ಪರಿಷತ್ ಕಲಾಪ ನಿನ್ನೆ ಬೆಳಿಗ್ಗೆ ಆರಂಭಗೊಂಡಾಗ ಕಾಂಗ್ರೆಸ್ನಿಂದ ಮುಂದೂಡಲಾಗಿತ್ತು. ಮತ್ತೆ 2:00 ಗಂಟೆಗೆ ಸದನ ಸೇರಿದಾಗ ಗದ್ದಲ ನಡುವೆ ಸಚಿವರು ಶಾಸಕರ ಭತ್ಯೆ ಹೆಚ್ಚಳದ ವಿಧೇಯಕ್ಕೆ ಧರಣಿ ಮಧ್ಯೆ ಒಪ್ಪಿಗೆ ನೀಡಲಾಯಿತು.

ಈ ಮಧ್ಯೆ ಶಿವಮೊಗ್ಗದಲ್ಲಿ ಬಜರಂಗದಳದ ಕಾರ್ಯಕರ್ತ ಹರ್ಷ ಹತ್ತಿ ಹಾಗೂ ನಂತರ ನಡೆದ ಗಲಭೆ ಬಗ್ಗೆ ನ್ಯಾಯಾಂಗ ತನಿಖೆ ನಡೆಸುವಂತೆ ಜೆಡಿಎಸ್ ನ ಕೆ .ಟಿ. ಶ್ರೀಕಂಠೇಗೌಡ ಸರ್ಕಾರವನ್ನು ಒತ್ತಾಯಿಸಿದರು.

ಶಿವಮೊಗ್ಗ ಹಿಂದೂ ಕೋಮು ದಳ್ಳುರಿಯಿಂದ ಬೇಯುತ್ತಿದೆ. ಕಾರಿನಲ್ಲಿ ಬಂದ ದುಷ್ಕರ್ಮಿಗಳು ಬಜರಂಗದಳ ಕಾರ್ಯಕರ್ತ ಹರ್ಷ ಅವರನ್ನು ಹತ್ಯೆ ಮಾಡಿದ್ದು ಖಂಡನೀಯ. ಆದರೆ ಆತನಿಗೆ ಈ ಹಿಂದೆಯೇ ಬೆದರಿಕೆ ಇದ್ದರೂ ಸರ್ಕಾರ ನಿರ್ಲಕ್ಷ ವಹಿಸಿದೆ. ಇದು ಗೃಹ ಇಲಾಖೆಯ ವೈಫಲ್ಯ. ನ್ಯಾಯಾಂಗ ತನಿಖೆ ನಡೆಸಬೇಕು. ಜನತೆಯಿಂದ ನೊಂದವರಿಗೆ ಪರಿಹಾರ ನೀಡಬೇಕು ಎಂದು ಆಗ್ರಹಿಸಿದ್ದಾರೆ.

ಈ ಬಗ್ಗೆ ಪ್ರತಿಕ್ರಿಯಿಸಿದ ಕಾನೂನು ಸಚಿವ ಜೆ.ಸಿ. ಮಾಧು ಸ್ವಾಮಿ, ಪೊಲೀಸರು ಸಮರ್ಥವಾಗಿ ತನಿಖೆ ನಡೆಸುತ್ತಿದ್ದಾರೆ. ಪ್ರಸ್ತುತ ಶಿವಮೊಗ್ಗದಲ್ಲಿ ಪರಿಸ್ಥಿತಿ ನಿಯಂತ್ರಣದಲ್ಲಿದೆ ಎಂದು ಹೇಳುವ ಮೂಲಕ ತನಿಖೆ ಪ್ರಸ್ತಾವ ತಿರಸ್ಕರಿಸಿದರು. ಇದರಿಂದ ಸಿಟ್ಟಿಗೆದ್ದ ಶ್ರೀಕಂಠೇಗೌಡ ಸಭಾತ್ಯಾಗ ನಡೆಸಿದ್ದಾರೆ.

ಟಿಕೆಟ್ ರಹಿತ ಪ್ರಯಾಣ ಮಾಡಿ ಸಿಕ್ಕಿಬಿದ್ದವರ ಸಂಖ್ಯೆಯು 2019ರಿಂದ 20 ರ ಸಾಲಿಗೆ ಹೋಲಿಸಿದರೆ 2021 ರಿಂದ 22 ನೇ ಸಾಲಿನಲ್ಲಿ ಶೇ.79 ರಷ್ಟು ಹೆಚ್ಚಾಗಿದೆ ಎಂದು ಆರ್ ಟಿಐ ಅರ್ಜಿಗೆ ನೀಡಿದ್ದ ವಿವರದಲ್ಲಿ ಭಾರತೀಯ ರೈಲ್ವೆ ಅಧಿಕಾರಿಗಳು ಈ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡಿದ್ದಾರೆ.

