2008ರ ಅಹಮದಾಬಾದ್ ಸರಣಿ ಬಾಂಬ್ ಸ್ಪೋಟ ಪ್ರಕರಣದಲ್ಲಿ ವಿಶೇಷ ನ್ಯಾಯಾಲಯವು 49 ಆರೋಪಿಗಳಿಗೆ ಶಿಕ್ಷೆ ವಿಧಿಸಿದೆ.
ಪ್ರಕರಣದ ತೀರ್ಪು ಪ್ರಕಟಗೊಂಡಿದ್ದು, 28 ಆರೋಪಿಗಳನ್ನು ಖುಲಾಸೆಗೊಳಿಸಲಾಗಿದೆ. ಅಂದು ನಡೆದ ಬಾಂಬ್ ಸ್ಫೋಟದಲ್ಲಿ 56 ಮಂದಿ ಮೃತಪಟ್ಟು, 200 ಜನರು ಗಾಯಗೊಂಡಿದ್ದರು.

ಪ್ರಕರಣದಲ್ಲಿ ಒಟ್ಟು 27 ಜನರ ವಿರುದ್ಧ ದೋಷಾರೋಪ ಹೋರಿಸಲಾಗಿತ್ತು. ಈ ದಾಳಿಯ ಹಿಂದೆ ನಿಷೇಧಿತ ಇಂಡಿಯನ್ ಮುಜಾಹಿದ್ದೀನ್ ಉಗ್ರ ಸಂಘಟನೆಯ ಕೈವಾಡ ಇರುವುದು ತನಿಖೆಯಿಂದ ಸಾಬೀತಾಗಿತ್ತು.

13 ವರ್ಷಗಳ ಹಿಂದೆ ಅಹ್ಮದಾಬಾದ್ ನಗರವನ್ನು ತಲ್ಲಣಗೊಳಿಸಿದ್ದ ಸರಣಿ ಬಾಂಬ್ ಸ್ಫೋಟ ಪ್ರಕರಣದ ತೀರ್ಪನ್ನು ನ್ಯಾಯಾಧೀಶ ಎ.ಆರ್. ಪಟೇಲ್ ಪ್ರಕಟಿಸಿದರು. ಸಾಕ್ಷ್ಯಾಧಾರ ಕೊರತೆಯಿಂದ 28 ಆರೋಪಿಗಳನ್ನು ದೋಷಮುಕ್ತಗೊಳಿಸಿದ ನ್ಯಾಯಾಲಯ, ಉಳಿದವರಿಗೆ ಶಿಕ್ಷೆವಿಧಿಸಿತು.
ಭಯೋತ್ಪಾದನೆ ವಿಷಯಗಳಿಗೆ ಸಂಬಂಧಿಸಿದ ಅಕ್ರಮ ಚಟುವಟಿಕೆ ತಡೆ ಕಾಯ್ದೆಯ ಸೆಕ್ಷನ್ 16ರ ಅಡಿಯಲ್ಲಿ 49 ಆರೋಪಿಗಳಿಗೆ ಶಿಕ್ಷೆ ವಿಧಿಸಲಾಗಿದೆ.

ಸೌರ ಕೊಳವೆ ಬಾವಿ ಮತ್ತು ಕಾಲುವೆಗಳ ಮೇಲೆ ಸೌರ ಫಲಕಗಳನ್ನು ಅಳವಡಿಸಿಕೊಳ್ಳಲು ರೈತರಿಗೆ ಸಬ್ಸಿಡಿ ನೀಡುವುದಾಗಿ ಮಾತುಕೊಟ್ಟಿದೆ.
ಮೈತ್ರಿಕೂಟ ಅಧಿಕಾರಕ್ಕೆ ಬಂದರೆ, ರಾಜ್ಯದ ಸಾಂಪ್ರದಾಯಿಕ ಧಾನ್ಯಗಳನ್ನು ಸಂರಕ್ಷಿಸುವ ಉದ್ದೇಶದಿಂದ ವಿವಿಧ ಕಡೆಗಳಲ್ಲಿ ಬಿತ್ತನೆ ಬೀಜ ಬ್ಯಾಂಕ್ ತಲೆಎತ್ತಲಿದೆ ಎಂದು ಪ್ರಣಾಳಿಕೆಯಲ್ಲಿ ಉಲ್ಲೇಖಿಸಲಾಗಿದೆ.

