ಈ ಕುರಿತು ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ್ ಬೊಮ್ಮಾಯಿ ಅವರಿಗೆ ಪತ್ರ ಬರೆದಿರುವ ಅವರು, ಸರ್ಕಾರದ ತೀರ್ಮಾನದಿಂದ ಗ್ರಾಮೀಣ ಭಾಗದಲ್ಲಿನ ಸ್ಪರ್ಧಾ ಆಕಾಂಕ್ಷಿಗಳಿಗೆ ಅನ್ಯಾಯವಾಗಲಿದೆ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

ಕೆಪಿಎಸ್ ಸಿ 2020ರ ಜೂನ್4ರಂದು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿ ಪತ್ರಾಂಕಿತ ಅಧಿಕಾರಿಗಳ ಆಯ್ಕೆ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿನ ವ್ಯಕ್ತಿತ್ವ ಪರೀಕ್ಷೆಗೆ ಬಹುವರ್ಷಗಳಿಂದ ಜಾರಿಯಲ್ಲಿದ್ದ ಪ್ರಮಾಣಿತ ಕಾರ್ಯವಿಧಾನಗಳನ್ನು ಬದಲಿಸಿ, 1750 ಅಂಕಗಳಿಗೆ ಲಿಖಿತ ಪರೀಕ್ಷೆ ಮತ್ತು 200 ಅಂಕಗಳಿಗೆ ವ್ಯಕ್ತಿತ್ವ ಪರೀಕ್ಷೆ ಮಾರ್ಪಡಿಸಿ 2 ಐಚ್ಛಿಕ ವಿಷಯಗಳನ್ನು ಕಡಿತಗೊಳಿಸಿ 1250 ಅಂಕಗಳಿಗೆ ಲಿಖಿತ ಪರೀಕ್ಷೆ ನಿಗದಿ ಮಾಡಿತ್ತು.

150 ಅಂಕಗಳಿಗೆ ವ್ಯಕ್ತಿತ್ವ ಪರೀಕ್ಷೆಗೆ ಅವಕಾಶ ಕಲ್ಪಿಸಿತ್ತು. ತದನಂತರ ವ್ಯಕ್ತಿತ್ವ ಪರೀಕ್ಷೆಯನ್ನು ಐವತ್ತು ಅಂಕಗಳಿಗೆ ನಿಗದಿ ಮಾಡಿತ್ತು. ನಂತರ ಸಾಧಕ-ಬಾಧಕ ಅವಲೋಕಿಸದೆ 2022ರ ಫೆಬ್ರವರಿ 18ರಂದು ಸಂಪುಟ ಸಭೆಯು ಮತ್ತೆ ವ್ಯಕ್ತಿತ್ವ ಪರೀಕ್ಷೆ ಅಂಕಗಳನ್ನು 25ಕ್ಕೆ ಇಳಿಕೆ ಮಾಡಿದೆ. ಇದರಿಂದ ಆಯೋಗದ ಬಗ್ಗೆ ಸಾರ್ವಜನಿಕರಲ್ಲಿ ಇರುವ ಗೌರವ ಮತ್ತಷ್ಟು ಕಡಿಮೆಯಾಗಲಿದೆ ಎಂದು ಮಾಜಿ ಪ್ರಧಾನಿ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಇದರಿಂದಾಗಿ ಸಿಟ್ಟಾದ ಸಿಎಂ ಬಸವರಾಜ್ ಸ್ವಾಮಿಯವರು, ಪ್ರತಿಪಕ್ಷ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರದ ಸಾಧನೆ, ಕಾರ್ಯಕ್ರಮದ ಬಗ್ಗೆ ಪ್ರಶ್ನಿಸಬೇಕಿತ್ತು. ಆದರೆ ನಿರಂತರ ಧರಣಿ ನಡೆಸುವ ಮೂಲಕ ಈ ಹಕ್ಕನ್ನು ಅದು ಕಳೆದುಕೊಂಡಿದೆ. ಕಲಾಪದಲ್ಲಿ ಭಾಗವಹಿಸದೇ ಧರಣಿ ಮುಂದುವರಿಸಿದ ಕಾಂಗ್ರೆಸ್ ಗೆ ಜವಾಬ್ದಾರಿ ಇಲ್ಲ ಎಂದರು.

