ಇದೀಗ ರಸ್ತೆ ಅಪಘಾತಗಳ ಪ್ರಕರಣಗಳನ್ನು ಕಡಿಮೆಗೊಳಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ದೆಹಲಿ ಹೈಕೋರ್ಟ್ ಮಹತ್ತರವಾದ ನಿರ್ಣಯವನ್ನು ತೆಗೆದುಕೊಂಡಿದೆ. ಏಪ್ರಿಲ್ 1 ರ ನಂತರದಿಂದ ಸಂಭವಿಸುವ ರಸ್ತೆ ಅಪಘಾತ ಪ್ರಕರಣಗಳ ತನಿಖೆಯನ್ನು ಪೊಲೀಸರು ನಡೆಸಬೇಕೆಂದು ಕಡ್ಡಾಯಗೊಳಿಸಲಾಗಿದೆ. ಇದರೊಂದಿಗೆ ಅಪಘಾತಗಳ ಬಗ್ಗೆ ಪೊಲೀಸರು 48 ಗಂಟೆಗಳ ಒಳಗೆ ಮೋಟಾರು ಅಪಘಾತ ಕ್ಲೈಮ್ ಟ್ರಿಬ್ಯೂನಲ್‌ಗಳು ಮತ್ತು ವಿಮಾ ಸಂಸ್ಥೆಗಳಿಗೆ ತಿಳಿಸಬೇಕು ಎಂದು ದೆಹಲಿ ಹೈಕೋರ್ಟ್ ಆದೇಶವನ್ನು ನೀಡಿದೆ.
ರಸ್ತೆ ಸಾರಿಗೆ ಸಚಿವಾಲಯವು ವಿಮಾ ಪ್ರಮಾಣಪತ್ರದಲ್ಲಿ ಮೌಲ್ಯೀಕರಿಸಿದ ಮೊಬೈಲ್ ಸಂಖ್ಯೆಗಳನ್ನು ಅಳವಡಿಸುವುದನ್ನು ಕಡ್ಡಾಯಗೊಳಿಸಿದೆ. ರಸ್ತೆ ಸಾರಿಗೆ ಸಚಿವಾಲಯವು ಪ್ರಕರಣಗಳ ತ್ವರಿತ ವಿಲೇವಾರಿ ಮತ್ತು ಪರಿಹಾರಗಳನ್ನು ತ್ವರಿತವಾಗಿ ವಿತರಿಸುವ ಗುರಿಯನ್ನು ಹೊಂದಿದ್ದು, ರಸ್ತೆ ಅಪಘಾತಗಳ ತನಿಖೆ, ವಿವರವಾದ ಅಪಘಾತ ವರದಿಗಳ ತಯಾರಿ ಮತ್ತು ವಿಮಾ ಕ್ಲೈಮ್‌ಗಳ ಇತ್ಯರ್ಥಕ್ಕಾಗಿ ವಿವಿಧ ಮಧ್ಯಸ್ಥಗಾರರಿಗೆ ಸಮಯವನ್ನು ನಿಗದಿಪಡಿಸುವ ಕಡ್ಡಾಯ ಕಾರ್ಯವಿಧಾನವನ್ನು ನಿಗದಿಪಡಿಸಲಾಗಿದೆ.

ಬಾಲ್ಯವಿವಾಹ ಶಿಕ್ಷಾರ್ಹ ಅಪರಾಧವಾಗಿದ್ದು, ಒತ್ತಾಯಪೂರ್ವಕವಾಗಿ ಬಾಲ್ಯವಿವಾಹಕ್ಕೆ ಮುಂದಾದರೆ ತಾವೇ ಪ್ರತಿಭಟನೆಗೆ ಮುಂದಾಗಬೇಕು ಎಂದು ಕೃಷಿ ಸಚಿವರು ಹಾಗೂ ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವ ಬಿ.ಸಿ. ಪಾಟೀಲ್ ಅವರು ತಿಳಿಸಿದರು. ಚಿತ್ರದುರ್ಗದ ಚಿತ್ರಾ ಡಾನ್ ಬೋಸ್ಕೋ ಸಂಸ್ಥೆಯಲ್ಲಿ ಭಾನುವಾರ ಜಿಲ್ಲಾಡಳಿತ, ಜಿಲ್ಲಾ ಪಂಚಾಯತ್, ಮಹಿಳಾ ಮತ್ತು ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆ, ಜಿಲ್ಲಾ ಮಕ್ಕಳ ರಕ್ಷಣಾ ಘಟಕ ಹಾಗೂ ಚಿತ್ರಾ ಡಾನ್ ಬೋಸ್ಕೋ ಸಂಸ್ಥೆ ಇವರ ಸಂಯುಕ್ತಾಶ್ರಯದಲ್ಲಿ ಅಂತರಾಷ್ಟ್ರೀಯ ಮಹಿಳಾ ದಿನಾಚರಣೆ ಅಂಗವಾಗಿ ಬಾಲ್ಯವಿವಾಹ ನಿಷೇಧ ಕುರಿತು ಪ್ರತಿಜ್ಞಾ ವಿಧಿ ಸ್ವೀಕಾರ ಸಮಾರಂಭ ಉದ್ಘಾಟಿಸಿ ಅವರು ಮಾತನಾಡಿದರು.
