ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯದ ಬಗ್ಗೆ ಯಾವುದೇ ವರದಿ ನೀಡದೆ ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯ ಪ್ರಮಾಣ ಪತ್ರ ನೀಡಿದ ಸರ್ಕಾರಿ ವೈದ್ಯರ ಕ್ರಮಕ್ಕೆ ಹೈಕೋರ್ಟ್ ಕಿಡಿಕಾರಿದೆ.

ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯ ಪ್ರಮಾಣಪತ್ರದ ಅರ್ಥವೇನು ಎಂದು ನ್ಯಾಯಾಲಯದ ಪ್ರಶ್ನೆಗೆ ವೈದ್ಯರು ಉತ್ತರಿಸಲಿಲ್ಲ.
ಫೊರೆನ್ಸಿಕ್ ವರದಿ ಬಾಕಿ ಇರುವ ಕಾರಣ ವರದಿ ನೀಡಿಲ್ಲ ಎಂದು ಹೇಳಿದ್ದಾರೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

ದಾವಣಗೆರೆ ಜಿಲ್ಲೆ ಜಗಳೂರು ತಾಲೂಕಿನ 16 ವರ್ಷದ ಬಾಲಕಿಯ ಮೇಲೆ ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯ ಎಸಗಿದ ಆರೋಪದ ಪ್ರಕರಣ ಇದಾಗಿದೆ. ಆರೋಪಿ ವಿರುದ್ಧ ಮಕ್ಕಳ ಲೈಂಗಿಕ ಅಪರಾಧಗಳ ರಕ್ಷಣೆ (ಪೋಕ್ಸೊ) ಕಾಯ್ದೆಯಡಿ ಪ್ರಕರಣ ದಾಖಲಿಸಲಾಗಿದೆ.

ಆರೋಪಿಯು ಜಾಮೀನು ಕೋರಿ ಸಲ್ಲಿಸಿದ್ದ ಕ್ರಿಮಿನಲ್ ಅರ್ಜಿಯ ವಿಚಾರಣೆ ನಡೆಸಿದ ಪೀಠವು ವೈದ್ಯರ ಕ್ರಮದ ವಿರುದ್ಧ ಕಿಡಿಕಾರಿದೆ.

ವೈದ್ಯರು ವರದಿ ನೀಡದ ಕಾರಣ ಸಂತ್ರಸ್ತೆಯನ್ನು ವೈದ್ಯಕೀಯ ಪರೀಕ್ಷೆಗೆ ಒಳಪಡಿಸುವ ಉದ್ದೇಶವೇ ವಿಫಲವಾಗಿದೆ ಎಂದು ನ್ಯಾಯಾಮೂರ್ತಿ ಹೇಳಿದ್ದಾರೆ. ಯಾವುದೇ ವರದಿ ನೀಡದೆ ಅದು ಹೇಗೆ ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯದ ಪ್ರಮಾಣ ಪತ್ರ ಕೊಡಲಾಗಿದೆ ಎಂದು ನ್ಯಾಯಮೂರ್ತಿಗಳ ಪೀಠ ಪ್ರಶ್ನಿಸಿದೆ.

ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯ ಪ್ರಮಾಣ ಪತ್ರ ನೀಡಿದ ವೈದ್ಯರ ವಿರುದ್ಧ ಸೂಕ್ತ ಕ್ರಮಕೈಗೊಳ್ಳುವಂತೆ ಆರೋಗ್ಯ ಇಲಾಖೆ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿಗೆ ಹೈಕೋರ್ಟ್ ಸೂಚಿಸಿದೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯ ಪ್ರಕರಣಗಳಲ್ಲಿ ಅಪ್ರಾಪ್ತರನ್ನು ತಮ್ಮ ಅಭಿಪ್ರಾಯಕ್ಕಾಗಿ ಹಾಜರುಪಡಿಸಿದಾಗ ಅವರ ಕರ್ತವ್ಯ ಮತ್ತು ಜವಾಬ್ದಾರಿಗಳ ಬಗ್ಗೆ ಸುತ್ತೋಲೆ ಹೊರಡಿಸಲು ಮತ್ತು ವೈದ್ಯಕೀಯ ಅಧಿಕಾರಿಗಳಿಗೆ ನಿರ್ದೇಶನ ನೀಡುವಂತೆ ನ್ಯಾಯಾಲಯವು ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿಗೆ ಆದೇಶಿಸಿದೆ.

