ರೈತರ ತೀವ್ರ ಪ್ರತಿಭಟನೆಗೆ ಮಣಿದು ಹಿಂಪಡೆದಿರುವ ಮೂರು ಕೃಷಿ ಕಾಯ್ದೆಗಳನ್ನು ಮತ್ತೆ ಜಾರಿಗೆ ತರುವ ಕುರಿತು ಕೇಂದ್ರ ಕೃಷಿ ಸಚಿವ ನರೇಂದ್ರ ಸಿಂಗ್ ತೋಮರ್ ಅವರು ಸುಳಿವು ನೀಡಿದ್ದಾರೆ.
ಕಾಯಿದೆಗಳಿಗೆ ದೇಶದ ಎಲ್ಲ ರೈತರ ವಿರೋಧ ಇರಲಿಲ್ಲ. ಕೆಲವರ ಪಿತೂರಿಯಿಂದ ಅವು ರದ್ದುಗೊಂಡವು. ಆದರೆ ಇದು ಇಲ್ಲಿಗೆ ಮುಗಿಯಿತು ಎಂದು ಭಾವಿಸುವ ಅಗತ್ಯವಿಲ್ಲ. ಕೃಷಿ ಸುಧಾರಣೆಯ ನಡೆಯನ್ನು ನಾವು ಇಲ್ಲಿಗೆ ನಿಲ್ಲಿಸುವುದಿಲ್ಲ. ಮುಂದಿನ ದಿನಗಳಲ್ಲಿ ಆ ಕಾಯ್ದೆಗಳನ್ನು ಮರು ಜಾರಿ ಮಾಡುತ್ತೇವೆ ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.
ಕೃಷಿ ಕಾಯ್ದೆಗಳನ್ನು ಹಿಂಪಡೆಯುವುದರಿಂದ ನಮಗೆ ನಿರಾಸೆಯಾಗಿಲ್ಲ. ಈಗ ಒಂದು ಹೆಜ್ಜೆ ಹಿಂದಿಟ್ಟರೂ, ಸಮಯ ಬಂದಾಗ ಎರಡು ಹೆಜ್ಜೆ ಮುಂದಿಡುತ್ತೇವೆ ಎಂದಿದ್ದಾರೆ.
ರೈತರ ಆದಾಯ ದ್ವಿಗುಣಗೊಳಿಸುವ ಗುರಿಯೊಂದಿಗೆ ಕೇಂದ್ರ ಕೃಷಿ ಸುಧಾರಣ ಕಾಯಿದೆಗಳನ್ನು ಸಂಸತ್ತಿನಲ್ಲಿ ಮಂಡಿಸಿ ಅಂಗೀಕಾರ ಪಡೆಯಲಾಗಿತ್ತು. ಆ ಬಳಿಕ ಪಂಜಾಬ್ ಮತ್ತು ಹರಿಯಾಣದಲ್ಲಿ ರೈತರಿಂದ ತೀವ್ರ ವಿರೋಧ ವ್ಯಕ್ತವಾಗಿತ್ತು. ಒಂದು ವರ್ಷ ನಡೆದ ಪ್ರತಿಭಟನೆಗೆ ಮಣಿದ ಕೇಂದ್ರ ಸರ್ಕಾರ,ಆ ಮೂರು ಕಾಯಿದೆಗಳನ್ನು ರದ್ದುಗೊಳಿಸಿತ್ತು. ರದ್ದು ವಿಧೇಯಕಕ್ಕೂ ಸಂಸತ್ತಿನಲ್ಲಿ ಅನುಮೋದನೆ ಪಡೆಯಲಾಗಿತ್ತು.