ಉತ್ತರಪ್ರದೇಶದಲ್ಲಿ ಈ ಬಾರಿ ಸಮಾಜವಾದಿ ಪಕ್ಷದ ಸರ್ಕಾರ ಬರಲಿದೆ ಎಂದು ಪಶ್ಚಿಮಬಂಗಾಳ ಮುಖ್ಯಮಂತ್ರಿ ಮತ್ತು ಟಿಎಂಸಿ ಮುಖ್ಯಸ್ಥೆ ಮಮತಾ ಬ್ಯಾನರ್ಜಿ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.
ಬಿಜೆಪಿಯನ್ನು ಅಧಿಕಾರದಿಂದ ಕಿತ್ತೆಸೆಯಬೇಕು. ಪಶ್ಚಿಮ ಬಂಗಾಳದಲ್ಲಿ ಇದು ಸಾಧ್ಯವಾಗುವುದಾದರೆ, ಉತ್ತರಪ್ರದೇಶದಲ್ಲೂ ಸಾಧ್ಯವಾಗುತ್ತದೆ ಎಂದರು.

ಉತ್ತರಪ್ರದೇಶದಲ್ಲಿ ಈಗ ನೇರಾನೇರ ಸ್ಪರ್ಧೆಯಿರುವುದು ಸಮಾಜವಾದಿ ಪಕ್ಷ ಮತ್ತು ಬಿಜೆಪಿ ಮಧ್ಯ ಮಾತ್ರ. ಈ ಚುನಾವಣೆಯಲ್ಲಿ ಸಮಾಜವಾದಿ ಪಕ್ಷವೇ ಗೆಲ್ಲಲಿದೆ. 300ಕ್ಕೂ ಹೆಚ್ಚು ಸ್ಥಾನಗಳಲ್ಲಿ ಆರಿಸಿ ಬರಲಿದೆ ಎಂದರು.

ಶಿವಮೊಗ್ಗ ನಗರದಲ್ಲಿ ಕಾಲೇಜು ವಿದ್ಯಾರ್ಥಿಗಳಿಂದ ಮಂಗಳವಾರ ಹಿಜಾಬ್ ಮತ್ತು ಕೇಸರಿ ಶಾಲು ಧರಿಸಿ ಪ್ರತಿಭಟನೆ ವೇಳೆ ನಡೆದ ಕಲ್ಲು ತೂರಾಟದಿಂದಾಗಿ ಶಿವಮೊಗ್ಗ ನಗರದಲ್ಲೆಡೆ ಸೆಕ್ಷನ್ 144 ಜಾರಿಗೊಂಡಿತು.

ಇಂದು ಬೆಳಗ್ಗೆ ಶಿವಮೊಗ್ಗ ನಗರದ ಪರಿಸ್ಥಿತಿಯನ್ನು ಖುದ್ದು ಜಿಲ್ಲಾ ಪೋಲಿಸ್ ವರಿಷ್ಠಾಧಿಕಾರಿ ಬಿ.ಎಂ. ಲಕ್ಷ್ಮಿಪ್ರಸಾದ್ ಅವರು ಸಿಟಿ ರೌಂಡ್ ನಡೆಸಿದರು. ಈ ವೇಳೆ ಮಾತನಾಡಿದ ಅವರು ನಗರದಲ್ಲಿ 144 ಸೆಕ್ಷನ್ ಮುಂದುವರಿದಿದೆ. ಎಲ್ಲಾ ಅಂಗಡಿಗಳು ಮುಚ್ಚು ವಂತಿಲ್ಲ. ಹುಡುಗರು ಸೇರುವಂತಹ ಟೀ ಅಂಗಡಿ ಮತ್ತು ಪೆಟ್ಟಿ ಅಂಗಡಿಗಳನ್ನು ಇಂದು ತೆರೆಯ ಬಾರದೆಂದು ಎಸ್ಪಿ ಲಕ್ಷ್ಮೀಪ್ರಸಾದ್ ಅವರು ತಿಳಿಸಿದರು.

