ಸರ್ಕಾರವು ರಾಜಪಾಲರ ಬಾಯಿಂದ ಹೇಳಿದ ಮಾತುಗಳಲ್ಲಿ ಬಹುಪಾಲು ಜೊಳ್ಳು ಹಾಗೂ ಈ ಸರ್ಕಾರಕ್ಕೆ ಯಾವುದೇ ಗೊತ್ತು ಗುರಿ ಇಲ್ಲ ಎಂಬುದರ ಸೂಚಿತವಾಗಿದೆ ಎಂದು ವಿಧಾನಸಭೆ ಪ್ರತಿಪಕ್ಷ ನಾಯಕ ಸಿದ್ದರಾಮಯ್ಯನವರು ದೂರಿದ್ದಾರೆ.

ಸದನದಲ್ಲಿ ರಾಜ್ಯಪಾಲರ ವಂದನಾ ನಿರ್ಣಯದ ನಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ನನ್ನ ರಾಜಕೀಯ ಜೀವನದಲ್ಲಿ ಇಷ್ಟು ಕಳಪೆ ಭಾಷಣವನ್ನು ಹಿಂದೆಂದೂ ಕೇಳಿರಲಿಲ್ಲ ಎಂದರು.

ರಾಜ್ಯಪಾಲರ ಭಾಷಣದಲ್ಲಿ ಜನರ ಕಲ್ಯಾಣ, ಅಭಿವೃದ್ಧಿ ಕುರಿತ ಪ್ರಸ್ತಾಪವಿಲ್ಲ. ಆ ಮೂಲಕ ತಾನು ಏನು ಮಾಡಿಲ್ಲ ಎಂಬುದನ್ನು ಸರ್ಕಾರವೇ ಪ್ರಾಮಾಣಿಕವಾಗಿ ಒಪ್ಪಿಕೊಂಡಿದೆ. ತನ್ನ ಅದಕ್ಷತೆಯನ್ನು ಒಪ್ಪಿಕೊಂಡಿದ್ದಕ್ಕೆ ಸರ್ಕಾರವನ್ನು ಅಭಿನಂದಿಸುತ್ತೇನೆ ಎಂದು ವ್ಯಂಗ್ಯವಾಡಿದರು.

ರಾಜ್ಯದಿಂದ ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ನಾನು ತೆರಿಗೆ ರೂಪದಲ್ಲಿ ಮೂರು ಲಕ್ಷ ಕೋಟಿ ರೂ. ಸಂಗ್ರಹವಾಗುತ್ತಿದ್ದರೂ ರಾಜ್ಯಕ್ಕೆ ವಾಪಸ್ ನೀಡುತ್ತಿರುವುದು 43,000 ಕೋಟಿ ರೂ. ಮಾತ್ರ. ಇದರಿಂದ ಆರ್ಥಿಕತೆ ದಿಕ್ಕುತಪ್ಪಿದ್ದು, ಸಾಲ ಪ್ರಮಾಣ 2018ರವರೆಗೆ 2.42 ಲಕ್ಷ ಕೋಟಿ ರೂ. ನಷ್ಟವಿದದ್ದು ಸದ್ಯ 4.57 ಲಕ್ಷ ಕೋಟಿ ರೂ.ಗೆ ಏರಿಕೆಯಾಗಿದೆ ಎಂದು ಆರೋಪಿಸಿದ್ದಾರೆ.

ರಾಜ್ಯಾದ್ಯಂತ ಕೆಲದಿನಗಳಿಂದ ಶಾಲಾ-ಕಾಲೇಜುಗಳಲ್ಲಿ ಭುಗಿಲೆದ್ದ ಹಿಜಾಬ್ ವಿವಾದ ಈಗ ಹೈಕೋರ್ಟ್ ಅಂಗಳದಲ್ಲಿದೆ. ಉಡುಪಿಯ ಸರ್ಕಾರಿ ಪದವಿಪೂರ್ವ ಕಾಲೇಜಿನಲ್ಲಿ ಹಿಜಾಬ್ ವಿವಾದ ಭುಗಿಲೇಳಲು ಕ್ಯಾಂಪಸ್ ಫ್ರಂಟ್ ಆಫ್ ಇಂಡಿಯಾ ಸಂಘಟನೆ ಕಾರಣ ಎಂದು ಕಾಲೇಜಿನ ಪರ ವಕೀಲರು ಆರೋಪಿಸಿದರು.

ಮುಖ್ಯ ನ್ಯಾಯಮೂರ್ತಿ ರಿತುರಾಜ್ ಅವಸ್ಥಿ, ನ್ಯಾಯಮೂರ್ತಿಗಳಾದ ಕೃಷ್ಣ ಎಸ್.ದೀಕ್ಷಿತ್ ಮತ್ತು ನ್ಯಾ. ಖಾಜಿ ಜೈಬುನ್ನಿಸಾ ಮೊಹಿಯುದ್ದೀನ್ ಅವರಿದ್ದ ಪೂರ್ಣಪೀಠದ ಮುಂದೆ ಕ್ಯಾಂಪಸ್ ಫ್ರಂಟ್ ಆಫ್ ಇಂಡಿಯಾ ಸಂಘಟನೆ ವಿದ್ಯಾರ್ಥಿನಿಯರು ಮತ್ತು ಪೋಷಕರನ್ನ ಪ್ರಚೋದಿಸಿ ಕಾಲೇಜಿನಲ್ಲಿ ಪ್ರತಿಭಟನೆ ನಡೆಸಿ ಗಲಭೆ ಸೃಷ್ಟಿಸಿತು ಎಂದು ಕಾಲೇಜಿನ ಪರ ಹಿರಿಯ ನ್ಯಾಯವಾದಿ ಎಸ್.ಎಸ್.ನಾಗಾನಂದ್ ಅವರು ತಮ್ಮ ವಾದ ಮಂಡಿಸಿದರು.

