“ವೈಜ್ಞಾನಿಕ ಮಾನದಂಡದ ಆಧಾರದಲ್ಲಿ ರಾಜಕೀಯ ಹಿಂದುಳಿದಿರುವಿಕೆಯನ್ನು ಗುರುತಿಸಿಲ್ಲ ಎಂಬ ಕಾರಣದಿಂದ ಸದ್ಯ ಅಡಚಣೆ ಎದುರಾಗಿದೆ. ಸುಪ್ರೀಂ ಮಧ್ಯಂತರ ಆದೇಶ ನೀಡಿ ತಿಂಗಳು ಕಳೆದರೂ ಸರ್ಕಾರ ಯಾವುದೇ ರೀತಿಯ ಚರ್ಚೆ ನಡೆಸಿದ ಮಾಹಿತಿ ಇಲ್ಲ” ಎಂದು ಹರಿಪ್ರಸಾದ್ ಬೇಸರ ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಮನರೇಗಾ ದಲ್ಲಿ ಒಟ್ಟು 53,997 ಜನರು ಎಸ್ಸಿ, 23,083 ಎಸ್ಟಿ ಸಮುದಾಯದ ಕುಟುಂಬಗಳಿಗೆ ಉದ್ಯೋಗ ಖಾತ್ರಿಯ ಉದ್ಯೋಗ ಕಾರ್ಡ್ ಗಳನ್ನು ವಿತರಿಸಲಾಗಿದೆ.

ಹೀಗೆ ಉದ್ಯೋಗ ಕಾರ್ಡ್ ವಿತರಿಸು ವುದರಲ್ಲಿ ಜಿಲ್ಲೆಗೆ 4ನೇ ಸ್ಥಾನ ದೊರತರೆ, ಅಧಿ ಕುಟುಂಬಗಳಿಗೆ ಉದ್ಯೋಗ ದೊರಕಿಸಿ ಕೊಡುವುದರಲ್ಲಿ ಪ್ರಥಮ ಸ್ಥಾನ ಪಡೆದಿರುವ ಜಿಲ್ಲೆ ಎಂದರೆ ಅದು ಚಾಮರಾಜನಗರ ವಾಗಿದೆ.

ಉದ್ಯೋಗ ಕಾರ್ಡ್ ಹೊಂದಿದ್ದ 53,997 ಎಸ್ಸಿ ಕುಟುಂಬಗಳ ಪೈಕಿ 24,497 ಕುಟುಂಬಗಳಿಗೆ ಉದ್ಯೋಗ ನೀಡಲಾಗಿದೆ. ಇನ್ನು ಜಾಬ್ ಕಾರ್ಡ್ ಪಡೆದಿದ್ದ 23,083 ಎಸ್ಟಿ ಕುಟುಂಬಗಳ ಪೈಕಿ 8,783 ಜನರಿಗೆ ಉದ್ಯೋಗ ಒದಗಿಸಲಾಗಿದೆ. ಆ ಮೂಲಕ ಶೇ.28.17 ರಷ್ಟು ಸಾಧನೆಯನ್ನು ತೋರಿದೆ. ಹೀಗೆ ಎಸ್ಸಿಎಸ್ಟಿ ಕುಟುಂಬಗಳಿಗೆ ಉದ್ಯೋಗ ಬದುಕಿಸಿದ ಜಿಲ್ಲೆಗಳ ಪೈಕಿ ಚಾಮರಾಜನಗರ ಮೊದಲ ಸ್ಥಾನ ಪಡೆದುಕೊಂಡಿದೆ. ಶೇ. 25.12 ರಷ್ಟು ಸಾಧನೆ ಮಾಡಿರುವ ವಿಜಯನಗರ ಜಿಲ್ಲೆಗೆ ಎರಡನೇ ಸ್ಥಾನ ಪಡೆದಿದೆ. 25.11ರಷ್ಟು ಸಾಧನೆ ಮಾಡಿರುವ ಬೀದರ್ ಮೂರನೇ ಸ್ಥಾನದಲ್ಲಿದೆ. ನಂತರದಲ್ಲಿ ಕಲ್ಬುರ್ಗಿ, ಕೋಲಾರ ಜಿಲ್ಲೆಗಳಿವೆ.

