ಹೈದರಾಬಾದ್ ನಲ್ಲಿ ನಡೆದ ಇ-ಆಡಳಿತದ 24ನೇ ರಾಷ್ಟ್ರೀಯ ಸಮ್ಮೇಳನದಲ್ಲಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಕೋವಿಡ್ -19 ವಾರ್ ರೂಮ್ ಗೆ ರಾಷ್ಟ್ರ ಪ್ರಶಸ್ತಿ ಲಭಿಸಿದೆ.ಕೋವಿಡ್ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಮಾಹಿತಿ ಮತ್ತು ಸಂವಹನ ತಂತ್ರಜ್ಞಾನವನ್ನು ಬಳಸುವ ವಿಭಾಗದಲ್ಲಿ ಮನ್ನಣೆ ಗಳಿಸಿದೆ.
ಕೋವಿಡ್ ವಾರ್ ರೂಮ್ ಮುಖ್ಯಸ್ಥ ಮುನೀಶ್ ಮೌದ್ಗಿಲ್ ಅವರು ಪ್ರಶಸ್ತಿಯನ್ನು ಸ್ವೀಕರಿಸಿದರು.
ಇ-ಆಡಳಿತ ವಿಧಾನವು ಪರಿಸ್ಥಿತಿಯನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ನಿರ್ವಹಿಸುವಲ್ಲಿ ಪ್ರಮುಖ ಪಾತ್ರ ವಹಿಸುತ್ತದೆ ಎಂದರು.

2020 ರ ಮಾರ್ಚ್ ನಲ್ಲಿ ಕೋವಿಡ್ ಮೊದಲನೇ ರಾಜ್ಯಕ್ಕೆ ಅಪ್ಪಳಿಸಿತ್ತು. ಮೊದಲನೇ ಆರಂಭವಾದ ಎರಡು ಮೂರು ದಿನಗಳಲ್ಲಿ ವಾರ್ ರೂಮ್ ಸ್ಥಾಪಿಸಲಾಗಿತ್ತು.ಕೊರೊನಾ ವಾಚ್ ಮೊಬೈಲ್ ಅಪ್ಲಿಕೇಶನ್ ಅನ್ನು ಮೊದಲು ರಚಿಸಲಾಯಿತು. ಸೋಂಕಿತರ ಸಂಪರ್ಕ ಪತ್ತೆ ಹಚ್ಚುವಿಕೆಗಾಗಿ ಅಪ್ಲಿಕೇಶನ್ ಅನ್ನು ಬಳಸುತ್ತಿರುವ ಏಕೈಕ ರಾಜ್ಯ ಕರ್ನಾಟಕವಾಗಿದೆ.

