ಕೇಂದ್ರ ಸರ್ಕಾರವು ಕರ್ನಾಟಕ ರಾಜ್ಯವನ್ನು ನಿರ್ಲಕ್ಷಿಸುತ್ತಿದೆ ಎಂಬ ಆರೋಪಗಳು ಆಗಿಂದಾಗ್ಗೆ ಕೇಳಿಬರುತ್ತಿವೆ. ಈಗ ತಮಿಳುನಾಡಿನಲ್ಲಿ ಕೇಂದ್ರ ಸರ್ಕಾರವು 11 ವೈದ್ಯಕೀಯ ಕಾಲೇಜುಗಳು ಮತ್ತು ಒಂದು ಅಭಿಜಾತ ತಮಿಳು ಭಾಷಾ ಸಂಸ್ಥೆಯನ್ನು ತನ್ನದೇ ಖರ್ಚಿನಲ್ಲಿ ಸ್ಥಾಪಿಸಿದೆ. ಪ್ರಧಾನಿ ನರೇಂದ್ರ ಮೋದಿ ಅವರು ಇವುಗಳನ್ನು ಗುರುವಾರ ಉದ್ಘಾಟಿಸಲಿದ್ದಾರೆ.

ಈ ವಿಷಯದ ಬಗ್ಗೆ ಕನ್ನಡ ಸಾಹಿತ್ಯ ಪರಿಷತ್ತಿನ ಮಾಜಿ ಅಧ್ಯಕ್ಷರಾದ ಡಾ.ಮನು ಬಳಿಗಾರ್ ಅವರು ಪ್ರತಿಕ್ರಿಯೆ ವ್ಯಕ್ತಪಡಿಸಿದ್ದಾರೆ. ಮೈಸೂರಿನ ಕೇಂದ್ರೀಯ ಭಾಷಾ ಸಂಸ್ಥಾನದ ಉನ್ನತ ಕನ್ನಡ ಅಧ್ಯಯನ ಸಂಸ್ಥೆಗೆ ಸ್ವಾಯತ್ತ ಸ್ಥಾನಮಾನ ಕೊಡಬೇಕು ಎಂದು ಕನ್ನಡ ಸಾಹಿತ್ಯ ಪರಿಷತ್ತಿನ ಅಧ್ಯಕ್ಷರಾಗಿದ್ದ ಅವಧಿಯಲ್ಲಿ ಅನೇಕ ಬಾರಿ ಆಗ್ರಹಿಸಿದ್ದೇನೆ. ಆದರೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ಗಮನ ಕೊಡಲಿಲ್ಲ. ಈಗಲಾದರೂ ಕನ್ನಡ ಅಧ್ಯಯನ ಸಂಸ್ಥೆಗೆ ವಾರ್ಷಿಕ 10 ಕೋಟಿ ರೂಪಾಯಿಗಳ ಅನುದಾನ ಬಿಡುಗಡೆ ಮಾಡಬೇಕು.

ಕರ್ನಾಟಕದಿಂದ ಲೋಕಸಭೆಗೆ 25 ಮಂದಿ ಸಂಸದರನ್ನು ಆರಿಸಿ ಕಳಿಸಲಾಗಿದೆ. ತಮಿಳುನಾಡಿನಲ್ಲಿ ಬಿಜೆಪಿಯಿಂದ ಒಬ್ಬರನ್ನು ಮಾತ್ರ ಲೋಕಸಭೆಗೆ ಆಯ್ಕೆಯಾಗಿದ್ದಾರೆ. ಆದರೆ ತಮಿಳುನಾಡಿನ ವೈದ್ಯ ಕ್ಷೇತ್ರ ಮತ್ತು ಭಾಷಾ ಕ್ಷೇತ್ರದ ಅಭಿವೃದ್ಧಿಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ಮಾಡುತ್ತಿರುವ ನೆರವು ಕರ್ನಾಟಕಕ್ಕೆ ಮಲತಾಯಿ ಧೋರಣೆ ತೋರುತ್ತಿರುವುದು ಕನ್ನಡಿಗರ ಕಣ್ಣುಕುಕ್ಕುವಂತಾಗಿದೆ.

