ಪ್ರಸಕ್ತ ವಿಧಾನಮಂಡಲ ಅಧಿವೇಶನದಲ್ಲೇ ಚುನಾವಣಾ ಸುಧಾರಣೆಗಳ ಕುರಿತು ಚರ್ಚೆ ನಡೆಸುವ ಚಿಂತನೆ ಇದೆ ಎಂದು ಸ್ಪೀಕರ್ ವಿಶ್ವೇಶ್ವರ ಹೆಗಡೆ ಕಾಗೇರಿಯವರು ತಿಳಿಸಿದ್ದಾರೆ.

ವಿಧಾನಸೌಧದಲ್ಲಿ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಅವರು ಮಾತನಾಡಿದರು.
ಚುನಾವಣಾ ಸುಧಾರಣೆಯ ವಿಷಯಗಳ ಬಗ್ಗೆ ಹಿಂದೆಯೂ ನಡೆದ ಚರ್ಚೆಗಳು ಫಲಪ್ರದವಾಗದಿರುವ ಕುರಿತ ಪ್ರಶ್ನೆಗೆ, ಭಾರತಕ್ಕೆ ಒಂದು ಸಂವಿಧಾನದ ಅಗತ್ಯವಿದೆ ಎಂಬ ಆಶಯ ಮೋತಿಲಾಲ್ ನೆಹರು ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ 1927ರಲ್ಲಿ ನಡೆದ ಕಾಂಗ್ರೆಸ್ ಅಧಿವೇಶನದಲ್ಲಿ ಚಿಗುರೊಡೆದು 1950ರಲ್ಲಿ ಸಾಕಾರಗೊಂಡಿತು.
ಬ್ರಿಟಿಷ್ ಶಿಕ್ಷಣ ಪದ್ಧತಿಯಿಂದ ನಮ್ಮ ಜೀವನದಲ್ಲಿ ನಂಬಿಕೆಗಳೇ ಇಲ್ಲದಂತಾಗಿದೆ. ನಂಬಿಕೆ ವಿಶ್ವಾಸ ವಿಲ್ಲದಿದ್ದರೆ ಈ ವ್ಯವಸ್ಥೆಯನ್ನು ಚೆನ್ನಾಗಿ ನಡೆಸಲಾಗದು. ಯಾವುದೇ ವಿಷಯ ಚರ್ಚೆಯಾಗದಿದ್ದರೆ ಬೆಳಕು ಕಾಣುವುದು ಹೇಗೆ? ಎಂದರು.

ಕಲಬುರ್ಗಿ ನಗರದ ಎಚ್ ಕೆಸಿಸಿಐ ಸಭಾಂಗಣದಲ್ಲಿ ಶ್ರೀ ಸಿದ್ದಲಿಂಗೇಶ್ವರ ಬುಕ್ ಡಿಪೋ ಮತ್ತು ಪ್ರಕಾಶನದ 45ನೇ ವಾರ್ಷಿಕೋತ್ಸವ ಹಾಗೂ 115 ಪುಸ್ತಕಗಳ ಲೋಕಾರ್ಪಣೆ ಸಮಾರಂಭದಲ್ಲಿ ಅವರು ಮಾತನಾಡಿದರು.
ದೇಶವನ್ನು ಪರಿವರ್ತನೆ ಮಾಡುವ ಮಾರ್ಗವೇ ಶಿಕ್ಷಣವಾಗಿದೆ. ಭ್ರಾತೃತ್ವ ಎಲ್ಲ ಜಾತಿ ಜನಾಂಗ ಧರ್ಮವನ್ನು ಸಲ್ಲುವಂತೆ ರೀತಿ ವ್ಯವಸ್ಥೆ ತರಬೇಕು ಎಂಬ ದೃಷ್ಟಿಕೋನದಿಂದ ಎನ್ ಇಪಿ ಜಾರಿ ಮಾಡಲಾಗಿದೆ ಎಂದರು.

ರಾಜ್ಯದಲ್ಲಿ ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ನಿರುದ್ಯೋಗ ಪದವೇ ಇಲ್ಲದಂತೆ ಮಾಡುವ ನಿಟ್ಟಿನಲ್ಲಿ ಹಲವು ಯೋಜನೆಗಳನ್ನು ಹಾಕಿಕೊಳ್ಳಲಾಗುತ್ತಿದೆ. ಅದರ ಭಾಗವಾಗಿ ಕಲ್ಯಾಣ ಕರ್ನಾಟಕದಲ್ಲಿಯೇ ದೊಡ್ಡ ಉದ್ಯೋಗ ಮೇಳ ಮಾಡುತ್ತಿದ್ದೇವೆ ಎಂದರು.
ನಗರದ ಪಿಡಿಎ ಕಾಲೇಜಿನಲ್ಲಿ ಕರ್ನಾಟಕ ಕೌಶಲ್ಯ ಅಭಿವೃದ್ಧಿ ನಿಗಮ ಹಾಗೂ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ, ಉದ್ಯಮಶೀಲತೆ ಹಾಗೂ ಜೀವನೋಪಾಯ ಇಲಾಖೆ ಆಶ್ರಯದಲ್ಲಿ ಆಯೋಜಿಸಿದ್ದ ಬೃಹತ್ ಉದ್ಯೋಗ ಮೇಳ ಉದ್ಘಾಟಿಸಿ ಮಾತನಾಡಿದರು.
ಐಟಿಐ ಕಾಲೇಜುಗಳಲ್ಲಿ ಕೌಶಲ ತರಬೇತಿ ನೀಡಲು 150 ಸಂಸ್ಥೆಗಳನ್ನು ವಿಶ್ವದರ್ಜೆಗೆ ಏರಿಸಲಾಗಿದೆ. ಪ್ರತಿ ಕಾಲೇಜಿಗೆ 31 ಕೋಟಿಯಂತೆ ವ್ಯಯಿಸಲಾಗಿದೆ ಎಂದರು.

