ಉಕ್ರೇನ್ ಸೈನಿಕರಂತೆ ಹಾಗೂ ಉಕ್ರೇನ್ ಪ್ರಜೆಗಳಂತೆ ಒಳ ನುಸುಳುವ ರಷ್ಯಾದ ಯೋಧರು ವಿಧ್ವಂಸಕ ಕೃತ್ಯಗಳನ್ನು ನಡೆಸುತ್ತಿದ್ದಾರೆ. ಇಂಥದ್ದಕ್ಕೆಲ್ಲ ಕಡಿವಾಣ ಹಾಕವುದಕ್ಕಾಗಿ ಉಕ್ರೇನ್ ಪರವಾಗಿ ಗನ್ ಹಿಡಿದು ನಿಂತು ಪ್ರಜೆಗಳ ರಕ್ಷಣೆಗಾಗಿ ಉಕ್ರೇನ್ ತನ್ನ ಗುರುತನ್ನೇ ಬದಲಾಯಿಸಿಕೊಂಡಿದೆ.

ದೇಶದ ದ್ವಿವರ್ಣ ಧ್ವಜದಲ್ಲಿರುವ ನೀಲಿ ಬಣ್ಣಕ್ಕೆ ಬದಲಾಯಿಸಿಕೊಳ್ಳಲಾಗಿದೆ. ಬಾವುಟದಲ್ಲಿರುವ ನೀಲಿ ಬಣ್ಣವನ್ನು ವಿಶೇಷ ಗುರುತಾಗಿ ಬಳಸಿಕೊಳ್ಳಲಾಗುತ್ತಿದ್ದು, ಕಾರುಗಳು ಮತ್ತು ಸೇನಾ ವಾಹನಗಳ ಮೇಲೆ ನೀಲಿ ಟೇಪ್ ಅನ್ನು ಹಚ್ಚಲಾಗುತ್ತಿದೆ. ಇದಕ್ಕೂ ಮೊದಲು ಎರಡು ಬಣ್ಣಗಳ ಮಗ್ಗಲನ್ನು ಎಡದಿಂದ ಬಲಕ್ಕೆ ಬದಲಾಯಿಸಿಕೊಳ್ಳಲಾಗಿತ್ತು.
ಉಕ್ರೇನ್ ನೆಲದಲ್ಲಿ ನಮ್ಮವರಂತೆ ನುಸುಳಿಕೊಂಡು ಕೆಲವರು ವಿಧ್ವಂಸಕ ಕೃತ್ಯಗಳನ್ನು ಎಸಗುತ್ತಿದ್ದಾರೆ. ಅಂಥ ವಿಧ್ವಂಸಕರನ್ನು ಗುರುತಿಸಲು ಮತ್ತು ವೈರಿಗಳ ಬಗ್ಗೆ ಸ್ನೇಹಿತರಿಗೆ ತಿಳಿಸುವ ಉದ್ದೇಶದಿಂದ ಈ ಕ್ರಮವನ್ನು ತೆಗೆದುಕೊಳ್ಳಲಾಗಿದೆ. ಕಳೆದ ಕೆಲವು ವಾರಗಳಲ್ಲಿ ಇದು ಹಲವಾರು ಬಾರಿ ಬದಲಾಗಿದೆ ಎಂದು ನಾಗರಿಕ ಸ್ವಯಂಸೇವಕ ಫಿಲಿಪ್ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

ರಷ್ಯಾ ನಿರಂತರ ದಾಳಿಯ ನಡುವೆ ಇಂಥ ಬದಲಾವಣೆಗಳು ಕೆಲವು ಗೊಂದಲಗಳನ್ನು ಉಂಟು ಮಾಡುತ್ತದೆ. ಆದರೆ ಯುದ್ಧದಲ್ಲಿ ಉಕ್ರೇನ್‌ ಪ್ರಯತ್ನವನ್ನು ಬೆಂಬಲಿಸುವ ಶಕ್ತಿಗಳಿವೆ. ರಸ್ತೆಗಳಲ್ಲಿ ವಿಶೇಷ ಚಿಕಿತ್ಸೆ ನೀಡುವ ಸ್ವಯಂಸೇವಕರು ಇದ್ದಾರೆ. ಆದ್ದರಿಂದ ಅವರಿಗೆ ತೋಳು ಪಟ್ಟಿಗಳನ್ನು ನೀಡಲಾಗಿದೆ. ನಿನ್ನೆಯಷ್ಟೇ ನೀಲಿ ಬ್ಯಾಂಡ್ ಅನ್ನು ಪರಿಚಯಿಸಲಾಯಿತು. ಆದರೆ ಈಗ ಪ್ರತಿಯೊಬ್ಬರೂ ತಮ್ಮ ಬಲಭಾಗದಲ್ಲಿ ನೀಲಿ ಟೇಪ್ ಅನ್ನು ಧರಿಸುತ್ತಾರೆ. ಇದು ಕೆಲವು ಗೊಂದಲಗಳನ್ನು ಸೃಷ್ಟಿಸಬಹುದು, ಆದರೆ ಇದು ವಿಧ್ವಂಸಕರು ಒಳನುಸುಳದಂತೆ ಎಚ್ಚರಿಕೆ ವಹಿಸಲು ಹಾಗೂ ಶತ್ರುಗಳ ಬಗ್ಗೆ ಸ್ನೇಹಿತರಿಗೆ ತಿಳಿಸಲು ಸಹಕಾರಿ ಆಗಿರುತ್ತದೆ. ಇದು ಉಕ್ರೇನ್‌ಗೆ ಸಣ್ಣ ಪ್ರಮಾಣದಲ್ಲಾದರೂ ಉಪಯೋಗಕ್ಕೆ ಬರಲಿದೆ. ಈ ತಂತ್ರ ಫಲಕಾರಿಯಾಗಲು ಸ್ವಲ್ಪ ಸಮಯ ತೆಗೆದುಕೊಳ್ಳಬಹುದು ಎಂದು ಫಿಲಿಪ್ ತಿಳಿಸಿದ್ದಾರೆ.