“25 ಜನ ಬಿಜೆಪಿ ಸಂಸದರನ್ನು ಆರಿಸಿ ಕಳಿಸಿರುವ ಕರ್ನಾಟಕದ ಹಿತಕ್ಕಾಗಿ ಕೇಂದ್ರಸರ್ಕಾರ ಎದ್ದು ಕಾಣುವಂಥದ್ದು ಏನನ್ನು ಮಾಡಿಲ್ಲ. ಲೋಕಸಭೆಗೆ ಆಯ್ಕೆಯಾಗಿ ಹೋದವರು ಈ ಬಗ್ಗೆ ಧ್ವನಿ ಎತ್ತದೆ ಇರುವುದು ವಿಷಾದನೀಯ” ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

ಕೋವಿಡ್ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ರಾಜ್ಯ ಸರ್ಕಾರದ ವಿರೋಧದ ನಡುವೆಯೂ ರಾಜ್ಯ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷವು ಮೇಕೆದಾಟು ಪಾದಯಾತ್ರೆಯನ್ನು ಕೈಗೊಂಡಿತ್ತು. ಇದೇ ಸನ್ನಿವೇಶದಲ್ಲಿ ಹೈಕೋರ್ಟ್ ಮಧ್ಯಪ್ರವೇಶಿಸಿ ರಾಜ್ಯ ಸರ್ಕಾರ ಮತ್ತು ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷಕ್ಕೆ ಕೋವಿಡ್ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಕೋವಿಡ್ ನಿರೋಧಕ ಕ್ರಮಗಳ ಬಗ್ಗೆ ಮಾಹಿತಿಯನ್ನು ಕೇಳಿತ್ತು. ಎಚ್ಚೆತ್ತುಕೊಂಡ ಸರ್ಕಾರ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷಕ್ಕೆ ಪಾದಯಾತ್ರೆ ನಿಲ್ಲಿಸಲು ಆದೇಶ ಜಾರಿ ಮಾಡಿತ್ತು.

ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷವು ಇಂದು ಸಭೆ ಸೇರಿ ಸದ್ಯಕ್ಕೆ ಪಾದಯಾತ್ರೆ ತಾತ್ಕಾಲಿಕ ಸ್ಥಗಿತಗೊಳಿಸಲು ತೀರ್ಮಾನಿಸಿದ್ದಾರೆ. ಈ ವಿಷಯವನ್ನು ಕೆಪಿಸಿಸಿ ಅಧ್ಯಕ್ಷ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ತಿಳಿಸಿದರು.

ರಾಜ್ಯದ ಹಿರಿಯ ರಾಜಕೀಯ ಮುತ್ಸದ್ದಿ ಹಾಗೂ ಮಾಜಿ ಮುಖ್ಯಮಂತ್ರಿ ಎಸ್.ಎಂ. ಕೃಷ್ಣ ಅವರು ಪಾದಯಾತ್ರೆ ಕುರಿತಂತೆ ವಿಪಕ್ಷ ನಾಯಕ ಸಿದ್ದರಾಮಯ್ಯ ಅವರಿಗೆ ಪತ್ರ ಬರೆದಿದ್ದರು.

ರಾಜ್ಯದ ಬಹುದಿನದ ಬೇಡಿಕೆಯಾದ ಮೇಕೆದಾಟು ಯೋಜನೆ ನಿರ್ಮಾಣ ಸಂಬಂಧ ಕೇಂದ್ರ ಹಾಗೂ ರಾಜ್ಯ ಸರ್ಕಾರಗಳ ಗಮನ ಸೆಳೆಯಲು ತಾವು ನೀರಿಗಾಗಿ ನಡಿಗೆ ಪಾದಯಾತ್ರೆ ಕೈಗೊಂಡಿದ್ದೀರಿ. ಮೇಕೆದಾಟು ಯೋಜನೆಯ ಅನುಷ್ಠಾನಕ್ಕೆ ನನ್ನ ಸಂಪೂರ್ಣ ಬಹುಮತವಿದೆ. ಆದರೆ ಮನುಕುಲಕ್ಕೆ ಗಂಡಾಂತರವಾಗಿ ಕಾಡುತ್ತಿರುವ ಕೋವಿಡ್ ವೈರಸ್ ತನ್ನ ಕಬಂಧ ಬಾಹುಗಳನ್ನು ವಿಸ್ತರಿಸುತ್ತಾ ವಿವಿಧ ರೀತಿಯಲ್ಲಿ ರೂಪಾಂತರಗೊಂಡು ನಮ್ಮನ್ನು ಕಾಡುತ್ತಿದೆ. ಇದರ ಬೇನೆಯಿಂದ ಇಡೀ ಪ್ರಪಂಚ ನಲುಗಿ ಹೋಗಿದೆ. ಹಲವು ಸಾವು-ನೋವುಗಳು ಸಂಭವಿಸಿ ಅನಾಹುತ ಸೃಷ್ಟಿಸಿದೆ. ಇದರ ನಿಯಂತ್ರಣಕ್ಕೆ ಸರ್ಕಾರಗಳು ಎಷ್ಟೇ ಪ್ರಯತ್ನಿಸಿದರೂ ಇನ್ನು ತಹಬದಿಗೆ ಬಂದಿಲ್ಲ.