18 ವರ್ಷದೊಳಗೆ ವಿವಾಹ ಮಾಡುವುದು ಅಪರಾಧ. ಕೇಂದ್ರ ಸರ್ಕಾರ ಇದನ್ನು 21 ವರ್ಷಕ್ಕೆ ಹೆಚ್ಚಿಸಬೇಕೆಂದು ಕಾಯ್ದೆಯನ್ನು ಅನುಮೋದಿಸಿದ್ದು, ನಿಯಮಗಳು ಜಾರಿಯಾಗಬೇಕು. 21 ವರ್ಷದ ವೇಳೆಗೆ ಅವರ ಶೈಕ್ಷಣಿಕಯಾಗಿ ಪದವಿ ಪೂರ್ಣಗೊಳಿಸಲು ಸಾಧ್ಯವಾಗಲಿದೆ. ಜೊತೆಗೆ ದೈಹಿಕ ಹಾಗೂ ಮಾನಸಿಕವಾಗಿ ಸದೃಢರಾಗುತ್ತಾರೆ ಎಂದರು.
ಬಾಲ್ಯವಿವಾಹ ನಿಷೇಧ ಕುರಿತು ಪ್ರತಿಜ್ಞಾ ವಿಧಿ ಸ್ವೀಕಾರ ಕಾರ್ಯಕ್ರಮ ವಿನೂತನ ಕಾರ್ಯಕ್ರಮವಾಗಿದ್ದು, ನಮ್ಮಲ್ಲಿ ಎಚ್ಚರಿಕೆ ಹಾಗೂ ಪ್ರಜ್ಞೆ ಮೂಡಿಸುವ ಕಾರ್ಯಕ್ರಮವಾಗಿದೆ. ಕಾಯ್ದೆ, ಕಾನೂನು ಇದ್ದರೂ ಸಹ ಜನಜಾಗೃತಿ ಮೂಡಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಸರ್ಕಾರ ಕಾರ್ಯಕ್ರಮ ಆಯೋಜನೆ ಮಾಡಿದೆ ಎಂದರು.
ಬಾಲ್ಯವಿವಾಹ ಅಪರಾಧ ಎಂಬುದು ಎಲ್ಲರಿಗೂ ತಿಳಿದ ಸಂಗತಿ. ಆದಾಗ್ಯೂ ತಂದೆ-ತಾಯಿಗಳು ಬಾಲ್ಯವಿವಾಹವನ್ನು ಮುಂದುವರೆಸಿಕೊಂಡು ಹೋಗುತ್ತಿದ್ದಾರೆ. ಆದರೆ ಸಮಾಜ ಹಾಗೂ ಮಕ್ಕಳ ಆರೋಗ್ಯದ ಹಿತದೃಷ್ಠಿಯಿಂದ, ಸಂಸಾರದ ಬಗ್ಗೆ ಅರಿವಿಲ್ಲದೇ, ಮಕ್ಕಳ ಪಾಲನೆ ಪೋಷಣೆ ಅರಿವಿಲ್ಲದೇ, ಸಮಾಜ, ಸಂಸಾರವನ್ನು ತಿಳಿದುಕೊಳ್ಳದೇ ಇರುವ ವಯಸ್ಸಿನಲ್ಲಿ ಸಂಸಾರ ಮಾಡುವುದು ಘೋರ ಅಪರಾಧವಾಗಿದೆ.