2020-21 ರಲ್ಲಿ ಕೊರೋನಾ ನಿರ್ಬಂಧಗಳು ಜಾರಿಯಲ್ಲಿದ್ದ ವೇಳೆ ಮನೆಗೆ ಮರಳಲು ಹರಸಾಹಸ ಪಡುತ್ತಿದ್ದ ವಲಸಿಗರಲ್ಲಿ ಅನೇಕರು ಟಿಕೆಟ್ ರಹಿತವಾಗಿ ಪ್ರಯಾಣಿಸುವ ಸಂದರ್ಭದಲ್ಲಿ ಸಿಕ್ಕಿಬಿದ್ದಿದ್ದರು. ಇಂಥವರ ಸಂಖ್ಯೆ ಸುಮಾರು 27 ಲಕ್ಷದಷ್ಟಿದೆ.

2021ರ ಏಪ್ರಿಲ್ ನಿಂದ ಡಿಸೆಂಬರ್ ವರೆಗೆ 1.78 ಕೋಟಿಗೂ ಅಧಿಕ ಪ್ರಯಾಣಿಕರು ಟಿಕೆಟ್ ರಹಿತರಾಗಿ ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳಿಗೆ ಸಿಕ್ಕಿಬಿದ್ದಿದ್ದಾರೆ. ಇವರಿಂದ 1,017,48 ಕೋಟಿ ರೂ. ದಂಡ ಸಂಗ್ರಹಿಸಲಾಗಿದೆ ಎಂದು ರೈಲ್ವೆ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದ್ದಾರೆ.

ರಾಜ್ಯ ಸರ್ಕಾರವು ರಾಜ್ಯಾದ್ಯಂತ ಸರ್ಕಾರಿ ಪ್ರಾಥಮಿಕ ಶಾಲೆಗಳಲ್ಲಿ 6ರಿಂದ 8ನೇ ತರಗತಿಯವರಿಗೆ ಬೋಧನೆ ಮಾಡಲು ಒಟ್ಟು 15 ಸಾವಿರ ಪದವೀಧರ ಶಿಕ್ಷಕರ (ಜಿಪಿಟಿ) ಹುದ್ದೆಗಳ ಭರ್ತಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದೆ.

ಇದೇ ಮೊದಲ ಬಾರಿಗೆ ನೇಮಕದಲ್ಲಿ ‘ಲಿಂಗತ್ವದ ಅಲ್ಪಸಂಖ್ಯಾತರಿಗೆ’ ಶೇ.1ರಷ್ಟು ಮೀಸಲು ನಿಗದಿಪಡಿಸಲಾಗಿದೆ.

ಜನವರಿ 21ರಂದು ಹುದ್ದೆಗಳ ಭರ್ತಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ರಾಜ್ಯ ಸರ್ಕಾರ ಕರಡು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿತ್ತು. ಆಕ್ಷೇಪಗಳಿಗೆ ಅವಕಾಶ ಕೂಡ ಕಲ್ಪಿಸಿತ್ತು. ಇದೀಗ ಅಭ್ಯರ್ಥಿಗಳಿಂದ ಸ್ವೀಕೃತ ಗೊಂಡ ಆಕ್ಷೇಪಣೆ ಮತ್ತು ಸಲಹೆಗಳನ್ನು ಪರಿಗಣಿಸಿ ಅಂತಿಮ ಅಧಿಸೂಚನೆಯನ್ನು ರಾಜ್ಯ ಸರ್ಕಾರ ಹೊರಡಿಸಿದೆ.

ಎಲ್ಲಾ ಅಭ್ಯರ್ಥಿಗಳ ವಯೋಮಿತಿಯನ್ನು ಎರಡು ವರ್ಷ ಹೆಚ್ಚಳ ಮಾಡಲಾಗಿದೆ. ಪರಿಷ್ಟ ಜಾತಿ, ಪರಿಶಿಷ್ಟ ಪಂಗಡ, ಪ್ರವರ್ಗ-1 ಮತ್ತು ವಿಶೇಷಚೇತನ ಅಭ್ಯರ್ಥಿಗಳ ವಯೋಮಿತಿ 47 ವರ್ಷ, ವರ್ಗಗಳ ಅಭ್ಯರ್ಥಿಗಳ ವಯೋಮಿತಿ 45 ಹಾಗೂ ಸಾಮಾನ್ಯ ಅಭ್ಯರ್ಥಿಗಳ ವಯೋಮಿತಿಯನ್ನು 42 ವರ್ಷಗಳಿಗೆ ಏರಿಕೆ ಮಾಡಲಾಗಿದೆ.