ಬೆಂಗಳೂರು ವಿಶ್ವದ ನಗರಗಳ ಪಟ್ಟಿಯಲ್ಲಿ ಸ್ಥಾನಗಳಿಸಿದೆ. ಪ್ರಪಂಚದ ನಾನಾ ಮೂಲೆಗಳಿಂದ ಪ್ರತಿನಿತ್ಯ ಜನರು ಬಂದು ಹೋಗುತ್ತಿದ್ದಾರೆ. ಇದರ ಮಧ್ಯೆ ಕೊರೋನಾ ವೈರಸ್ ವೇಗವಾಗಿ ಹಬ್ಬುತ್ತಿದೆ. ಇಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ತಾವು ಕೈಗೊಂಡಿರುವ ಪಾದಯಾತ್ರೆ ಕೋವಿಡ್ ನಿಯಂತ್ರಣ ಕ್ರಮಗಳಿಗೆ ಅಡ್ಡಿ ಪಡಿಸುವ ಸಾಧ್ಯತೆ ಇದೆ ಎಂದು ಎಸ್.ಎಂ.ಕೃಷ್ಣಾ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಕೆಪಿಸಿಸಿ ಅಧ್ಯಕ್ಷ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ನೇತೃತ್ವದಲ್ಲಿ ರಾಮನಗರ ಜಿಲ್ಲಾ ಕಾಂಗ್ರೆಸ್ ಕಚೇರಿಯಲ್ಲಿ ನಡೆದ ಸಭೆಯಲ್ಲಿ ಪಾದಯಾತ್ರೆ ತಾತ್ಕಾಲಿಕ ಸ್ಥಗಿತಗೊಳಿಸಲು ತೀರ್ಮಾನ ಕೈಗೊಳ್ಳಲಾಗಿದೆ.

“ಕೋವಿಡ್ ನಿಯಮಾವಳಿಗಳು ಸಡಿಲಗೊಳಿಸಿದ ನಂತರ ಪಾದಯಾತ್ರೆಯನ್ನು ಆರಂಭಿಸುತ್ತೇವೆ. ಈ ಪಾದಯಾತ್ರೆಗೆ ಮುಕ್ತಾಯ ಅನ್ನೋದಿಲ್ಲ. ಜನರ ಹಿತದೃಷ್ಟಿಯಿಂದ ಪಾದಯಾತ್ರೆಯನ್ನು ಸ್ಥಗಿತಗೊಳಿಸಿದ್ದೇವೆ. ನಾವು ರಾಮನಗರ ದಿಂದಲೇ ಮತ್ತೆ ಪಾದಯಾತ್ರೆಯ ಆರಂಭಿಸುತ್ತೇವೆ” ಎಂದು ಕೆಪಿಸಿಸಿ ಅಧ್ಯಕ್ಷ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

“ರಾಜ್ಯ ಸರ್ಕಾರ ಪಕ್ಷಪಾತಿಯಾಗಿ ವರ್ತಿಸಬಾರದು.ಬಿಜೆಪಿ ಅವರು ಕೊರೋನಾ ಮಾರ್ಗಸೂಚಿ ಉಲ್ಲಂಘಿಸಿದ್ದರೂ, ಕೋಮುಭಾವನೆ ಪ್ರಚೋದಿಸುವ ಭಾಷಣ ಮಾಡಿದ್ದರೂ, ಬಿಜೆಪಿಯವರ ವಿರುದ್ಧ ಸರ್ಕಾರ ಯಾವುದೇ ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ. ಕೇವಲ ಕಾಂಗ್ರೆಸ್ ನವರ ವಿರುದ್ಧ ಮಾತ್ರ ಏಕೆ ಕೇಸ್ ಹಾಕ್ತೀರಿ” ಎಂದು ಸರ್ಕಾರವನ್ನ ಡಿ.ಕೆ.ಶಿವಕುಮಾರ್ ಅವರು ಮಾತಿನಿಂದ ಚುಚ್ಚಿದ್ದಾರೆ.