ರಷ್ಯಾ ನಡೆಸಿದ 17ನೇ ದಿನದ ಆಕ್ರಮಣದಲ್ಲಿ ಶನಿವಾರ ಮಾರಿಯುಪೋಲ್‌ನ ಪೂರ್ವ ಹೊರವಲಯದಲ್ಲಿರುವ ಪ್ರದೇಶಗಳನ್ನು ವಶಪಡಿಸಿಕೊಂಡಿದೆ ಎಂದು ಉಕ್ರೇನ್ ರಕ್ಷಣಾ ಸಚಿವಾಲಯ ತಿಳಿಸಿದೆ. ರಷ್ಯಾದ ಪಾಲಿಗೆ 4,30,000 ಜನರಿಗೆ ನೆಲೆಯಾಗಿರುವ ಆಯಕಟ್ಟಿನ ಬಂದರು ನಗರವಾದ ಮರಿಯೋಪೋಲ್‌ನ ಮೇಲೆ ನಿಯಂತ್ರಣ ಸಾಧಿಸುವುದು ಫೆಬ್ರವರಿ 24ರಂದು ನಡೆಸಿದ ಆಕ್ರಮಣದ ಆರಂಭದ ಆದ್ಯತೆ ಆಗಿತ್ತು. ಮರಿಯೋಪೋಲ್‌ನ ಮುತ್ತಿಗೆಯಿಂದ ಈಗಾಗಲೇ 1,582 ಜನರನ್ನು ಬಲಿ ತೆಗೆದುಕೊಂಡಿದೆ ಎಂದು ಮಾರಿಯೋಪೋಲ್‌ನ ಅಧಿಕಾರಿಗಳು ತಿಳಿಸಿದ್ದಾರೆ.

ಜನಗಣತಿ (ತಿದ್ದುಪಡಿ) ನಿಯಮಗಳು-2022’ಕ್ಕೆ ಕೇಂದ್ರ ಸರ್ಕಾರ ಒಪ್ಪಿಗೆ ನೀಡಿ ಅಧಿಸೂಚನೆ ಹೊರಡಿಸಿದೆ. ಅದರಲ್ಲಿ ‘ಎಲೆಕ್ಟ್ರಾನಿಕ್‌ ಅರ್ಜಿ’ಗೂ ಭೌತಿಕ ಅರ್ಜಿಗೆ ಸಮಾನವಾದ ಮಾನ್ಯತೆ ನೀಡಲಾಗಿದೆ. ಹೀಗಾಗಿ ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಕಾಯ್ದೆಯ ನಿಯಮಾನುಸಾರ ಎಲೆಕ್ಟ್ರಾನಿಕ್‌ ರೂಪದಲ್ಲಿ ಸರ್ಕಾರ ಸ್ವೀಕರಿಸುವ ಜನಗಣತಿಯ ಮಾಹಿತಿಯು ಜನಗಣತಿದಾರರು ಭೌತಿಕವಾಗಿ ಸಂಗ್ರಹಿಸುವ ಮಾಹಿತಿಯಷ್ಟೇ ಅಧಿಕೃತವಾಗಿರುತ್ತದೆ. ಅದರಂತೆ ಜನರು ತಮ್ಮ ಮಾಹಿತಿಯನ್ನು ಗಣತಿಯ ಅರ್ಜಿಯನ್ನು ಡೌನ್‌ಲೋಡ್‌ ಮಾಡಿಕೊಂಡು ಭರ್ತಿ ಮಾಡಿ ಸಲ್ಲಿಕೆ ಮಾಡಬಹುದಾಗಿದೆ ಎಂದು ತಿಳಿದುಬಂದಿದೆ.