ನಗರದಲ್ಲಿ ಎಲ್ಲಿಯೂ ಹುಡುಗರ ಗುಂಪು ಸೇರಿದಂತೆ ನೋಡಿಕೊಳ್ಳುವ ಕೆಲಸವನ್ನು ಪೊಲೀಸರು ಮಾಡುತ್ತಿದ್ದು, ಆ ಕಾರಣದಿಂದ 144 ಸೆಕ್ಷನ್ ಜಾರಿಯಲ್ಲಿದೆ. ಅದನ್ನು ಹೊರತುಪಡಿಸಿದರೆ ವ್ಯಾಪಾರ-ವಹಿವಾಟು ಎಂದಿನಂತೆ ಸಹಜ ಸ್ಥಿತಿಯಲ್ಲಿ ನಡೆಯುತ್ತಿದೆ ಎಂದು ಎಸ್ಪಿ ಲಕ್ಷ್ಮೀಪ್ರಸಾದ್ ಹೇಳಿದರು.

ಮಂಗಳವಾರ ದಿನದಂದು ನಡೆದ ಕಲ್ಲುತೂರಾಟ ದಿಂದಾಗಿ ನಗರದಲ್ಲಿ ಬಿಗುವಿನ ವಾತಾವರಣ ಮೂಡಿರುವುದರಿಂದ 2 ಕೆಎಸ್ಆರ್ ಪಿ ತುಕಡಿ, 6 ತೀರ್ವ ಪ್ರತಿರೋಧ ಪಡೆ, ಹೊರಜಿಲ್ಲೆಯ 50 ಪೊಲೀಸ್ ಸಿಬ್ಬಂದಿ ಹಾಗೂ 70 ಜನ ಗೃಹರಕ್ಷಕ ದಳ ಸಿಬ್ಬಂದಿಯನ್ನು ನಗರದಲ್ಲಿ ನಿಯೋಜಿಸಲಾಗಿದೆ ಎಂದು ಎಸ್ಪಿ ಲಕ್ಷ್ಮೀಪ್ರಸಾದ್ ಅವರು ತಿಳಿಸಿದರು.

ಮುನ್ನೆಚ್ಚರಿಕೆ ಕ್ರಮವಾಗಿ ನಗರದ ಸೂಕ್ಷ್ಮ ಹಾಗೂ ಅತಿ ಸೂಕ್ಷ್ಮ ಪ್ರದೇಶಗಳಲ್ಲಿ ಪೊಲೀಸ್ ಬಿಗಿಬಂದೋಬಸ್ತ್ ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಇಂದು 250 ಮಂದಿ ಪೊಲೀಸರನ್ನ ನಗರದ ಭದ್ರತೆಗಾಗಿ ನಿಯೋಜಿಸಲಾಗಿದೆ ಎಂದು ಎಸ್ಪಿ ತಿಳಿಸಿದರು.