ಈ ಟಾಸ್ಕ್ ಫೋರ್ಸ್ ನಲ್ಲಿ ಗ್ರಾಮ ಪಂಚಾಯಿತಿ ಮತ್ತು ಇತರೆ ಸರಕಾರಿ ಅಧಿಕಾರಿಗಳು ಇರಲಿದ್ದಾರೆ. ಗ್ರಾಮೀಣ ಮಟ್ಟದಲ್ಲಿ ಕೋವಿಡ್ ಪರಿಸ್ಥಿತಿ, ಯಾರಿಗೆ ಆಸ್ಪತ್ರೆಗೆ ದಾಖಲು ಮಾಡಿಕೊಳ್ಳಬೇಕು, ಯಾರನ್ನು ಮನೆಯಲ್ಲಿಯೇ ಕ್ವಾರಂಟೈನ್ ಗೆ ಒಳಪಡಿಸಬೇಕು ಎಂಬುದನ್ನು ಆರೋಗ್ಯ ಅಧಿಕಾರಿಗಳ ಜೊತೆ ಚರ್ಚಿಸಿ ಸಮಿತಿ ಅಗತ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಿದೆ ಎಂದರು.

ಈ ಸಂಬಂಧ ಕೇಂದ್ರ ಆರೋಗ್ಯ ಕಾರ್ಯದರ್ಶಿ ರಾಜೇಶ್ ಭೂಷಣ್ ಅವರು ಎಲ್ಲ ರಾಜ್ಯಗಳು ಮತ್ತು ಕೇಂದ್ರಾಡಳಿತ ಪ್ರದೇಶಗಳಿಗೆ ಪತ್ರ ಬರೆದಿದ್ದಾರೆ.
ಒಳರೋಗಿಗಳಿಗೆ ಹಾಗೂ ಆಮ್ಲಜನಕ ಸೌಲಭ್ಯದ ಹಾಸಿಗೆ ಹೊಂದಿರುವ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಕನಿಷ್ಠ 48 ಗಂಟೆಗಳಿಗೆ ಆಗುವಷ್ಟು ಆಮ್ಲಜನಕ ಸಂಗ್ರಹ ಇರಬೇಕು. ಆಮ್ಲಜನಕ ಪೂರೈಕೆ – ವಿತರಣೆ ಮೇಲೆ ನಿಗಾ ಇಡಲು ನಿಯಂತ್ರಣ ಕೊಠಡಿಗಳನ್ನು ಪುನಶ್ಚೇತನಗೊಳಿಸಬೇಕು ಎಂದು ಕೇಂದ್ರ ಆರೋಗ್ಯ ಸಚಿವಾಲಯ ಸೂಚಿಸಿದೆ.
ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ದ್ರವೀಕೃತ ವೈದ್ಯಕೀಯ ಆಮ್ಲಜನಕ ಟ್ಯಾಂಕರ್ ಗಳು ಇರುವಂತೆ ನೋಡಿಕೊಳ್ಳಬೇಕು.ಈ ಟ್ಯಾಂಕರ್ ಗಳ ಭರ್ತಿ ಗೆ ಹಾಗೂ ಪೂರೈಕೆಗೆ ಯಾವುದೇ ಅಡೆತಡೆ ಇರದಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ತಿಳಿಸಲಾಗಿದೆ.
ಆಮ್ಲಜನಕ ಸೌಲಭ್ಯ ಹೊಂದಿರುವ ಖಾಸಗಿ ಆಸ್ಪತ್ರೆಗಳ ಮಾಹಿತಿ ಸಂಗ್ರಹಿಸಬೇಕು. ಅವುಗಳು ಹೊಂದಿರುವ ವೈದ್ಯಕೀಯ ಆಮ್ಲಜನಕ ಉತ್ಪಾದನೆ ಸಾಮರ್ಥ್ಯ ಹಾಗೂ ಬೇಡಿಕೆ ಹೆಚ್ಚಿದ ಸಂದರ್ಭದಲ್ಲಿ ಖಾಸಗಿ ಆಸ್ಪತ್ರೆಗಳಿಂದ ವೈದ್ಯಕೀಯ ಆಮ್ಲಜನಕ ಪಡೆಯುವ ಕಾರ್ಯತಂತ್ರವನ್ನು ರೂಪಿಸಬೇಕು ಎಂದು ಆರೋಗ್ಯ ಕಾರ್ಯದರ್ಶಿ ರಾಜೇಶ್ ಭೂಷಣ್ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಭಾರಿ ಮಳೆಯಿಂದ ಶಿವಮೊಗ್ಗ ನಗರ ಹಾಗೂ ಜಿಲ್ಲೆಯ ಜನರು ಪ್ರವಾಹದ ಸಂಕಷ್ಟಕ್ಕೆ ಸಿಲುಕಿದ್ದ ಸಮಯದಲ್ಲಿ ಅಂದಿನ ಜಿಲ್ಲಾಧಿಕಾರಿಯಾಗಿದ್ದ ದಯಾನಂದ್ ಅವರ ಜಾಗಕ್ಕೆ 2019ರ ಆಗಸ್ಟ್ ನಲ್ಲಿ ವರ್ಗಾವಣೆಯಾಗಿ ಬಂದಿದ್ದ ಕೆ.ಬಿ. ಶಿವಕುಮಾರ್ 29 ತಿಂಗಳು ಕಾರ್ಯನಿರ್ವಹಿಸಿದ್ದಾರೆ. ಕೆ.ಎ. ದಯಾನಂದ್ ಅವರಿಂದ ಅಧಿಕಾರ ಸ್ವೀಕರಿಸಿದ ದಿನದಂದೇ ವಿಪರೀತ ಮಳೆಯ ಪರಿಣಾಮ ಪ್ರವಾಹ ಉಂಟಾಗಿತ್ತು. ಅದನ್ನು ಸಮರ್ಥವಾಗಿ ನಿಭಾಯಿಸಿದರು. ತದನಂತರ, ಕೋವಿಡ್ ಮೊದಲನೇ ಮತ್ತು ಎರಡನೇ ಅಲೆಯನ್ನು ತಮ್ಮ ಚಾಕಚಕ್ಯತೆಯಿಂದ ನಿಯಂತ್ರಿಸುವಲ್ಲಿ ಸಫಲರಾಗಿದ್ದಾರೆ. ನಿರಂಜನ್ ಸವಾಲುಗಳನ್ನು ಎದುರಿಸಿ ಜಿಲ್ಲೆಯಲ್ಲಿ ಶಿವಕುಮಾರ್ ಕರ್ತವ್ಯ ನಿರ್ವಹಣೆ ಮಾಡಿದ್ದಾರೆ.