ಸಿಆರ್‌ಪಿಸಿಯ ಸೆಕ್ಷನ್ 164ರ ಅಡಿಯಲ್ಲಿ ಮ್ಯಾಜಿಸ್ಟ್ರೇಟ್ ಮುಂದೆ ಸಂತ್ರಸ್ತೆ ನೀಡಿದ ಹೇಳಿಕೆಯನ್ನು ಉಲ್ಲೇಖಿಸಿ ನ್ಯಾಯಾಲಯವು ಆರೋಪಿಯ ಜಾಮೀನು ಅರ್ಜಿಯನ್ನು ತಿರಸ್ಕರಿಸಿದೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

ರಾಜ್ಯದ 23 ವಿಶ್ವವಿದ್ಯಾನಿಲಯಗಳಲ್ಲಿ ಖಾಲಿ ಇರುವ ಸಹಾಯಕ ಪ್ರಾಧ್ಯಾಪಕರ ಹುದ್ದೆಗಳನ್ನು ಭರ್ತಿ ಮಾಡುವಂತೆ ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆ ಎಲ್ಲಾ ವಿಶ್ವವಿದ್ಯಾನಿಲಯಗಳಿಗೆ ಪತ್ರ ಬರೆದಿದೆ.

ಅಕ್ಕಮಹಾದೇವಿ, ಮೈಸೂರು, ಕರ್ನಾಟಕ, ಕುವೆಂಪು, ಗುಲ್ಬರ್ಗ, ಜಾನಪದ, ಮಂಗಳೂರು, ತುಮಕೂರು, ಬೆಂಗಳೂರು, ಕನ್ನಡ, ವಿಶ್ವೇಶ್ವರಯ್ಯ, ದಾವಣಗೆರೆ, ವಿಜಯನಗರ, ರಾಣಿಚೆನ್ನಮ್ಮ, ಸಂಸ್ಕೃತ, ಗಂಗೂಬಾಯಿ ಹಾನಗಲ್, ಬೆಂಗಳೂರು ಕೇಂದ್ರ, ಬೆಂಗಳೂರು ಉತ್ತರ ಹಾಗೂ ಮುಕ್ತ ವಿಶ್ವವಿದ್ಯಾನಿಲಯಗಳ ಕುಲಸಚಿವರಿಗೆ ಪತ್ರ ಬರೆದು ನೇಮಕಾತಿ ಪ್ರಕ್ರಿಯೆ ಆರಂಭಿಸುವಂತೆ ನಿರ್ದೇಶನ ನೀಡಲಾಗಿದೆ.

ಮಂಡ್ಯ, ಏಕೀಕೃತ ವಿವಿ, ಮಹಾರಾಣಿ ಕ್ಲಸ್ಟರ್, ರಾಯಚೂರು, ನೃಪತುಂಗ, ವಿಶ್ವವಿದ್ಯಾನಿಲಯಗಳ ಕುಲಪತಿಗಳಿಗೆ ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆಯಿಂದ ಪತ್ರ ಬರೆಯಲಾಗಿದೆ.

2023ರ ಜುಲೈ 1ರಿಂದ ಸಹಾಯಕ ಪ್ರಾಧ್ಯಾಪಕರ ಹುದ್ದೆಗೆ ಪಿಎಚ್‍ಡಿ ಪದವಿಯನ್ನು ಯುಜಿಸಿ ಕಡ್ಡಾಯಗೊಳಿಸಿದೆ. 2021ರ ಯುಜಿಸಿ ಅಧಿಸೂಚನೆಯಂತೆ ವಿಶ್ವವಿದ್ಯಾನಿಲಯಗಳ ವಿವಿಧ ವಿಭಾಗಗಳಲ್ಲಿ ಖಾಲಿ ಇರುವ ಸಹಾಯಕ ಪ್ರಾಧ್ಯಾಪಕರ ನೇರ ನೇಮಕಾತಿಗೆ ಅನುಮತಿ ನೀಡಲಾಗಿದೆ.