ಕೊಲೆ ಪ್ರಕರಣದಲ್ಲಿ ಜೀವಾವಧಿ ಶಿಕ್ಷೆಗೆ ಒಳಗಾಗಿದ್ದ ಅಪರಾಧಿಯೊಬ್ಬ 15 ದಿನದ ಪೆರೋಲ್ ಮೇಲೆ ಹೊರಬಂದು ಸುಮಾರು ಐದೂವರೆ ವರ್ಷ ತಪ್ಪಿಸಿಕೊಂಡು ಮತ್ತೆ ಬಂಧನವಾದ ಪ್ರಕರಣವನ್ನು ಹೈಕೋರ್ಟ್ ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಿದೆ. ಇವೆರಡೂ ಅಪರಾಧಗಳಿಗೂ ಶಿಕ್ಷೆಗಳನ್ನು ಜೊತೆಯಾಗಿ ಪರಿಗಣಿಸುವಂತೆ ಕೋರಿ ಸಲ್ಲಿಸಿದ ಅರ್ಜಿಯನ್ನು ಹೈಕೋರ್ಟ್ ವಜಾಗೊಳಿಸಿದೆ.
2005ರಲ್ಲಿ ನಡೆದ ಕೊಲೆ ಪ್ರಕರಣದಲ್ಲಿ ವಿಜಯಪುರದ ಒಂದನೇ ಹೆಚ್ಚುವರಿ ನ್ಯಾಯಾಲಯವು ಬಂದೇನವಾಜ್ ಗೆ ಜೀವಾವಧಿ ಶಿಕ್ಷೆಯನ್ನು ವಿಧಿಸಿತ್ತು. ಈ ಮಧ್ಯೆ ಆತ 2011ರಲ್ಲಿ ನವೆಂಬರ್ 1 ರಿಂದ 21ರವರೆಗೆ 15 ದಿನ ಪೆರೋಲ್ ಪಡೆದು ಜೈಲಿನಿಂದ ಹೊರಗೆ ಬಂದಿದ್ದ. ಆದರೆ ಒಂದೂವರೆ ವರ್ಷ ಕಳೆದರೂ ಆತ ಮತ್ತೆ ಜೈಲಿಗೆ ಹೋಗಿರಲಿಲ್ಲ. 2017ರಲ್ಲಿ ಪೊಲೀಸರು ಮತ್ತೆ ಆತನನ್ನು ಬಂಧಿಸಿ ಜೈಲಿಗೆ ಕಳಿಸಿದ್ದರು.
ಪೆರೋಲ್ ನಿಯಮ ಉಲ್ಲಂಘನೆ ಆರೋಪದಲ್ಲಿ ಆತನಿಗೆ ಜೀವಾವಧಿ ಶಿಕ್ಷೆ ಮುಗಿದ ಬಳಿಕ ಮತ್ತೆ ಆರು ತಿಂಗಳು ಜೈಲು ಶಿಕ್ಷೆ ಅನುಭವಿಸಬೇಕೆಂದು ನ್ಯಾಯಾಲಯ ಆದೇಶ ನೀಡಿತ್ತು. ಅದನ್ನು ಪ್ರಶ್ನಿಸಿದ ಅಪರಾಧಿ, ಎರಡು ಶಿಕ್ಷೆಗಳನ್ನು ಒಟ್ಟಾಗಿ ಪರಿಗಣಿಸಬೇಕೆಂದು ಕೋರಿದ್ದನು.
ಪೆರೋಲ್ ಮೇಲೆ ತಪ್ಪಿಸಿಕೊಂಡು ಅಪರಾಧದ ಮೇಲೆ ಅಪರಾಧ ಎಸಗಿದ ವ್ಯಕ್ತಿಯನ್ನು ಸಜಾಬಂಧಿ ಅಪರಾಧ ದಂಡ ಸಹಿತೆ ಸೆಕ್ಷನ್ 427ರ ಅನ್ವಯ ಪರಿಗಣಿಸಲಾಗದು ಎಂದು ಆದೇಶಿಸಿದೆ.
ವಿಜಯಪುರ ಜಿಲ್ಲೆ ಸಿಂಧಗಿ ತಾಲೂಕಿನ ಬಾಲಗನೂರು ಗ್ರಾಮದ ಬಂದೇನವಾಜ್ ಸಲ್ಲಿಸಿದ್ದ ಅರ್ಜಿಯನ್ನು ಕಲಬುರಗಿ ಪೀಠದಲ್ಲಿ ಆಲಿಸಿದ ನ್ಯಾ.ಎಚ್.ಪಿ. ಸಂದೇಶ್ ಅವರಿದ್ದ ಏಕಸದಸ್ಯ ಪೀಠ ಈ ಆದೇಶ ಹೊರಡಿಸಿದೆ.