ಮಂಗಳವಾರ ಜಿಲ್ಲೆಯಲ್ಲಿ ನಡೆದ ಗಲಭೆಗಳಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಶಿವಮೊಗ್ಗ ನಗರದಲ್ಲಿ 5 ಪ್ರಕರಣಗಳು, ಸಾಗರ ತಾಲೂಕಿನಲ್ಲಿ 1 ಪ್ರಕರಣವನ್ನು ದಾಖಲಿಸಲಾಗಿದೆ. ತಪ್ಪಿತಸ್ಥರ ವಿರುದ್ಧ ಸೆಕ್ಷನ್ 188 ಅಡಿಯಲ್ಲಿ ಕ್ರಮವನ್ನು ಕೈಗೊಳ್ಳಲಾಗುತ್ತದೆ ಹಾಗೂ 144 ಸೆಕ್ಷನ್ ಉಲ್ಲಂಘಿಸಿರುವುದರಿಂದ ಅತಂಹವರ ವಿರುದ್ಧ ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗುವುದು ಎಂದು ಜಿಲ್ಲಾ ರಕ್ಷಣಾಧಿಕಾರಿ ಬಿ.ಎಂ. ಲಕ್ಷ್ಮೀಪ್ರಸಾದ್ ಅವರು ಸುದ್ದಿಗಾರರಿಗೆ ಪ್ರತಿಕ್ರಿಯಿಸಿದರು.

ತಮಿಳುನಾಡು ಸರ್ಕಾರ ಕೈಗೊಂಡಿರುವ ಹೊಗೇನಕಲ್ ಜಲವಿದ್ಯುತ್ ಯೋಜನೆ ಮತ್ತು ಕಾವೇರಿ-ಗುಂಡಾರ್-ವೈಗೈ ನದಿ ಜೋಡಣೆ ಯೋಜನೆಗಳಿಗೆ ರಾಜ್ಯ ಸರ್ಕಾರ ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸಿದೆ. ನ್ಯಾಯಾಲಯದ ಮೂಲಕವೂ ಈ ಯೋಜನೆಗಳಿಗೆ ರಾಜ್ಯದ ವಿರೋಧವನ್ನು ಮುಂದಿಡುವ ಮಹತ್ವದ ತೀರ್ಮಾನವನ್ನು ಸರ್ಕಾರ ಕೈಗೊಂಡಿದೆ. ರಾಜ್ಯಕ್ಕೆ ಸಂಬಂಧಪಟ್ಟ ಅಂತರ ರಾಜ್ಯ ಜಲ ವಿವಾದ ಕುರಿತಂತೆ ಸಚಿವರು, ಹಿರಿಯ ನ್ಯಾಯವಾದಿಗಳು, ಅಡ್ವೋಕೇಟ್ ಜನರಲ್ ಮತ್ತು ಅಧಿಕಾರಿಗಳೊಂದಿಗೆ ನವದೆಹಲಿಯಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ್ ಬೊಮ್ಮಾಯಿ ಅವರು ಸಭೆ ನಡೆಸಿದ್ದಾರೆ. ಚರ್ಚೆಯ ನಂತರ ಈ ನಿರ್ಧಾರವನ್ನು ತೆಗೆದುಕೊಳ್ಳಲಾಗಿದೆ.

ಸಭೆ ಬಳಿಕ ಈ ಕುರಿತು ಮಾಹಿತಿ ನೀಡಿದ ಮುಖ್ಯಮಂತ್ರಿ ಬೊಮ್ಮಾಯಿ ಅವರು, ” ಕರ್ನಾಟಕವು ರಾಜ್ಯದ ನೆಲ-ಜಲದ ವಿಚಾರದಲ್ಲಿ ಎಂದಿಗೂ ಒಂದಾಗಿದೆ. ಮೇಕೆದಾಟು ಯೋಜನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಎನ್ ಜಿಟಿ ಮತ್ತು ಪ್ರಕರಣ ಒಟ್ಟಿಗೆ ವಿಚಾರಣೆ ಬರಲಿದೆ. ಆಕ್ಷೇಪಣೆ ಸಲ್ಲಿಸಿ ರಾಜ್ಯದ ನಿಲುವು ಸ್ಪಷ್ಟ ಪಡಿಸಲಾಗುವುದು” ಎಂದು ಹೇಳಿದ್ದಾರೆ.

