧಾನದ 25ನೇ ಕಲಂ ನ ಉಲ್ಲಂಘನೆಯಾಗಿದೆ. ಇದರಿಂದ ಧಾರ್ಮಿಕ ಆಚರಣೆಯ ಮೂಲಭೂತ ಹಕ್ಕನ್ನು ಕಸಿದಂತಾಗುತ್ತದೆ ಎಂದು ಮುಖ್ಯ ನ್ಯಾ. ಎನ್. ವಿ. ರಮಣ ಅವರ ನೇತೃತ್ವದ ಪೀಠದ ಎದುರು ಅರ್ಜಿದಾರರ ಪರ ವಕೀಲ ದೇವದತ್ ಕಾಮತ್ ವಾದ ಮಂಡಿಸಿದ್ದಾರೆ.

ಆದರೆ, ಅರ್ಜಿಯನ್ನು ಫೆಬ್ರವರಿ 14 ರಂದೇ ವಿಚಾರಣೆ ನಡೆಸಲು, ತ್ರಿಸದಸ್ಯ ನ್ಯಾಯಪೀಠವು ಸಮ್ಮತಿ ಸೂಚಿಸಲಿಲ್ಲ. ಹಿಜಾಬ್ ಪ್ರಕರಣದ ಕುರಿತು ಈಗಾಗಲೇ ಕರ್ನಾಟಕ ಹೈಕೋರ್ಟ್ ವಿಚಾರಣೆ ನಡೆಸುತ್ತಿದೆ. ಖಂಡಿತವಾಗಿಯೂ ದೇಶದ ಪ್ರತಿಯೊಬ್ಬರ ಮೂಲಭೂತಹಕ್ಕುಗಳನ್ನು ಕೋರ್ಟ್ ರಕ್ಷಿಸುತ್ತದೆ. ಸೂಕ್ತ ಸಮಯದಲ್ಲಿ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಮಧ್ಯ ಪ್ರವೇಶಿಸುತ್ತದೆ ಎಂದು ತಿಳಿಸಿದೆ.

ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ಪರ ವಾದ ಮಂಡಿಸಿದ ಸಾಲಿಸಿಟರ್ ಜನರಲ್ ತುಷಾರ್ ಮೆಹ್ತಾ, ಹೈಕೋರ್ಟ್ ಆದೇಶ ಹೊರ ಬರುವ ಮುಂಚೆ ಸುಪ್ರೀಂಕೋರ್ಟ್ ಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಲಾಗಿದೆ ಎಂದರು. ಇದಕ್ಕೆ ಪ್ರತಿವಾದ ಮಂಡಿಸಿದ ಕಾಮತ್, ರಾಜ್ಯದಲ್ಲಿ ಶಾಲೆ-ಕಾಲೇಜುಗಳಲ್ಲಿ ತರಗತಿ ಸ್ಥಗಿತವಾಗಿದೆ. ಆದ್ದರಿಂದ ಅರ್ಜಿಯ ತುರ್ತು ವಿಚಾರಣೆ ಮಾಡಬೇಕು ಎಂದು ನ್ಯಾಯಪೀಠಕ್ಕೆ ಮನವಿ ಮಾಡಿದ್ದಾರೆ. ಕಾಮತ್ ವಾದಕ್ಕೆ ಪ್ರತಿಕ್ರಿಯಿಸಿದ ಸಿಜೆಐ , ಉಚ್ಚ ನ್ಯಾಯಾಲಯವು ಈಗಾಗಲೇ ತುರ್ತು ವಿಚಾರಣೆ ಮಾಡುತ್ತಿದೆ. ಆದ್ದರಿಂದ, ನಾವು ಈಗಲೇ ಯಾವುದೇ ನಿರ್ಧಾರ ತೆಗೆದುಕೊಳ್ಳುವುದಿಲ್ಲ. ಅಲ್ಲದೆ ಈ ವಿಷಯವನ್ನು ದೊಡ್ಡದು ಮಾಡಿ ರಾಷ್ಟ್ರೀಯ ವಿವಾದವನ್ನಾಗಿಸಬೇಡಿ. ಕರ್ನಾಟಕದಲ್ಲಿ ಏನಾಗುತ್ತಿದೆ ಎಂಬುದು ನಮಗೂ ಗೊತ್ತಿದೆ. ನಾವು ಸಹ ಬೆಳವಣಿಗೆಗಳ ಮೇಲೆ ನಿಗಾ ಇಟ್ಟಿದ್ದೇವೆ. ಹೈ ಕೋರ್ಟ್ ನಲ್ಲಿ ವಿಚಾರಣೆ ನಡೆಯುತ್ತಿರುವ ಕಾರಣ ಸುಪ್ರೀಂಕೋರ್ಟ್ ತುರ್ತು ವಿಚಾರಣೆ ಮಾಡುವುದಿಲ್ಲ. ಆದರೆ ಖಂಡಿತವಾಗಿಯೂ ಸರಿಯಾದ ಸಮಯಕ್ಕೆ ಮಧ್ಯ ಪ್ರವೇಶಿಸುತ್ತೇವೆ ಎಂದು ಸ್ಪಷ್ಟಪಡಿಸಿದ್ದಾರೆ.