ಫೆಬ್ರುವರಿ 10 ರಿಂದ ಮಾರ್ಚ್ ಏಳರವರೆಗೆ ಒಟ್ಟು ಏಳು ಹಂತಗಳಲ್ಲಿ ಚುನಾವಣೆ ನಡೆಯಲಿದ್ದು ಮಾರ್ಚ್ 10ರಂದು ಫಲಿತಾಂಶ ಹೊರಬೀಳಲಿದೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.
ಎಲೆಕ್ಷನ್ ಬಗ್ಗೆ ಮಾಹಿತಿ ನೀಡಿದ ಮುಖ್ಯ ಚುನಾವಣಾ ಆಯುಕ್ತ ಸುಶೀಲ್ ಚಂದ್ರ, ಕೋವಿಡ್ ಮೂರನೇ ಅಲೆಯ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಜನವರಿ 15ರ ವರೆಗೆ ಜಾಥಾ ನಿಷೇಧಿಸಲಾಗಿದೆ.
ಆನಂತರ ಪರಿಸ್ಥಿತಿ ಅವಲೋಕಿಸಿ ನಿರ್ಧಾರ ಕೈಗೊಳ್ಳಲಾಗುವುದು. ಒಂದೊಮ್ಮೆ ಅನುಮತಿ ನೀಡಿದರೂ, ಕೋವಿಡ್ ಕಟ್ಟುನಿಟ್ಟು ಮಾರ್ಗದರ್ಶಿ ಅನ್ವಯದಂತೆಯೇ ಜಾಥಾ ನಡೆಸಬೇಕಾಗುತ್ತದೆ ಎಂದು ತಿಳಿಸಿದರು.
ಬಿಜೆಪಿ, ಕಾಂಗ್ರೆಸ್ ಸೇರಿದಂತೆ ಎಲ್ಲ ಪ್ರಮುಖ ರಾಜಕೀಯ ಪಕ್ಷಗಳು ಚುನಾವಣಾ ಆಯೋಗದ ನಿರ್ಧಾರವನ್ನು ಸ್ವಾಗತಿಸಿವೆ.
ನಾಲ್ಕು ರಾಜ್ಯಗಳಲ್ಲಿ ಆಡಳಿತಾರೂಢವಾಗಿರುವ ಬಿಜೆಪಿ, ಒಂದು ರಾಜ್ಯದಲ್ಲಿ ಅಧಿಕಾರದಲ್ಲಿರುವ ಕಾಂಗ್ರೆಸ್ ಗೆ ಈ ಚುನಾವಣೆ ಮುಂದಿನ ಲೋಕಸಭೆ ಚುನಾವಣೆ ದೃಷ್ಟಿಯಿಂದ ಭಾರೀ ಮಹತ್ವದ್ದಾಗಿದೆ.
5 ರಾಜ್ಯಗಳ ಪೈಕಿ ಅತಿ ದೊಡ್ಡ ರಾಜ್ಯವಾಗಿರುವ ಉತ್ತರ ಪ್ರದೇಶವು ಏಳು ಹಂತದ ಚುನಾವಣೆ ಎದುರಿಸಲಿದೆ. ಮಣಿಪುರ ಎರಡು ಹಂತ ಹಾಗೂ ಪಂಜಾಬ್, ಉತ್ತರಾಖಂಡ, ಗೋವಾ ರಾಜ್ಯಗಳ ಚುನಾವಣೆ ಒಂದೇ ಹಂತದಲ್ಲಿ ಪೂರ್ಣಗೊಳ್ಳಲಿದೆ.

ಪ್ರಶಸ್ತಿ ಘೋಷಣೆ ಬಳಿಕ ಮಾತನಾಡಿದ ಜಲ ಶಕ್ತಿ ಸಚಿವ ಗಜೇಂದ್ರ ಸಿಂಗ್ ಶೆಖಾವತ್, ದೇಶಾದ್ಯಂತ ಕೃಷಿ, ನೀರಾವರಿ, ಕೈಗಾರಿಕೆ, ಕುಡಿಯುವ ನೀರು ಸೇರಿದಂತೆ ಹಲವು ಕ್ಷೇತ್ರಗಳಿಗೆ ವಾರ್ಷಿಕ 1,000 ಶತಕೋಟಿ ಕ್ಯುಬಿಕ್ ಮೀಟರ್ ನೀರಿನ ಅವಶ್ಯಕತೆ ಇದೆ. ಮಳೆಯ ಪ್ರಮಾಣದಲ್ಲಿ ವ್ಯತ್ಯಾಸ ವಾಗುತ್ತಿರುವ ಕಾರಣ ಬೇಡಿಕೆಗಿಂತ ಲಭ್ಯತೆ ಕಡಿಮೆ ಇದೆ.
ಅದರಲ್ಲೂ,2050ರ ವೇಳೆಗೆ ಬೇಡಿಕೆ ಪ್ರಮಾಣ 1,400-1,500 ಶತಕೋಟಿ ಕ್ಯುಬಿಕ್ ಮೀಟರ್ ಗೆ ತಲುಪುವ ಸಾಧ್ಯತೆಯಿದೆ. ಹಾಗಾಗಿ ಜಲಸಂರಕ್ಷಣೆಗೆ ಎಲ್ಲರೂ ಒಗ್ಗೂಡಿ, ಸಕಾರಾತ್ಮಕ ಮನೋಭಾವದಿಂದ ಕಾರ್ಯನಿರ್ವಹಿಸಬೇಕಿದೆ ಎಂದರು.