ಭಾರತೀಯ ವಿಕಾಸ ವೇದಿಕೆ ಕರ್ನಾಟಕ ಸಂಸ್ಥೆ ಹಮ್ಮಿಕೊಂಡಿದ್ದ ದುಂಡು ಮೇಜಿನ ಸಭೆಯಲ್ಲಿ ಈ ಬಗ್ಗೆ ಚರ್ಚೆಯಾಯಿತು. ಒಂದು ರಾಷ್ಟ್ರ ಒಂದು ಚುನಾವಣೆ ಎಂಬುದನ್ನು ವ್ಯಕ್ತಿಗತ ಪ್ರತಿಷ್ಠೆಗಾಗಿ ತೆಗೆದುಕೊಳ್ಳದೆ, ಎಲ್ಲಾ ಪ್ರಾದೇಶಿಕ ಪಕ್ಷಗಳನ್ನು ವಿಶ್ವಾಸಕ್ಕೆ ಪಡೆಯಬೇಕು. ಕೇವಲ ಲೋಕಸಭೆ ಮತ್ತು ವಿಧಾನಸಭೆ ಚುನಾವಣೆಗೆ ಮಾತ್ರ ಒಂದು ರಾಷ್ಟ್ರ ಒಂದು ಚುನಾವಣೆ ವ್ಯವಸ್ಥೆಯನ್ನು ಸೀಮಿತಗೊಳಿಸಬಾರದು. ಜಿಲ್ಲೆ ಪಂಚಾಯಿತಿ, ತಾಲೂಕು ಪಂಚಾಯಿತಿ, ಮಹಾನಗರ ಪಾಲಿಕೆ ಸೇರಿದಂತೆ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳು, ಸಹಕಾರ ಸಂಘಗಳು ಸೇರಿದಂತೆ ಇತರ ಚುನಾವಣೆಗಳನ್ನು ಏಕಕಾಲದಲ್ಲಿ ನಡೆಸಬೇಕು. ಈ ಬಗ್ಗೆ ವಿಸ್ತೃತವಾಗಿ ಚರ್ಚಿಸಿ ತೀರ್ಮಾನ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಜನಪ್ರತಿನಿಧಿಗಳು, ಹಾಗೂ ತಜ್ಞರ ಸಲಹೆ ನೀಡಿದರು.

ದುಂಡುಮೇಜಿನ ಸಭೆ ಉದ್ಘಾಟಿಸಿ ಮಾತನಾಡಿದ ವಿಧಾನಸಭಾಧ್ಯಕ್ಷ ವಿಶ್ವೇಶ್ವರ ಹೆಗಡೆ ಕಾಗೇರಿಯವರು, ಒಂದು ರಾಷ್ಟ್ರ ಒಂದು ಚುನಾವಣೆ ಎಂಬ ಪರಿಕಲ್ಪನೆ ಹೊಸದೇನೂ ಅಲ್ಲ. ಚುನಾವಣೆ ಸುಧಾರಣೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ 1983ರಲ್ಲಿ ಕೇಂದ್ರ ಚುನಾವಣಾ ಆಯೋಗ ಈ ಬಗ್ಗೆ ಸರ್ಕಾರಕ್ಕೆ ಸಲಹೆ ನೀಡಿದೆ. ಆದರೆ ಇದನ್ನು ಪ್ರಧಾನಮಂತ್ರಿ ನರೇಂದ್ರ ಮೋದಿ ಅವರು ಪ್ರಸ್ತಾಪಿಸಿದ್ದಾರೆ ಎಂಬ ವಿರೋಧ ವ್ಯಕ್ತವಾಗುತ್ತಿರುವುದು ಕಾಣುತ್ತಿದೆ ಎಂದರು.

ಜೆಡಿಎಸ್ ರಾಜ್ಯ ಕಚೇರಿಯಲ್ಲಿ ಮಂಗಳವಾರ ಮಾತನಾಡಿದ ಅವರು, ಹಿಜಾಬ್ ಮತ್ತು ಕೇಸರಿ ಸಂಘರ್ಷ , ಶಿವಮೊಗ್ಗದಲ್ಲಿ ಯುವಕನ ಕೊಲೆಯಿಂದ ಇಡೀ ರಾಜ್ಯವೇ ಕುಲುಮೆಯಾಗಿದೆ. ಇಂತಹ ಸೂಕ್ಷ್ಮ ಸಮಯದಲ್ಲಿ ರಾಜ್ಯಪಾಲರ ಮೌನ ಸರಿಯಲ್ಲ. ಸರ್ಕಾರದಿಂದ ಮಾಹಿತಿ ಪಡೆದು ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ವರದಿ ನೀಡಬೇಕು. ಸದ್ಯದಲ್ಲಿ ರಾಜ್ಯಪಾಲರನ್ನು ಭೇಟಿಯಾಗಿ ರಾಜ್ಯದಲ್ಲಿನ ಅಹಿತಕರ ಘಟನೆಗಳು, ಅಸಮರ್ಪಕ ಕಲಾಪದ ಬಗ್ಗೆ ದೂರು ನೀಡಲಾಗುವುದು ಎಂದು ತಿಳಿಸಿದರು.