ಗ್ರಾಮಾಭಿವೃದ್ಧಿ ಸಚಿವ ಕೆ.ಎಸ್. ಈಶ್ವರಪ್ಪ ನೇತೃತ್ವದಲ್ಲಿ ಕುವೆಂಪು ವಿವಿಯ ಸಿಂಡಿಕೇಟ್ ಸದಸ್ಯರು ವಿಶ್ವವಿದ್ಯಾಲಯದ ಆಡಳಿತ ಮತ್ತು ಹಣಕಾಸು ಕಾರ್ಯಗಳ ನಿರ್ವಹಣೆ ಹಾಗೂ ಇನ್ನಿತರೆ ಭ್ರಷ್ಟಾಚಾರಗಳ ಕುರಿತು ತಕ್ಷಣ ತನಿಖೆ ನಡೆಸಿ ತಪ್ಪಿತಸ್ಥರ ಮೇಲೆ ಶಿಸ್ತುಕ್ರಮ ಕೈಗೊಳ್ಳುವಂತೆ ಒತ್ತಾಯಿಸಿದರು. ಇತ್ತೀಚಿನ ದಿನಗಳಲ್ಲಿ ಬೇಡದ ಕಾರಣಕ್ಕೆ ವಿಶ್ವವಿದ್ಯಾಲಯ ಸುದ್ದಿಯಾಗಿ ಕುವೆಂಪು ಹೆಸರಿನ ಘನತೆಗೆ ಕುಂದು ತರುತ್ತಿದೆ. ಆದ್ದರಿಂದ ಕುಲಪತಿ ಪ್ರೊ. ಬಿ.ಪಿ. ವೀರಭದ್ರಪ್ಪ ಅವರನ್ನು ವಾಪಾಸು ಕರೆಸಿಕೊಳ್ಳಬೇಕು ಎಂದು ಒತ್ತಾಯಿಸಿದರು.

ವಿವಿಯಲ್ಲಿ ಕಳೆದ ಎರಡು ವರ್ಷಗಳ ಆಡಳಿತ ಹಾಗೂ ಹಣಕಾಸು ಕಾರ್ಯಗಳ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಭ್ರಷ್ಟಾಚಾರ ನಡೆದಿರುವ ಬಗ್ಗೆ ಆರೋಪಗಳು ಕೇಳಿಬರುತ್ತಿವೆ. ದೂರ ಶಿಕ್ಷಣ ನಿರ್ದೇಶನಾಲಯ ದಲ್ಲಿ ಸಿಂಡಿಕೇಟ್ ಆಕ್ಷೇಪದ ನಡುವೆಯೂ ಪರೀಕ್ಷೆಗಳನ್ನು ನಡೆಸದೆ ಫಲಿತಾಂಶ ಪ್ರಕಟಿಸಲಾಗಿದೆ. ಅದೇನು ಕೇಂದ್ರಗಳಿಂದ ಕೋಟ್ಯಂತರ ರೂಪಾಯಿ ಬಾಕಿ ಉಳಿಸಿಕೊಂಡು ವಿವಿಗೆ ನಷ್ಟ ಉಂಟು ಮಾಡಿದ್ದಾರೆ. ಕುಲಸಚಿವ ಜಿ. ಅನುರಾಧ ಅವರು ದೂರಶಿಕ್ಷಣ ನಿರ್ದೇಶ ಕರಾಗಿದ್ದ ಡಾ. ಯೋಗೇಶ್ ಅವರನ್ನು ಮಾತೃ ವಿಭಾಗಕ್ಕೆ ವರ್ಗಾವಣೆ ಮಾಡಿ. ಡಾ. ಬಿ. ಎಸ್. ಬಿರಾದಾರ ಅವರನ್ನು ನೇಮಕ ಮಾಡಿದ್ದರು. ಆದರೆ ಕುಲಸಚಿವರ ವರ್ಗಾವಣೆ ಆದೇಶವನ್ನು ಕುಲಪತಿ ತಡೆಹಿಡಿದಿದ್ದಾರೆ.
ನಿರ್ದೇಶಕರ ಬಗ್ಗೆಯೂ ಅನುಮಾನಗಳು ಕೇಳಿಬರುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಅವರನ್ನು ಅದೇ ಸ್ಥಾನದಲ್ಲಿ ಮುಂದುವರೆಸಿದ್ದಲ್ಲಿ ತನಿಖೆಗೆ ಅಡ್ಡಿ ಉಂಟಾಗುತ್ತದೆ.