ರಾಜ್ಯದಲ್ಲಿ ಕೋವಿಡ್ ಸೋಂಕು ಉಲ್ಬಣವಾಗಿದೆ. ಬುಧವಾರ ಒಂದೇ ದಿನ ರಾಜ್ಯದಲ್ಲಿ 21,390 ಹೊಸ ಪ್ರಕರಣಗಳು ಧೃಡಪಟ್ಟಿದೆ.

ಬೆಂಗಳೂರು ನಗರವೊಂದರಲ್ಲೇ 15,617 ಪ್ರಕರಣಗಳು ಪತ್ತೆಯಾಗಿದೆ. 6 ಮಂದಿ ಬಲಿಯಾಗಿದ್ದಾರೆ 24 ಗಂಟೆಯಲ್ಲಿ ರಾಜ್ಯದಲ್ಲಿ ಒಟ್ಟು 1,95,047 ಪರೀಕ್ಷೆಗಳನ್ನು ನಡೆಸಲಾಗಿದೆ.

ರಾಜ್ಯಾದ್ಯಂತ 1,541 ಮಂದಿ ಸೋಂಕಿನಿಂದ ಗುಣಮುಖರಾಗಿ ಆಸ್ಪತ್ರೆಯಿಂದ ಡಿಸ್ಚಾರ್ಜ್ ಆಗಿದ್ದಾರೆ. ರಾಜ್ಯದಲ್ಲಿ ಈವರೆಗೂ ಕೋವಿಡ್ ನಿಂದ ಗುಣಮುಖರಾದವರ ಸಂಖ್ಯೆ 29,68,002 ಕ್ಕೆ ಏರಿಕೆಯಾಗಿದೆ. ಪ್ರಸ್ತುತ ರಾಜ್ಯದಲ್ಲಿ 93,099 ಮತ್ತು ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ 73,654 ಸಕ್ರಿಯ ಪ್ರಕರಣಗಳಿದ್ದು, ಒಟ್ಟು ಪ್ರಕರಣಗಳ ಸಂಖ್ಯೆ 30,99,519 ರಷ್ಟು ದಾಟಿದೆ. ಇದುವರೆಗೆ 38,389 ಬಂದಿ ಸೋಂಕಿಗೆ ಬಲಿಯಾಗಿದ್ದಾರೆ ಎಂದು ಆರೋಗ್ಯ ಇಲಾಖೆ ತಿಳಿಸಿದೆ.