ಹಿಜಾಬ್ ಮತ್ತು ಕೇಸರಿ ಶಾಲು ವಿವಾದ ಭುಗಿಲೆದ್ದಿರುವ ಕಾರಣ ಶಿಕ್ಷಣಕ್ಕೆ ಮತ್ತಷ್ಟು ಹೊಡೆತ ಬಿದ್ದಿದೆ. ಈ ಹಿಂದೆ ಎರಡು ವರ್ಷಗಳ ಕಾಲ ಕೊರೊನಾ ಸಾಂಕ್ರಮಿಕ ರೋಗದ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳು ಮುಚ್ಚಲ್ಪಟ್ಟಿದ್ದವು. ಇದರಿಂದಾಗಿ ವಿದ್ಯಾರ್ಥಿಗಳು ಕಲಿಕೆಯಿಂದ ವಂಚಿತರಾಗಿದ್ದರು.
ಒಂದು ಮಟ್ಟದವರೆಗೆ ಎಲ್ಲವೂ ಸರಿಯಾಗುತ್ತಿದೆ ಎಂದುಕೊಳ್ಳುವಾಗಲೇ ಈ ಹಿಜಾಬ್ ಮತ್ತು ಕೇಸರಿ ಶಾಲು ವಿವಾದ ವಿದ್ಯಾರ್ಥಿಗಳ ಮನಸ್ಸಿನಲ್ಲಿ ಕೋಮು ಗಲಭೆಯನ್ನು ಸೃಷ್ಟಿಸಿವೆ.
ಪ್ರತಿಯೊಬ್ಬರಿಗೂ ತಮ್ಮ ಧರ್ಮದ ಬಗ್ಗೆ ಪ್ರೀತಿ, ನಂಬಿಕೆ ಇರುವುದು ಸಹಜ. ಅದು ಒಳ್ಳೆಯದೂ ಕೂಡ.
ಆದರೆ, ವಿದ್ಯಾಸಂಸ್ಥೆಗಳು ಆರಂಭವಾದಾಗಿನಿಂದ ಎಲ್ಲಾ ಜಾತಿ, ಧರ್ಮವೆನ್ನುವ ಭೇದ ಭಾವವಿಲ್ಲದೇ ಎಲ್ಲರೂ ಒಂದೇ ಎಂಬಂತೆ ಇದ್ದ ಮನಸ್ಸುಗಳು ಈಗ ಏಕಾಏಕಿ ಈ ರೀತಿ ತಮ್ಮ ತಮ್ಮಲ್ಲಿಯೇ ಹೊಡೆದಾಡುತ್ತಿರುವದನ್ನು ನೋಡಿದರೆ ವಿಪರ್ಯಾಸವೆನಿಸುತ್ತದೆ.

ಸಂವಿಧಾನದತ್ತವಾಗಿ ಸಾರ್ವಜನಿಕ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಸಮಾನತೆ, ವಿವಿಧತೆಯಲ್ಲಿ ಏಕತೆ,ವರ್ಗ ಸಮಾನತೆಯನ್ನು ಸಾಧಿಸಲು ಸಮವಸ್ತ್ರ ಜಾರಿಯಾಗಿದೆ.
ಹೆಸರೇ ಸೂಚಿಸುವಂತೆ “ಸಮವಸ್ತ್ರ” ಎಂದರೆ ಎಲ್ಲರಿಗೂ ಸಮ ವಸ್ತ್ರ ಎಂದರ್ಥ. ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಬಡವ-ಶ್ರೀಮಂತ, ಮೇಲು-ಕೀಳು , ಮೇಲ್ಜಾತಿ, ಕೆಳಜಾತಿ ಎಂಬ ಭೇದಭಾವಗಳನ್ನು ತೊರೆದು ಎಲ್ಲರೂ ಒಂದೇ ಎನ್ನುವ ಮನೋಭಾವದಿಂದ ವಿದ್ಯಾರ್ಥಿಗಳು ಶಿಕ್ಷಣದಲ್ಲಿ ತೊಡಗಲಿ ಎಂಬ ಆಶಯದೊಂದಿಗೆ ಹುಟ್ಟುಕೊಂಡಿದೆ ಈ ಸಮವಸ್ತ್ರ.