“ಕಾಲೇಜಿನಲ್ಲಿ ಸಮವಸ್ತ್ರ ಧರಿಸುವುದು 2004 ರಿಂದಲೂ ಕಡ್ಡಾಯವಾಗಿದೆ ಮತ್ತು ಅದನ್ನು ಎಲ್ಲಾ ವಿದ್ಯಾರ್ಥಿಗಳು ಪಾಲಿಸಿಕೊಂಡು ಬರುತ್ತಿದ್ದಾರೆ. ಯಾವೊಬ್ಬ ವಿದ್ಯಾರ್ಥಿಯೂ ಅದನ್ನು ಪ್ರಶ್ನಿಸಿಲ್ಲಾ. ಅರ್ಜಿದಾರರೂ ಎರಡು ವರ್ಷಗಳಿಂದ ನಿಯಮಪಾಲನೆ ಮಾಡುತ್ತಿದ್ದರು. ಇದೀಗ ಇದ್ದಕ್ಕಿದ್ದಂತೆ ಆ ವಿಚಾರ ಮುನ್ನೆಲೆಗೆ ತರಲಾಗಿದೆ” ಎಂದು ನ್ಯಾಯವಾದಿ ಎಸ್.ಎಸ್. ನಾಗಾನಂದ್ ಅವರು ಆರೋಪಿಸಿದರು.

ಸಿಎಸ್ಐ ಸಂಘಟನೆ ಶಿಕ್ಷಕರಿಗೂ ಬೆದರಿಕೆ ಹಾಕಿದೆ. ಶಿಕ್ಷಕರು ದೂರು ನೀಡಲು ಹೆದರಿದ್ದರು. ಈಗ ಕೆಲ ಶಿಕ್ಷಕರು ದೂರು ನೀಡಿದ ಬಗ್ಗೆ ಮಾಹಿತಿ ಇದೆ ಎಂದು ಎಸ್.ಎಸ್. ನಾಗಾನಂದ್ ಹೇಳಿದರು.

ನಾಗಾನಂದ್ ಅವರ ವಾದದ ಬಳಿಕ ಆಕ್ಷೇಪ ಎತ್ತಿದ ಅರ್ಜಿದಾರರ ಪರ ವಕೀಲ ಮೊಹಮ್ಮದ್ ತಾಹೀರ್ “ಒಂದು ಸಂಘಟನೆಯನ್ನು ಗುರಿ ಮಾಡುವುದು ಸರಿಯಲ್ಲ ಅದು ಕೂಡ ಎಬಿವಿಪಿ ಸಂಘಟನೆಯಂತೆಯೆ.ಬೇರೆ ಸಂಘಟನೆಗಳು ಕೇಸರಿ ಶಾಲು ಹಂಚಿವೆ ಎಂಬ ಕುರಿತು ಮಾಧ್ಯಮಗಳಲ್ಲಿ ವರದಿ ಬಂದಿದೆ. ಹಾಗಾಗಿ, ಎಲ್ಲ ಸಂಘಟನೆಗಳ ಬಗ್ಗೆಯೂ ಸರ್ಕಾರ ವರದಿ ನೀಡಲಿ” ಎಂದು ಹೇಳಿದರು. ಅದಕ್ಕೆ ಹೈಕೋರ್ಟ್ ನೋಡೋಣ ಯಾವುದೆಲ್ಲಾ ಅಗತ್ಯವಿದೆಯೋ ಪರಿಶೀಲಿಸೋಣ ಎಂದು ಹೇಳಿತು.

ಕಾಲೇಜು ಅಭಿವೃದ್ಧಿ ಸಮಿತಿ ಪರ ನ್ಯಾಯವಾದಿ ಸಜನ್ ಪೂವಯ್ಯ ಅವರು ವಾದ ಮಂಡಿಸಿ “ಹಿಜಾಬ್ ಗೆ ಅವಕಾಶ ನೀಡಿದರೆ ಸಮಾನ ಶಿಕ್ಷಣ ಮತ್ತು ಸಾರ್ವಜನಿಕ ವ್ಯವಸ್ಥೆಗೆ ಧಕ್ಕೆ ಆಗಲಿದೆ. ನಾಳೆ ಕೇಸರಿ ಶಾಲು ಕೇಳುತ್ತಾರೆ, ಹೀಗೆ ಇದು ಕೊನೆಯಾಗುವುದಿಲ್ಲ” ಇದು ಹೇಳಿದರು.