ಪರಿಸರ ಸಂರಕ್ಷಣೆ ಜೊತೆಗೆ ಪ್ರವಾಸೋದ್ಯಮಕ್ಕೆ ಪೂರಕವಾಗಿ ಜೋಗ ಅಭಿವೃದ್ಧಿಗೆ ಹೆಚ್ಚುವರಿಯಾಗಿ ರಾಜ್ಯ ಸರ್ಕಾರ 116 ಕೋಟಿ ರೂ.ಮಂಜೂರು ಮಾಡಿದೆ ಎಂದು ಎಂಎಸ್ಐಎಲ್ ಅಧ್ಯಕ್ಷ ಹಾಗೂ ಶಾಸಕ ಎಚ್.ಹಾಲಪ್ಪ ತಿಳಿಸಿದರು.
ಸುದ್ದಿಗಾರರೊಂದಿಗೆ ಮಾತನಾಡಿದ ಅವರು, ಪ್ರಥಮ ಹಂತದಲ್ಲಿ 185 ಕೋಟಿ ರೂ.ಬಿಡುಗಡೆಯಾಗಿ, 155 ಕೋಟಿ ರೂ.ವೆಚ್ಚದಲ್ಲಿ ಜೋಗ ವ್ಯಾಪ್ತಿ ವಿವಿಧ ಕಾಮಗಾರಿಗಳು ನಡೆಯುತ್ತಿವೆ. ಜೋಗ ಸಮಗ್ರ ಅಭಿವೃದ್ಧಿಗೆ ನಡೆದ ಸಚಿವ ಸಂಪುಟ ಸಭೆಯಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಹೆಚ್ಚುವರಿಯಾಗಿ 116 ಕೋಟಿ ರೂ. ಬಿಡುಗಡೆ ಮಾಡಿದ್ದು , ಒಟ್ಟು 301 ಕೋಟಿ ರೂಪಾಯಿ ಅನುದಾನ ಸರ್ಕಾರದಿಂದ ದೊರಕಿದೆ ಎಂದರು.
ಅನುದಾನ ಬಿಡುಗಡೆಗೆ ಕಾಳಜಿ ತೋರಿಸಿದ ಬಿ.ಎಸ್ ಯಡಿಯೂರಪ್ಪ ಜಿಲ್ಲಾ ಉಸ್ತುವಾರಿ ಸಚಿವ ಕೆ. ಎಸ್. ಈಶ್ವರಪ್ಪ ಸಂಸದ ಬಿ.ವೈ ರಾಘವೇಂದ್ರ ಅವರಿಗೆ ಕ್ಷೇತ್ರದ ಜನರು ಪರವಾಗಿ ಕೃತಜ್ಞತೆ ಸಲ್ಲಿಸಲಾಗುವುದು ಎಂದರು.
ಪರಿಶೀಲನಾ ಸಮಿತಿ ಮತ್ತು ಉಪ ವಿಭಾಗ ಆಸ್ಪತ್ರೆ ಆರೋಗ್ಯ ರಕ್ಷಾ ಸಮಿತಿಗೆ ಸದಸ್ಯರನ್ನು ಸರ್ಕಾರ ನಾಮನಿರ್ದೇಶನ ಮಾಡಿದೆ ಎಂದು ಮಾಹಿತಿ ನೀಡಿದರು.

ಜೆಡಿಎಸ್ ಗೆ ಪೂರ್ಣ ಬಹುಮತದೊಂದಿಗೆ ಐದುವರ್ಷದ ಪೂರ್ಣಾವಧಿ ಅಧಿಕಾರ ನೀಡಿದರೆ ರಾಜ್ಯದ ಎಲ್ಲಾ ನದಿಗಳ ನೀರಿನ ಸಮರ್ಪಕ ಬಳಕೆಗೆ ಯೋಜನೆ ರೂಪಿಸಿ, ಅನುಷ್ಠಾನಕ್ಕೆ ತರುವ ಭರವಸೆಯೊಂದಿಗೆ ಜನವರಿ 26ರಂದು ಜನತಾ ಜಲಧಾರೆ ಅಭಿಯಾನ ಆರಂಭಿಸಲಾಗುವುದು ಎಂದು ಜೆಡಿಎಸ್ ಶಾಸಕಾಂಗ ಪಕ್ಷದ ನಾಯಕರಾದ ಎಚ್. ಡಿ. ಕುಮಾರಸ್ವಾಮಿ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಪಾದಯಾತ್ರೆಯಿಂದ ನೀರು ಸಿಗುತ್ತದೆ ಎಂದು ಸಾಬೀತುಪಡಿಸುವ ಸಾಕ್ಷ್ಯವನ್ನು ಕಾಂಗ್ರೆಸ್ ನೀಡಿದರೆ, ನಾನೇ ಖುದ್ದಾಗಿ ಯಾತ್ರೆ ಬೆಂಬಲಿಸುವೆ ಎಂದು ಜೆಡಿಎಸ್ ಶಾಸಕಾಂಗ ಪಕ್ಷದ ನಾಯಕರಾದ ಎಚ್. ಡಿ. ಕುಮಾರಸ್ವಾಮಿ ಅವರು ಹೇಳಿದ್ದಾರೆ.