ತುಮಕೂರು ಜಿಲ್ಲೆಯಲ್ಲಿ 594, ಮೈಸೂರು 524, ದಕ್ಷಿಣ ಕನ್ನಡ 519, ಹಾಸನ 409, ಉಡುಪಿ 361, ಬೆಂಗಳೂರು ಗ್ರಾಮಾಂತರ ಜಿಲ್ಲೆಯಲ್ಲಿ 310, ಶಿವಮೊಗ್ಗ 251 ಪ್ರಕರಣಗಳು ಪತ್ತೆಯಾಗಿವೆ. ಬಳ್ಳಾರಿ ಜಿಲ್ಲೆ, ದಕ್ಷಿಣ ಕನ್ನಡ, ಕಲ್ಬುರ್ಗಿ ಹಾಗೂ ಮೈಸೂರು ಜಿಲ್ಲೆಯಲ್ಲಿ ತಲಾ ಒಬ್ಬೊಬ್ಬರು ಸೋಂಕಿನಿಂದ ಸಾವನ್ನಪ್ಪಿದ್ದಾರೆ.

ಸರ್ಕಾರದ ಜನಪ್ರಿಯ ಯೋಜನೆಯಾದಂತಹ 108 ಆಂಬ್ಯುಲೆನ್ಸ್ ಸೇವೆಯು ಹಲವಾರು ಸಮಸ್ಯೆಗಳನ್ನು ಒಳಗೊಂಡಿದೆ. ಈ ಯೋಜನೆಯಲ್ಲಿ ಗುತ್ತಿಗೆ ಪಡೆದಿರುವ ಖಾಸಗಿ ಕಂಪನಿಗಳು ಅಕ್ರಮ ಮಾಡುವ ಮೂಲಕ ಸರ್ಕಾರದಿಂದ ಕೋಟಿ ಕೋಟಿ ರೂಪಾಯಿಗಳ ಬಿಲ್ ಪಡೆಯುತ್ತದೆ ಇದೆ.

ರೋಗಿಗಳಿಗೆ ಸರಿಯಾದ ಸಮಯಕ್ಕೆ ನಿರೀಕ್ಷಿತ ಪ್ರಮಾಣದಲ್ಲಿ ಆಂಬ್ಯುಲೆನ್ಸ್ ಸೇವೆ ಸಿಗುತ್ತಿಲ್ಲ. ಕಾರಣದಿಂದ ರೋಗಿಗಳು ಅಪಘಾತಕ್ಕೆ ಒಳಗಾದವರ ಸಾವಿನ ಪ್ರಮಾಣ ಅಧಿಕವಾಗಿದೆ. ರಾಜ್ಯಾದ್ಯಂತ ಕೋವಿಡ್ ಹಾಗೂ ಓಮಿಕ್ರಾನ್ ಸೋಂಕಿತರ ಪ್ರಮಾಣ ಹೆಚ್ಚಾಗಿದೆ. ಕೋವಿಡ್ ಮೂರನೇ ಅಲೆಯ ಕಾಲದಲ್ಲಿ ಆಂಬ್ಯುಲೆನ್ಸ್ ಕೊರತೆ ಬಹುದೊಡ್ಡ ಸಮಸ್ಯೆ ಉಂಟಾಗಬಹುದು ಎಂಬ ಆತಂಕ ಎದುರಾಗಿದೆ.

ಸರಿಯಾದ ನಿರ್ವಹಣೆ ಇಲ್ಲದ 340 ಆಂಬ್ಯುಲೆನ್ಸ್ ಗಳನ್ನು ಈಗಲೂ ಬಳಸಲಾಗುತ್ತಿದೆ. 30 ಸಾವಿರ ಕಿ.ಮೀ ಸಂಚರಿಸಿದರೂ ಟೈಯರ್ ಬದಲಾಯಿಸದ ಕಾರಣ ಪಂಚರ್ ಆಗಿ ರಸ್ತೆಯ ಮಧ್ಯೆ ಕೆಟ್ಟು ನಿಲ್ಲುತ್ತಿವೆ. ಆಕ್ಸಿಜನ್, ವೆಂಟಿಲೇಟರ್ ಸೇರಿದಂತೆ ಅಗತ್ಯ ಔಷಧಗಳು ಆಂಬ್ಯುಲೆನ್ಸ್ ನಲ್ಲಿ ದೊರೆಯುತ್ತಿಲ್ಲ ಹಾಗೂ ಆಂಬ್ಯುಲೆನ್ಸ್ ನಲ್ಲಿ ಇರಲೇ ಬೇಕಾದ ಅಗತ್ಯ 18 ಉಪಕರಣಗಳೂ ಇಲ್ಲದಂತಾಗಿವೆ.