ದೇಶದ ಕೃಷಿ ಸುಧಾರಣೆ ವಿಷಯದಲ್ಲಿ ಇದುವರೆಗಿನ ಸರ್ಕಾರಗಳು ನಿರ್ಲಕ್ಷ್ಯ ತಳೆಯುತ್ತಾ ಬಂದಿದ್ದವು. ಮೊದಲಬಾರಿ ಮೋದಿ ಸರ್ಕಾರವು ಕೃಷಿ ಅಭಿವೃದ್ಧಿಯ ಕನಸು ಕಂಡಿತ್ತು. ಅದಕ್ಕೆ ಪೂರಕವಾದ ಅತ್ಯುತ್ತಮ ಕಾಯಿದೆಗಳನ್ನು ಜಾರಿಗೊಳಿಸಿತ್ತು. ಆದರೆ ಇದರ ಆಶಯ ಅರ್ಥಮಾಡಿಕೊಳ್ಳದ ಅಭಿವೃದ್ಧಿ ವಿರೋಧಿಗಳು ತೆಲುಗು ರೈತರನ್ನು ಎತ್ತಿಕಟ್ಟಿ ಬೇಳೆ ಬೇಯಿಸಿಕೊಂಡರು. ಆದರೆ ಸರ್ಕಾರ ಇದಕ್ಕೆಲ್ಲ ಬಗ್ಗುವುದಿಲ್ಲ. ಹತಾಶೆಯೂ ತಳೆಯುವುದಿಲ್ಲ. ನಮಗೆ ರೈತರ ಹಿತ ಮುಖ್ಯ. ಅವರು ಈ ದೇಶದ ಬೆನ್ನೆಲುಬು ಎಂದು ತೋಮರ್ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಹೊಸ ರೂಪಾಂತರಿಯು ಕೊರೊನಾ ನಿರೋಧಕ ಲಸಿಕೆಯ ದಕ್ಷತೆಯನ್ನು ಭೇದಿಸುವ ಕುರಿತು ಮಾತುಗಳು ಕೇಳಿ ಬರುತ್ತಿರುವ ಬೆನ್ನೆಲ್ಲೇ ,ಓಮಿಕ್ರಾನ್ ಸೋಂಕಿಗೆ ತುತ್ತಾಗಿರುವ ಪ್ರತಿ 10 ಸೋಂಕಿತರಲ್ಲಿ 9 ಮಂದಿ ಲಸಿಕೆಯ ಎರಡೂ ಡೋಸ್ ಪಡೆದಿದ್ದಾರೆ ಎಂದು ಕೇಂದ್ರ ಸರ್ಕಾರ ತಿಳಿಸಿದೆ. ಓಮಿಕ್ರಾನ್ ನಿಂದ ರಕ್ಷಣೆ ಪಡೆಯಲು ಕೊರೊನಾ ನಿರೋಧಕ ಲಸಿಕೆ ಮಾತ್ರ ಸಾಲದು, ಇದರೊಂದಿಗೆ ಮಾಸ್ಕ್ ಧಾರಣೆ, ಸಾಮಾಜಿಕ ಅಂತರ ಪಾಲನೆಯಂತಹ ಅಗತ್ಯ ಮುನ್ನೆಚ್ಚರಿಕೆ ಕ್ರಮಗಳನ್ನೂ ಕಲಿಸಬೇಕು ಎಂದು ಕೇಂದ್ರ ಆರೋಗ್ಯ ಸಚಿವಾಲಯ ತಿಳಿಸಿದೆ.
ಓಮಿಕ್ರಾನ್ ಪ್ರಕರಣಗಳ ಹೆಚ್ಚಳ, ಕೊರೊನಾ ನಿರೋಧಕ ಲಸಿಕೆ ಅಭಿಯಾನ ನಿಧಾನವಾಗುತ್ತಿರುವುದು ಸೇರಿ ಹಲವು ವಿಷಯಗಳ ಕುರಿತು ಈ ತಂಡಗಳು ನಿಗಾ ವಹಿಸುವುದರ ಜೊತೆಗೆ ಈ ನಿಯಂತ್ರಣ ಕ್ರಮಗಳ ಕುರಿತು ರಾಜ್ಯಗಳಿಗೆ ಮಾರ್ಗದರ್ಶನ ನೀಡಲಿವೆ.

ಶಿವಮೊಗ್ಗ ಡಿಸಿಸಿ ಬ್ಯಾಂಕ್ ಸಿಬ್ಬಂದಿಗೆ ಆರೋಗ್ಯ ವಿಮೆಯನ್ನು ಜಾರಿಗೊಳಿಸಲಾಗಿದೆ. ಸುಮಾರು 177 ನೌಕರರು ಸೇರಿ ಅವರ ಕುಟುಂಬಗಳ 620 ಜನರ ಯೋಜನೆಯ ಸೌಲಭ್ಯ ಪಡೆಯಲಿದ್ದಾರೆ ಎಂದು ಬ್ಯಾಂಕ್ ಅಧ್ಯಕ್ಷ ಎಂ. ಬಿ. ಚನ್ನವೀರಪ್ಪ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಡಿಸಿಸಿ ಬ್ಯಾಂಕ್ ಆವರಣದಲ್ಲಿ ಆಯೋಜಿಸಿದ್ದ ಕ್ಯಾಲೆಂಡರ್, ಡೈರಿ ಬಿಡುಗಡೆ ಮತ್ತು ನೌಕರರಿಗೆ ಆರೋಗ್ಯ ಕಾರ್ಡ್ ವಿತರಿಸಿ ಚನ್ನವೀರಪ್ಪ ಅವರು ಮಾತನಾಡುತ್ತಿದ್ದರು.