ಪದವಿ ಕಾಲೇಜುಗಳಲ್ಲಿ ಖಾಲಿ ಇರುವ ಹುದ್ದೆಗಳ ನೇರ ನೇಮಕಾತಿಗೆ ಕರ್ನಾಟಕ ಪರೀಕ್ಷಾ ಪ್ರಾಧಿಕಾರದಿಂದ ಮಾರ್ಚ್ 12ರಿಂದ 16ರವರೆಗೆ ಲಿಖಿತ ಪರೀಕ್ಷೆ ನಡೆಯಲಿದೆ. ಪರೀಕ್ಷೆಯಲ್ಲಿ ಗಳಿಸಿದ ಗರಿಷ್ಠ ಅಂಕಗಳ ಆಧಾರದ ಮೇಲೆ ಅಭ್ಯರ್ಥಿಗಳನ್ನು ಆಯ್ಕೆ ಮಾಡಲಾಗುತ್ತದೆ. ಪದವಿ ಕಾಲೇಜಿನ ನಂತರ ವಿಶ್ವವಿದ್ಯಾನಿಲಯಗಳಲ್ಲಿ ಖಾಲಿ ಇರುವ ಬೋಧಕ ಹುದ್ದೆಗಳನ್ನು ಭರ್ತಿ ಮಾಡಲು ಸರ್ಕಾರ ಮುಂದಾಗಿದೆ.

ಅದರಲ್ಲಿ 256 ಬಿಜೆಪಿ, 110 ಎಸ್ ಪಿ, 37 ಪಕ್ಷೇತರ ಸ್ಥಾನಗಳನ್ನು ಪಡೆದುಕೊಂಡಿದೆ.

ಪಂಜಾಬ್ ಒಟ್ಟು 117 ಸ್ಥಾನಗಳಿವೆ. 92 ಸ್ಥಾನಗಳನ್ನು ಎಎಪಿ 18ಕಾಂಗ್ರೆಸ್ ಸ್ಥಾನಗಳನ್ನು ಲಭಿಸಿದೆ. 2 ಸ್ಥಾನಗಳನ್ನು ಬಿಜೆಪಿ, 1 ಸ್ಥಾನಗಳನ್ನು ಪಕ್ಷೇತರ, 3 ಅಕಾಲಿದಳ, 1 ಬಿಎಸ್ ಪಿ ಸ್ಥಾನಗಳನ್ನು ಪಡೆದುಕೊಂಡಿದೆ.ಉತ್ತರಾಖಂಡ 70 ಒಟ್ಟು ಸ್ಥಾನಗಳಿವೆ. ಅದರಲ್ಲಿ 47 ಬಿಜೆಪಿ, 19 ಕಾಂಗ್ರೆಸ್ ,2 ಪಕ್ಷೇತರ, 2 ಬಿಎಸ್ ಪಿ.ಮಣಿಪುರದಲ್ಲಿ ಒಟ್ಟು 60 ಸ್ಥಾನಗಳಿವೆ. 32ಬಿಜೆಪಿ, 8 ಎನ್ ಪಿಪಿ,6 ಜೆಡಿಯು, 5 ಎನ್ ಪಿಎಫ್,4 ಕಾಂಗ್ರೆಸ್, 5 ಪಕ್ಷೇತರ ಸ್ಥಾನಗಳನ್ನು ಪಡೆದುಕೊಂಡಿದೆ.

ಗೋವಾ ಒಟ್ಟು 40 ಸ್ಥಾನಗಳಿವೆ.ಅದರಲ್ಲಿ 20 ಬಿಜೆಪಿ, 11 ಕಾಂಗ್ರೆಸ್, ಎರಡು ಎಎಪಿ, 2 ಎಂ ಜಿಪಿ,1 ಆರ್ ಜಿ ಪಿ,1ಜಿಎಫ್ ಪಿ,3 ಪಕ್ಷೇತರ ಸ್ಥಾನಗಳನ್ನು ಪಡೆದುಕೊಂಡಿದೆ.