ರಾಜ್ಯದಲ್ಲಿ ಪ್ರಸ್ತುತ 710 ಆಂಬ್ಯುಲೆನ್ಸ್ ಗಳಿವೆ. 2014-2015 ರಲ್ಲಿ ಇಷ್ಟೇ ಆಂಬ್ಯುಲೆನ್ಸ್ ಗಳು ಇದ್ದವು. ಸರ್ಕಾರದ ಒಪ್ಪಂದದ ಪ್ರಕಾರ ನಾಲ್ಕು ವರ್ಷಕ್ಕೊಮ್ಮೆ ವಾಹನಗಳನ್ನು ಬದಲಿಸಬೇಕು. ಇದರ ಅನ್ವಯ 340 ಆಂಬ್ಯುಲೆನ್ಸ್ ಗಳನ್ನು 2019ರಲ್ಲೇ ಬದಲಿಸಬೇಕಿತ್ತು. ಆದರೆ ಕೆಲವು ಕಾಣದ ಕೈಗಳ ಹಿತಾಸಕ್ತಿಯಿಂದಾಗಿ ನಾಲ್ಕು ವರ್ಷ ಕಳೆದರೂ ಈ ಪ್ರಕ್ರಿಯೆ ಜರುಗಿಲ್ಲ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

ಈ ಕುರಿತಂತೆ ಆರೋಗ್ಯ ಮತ್ತು ಕುಟುಂಬ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಅನಿಲ್ ಕುಮಾರ್ ಅವರು “108 ಆಂಬ್ಯುಲೆನ್ಸ್ ಸೇವೆ ಬದಲಾವಣೆ ಮತ್ತು ಹೊಸ ಆಂಬ್ಯುಲೆನ್ಸ್ ಗಳ ಖರೀದಿಗೆ ಇಲಾಖೆಯಿಂದ ಪ್ರಸ್ತಾವನೆ ಬಂದಿದೆ. ಉನ್ನತೀಕರಿಸಿದ ವಾಹನಗಳನ್ನು ಖರೀದಿಸುವ ಪ್ರಕ್ರಿಯೆ ಸರ್ಕಾರದ ಹಂತದಲ್ಲಿದೆ. ಈ ತಿಂಗಳೊಳಗೆ ನಿಶ್ಚಿತವಾಗಿ ಸರ್ಕಾರದಿಂದ ಅನುಮತಿ ದೊರೆಯಲಿದೆ. ಬಳಿಕ ಉಚಿತ ಆಂಬ್ಯುಲೆನ್ಸ್ ವ್ಯವಸ್ಥೆಗೆ ಹೊಸ ರೂಪ ನೀಡುತ್ತೇವೆ” ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

ರಾಜ್ಯದಲ್ಲಿರುವ 14 ಸಾವಿರ ಅತಿಥಿ ಉಪನ್ಯಾಸಕರು ಎದುರಿಸುತ್ತಿರುವ ಸಮಸ್ಯೆಗಳನ್ನು ಪರಿಹರಿಸುವ ಸಂಬಂಧ ಈಗಾಗಲೇ ಮುಖ್ಯಮಂತ್ರಿಗಳೊಂದಿಗೆ ಸಾಕಷ್ಟು ಚರ್ಚಿಸಿದ್ದು, ಒಂದೆರಡು ದಿನಗಳಲ್ಲಿ ಫಲಿತಾಂಶ ಹೊರಬೀಳಲಿದೆ. ಆದ್ದರಿಂದ ಅತಿಥಿ ಉಪನ್ಯಾಸಕರು ಮುಷ್ಕರ ಕೈಬಿಟ್ಟು, ಬೋಧನೆಗೆ ಹಿಂದಿರುಗಬೇಕು ಎಂದು ಉನ್ನತ ಶಿಕ್ಷಣ ಸಚಿವ ಡಾ.ಸಿ.ಎನ್.ಅಶ್ವತ್ಥನಾರಾಯಣ ಹೇಳಿದ್ದಾರೆ.