ಆದರೆ ಇಂದು ಜಾತಿ-ಧರ್ಮದ ಹೆಸರಿನಲ್ಲಿ ಯುವ ಮನಸ್ಸುಗಳು ವಿಚಲಿತಗೊಂಡಿವೆ. ಒಳ್ಳೆಯ ರೀತಿಯಲ್ಲಿ ಅಭ್ಯಾಸವನ್ನು ನಡೆಸಿ ಯಶಸ್ಸಿನ ಶಿಖರವನ್ನೇರಬೇಕಾದ ಸಮಯದಲ್ಲಿ ವಿದ್ಯಾರ್ಥಿಗಳು ಹಾದಿ ತಪ್ಪುತ್ತಿದ್ದಾರೆ.
ಮಾನವೀಯ ಧರ್ಮದ ಮುಂದೆ ಯಾವ ಧರ್ಮವೂ ದೊಡ್ಡದಲ್ಲ ಎನ್ನುವ ಅರಿವು ಎಲ್ಲರಿಗೂ ಇದ್ದರೂ ಈ ಸಂಧರ್ಭದಲ್ಲಿ ಅವರ ಬುದ್ದಿಗೆ ಮಂಕು ಬಡಿದಂತಾಗಿದೆ.
ಸರ್ವರಿಗೂ ಸಮಬಾಳು. ಸರ್ವರಿಗೂ ಸಮಪಾಲು ಎಂಬ ಸಂದೇಶ ನೀಡಿದ
ಕುವೆಂಪು ಅವರು ಒಂದು ಮಾತು ಹೇಳುತ್ತಿದ್ದರು, ಎಲ್ಲಾ ಧರ್ಮಗಳು ಮನುಷ್ಯ ಧರ್ಮವೊಂದೇ ಶ್ರೇಷ್ಠ ಎಂದಿವೆ ಎಂದು. ಆದರೆ ಅದನ್ನು ಅರ್ಥೈಸಿಕೊಳ್ಳುವಲ್ಲಿ ಸೋತ ನಾವು ಸಣ್ಣ ಪುಟ್ಟ ವಿಚಾರಗಳಲ್ಲಿಯೂ ಧರ್ಮ,ಜಾತಿಯನ್ನು ಎಳೆತರುತ್ತಿರುವುದು ಸೂಕ್ತವಲ್ಲ.
ರಸಋಷಿ ಕುವೆಂಪು ಅವರೇ ಹೇಳುವಂತೆ ಮನುಷ್ಯ ಮಗುವಾಗಿದ್ದಾಗ ವಿಶ್ವಮಾನವ ನಾಗಿರುತ್ತಾನೆ. ಬೆಳೆಯುತ್ತಾ ಬೆಳೆಯುತ್ತಾ ಅವನನ್ನ ಅಲ್ಪ ಮಾನವನನ್ನಾಗಿ ಮಾಡುತ್ತೆವೆ.
ಆದರೆ ಈಗಿನ ವಿದ್ಯಾರ್ಥಿಗಳು ತಮ್ಮ ಭವಿಷ್ಯದ ಬಗ್ಗೆ ಕಿಂಚಿತ್ತೂ ಯೋಚಿಸುತ್ತಿಲ್ಲ. ಕಲಿಕೆಯ ಹಂತದಲ್ಲಿ ಜಾತಿ ಧರ್ಮಗಳ ಬಗ್ಗೆ ಸಂಘರ್ಷಕ್ಕೆ ಇಳಿದಿರುವುದು ಕೂಡ ಸಾಧುವಲ್ಲ.