ಈ ವರ್ಷವೂ ಕೋವಿಡ್ ಹಾವಳಿ ನಂತರ ರಾಜಕೀಯದ ಕೋವಿಡ್ ಪ್ರಯೋಗವಾಗಿದೆ. ಎರಡು ರಾಷ್ಟ್ರೀಯ ಪಕ್ಷಗಳು ಇಡೀ ರಾಜ್ಯಕ್ಕೆ ರಾಜಕೀಯ ಕೋವಿಡ್ ಹನಿ ಸುತ್ತೇವೆ ಎಂದು ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಕೇಂದ್ರ ಸರ್ಕಾರವೇ ರಾಜ್ಯ ಸರ್ಕಾರವನ್ನು ವಜಾಗೊಳಿಸುವಂತಹ ಪರಿಸ್ಥಿತಿ ಸೃಷ್ಟಿಯಾಗಿದೆ. ಸರ್ಕಾರದ ವಿರುದ್ಧ ಬಿಜೆಪಿ ಸಂಸದರೇ ರೋಸಿ ಹೋಗಿದ್ದಾರೆ ಎಂದರು.

ಎರಡು ರಾಷ್ಟ್ರೀಯ ಪಕ್ಷಗಳ ನಡವಳಿಕೆಯಿಂದ ಸದನದಲ್ಲಿ ಚರ್ಚೆಗೆ ಅವಕಾಶವೇ ಸಿಗಲಿಲ್ಲ. ಬಿಜೆಪಿಯವರು ವಂದನಾ ನಿರ್ಣಯದ ಮಾತನಾಡಿದರೂ ರಾಜ್ಯ ದ ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ ಪ್ರಸ್ತಾಪಿಸುವ ಬದಲಿಗೆ ಪ್ರಧಾನಿ ಮೋದಿ ಅವರ ಸಾಧನೆಗಳ ಬಗ್ಗೆ ಮಾತನಾಡಿದರು. ಕಾಂಗ್ರೆಸ್ ಧರಣಿ ನಡುವೆ ಸಿಎಂ ಉತ್ತರ ನೀಡಿದ್ದಾರೆ ಎಂದರು.

ಫೆಬ್ರವರಿ 25ರವರೆಗೆ ನಿಗದಿಯಂತೆ ಉಭಯ ಸದನಗಳ ಕಲಾಪ ನಡೆಯಬೇಕಿತ್ತು. ಆದರೆ ಕೇಸರಿ ದ್ವಜ ಸಂಬಂಧ ಕೆಎಸ್ ಈಶ್ವರಪ್ಪ ನೀಡಿದ ಹೇಳಿಕೆ ಖಂಡಿಸಿ ಪ್ರತಿಪಕ್ಷ ಕಾಂಗ್ರೆಸ್ ಕೆ.ಎಸ್.ಈಶ್ವರಪ್ಪ ಅವರನ್ನು ಸಂಪುಟದಿಂದ ವಜಾಗೊಳಿಸಲು ದಿನಗಳ ಕಾಲ ಅಹೋರಾತ್ರಿ ಧರಣಿ ನಡೆಸಿದೆ.

ಈ ವೇಳೆ ಪ್ರತಿಪಕ್ಷ ಬಣ್ಣ ವಿಶ್ವಾಸಕ್ಕೆ ತೆಗೆದುಕೊಳ್ಳಲು ಉಭಯ ಸದನಗಳ ಅಧ್ಯಕ್ಷರು ಮಾತುಕತೆ ನಡೆಸಿದರು. ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ್ ಬೊಂಬಾಯಿ, ಸಂಸದೀಯ ಸಚಿವ ಮಾಧುಸ್ವಾಮಿ, ನಿಕಟಪೂರ್ವ ಸಿಎಂ ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪ ಕೂಡ ಸರ್ಕಾರದ ಕಡೆಯಿಂದ ಕಾಂಗ್ರೆಸ್ ನಾಯಕರ ಮನವೊಲಿಸಲು ಪ್ರಯತ್ನಿಸಿದರು.