ಜೇಷ್ಠತೆ ಮತ್ತು ಸಂಬಂಧಿಸಿದ ಅವ್ಯವಹಾರ, ಸಮಾಜ ಕಲ್ಯಾಣ ಸಚಿವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಸಮಿತಿಯ ನಡವಳಿಗಳು ಮತ್ತು ಸಿಂಡಿಕೇಟ್ ನಿರ್ಣಯಗಳನ್ನು ಜಾರಿಯಾಗದಂತೆ ತಡೆದು ಅವುಗಳ ಉಲ್ಲಂಘನೆ ಮಾಡಿರುವುದು ಹಾಗೂ ಕುಲಪತಿ ಪ್ರೊ. ಬಿ.ಪಿ. ವೀರಭದ್ರಪ್ಪ ಅವರ ಅವಧಿಯಲ್ಲಿನ ಆಡಳಿತ ಮತ್ತು ಹಣಕಾಸಿನ ನಿರ್ವಹಣೆ ಗಳ ಬಗ್ಗೆ ತನಿಖೆ ನಡೆಸುವಂತೆ ಒತ್ತಾಯಿಸಿದ್ದಾರೆ.

ವಿಕಾಸಸೌಧಲ್ಲಿ ಕೃಷಿ ಸಚಿವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ರೈತರ ಆದಾಯ ದ್ವಿಗುಣಗೊಳಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಉನ್ನತಾಧಿಕಾರದ ಸಮಿತಿಯ ಸಭೆಯನ್ನು ರಾಜ್ಯದ ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ತಾಂತ್ರಿಕತೆಗಳನ್ನು ಮೂಲಕ ಅನುಕೂಲವಾಗುವಂತೆ ಅಭಿವೃದ್ಧಿಪಡಿಸುವ ಬಗ್ಗೆ ಪರಿಶೀಲನಾ ಸಭೆ ನಡೆಯಿತು.

ಸಭೆಯಲ್ಲಿ ರೈತರ ಆದಾಯ ದ್ವಿಗುಣಗೊಳಿಸಲು ಸೆಕೆಂಡರಿ ಕೃಷಿಗೆ ಒತ್ತು ನೀಡುವುದರ ಜೊತೆಗೆ ಸೆಕೆಂಡರಿ ಕೃಷಿ ಕುರಿತು ರಾಜ್ಯದ ಎಲ್ಲಾ ಕೃಷಿ ವಿಶ್ವ ವಿದ್ಯಾಲಯಗಳಲ್ಲಿರುವ ನೂತನ ತಾಂತ್ರಿಕತೆಗಳನ್ನು ಒಂದೇ ಸೂರಿನಡಿ ರೈತರಿಗೆ ಲಭ್ಯವಾಗುವಂತೆ ಇನ್ನು ಬೇಷನ್ ಕೇಂದ್ರಗಳ ಮೂಲಕ ರೈತರಿಗೆ ಮಾಹಿತಿ / ತರಬೇತ ನೀಡಲು ತಿಳಿಸಲಾಯಿತು. ಎಲ್ಲಾ ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಲ್ಲಿ ಲಭ್ಯವಿರುವ ರೈತಸ್ನೇಹಿ ಆದಾಯ ಹೆಚ್ಚಿಸುವ ಸಂಶೋಧನೆಗಳನ್ನು ತಂತ್ರಾಂಶದಲ್ಲಿ ಅಳವಡಿಸಿ ಎಲ್ಲರಿಗೂ ಲಭ್ಯವಾಗುವಂತೆ ಮಾಡುವುದು. ಭಾಗವಹಿಸಿದ್ದ ಕೃಷಿ ಪಂಡಿತ ಪ್ರಶಸ್ತಿ ವಿಜೇತ ರೈತರಿಂದ ಸ್ಥಳೀಯವಾಗಿ ಲಭ್ಯವಿರುವ ವಿವಿಧ ಸೆಕಂಡರಿ ಕೃಷಿ ಉದ್ಯಮಗಳ ಕುರಿತು ಮಾಹಿತಿ ಪಡೆಯಲಾಯಿತು.
ವಿಜ್ಞಾನಿಗಳ ತಂಡವನ್ನು ರಚಿಸಲು ಕೃಷಿ ವಿಶ್ವವಿದ್ಯಾಲಯಗಳಿಗೆಕೃಷಿ ವಿಶ್ವ ವಿದ್ಯಾಲಯಗಳಲ್ಲಿ ಅಭಿವೃದ್ಧಿಪಡಿಸಿರುವ ಬೆಳೆಗಳ ತಳಿಗಳನ್ನು ಹಾಗೂ ಉತ್ತಮ ತಾಂತ್ರಿಕತೆಗಳ ಕುರಿತು ವ್ಯಾಪಕ ಪ್ರಚಾರ ನೀಡುವುದು . ಕೃಷಿ ಇಲಾಖೆಯು ಕೃಷಿ ವಿಶ್ವ ವಿದ್ಯಾಲಯಗಳು ಅಭಿವೃದ್ಧಿಪಡಿಸಿರುವ ಉತ್ತಮ ತಳಿಗಳನ್ನು ಸಹಾಯಧನ ನೀಡಲು ಕಾರ್ಯಕ್ರಮದಡಿ ಕ್ರಮವಹಿಸಲು ಸೂಚಿಸಿದರು.