ಈ ಹಿನ್ನಲೆಯಲ್ಲಿ ಬಾಲ್ಯವಿವಾಹ ನಿಷೇಧದ ಕುರಿತು ಜನಜಾಗೃತಿ ಮೂಡಿಸುವುದು ಬಹಳ ಉಪಯುಕ್ತವಾದುದು. ಬಾಲ್ಯವಿವಾಹ ನಿಷೇಧ ಕುರಿತು ಹೆಚ್ಚಿನ ಜನ ಜಾಗೃತಿ ಮೂಡಿಸುವುದರಿಂದ ಮುಂದೆ ಆಗಬಹುದಾದ ಅನಾಹುತಗಳನ್ನು ತಪ್ಪಿಸಬಹುದು ಎಂದು ಹೇಳಿದರು.
ಬಾಲ್ಯವಿವಾಹ ನಿಷೇಧ ಅಭಿಯಾನ ರಥಕ್ಕೆ ಚಾಲನೆ: ಜಿಲ್ಲಾಡಳಿತ, ಜಿಲ್ಲಾ ಪಂಚಾಯತ್, ಮಹಿಳಾ ಮತ್ತು ಮಕ್ಕಳ ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಸಹಯೋಗದಲ್ಲಿ ಅಂತರಾಷ್ಟ್ರೀಯ ಮಹಿಳಾ ದಿನಾಚರಣೆ ಅಂಗವಾಗಿ ಬಾಲ್ಯವಿವಾಹ ನಿಷೇಧ ಅಭಿಯಾನದ ರಥಕ್ಕೆ ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವ ಬಿ.ಸಿ.ಪಾಟೀಲ್ ಹಸಿರು ನಿಶಾನೆ ತೋರಿಸುವ ಮೂಲಕ ಚಾಲನೆ ನೀಡಿದರು.
ಬಾಲ್ಯ ವಿವಾಹ ನಿಷೇಧ ಅಭಿಯಾನದ ಎಲ್‍ಇಡಿ ರಥವು ಮಾರ್ಚ್ 06 ರಿಂದ ಮಾರ್ಚ್ 23 ರವರೆಗೆ ಜಿಲ್ಲೆಯ ಆಯ್ದ 90 ಗ್ರಾಮಗಳಲ್ಲಿ ಸಂಚರಿಸಲಿದೆ. ಮಾರ್ಚ್ 06 ರಿಂದ 8 ರವರೆಗೆ ಚಿತ್ರದುರ್ಗ ತಾಲ್ಲೂಕು ಪ್ರತಿ ನಿತ್ಯ ಐದು ಗ್ರಾಮಗಳಲ್ಲಿ ಸಂಚರಿಸಲಿದೆ. ಮಾರ್ಚ್ 09 ರಿಂದ 11 ರವರೆಗೆ ಚಳ್ಳಕೆರೆ ತಾಲ್ಲೂಕು, ಮಾರ್ಚ್ 12 ರಿಂದ 14ರವರೆಗೆ ಹಿರಿಯೂರು ತಾಲ್ಲೂಕು, ಮಾರ್ಚ್ 15 ರಿಂದ 17 ರವರೆಗೆ ಹೊಳಲ್ಕೆರೆ ತಾಲ್ಲೂಕು, ಮಾರ್ಚ್ 18 ರಿಂದ 20 ರವರೆಗೆ ಹೊಸದುರ್ಗ ತಾಲ್ಲೂಕು ಹಾಗೂ ಮಾರ್ಚ್ 21 ರಿಂದ 23 ರವರೆಗೆ ಮೊಳಕಾಲ್ಮುರು ತಾಲ್ಲೂಕುಗಳಲ್ಲಿ ಸಂಚರಿಸಿ, ಜಾಗೃತಿ ಮೂಡಿಸಲಿದೆ. ಮಹಿಳಾ ಮತ್ತು ಮಕ್ಕಳ ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಉಪನಿರ್ದೇಶಕ ಕೆ.ಎಸ್.ರಾಜಾನಾಯಕ್ ಪ್ರಾಸ್ತಾವಿಕವಾಗಿ ಮಾತನಾಡಿದರು.