ಈ ಅಭಿಯಾನ 2023ರ ಚುನಾವಣೆ ವರೆಗೂ ಮುಂದುವರೆಯಲಿದೆ. ನದಿಮೂಲ ಗಳಿರುವ 51 ಸ್ಥಳಗಳಿಗೆ ಯಾತ್ರೆಯ ಮೂಲಕ ಭೇಟಿ ನೀಡುವುದು ಎಂದು ಹೇಳಿದರು.

ರಾಜ್ಯದ ಎಲ್ಲಾ ನದಿಗಳಲ್ಲಿ ಲಭ್ಯವಿರುವ ನೀರಿನ ಬಳಕೆಗೆ ಸಮಗ್ರ ಯೋಜನೆ ರೂಪಿಸಲಾಗಿದೆ. ಪ್ರತಿ ಮನೆಗೂ ಶುದ್ಧ ಕುಡಿಯುವ ನೀರು ಪೂರೈಕೆ ಹಾಗೂ ರಾಜ್ಯದ ಉದ್ದಗಲಕ್ಕೆ ಕೃಷಿ ಚಟುವಟಿಕೆಗೆ ನೀರಾವರಿ ಕಲ್ಪಿಸುವ ಯೋಜನೆಗಳನ್ನು ಜೆಡಿಎಸ್ ಸಿದ್ಧಪಡಿಸಿದೆ. ಅವುಗಳೊಂದಿಗೆ ಜನರ ಎದುರು ಹೋಗಿ ಬೆಂಬಲ ಕೋರಲಾಗುವುದು ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

ಪಕ್ಷದ ಶಾಸಕರು, ಮಾಜಿ ಸಚಿವರು ಹಾಗೂ ಹಿರಿಯ ಮುಖಂಡರ ನೇತೃತ್ವದಲ್ಲಿ 15 ತಂಡಗಳನ್ನು ರಚಿಸಲಾಗುತ್ತದೆ. ಈ ತಂಡಗಳು ನದಿ ಮೂಲಗಳಿಗೆ ಭೇಟಿ ನೀಡಿ ಪೂಜೆ ಸಲ್ಲಿಸಿ, ಜಲ ಸಂಗ್ರಹಿಸಲಿವೆ. ಕೋವಿಡ್ ಪ್ರಕರಣಗಳ ಸಂಖ್ಯೆ ಹೆಚ್ಚಾಗಿರುವುದರಿಂದ ಜನವರಿ 26ಕ್ಕೆ ಆಂದೋಲನ ಆರಂಭಿಸುವುದು ಖಚಿತ. ಕೋವಿಡ್ ಹೆಚ್ಚಾದರೆ ಕೆಲವು ದಿನಗಳ ಕಾಲ ಮುಂದೂಡಲಾಗಿದೆ ಎಂದು ಕುಮಾರಸ್ವಾಮಿ ಅವರು ವಿವರಿಸಿದ್ದಾರೆ.

ಜೆಡಿಎಸ್ ಸೋಲು-ಗೆಲುವು ಹೊಸದೇನಲ್ಲ. ಅನೇಕ ಚುನಾವಣೆಗಳಲ್ಲಿ ಸೋಲು-ಗೆಲುವು ನೋಡಿದ್ದೇವೆ. ಈಗ ಸಂಪೂರ್ಣ ಬಹುಮತದೊಂದಿಗೆ ಅಧಿಕಾರ ನೀಡಿದರೆ ಜನರ ಕೆಲಸ ಮಾಡುತ್ತೇವೆ ಎಂಬ ಭರವಸೆಯೊಂದಿಗೆ ಹೋರಾಟ ಮಾಡುತ್ತೇವೆ. ಯಾವ ರೀತಿಯಲ್ಲೂ ಮುಚ್ಚುಮರೆ ಮಾಡುವುದಿಲ್ಲ. ಚುನಾವಣೆಯಲ್ಲಿ ಬೆಂಬಲ ನೀಡುವಂತೆ ಜನರಲ್ಲಿ ಕೇಳುವುದಾಗಿ ಯಾತ್ರೆ ಮಾಡುತ್ತಿದ್ದೇವೆ ಎಂದರು.