ರಾಜ್ಯದ ಹೆದ್ದಾರಿಗಳಲ್ಲಿ ಎದ್ದು ನಿಲ್ಲುತ್ತಿರುವ ಟೋಲ್ ಗಳ ಬಗ್ಗೆ ಜನಕ್ರೋಷ ಹೆಚ್ಚುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಮುಂದೆ ಅಭಿವೃದ್ಧಿಪಡಿಸಲು ಇರುವ ರಾಜ್ಯ ಹೆದ್ದಾರಿಗಳನ್ನು ಟೋಲ್ ರಹಿತ ಗೊಳಿಸಲು ಸರ್ಕಾರ ಚಿಂತನೆ ನಡೆಸಿದೆ.

ಟೋಲ್ ನಿರ್ಮಾಣದ ಬಗ್ಗೆ ಮತ್ತು ಗುತ್ತಿಗೆ ಅವಧಿ ಮುಗಿದರೂ ಗುತ್ತಿಗೆದಾರರು ಟೋಲ್ ವಸೂಲಿ ಮಾಡುತ್ತಿರುವ ಕುರಿತು ಅಧಿವೇಶನದಲ್ಲಿ ಸಾಕಷ್ಟು ಬಾರಿ ಪರ-ವಿರೋಧ ಅಭಿಪ್ರಾಯಗಳು ವ್ಯಕ್ತವಾಗಿದೆ. ಇದರ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ನಾಲ್ಕನೆ ಹಂತದಲ್ಲಿ ಅಭಿವೃದ್ಧಿ ಗೊಳಿಸಿರುವ ಸುಮಾರು 54 ರಸ್ತೆಗಳನ್ನು ಟೋಲ್ ಮುಕ್ತಗೊಳಿಸಲು ಸರ್ಕಾರ ನಿರ್ಧರಿಸಿದೆ.

ನಾಲ್ಕನೇ ಹಂತದ ರಾಜ್ಯ ಹೆದ್ದಾರಿಗಳ ಅಭಿವೃದ್ಧಿಗೆ ಮುಂದಾಗಿರುವ ರಾಜ್ಯ ಸರ್ಕಾರ 2943 ಕಿ. ಮೀ. ಅಭಿವೃದ್ಧಿಗೆ 3500 ಕೋಟಿ ರೂಪಾಯಿ ವಿನಿಯೋಗಿಸಲಿದೆ. ಹೆದ್ದಾರಿ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆ ವಿಭಾಗದ ಮೂಲಕ ಈಗಾಗಲೇ 2943 ಕಿ. ಮೀ. ರಸ್ತೆ ಗುರುತಿಸಿ ಅನುಮೋದನೆಗಾಗಿ ಲೋಕೋಪಯೋಗಿ ಇಲಾಖೆಗೆ ವರದಿ ಸಲ್ಲಿಸಲಾಗಿದೆ. ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಒಪ್ಪಿಗೆ ದೊರೆಯುವ ಭರವಸೆ ಇದೆ. ಮಾರ್ಚ್ 4ರಂದು ಮಂಡಿಸಲಿರುವ ಬಜೆಟ್ ನಲ್ಲಿ 4ನೆಯ ಹಂತದ ಹೆದ್ದಾರಿ ಅಭಿವೃದ್ಧಿ ಯೋಜನೆ ಗೋಷಣೆ ಆಗುವ ನಿರೀಕ್ಷೆಯಿದೆ.

ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ ಗಳಂತೆಯೇ ರಾಜ್ಯ ಹೆದ್ದಾರಿಗಳನ್ನೂ ಎಕನಾಮಿಕ್ ಕಾರಿಡಾರ್ ಗಳಾಗಿ ಬದಲಾಯಿಸಲು ಕೆಎಸ್ ಎಚ್ಐಪಿ ಉದ್ದೇಶಿಸಿದೆ. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ರಾಜ್ಯ ರಸ್ತೆ ಜಾಲವನ್ನು ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿಗಳ ಅಂದಿಗೆ ಸಂಯೋಜಿಸಲಾಗುತ್ತಿದೆ. ನಾಲ್ಕನೇ ಹಂತದ ಯೋಜನೆಯಲ್ಲಿ ಕೈಗೊಳ್ಳುತ್ತಿರುವ ರಾಜ್ಯ ಹೆದ್ದಾರಿಗಳು ರಾಜ್ಯ ಎರಡನೇ ಮತ್ತು ಮೂರನೇ ಹಂತದ ನಗರ, ಕೈಗಾರಿಕಾ ಪ್ರದೇಶಗಳನ್ನು ಸಂಪರ್ಕಿಸುವುದು ರೊಂದಿಗೆ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ,ಕೈಗಾರಿಕಾ ಕಾರಿಡಾರ್, ಪ್ರವಾಸೋದ್ಯಮ ಕ್ಷೇತ್ರಗಳನ್ನು ಸಂಪರ್ಕಿಸುವಂತೆ ಆಯ್ಕೆ ಮಾಡಲಾಗಿದೆ. ತಡೆರಹಿತ ಪ್ರಯಾಣಕ್ಕೆ ಪೂರಕವಾಗಿ ರಸ್ತೆ ಅಭಿವೃದ್ಧಿಗೊಳಿಸಲು ಸರ್ಕಾರ ಯೋಜನೆ ಹಾಕಿಕೊಂಡಿದೆ.

ಒಂದು ಹಂತದಲ್ಲಿ ಸಮಬಲದ ಹೋರಾಟ ನೀಡಿದ್ದ ಬುಲ್ಸ್ ಆಲ್ ಔಟ್ ಆಗಿದ್ದು ಮುಳುವಾಯಿತು. ಪವನ್ ಅವರ ಚಾಣಾಕ್ಷ ರೇಡಿಂಗ್ ನೆರವಿನಿಂದ ಬುಲ್ಸ್ ತಂಡ ಪೂರ್ವಾರ್ಧದಲ್ಲಿ ಮುಕ್ತಾಯಗೊಳ್ಳುವಾಗ 17-16ರ ಮುನ್ನಡೆ ಗಳಿಸಿತು. ಪಂದ್ಯದ ಆರಂಭದಿಂದಲೂ ಉಭಯ ತಂಡಗಳು ಎಚ್ಚರಿಕೆ ಆಟಕ್ಕೆ ಒತ್ತು ನೀಡಿದವು. 14ನೇ ನಿಮಿಷದಲ್ಲಿ ಉಭಯ ತಂಡಗಳು 14-14ರ ಸಮಬಲ ಸಾಧಿಸಿದವು. ಅನಂತರದಲ್ಲಿ 6 ನಿಮಿಷಗಳಲ್ಲಿ ಬುಲ್ಸ್ 3 ಅಂಕ ಗಳಿಸಿತು. ಡಬಲ್ ಕೇವಲ 2 ಅಂಕಕ್ಕೆ ಸೀಮಿತಗೊಂಡಿತ್ತು. ಏನೇ ಆದರೂ ಕೊನೆಯಲ್ಲಿ ದಬಾಂಗ್ ಆಟಗಾರರು ಪ್ರಥಮ ಸ್ಥಾನವನ್ನು ಗಳಿಸಿದರು.