ಪದವಿಯಲ್ಲಿ ಶೇ. 50 ರಷ್ಟು ಅಂಕ ಮತ್ತು ‘ಬಿ.ಇಡಿ’ ವಿದ್ಯಾರ್ಹತೆ ಹೊಂದಿದ ಅಭ್ಯರ್ಥಿಗಳನ್ನು ನೇಮಕಕ್ಕೆ ಪರಿಗಣಿಸಲಾಗುತ್ತದೆ. ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಗಳ ಮೂಲಕ ಆಯ್ಕೆ ನಡೆಯಲಿದೆ.

ಭಾಷಾ ವಿಷಯಗಳಲ್ಲಿ ಹುದ್ದೆ ಬಯಸುವ ಅಭ್ಯರ್ಥಿಗಳು ಪದವಿ ವೇಳೆ ಭಾಷಾ ವಿಷಯಗಳ ಜೊತೆಗೆ ಕನ್ನಡ, ಇಂಗ್ಲಿಷ್, ಹಿಂದಿ, ಮರಾಠಿ, ಉರ್ದು, ತೆಲುಗು, ತಮಿಳು, ಮಲಯಾಳಂ, ಕೊಂಕಣಿ,ಸಂಸ್ಕೃತ ಸೇರಿದಂತೆ ಇತರೆ ಭಾಷೆ ವಿಷಯಗಳನ್ನು ಐಚ್ಛಿಕವಾಗಿ ಅಭ್ಯಾಸ ಮಾಡಿರಬೇಕು. ಅದರಲ್ಲಿ ಕನಿಷ್ಠ ಶೇ.50 ರಷ್ಟು ಅಂಕ ಪಡೆದಿರಬೇಕು.

ಶೇ.50 ರಷ್ಟು ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆ ಅಂಕ, ಶೇ.20 ರಷ್ಟು ಟಿಇಟಿ ಪರೀಕ್ಷೆ ಅಂಕ, ಶೇ.20ರಷ್ಟು ಪದವಿ ಪರೀಕ್ಷೆ ಅಂಕ ಹಾಗೂ ಶೇ.10ರಷ್ಟು ಬಿ.ಇಡಿ ಶಿಕ್ಷಣದ ಅಂಕಗಳನ್ನು ಪರಿಗಣಿಸಿ ಅಭ್ಯರ್ಥಿಗಳನ್ನು ಆಯ್ಕೆ ಮಾಡಲಾಗುತ್ತದೆ.

ಗಣಿತ ಮತ್ತು ವಿಜ್ಞಾನ ವಿಷಯಗಳ ಶಿಕ್ಷಕರ ಹುದ್ದೆಗೆ ಬಿಎಸ್ಸಿ ಪದವಿಯಲ್ಲಿ ಗಣಿತ ಮತ್ತು ಭೌತಶಾಸ್ತ್ರ ಜೊತೆಗೆ ರಸಾಯನಶಾಸ್ತ್ರ, ಕಂಪ್ಯೂಟರ್ ಸೈನ್ಸ್, ಎಲೆಕ್ಟ್ರಾನಿಕ್ಸ್, ಸ್ಯಾಟಿಸ್ಟಿಕ್ಸ್, ಜಿಯೊಟೆಕ್ನಾಲಜಿ ವಿಷಯಗಳನ್ನು ಐಚ್ಛಿಕವಾಗಿ ಅಭ್ಯಾಸ ಮಾಡಿದವರು ಅರ್ಜಿ ಸಲ್ಲಿಸಬಹುದು.

ಕೆಪಿಎಸ್ ಸಿ 2020ರ ಜೂನ್4ರಂದು ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿ ಪತ್ರಾಂಕಿತ ಅಧಿಕಾರಿಗಳ ಆಯ್ಕೆ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿನ ವ್ಯಕ್ತಿತ್ವ ಪರೀಕ್ಷೆಗೆ ಬಹುವರ್ಷಗಳಿಂದ ಜಾರಿಯಲ್ಲಿದ್ದ ಪ್ರಮಾಣಿತ ಕಾರ್ಯವಿಧಾನಗಳನ್ನು ಬದಲಿಸಿ, 1750 ಅಂಕಗಳಿಗೆ ಲಿಖಿತ ಪರೀಕ್ಷೆ ಮತ್ತು 200 ಅಂಕಗಳಿಗೆ ವ್ಯಕ್ತಿತ್ವ ಪರೀಕ್ಷೆ ಮಾರ್ಪಡಿಸಿ 2 ಐಚ್ಛಿಕ ವಿಷಯಗಳನ್ನು ಕಡಿತಗೊಳಿಸಿ 1250 ಅಂಕಗಳಿಗೆ ಲಿಖಿತ ಪರೀಕ್ಷೆ ನಿಗದಿ ಮಾಡಿತ್ತು.