ಪ್ರತಿಪಕ್ಷಗಳು ಧರಣಿಯಿಂದ ಹಿಂದೆ ಸರಿಯಲಿಲ್ಲ, ಸರ್ಕಾರವು ಸಚಿವ ಈಶ್ವರಪ್ಪ ಬೆನ್ನಿಗೆ ದೃಢವಾಗಿ ನಿಂತುಕೊಂಡಿತು. ವಿವಾದಿತ ಹೇಳಿಕೆ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಈಶ್ವರಪ್ಪ ಕಡೆಪಕ್ಷ ವಿಷಾದ ವ್ಯಕ್ತಪಡಿಸಿತ್ತು. ಆಗ ಮಾತ್ರ ಪ್ರತಿಪಕ್ಷ ಒಂದು ಹೆಜ್ಜೆ ಮುಂದೆ ಬಂದು ಕಲಾಪ ನಡೆಸಲು ಸಹಕರಿಸುವ ಸಾಧ್ಯತೆ ಇತ್ತು.

ಈ ವಿಚಾರದಲ್ಲಿ ಈಶ್ವರಪ್ಪ ಅವರಿಗೆ ಸರ್ಕಾರ ಸೂಕ್ತ ನಿರ್ದೇಶನ ಕೊಡುವುದರಲ್ಲಿ ಎಡವಿದೆ ಎಂಬ ಅಭಿಪ್ರಾಯವೂ ಕೇಳಿಬಂದಿದೆ.

ಮೊದಲ ರಾಜ್ಯಪಾಲರು ಜಂಟಿ ಸದನ ಉದ್ದೇಶಿಸಿ ಭಾಷಣ ಮಾಡಿದರು. ನಂತರ ಎರಡು ದಿವಸ ಸುಗಮವಾಗಿ ಕಲಾಪ ನಡೆಯಿತು. ಕಲಿತ ಗುರುವಾರದಿಂದಲೇ ಕಾಂಗ್ರೆಸ್ ನಡೆಸುತ್ತಿದೆ. ಇದರ ನಡುವೆಯೇ ಪ್ರಶ್ನೋತ್ತರ ಕಲಾಪ ನಡೆಸಲಾಗಿದೆ. ಪ್ರಮುಖ ವಿಧೇಕಗಳನ್ನು ಪಾಸ್ ಮಾಡಿಕೊಳ್ಳಲಾಗಿದೆ. ಮಂಗಳವಾರವೂ ಕಲಾಪ ಪ್ರಾರಂಭಗೊಂಡಾಗ ಕಾಂಗ್ರೆಸ್ ನ ಧರಣಿ ಮುಂದುವರೆಯಿತು. ಪ್ರಶ್ನೋತ್ತರ, ವಿಧೇಯಕಗಳನ್ನು ಅಂಗೀಕಾರ, ಸಿಎಂ ಮಾತಿನ ಬಳಿಕ ಕಲಾಪವನ್ನು‌ ಸಭಾಧ್ಯಕ್ಷರು ಮಾರ್ಚ್ 4ಕ್ಕೆ ಮುಂದೂಡಿದರು.

ಪೂರ್ವ ಮುಂಗಾರಿನಲ್ಲಿ ವಾಡಿಕೆಯಂತೆ 120 ಮಿ.ಮೀ. ಮಳೆಯಾಗುತ್ತದೆ. ಆದರೆ ಕಳೆದ ವರ್ಷ 207 ಮಿ.ಮೀ. ಮಳೆಯಾಗಿದ್ದು, ಶೇಕಡ 74ರಷ್ಟು ಹೆಚ್ಚುವರಿ ಮಳೆಯಾಗಿತ್ತು. ಈ ವರ್ಷವೂ ವಾಡಿಕೆಯಷ್ಟು, ತೆಲುಗು ಜಿಲ್ಲೆಗಳಲ್ಲಿ ವಾಡಿಕೆಗಿಂತ ಹೆಚ್ಚು ಪೂರ್ವ ಮುಂಗಾರು ಮಳೆ ಬರುವ ಸಾಧ್ಯತೆಯಿದೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

ಶಿವಮೊಗ್ಗದಲ್ಲಿ ನಡೆದಂತ ಹರ್ಷನ ಕೊಲೆ ಸಂಬಂಧಿಸಿದಂತೆ ರಾಜ್ಯದ ಗೃಹ ಇಲಾಖೆ ಕಾರ್ಯವೈಖರಿಯನ್ನು ಕುರಿತು ಅನೇಕ ನಾಯಕರು ಟೀಕಿಸಿದ್ದರು. ಕುರಿತಂತೆ ಗೃಹಸಚಿವ ಆರಗ ಜ್ಞಾನೇಂದ್ರ ಅವರು ದಿನದ 24 ಗಂಟೆ ಯಾವುದೇ ಸರ್ಕಾರದಲ್ಲಿ ಕೂಡ ಕಾವಲು ಕಾಯಲು ಕಷ್ಟವಾಗುತ್ತದೆ ಎಂದು ಪ್ರತಿಕ್ರಿಯಿಸಿದ್ದಾರೆ.