ನಿಯಮದ ಪ್ರಕಾರ ಪ್ರೊಬೇಷನರಿ ಸಮಯದಲ್ಲಿ ಅರ್ಜಿದಾರರನ್ನು ವಜಾಗೊಳಿಸುವ ಅಧಿಕಾರ ಇದೆ. ಆದರೆ ಅಂತಹ ಸಿಬ್ಬಂದಿ ವಿರುದ್ಧ ದುರಾಚಾರ ಅಥವಾ ತಪ್ಪು ನಡವಳಿಕೆಯ ದೂರುಗಳು ಬಂದಾಗ ಕರ್ನಾಟಕ ಸಿವಿಲ್ ಸರ್ವಿಸ್ (ಪ್ರೊಬೇಷನ್) ನಿಯಮ 1977 ಅಧಿನಿಯಮ 5ರ ಪ್ರಕಾರ ತನಿಖೆ ಅತ್ಯಗತ್ಯವಾಗಿದೆ.

ತನಿಖೆ ನಡೆಸದಂತೆ ಏಕಾಏಕಿ ಸೇವೆಯಿಂದ ವಜಾ ಮಾಡಬಾರದು ಎಂದು ಆದೇಶ ನೀಡಿದೆ.
ರಮೇಶ್ ಮಲ್ಲಿ ಸಲ್ಲಿಸಿದ್ದ ಅರ್ಜಿಯನ್ನು ಧಾರವಾಡ ಪೀಠದಲ್ಲಿ ಆಲಿಸಿದ ನ್ಯಾಯಮೂರ್ತಿ ಎಸ್.ಜಿ‌. ಪಂಡಿತ್ ಮತ್ತು ನ್ಯಾಯಮೂರ್ತಿ ಅನಂತ ರಾಮನಾಥ ಹೆಗಡೆ ಅವರಿದ್ದ ವಿಭಾಗೀಯ ಪೀಠ ಈ ತೀರ್ಪು ನೀಡಿದೆ.

ಈ ಕುರಿತು ಸುಪ್ರೀಂ ಕೋರ್ಟ್, ಹೈಕೋರ್ಟ್, ಕೆಎಟಿ ನ್ಯಾಯಾಲಯಗಳು ಆದೇಶಗಳನ್ನು ಹೊರಡಿಸಿದ್ದರೂ ಕೂಡ ಇಲಾಖಾ ಅಧಿಕಾರಿಗಳು ಆದೇಶಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಿಲ್ಲ.

ಕಾಲಮಿತಿಯಲ್ಲಿ ಕೋರ್ಟ್ ಆದೇಶಗಳನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸದಿದ್ದರೆ, ಇಲ್ಲವೇ ವಿಳಂಬ ಮಾಡಿದರೆ ಇಲಾಖೆ ಮುಖ್ಯಸ್ಥರೇ ಹೊಣೆಯಾಗುತ್ತಾರೆ. ಭವಿಷ್ಯದಲ್ಲಾಗುವ ಬೆಳವಣಿಗೆಗಳಿಗೆ ಇಲಾಖೆಗಳೇ ಹೊಣೆಗಾರರು ಎಂದು ಆದೇಶದಲ್ಲಿ ಎಚ್ಚರಿಸಿದ್ದಾರೆ.

ಸರ್ಕಾರಿ ಇಲಾಖೆಗಳಲ್ಲಿ ಆಗುತ್ತಿರುವ ಅಕ್ರಮಗಳ ಪ್ರಕರಣಗಳನ್ನು ನ್ಯಾಯಾಲಯಗಳು ವಿಚಾರಣೆ ನಡೆಸಿ ತೀರ್ಪು ನೀಡಿದರೂ ಇಲಾಖಾ ಅಧಿಕಾರಿಗಳು ಕೋರ್ಟ್ ತೀರ್ಪನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸುತ್ತಿಲ್ಲ.
ಹೀಗಾಗಿ ನ್ಯಾಯಾಂಗ ನಿಂದನೆ ಪ್ರಕರಣಗಳು ಹೆಚ್ಚಾಗುತ್ತಿವೆ.