ಅತಿಥಿ ಉಪನ್ಯಾಸಕರ ಬೇಡಿಕೆಗಳ ಈಡೇರಿಕೆ ಮತ್ತು ಸಮಸ್ಯೆಗಳನ್ನು ಕುರಿತು ರಾಜ್ಯ ಉನ್ನತ ಶಿಕ್ಷಣ ಪರಿಷತ್ತಿನ ಕಚೇರಿಯಲ್ಲಿ ವಿಧಾನ ಪರಿಷತ್ ಸಭಾಪತಿ ಬಸವರಾಜ ಹೊರಟ್ಟಿ ಮತ್ತು ತಮ್ಮ ನೇತೃತ್ವದಲ್ಲಿ ಮಂಗಳವಾರ ನಡೆದ ಮೂರು ತಾಸುಗಳ ಸಭೆಯ ನಂತರ ಅವರು ಈ ಭರವಸೆ ನೀಡಿದರು. ಸಭೆಯಲ್ಲಿ ಉಪನ್ಯಾಸಕರಿಗೆ ಸಂಬಂಧಿಸಿದ ನಾಲ್ಕೈದು ಸಂಘಗಳ ಪ್ರತಿನಿಧಿಗಳೂ ಭಾಗವಹಿಸಿದ್ದರು.

ಸಭೆಯಲ್ಲಿ ಪಾಲ್ಗೊಂಡಿದ್ದ ವಿಧಾನ ಪರಿಷತ್ತಿನ ಹಲವು ಸದಸ್ಯರೊಂದಿಗೆ ವಿಷಯವನ್ನು ಕುರಿತು ಚರ್ಚಿಸಲಾಯಿತು. ಜೊತೆಗೆ ಅತಿಥಿ ಉಪನ್ಯಾಸಕರ ಸಂಘಗಳ ಪರವಾಗಿ ಸಲ್ಲಿಸಿದ ಅಹವಾಲುಗಳನ್ನು ಕೂಡ ಪರಿಶೀಲಿಸಲಾಯಿತು.

ನಂತರ ಮಾತನಾಡಿದ ಸಚಿವರು, ಈ ಸಭೆಯಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ ಬೊಮ್ಮಾಯಿಯವರೂ ಪಾಲ್ಗೊಳ್ಳಬೇಕಿತ್ತು. ಆದರೆ ಅವರಿಗೆ ಕೊರೋನಾ ಸೋಂಕು ಕಾಣಿಸಿಕೊಂಡು ಚಿಕಿತ್ಸೆ ಪಡೆಯುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಬರಲಾಗಿಲ್ಲ. ಅತಿಥಿ ಉಪನ್ಯಾಸಕರ ಸಮಸ್ಯೆ ಇತ್ಯರ್ಥದಲ್ಲಿ ಆರ್ಥಿಕ ಹೊರೆ ಮುಂತಾದ ಅಂಶಗಳಿವೆ. ಒಟ್ಟಿನಲ್ಲಿ ವಿಚಾರವನ್ನು ಸಹಾನುಭೂತಿಯಿಂದ ಪರಿಶೀಲಿಸಲಾಗುತ್ತಿದೆ ಎಂದರು.

ಸಭೆಯಲ್ಲಿ ಎಂಎಲ್ಸಿಗಳಾದ ಆಯನೂರು ಮಂಜುನಾಥ್, ಶಶಿಲ್ ನಮೋಶಿ, ಪುಟ್ಟಣ್ಣ, ಚಿದಾನಂದಗೌಡ, ಎಸ್.ವಿ.ಸುಂಕನೂರು, ಅರುಣ್ ಶಹಾಪುರ, ವೈ.ಎ. ನಾರಾಯಣಸ್ವಾಮಿ, ಕೆ.ಟಿ.ಶ್ರೀಕಂಠೇಗೌಡ, ಭೋಜೇಗೌಡ ಮತ್ತು ಹನುಮಂತ ನಿರಾಣಿ, ಉನ್ನತ ಶಿಕ್ಷಣ ಇಲಾಖೆಯ ಹೆಚ್ಚುವರಿ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಕುಮಾರ ನಾಯಕ್ ಮತ್ತು ಕಾಲೇಜು ಶಿಕ್ಷಣ ಇಲಾಖೆ ಆಯುಕ್ತ ಪಿ.ಪ್ರದೀಪ್ ಉಪಸ್ಥಿತರಿದ್ದರು.