“ಶಿವಮೊಗ್ಗದಲ್ಲಿ ಪೊಲೀಸರು ಎಲ್ಲಾ ಕಾಲದಲ್ಲೂ ಅಲರ್ಟ್ ಆಗಿದ್ದಾರೆ. ಏಕೆಂದರೆ ಶಿವಮೊಗ್ಗ ಸೂಕ್ಷ್ಮ ಪ್ರದೇಶ. ಒಮ್ಮೊಮ್ಮೆ ಈ ರೀತಿ ನಡೆಯುತ್ತದೆ. ಪ್ರಕರಣದ ತನಿಖೆ ನಡೆಸಿ ಶಿಕ್ಷೆ ಕೊಡಿಸಿ ಮುಂದೆ ಈ ರೀತಿ ಆಗದಂತೆ ಸಂದೇಶ ರವಾನಿಸುತ್ತೇನೆ” ಎಂದು ಆರಗ ಜ್ಞಾನೇಂದ್ರ ಅವರು ಹೇಳಿದರು.

“ರಾಜ್ಯದಲ್ಲಿ ಕಾನೂನು ಸುವ್ಯವಸ್ಥೆ ಹದಗೆಟ್ಟಿದೆ ಎಂಬ ಕೆಪಿಸಿಸಿ ಅಧ್ಯಕ್ಷ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಆರೋಪಿಸಿದ್ದಾರೆ. ಅಂಥ ಹಿರಿಯರು ಮಾತಿನ ಕುರಿತು ಚರ್ಚಿಸುವುದಿಲ್ಲ. ಅವರು ಸರ್ಕಾರ ನಡೆಸಿದವರು. ಅವರ ಸರ್ಕಾರದಲ್ಲಿ ಎಲ್ಲಾ ಶಾಂತಿ-ಸುವ್ಯವಸ್ಥೆ ಸಮಾಧಾನವಾಗಿತ್ತು ಎಂದು ಎದೆ ಮುಟ್ಟಿಕೊಂಡರು ಹೇಳಲಿ, ಹಿಂದಿ ಏನೇನು ನಡೆದಿತ್ತು, ಅವರ ಪಕ್ಷದ ಎಷ್ಟು ಗೃಹ ಸಚಿವರು ರಾಜೀನಾಮೆ ನೀಡಿದ್ದರು ಎಂಬುದನ್ನು ಹೇಳಲಿ” ಎಂದು ಗೃಹಸಚಿವ ಆರಗ ಜ್ಞಾನೇಂದ್ರ ಅವರು ಡಿಕೆಶಿ ಅವರಿಗೆ ಮಾತಿನ ಮೂಲಕ ಟಾಂಗ್ ಕೊಟ್ಟಿದ್ದಾರೆ.

“ಹತ್ಯೆ ಘಟನೆ ರಾಜಕೀಯ ಪ್ರೇರಿತವೇ ಎಂಬ ಆಯಾಮದಿಂದಲೂ ತನಿಖೆಯಾಗಲಿದೆ. ಇದರಿಂದ ಕಾಂಗ್ರೆಸ್ ಸಹಿತ ಯಾರಿದ್ದಾರೆ ಎಂಬುದರ ಬಗ್ಗೆಯೂ ತನಿಖೆಯಾಗಲಿದ್ದು, ಎಲ್ಲವೂ ಹೊರಬರಲಿದೆ” ಎಂದು ಗೃಹ ಸಚಿವ ಆರಗ ಜ್ಞಾನೇಂದ್ರ ತಿಳಿಸಿದ್ದಾರೆ.

“ಶಿವಮೊಗ್ಗದ ಕೋಟೆ ಮತ್ತು ದೊಡ್ಡಪೇಟೆ ಪೋಲಿಸ್ ಠಾಣೆಗಳಲ್ಲಿ ಯಾರ್ಯಾರ ಮೇಲೆ ಕೇಸ್ ಗಳಿವೆ? ಯಾವರೀತಿ ಕೇಸ್ ಗಳಿವೆ?ಎಷ್ಟರ ಮೇಲೆ ಕ್ರಮಕೈಗೊಂಡಿದ್ದಾರೆ. ಕಳೆದ ಐದು ವರ್ಷಗಳಲ್ಲಿ ಅಲ್ಲಿ ಸೇವೆ ಸಲ್ಲಿಸಿದ ಸಿಬ್ಬಂದಿ ವಿವರ ಎಲ್ಲ ಮಾಹಿತಿ ಪಡೆಯಲಾಗುತ್ತದೆ.