ಇದೇ ಮೊದಲ ಬಾರಿಗೆ ಬ್ಯಾಂಕ್ ಇಂತಹ ಸೌಲಭ್ಯ ಕಲ್ಪಿಸಿದೆ. 5 ಲಕ್ಷದವರೆಗೆ ವಿಮೆಯ ಮೊತ್ತ ಇರುತ್ತದೆ. ಯೋಜನೆಗೆ ಒಳಪಟ್ಟ ಯಾವುದೇ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಹಣ ಕಟ್ಟುವ ಅವಶ್ಯಕತೆ ಇಲ್ಲ. ಎಲ್ಲಾ ರೀತಿಯ ಖರ್ಚುಗಳನ್ನು ವಿಮಾ ಕಂಪನಿಯೇ ನೀಡುತ್ತದೆ. ಮಹಿಳೆಯರ ಹೆರಿಗೆಗೆ ಮೂವತ್ತು ಸಾವಿರ, ಶತ್ರು ಚಿಕಿತ್ಸೆಗೆ 50 ಸಾವಿರ ನೀಡಲಾಗುತ್ತದೆ. ವಿಮೆಯ ಅವಧಿ 1 ವರ್ಷ. ವಿಮೆಯ ಸಂಪೂರ್ಣ ಹಣ ಬ್ಯಾಂಕ್ ನೀಡುತ್ತದೆ ಎಂದು ಚನ್ನವೀರಪ್ಪ ಅವರು ಹೇಳಿದರು.

ಡಿಸಿಸಿ ಬ್ಯಾಂಕ್ ಎಲ್ಲ ಆರೋಪಗಳಿಂದ ಮುಕ್ತವಾಗಿದೆ. ಈಗ ಮತ್ತೆ ಜನರ ವಿಶ್ವಾಸ ಗಳಿಸಿದೆ. ಪ್ರಸ್ತುತ ಸಾಲಿನಲ್ಲಿ 10.12 ಕೋಟಿ ಲಾಭ ಗಳಿಸಿದೆ. ರೈತರಿಗೆ ಹಲವು ರೀತಿಯ ಸಾಲ ಸೌಲಭ್ಯವನ್ನು ನೀಡಿದೆ. ಕೇಂದ್ರ ಸರ್ಕಾರದ ಯೋಜನೆಯ ಅಡಿಯಲ್ಲಿ ಸುಮಾರು ಎರಡು ಕೋಟಿಯವರೆಗೆ ಸಾಲ ವಿತರಣೆ ಮಾಡಲಾಗಿದೆ. ಅಲ್ಪಾವಧಿ ಬೆಳೆ ಸಾಲ ನೀಡಲಾಗಿದೆ. ಹೊಸ ರೈತರು, ಪರಿಶಿಷ್ಟ ವರ್ಗದ ರೈತರಿಗೆ ಹೆಚ್ಚುವರಿ ಸಾಲ ಮತ್ತು ಮಧ್ಯಮಾವಧಿ ಕೃಷಿ ಸಾಲ ನೀಡಲಾಗಿದೆ. ಹೈನುಗಾರಿಕೆಗೆ ಪ್ರೋತ್ಸಾಹ ನೀಡಲು 1,244 ಸದಸ್ಯರಿಗೆ 1.91 ಕೋಟಿ ಕೆಸಿಸಿ ಸಾಲ ನೀಡಿದ್ದೇವೆ ಎಂದು ವಿವರ ನೀಡಿದರು.

ರೈತರಿಗಾಗಿ ವಾಹನ ಸಾಲ ಯೋಜನೆ ಜಾರಿಗೊಳಿಸಲಾಗಿದೆ. 75 ಪೈಸೆ ಮಾಸಿಕ ಬಡ್ಡಿ ದರದಲ್ಲಿ ಸಾಲ ನೀಡಲಾಗಿದೆ. 187 ರೈತ ಸದಸ್ಯರಿಗೆ 14. 72 ಕೋಟಿ ರೂಪಾಯಿ ವಾಹನ ಸಾಲ ನೀಡಲಾಗಿದೆ. ಈ ಯೋಜನೆ ಜನವರಿ 31ರವರೆಗೆ ಇರಲಿದೆ. ರೈತರು ಪ್ರಯೋಜನ ಪಡೆದುಕೊಳ್ಳಬೇಕು ಎಂದು ಸಲಹೆ ನೀಡಿದರು.