ದೇಶದಲ್ಲಿ 2021ರ ಜನಗಣತಿಯು 2020ರ ಏ.1ರಿಂದ ನಡೆಯಬೇಕಿತ್ತು. ಆದರೆ, ಕೊರೋನಾ ಕಾರಣದಿಂದ ನಡೆದಿಲ್ಲ. ಮುಂದೆ ಯಾವಾಗ ನಡೆಯುತ್ತದೆ ಎಂಬುದನ್ನು ಸರ್ಕಾರ ತಿಳಿಸಿಲ್ಲ. ಇನ್ನು, ಜನರು ಎಲೆಕ್ಟ್ರಾನಿಕ್‌ ರೂಪದಲ್ಲಿ ತಾವೇ ಗಣತಿಯ ಅರ್ಜಿ ಭರ್ತಿ ಮಾಡಿ ಸಲ್ಲಿಸಿದ ಮೇಲೆ ಗಣತಿದಾರರು ಅವರ ಮನೆಗೆ ಭೇಟಿ ನೀಡಿ ಭೌತಿಕವಾಗಿ ಮಾಹಿತಿ ಪಡೆಯುತ್ತಾರೋ ಅಥವಾ ಜನರು ಸಲ್ಲಿಸಿದ ಎಲೆಕ್ಟ್ರಾನಿಕ್‌ ಅರ್ಜಿಯಲ್ಲಿರುವ ಮಾಹಿತಿಯೇ ಅಂತಿಮವೋ ಎಂಬುದನ್ನು ಸರ್ಕಾರ ತಿಳಿಸಿಲ್ಲ ಎಂದು ಮೂಲಗಳು ತಿಳಿಸಿವೆ.

ಕೆಳದಿ ಶಿವಪ್ಪನಾಯಕ ಕೃಷಿ ಮತ್ತು ತೋಟಗಾರಿಕೆ ವಿಜ್ಞಾನಗಳ ವಿಶ್ವವಿದ್ಯಾಲಯ, ಐಸಿಎಆರ್, ಕೃಷಿ ವಿಜ್ಞಾನ ಕೇಂದ್ರ, ನವುಲೆ, ಪಶುಪಾಲನಾ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಸೇವಾ ಇಲಾಖೆ ಇವರ ಸಹಯೋಗದಲ್ಲಿ ನವುಲೆಯ ಕೃಷಿ ಮಹಾವಿದ್ಯಾಲಯದಲ್ಲಿ ಪಶುಪಾಲನಾ ಇಲಾಖೆಯ ಪಶುವೈದ್ಯಾಧಿಕಾರಿಗಳಿಗೆ ಏರ್ಪಡಿಸಲಾಗಿದ್ದ ‘ಜಾನುವಾರುಗಳಲ್ಲಿನ ಪ್ರಚಲಿತ ಸಮಸ್ಯೆಗಳು’ ಕುರಿತಾದ ಒಂದು ದಿನದ ತಾಂತ್ರಿಕ ಕಾರ್ಯಗಾರಕ್ಕೆ ಚಾಲನೆ ನೀಡಿ ಅವರು ಮಾತನಾಡಿದರು.

ವರ್ಷಕ್ಕೊಮ್ಮೆ ಈ ರೀತಿಯ ತಾಂತ್ರಿಕ ಕಾರ್ಯಾಗಾರ ಹಮ್ಮಿಕೊಂಡು ಬರುತ್ತಿರುವುದು ಒಳ್ಳೆಯ ವಿಚಾರ. ಆದರೆ ಇತ್ತೀಚೆಗೆ ಪಶುಪಾಲನಾ ಮತ್ತು ಪಶುವೈದ್ಯಕೀಯ ಕ್ಷೇತ್ರದಲ್ಲಿ ಸಹ ಹೊಸ ಸಂಶೋಧನೆಗಳು ಹೆಚ್ಚಾಗಿವೆ. ಹಾಗೂ ಪಶು ವೈದ್ಯರಿಗೆ ತಮ್ಮ ಕಾರ್ಯಕ್ಷೇತ್ರದಲ್ಲಿ ಹೊಸ ಬಗೆಯ ಸಮಸ್ಯೆಗಳು, ಸವಾಲುಗಳು ಎದುರಾಗುತ್ತಿರುತ್ತವೆ. ಇಂತಹ ಸಮಸ್ಯೆಗಳ ಕುರಿತು ವಿಶ್ವವಿದ್ಯಾಲಯ ಅಥವಾ ಸರ್ಕಾರಕ್ಕೆ ತಿಳಿಸಲು ಕಾರ್ಯಾಗಾರಗಳು ಉತ್ತಮ ವೇದಿಕೆಯಾಗಿದೆ. ಹಾಗೂ ಕಾರ್ಯಾಗಾರದಲ್ಲಿ ವಿವಿಧ ವಿಷಯ, ಚರ್ಚೆ, ವಿನಿಮಯ ಮಾಡಿಕೊಂಡು, ಅಪ್‍ಡೇಟ್ ಆಗಬಹುದು. ಆದ್ದರಿಂದ ಪ್ರತಿ ತಿಂಗಳಿಗೆ ಒಂದು ಸೆಮಿನಾರ್ ಏರ್ಪಡಿಸುವುದು ಒಳ್ಳೆಯದು ಎಂದು ಸಲಹೆ ನೀಡಿದರು.

ವೈದ್ಯರು ಸೇರಿದಂತೆ ಸಿಬ್ಬಂದಿಗಳಿಗೆ ಕೌಶಲ್ಯ ತರಬೇತಿಗಳನ್ನು ಹಮ್ಮಿಕೊಳ್ಳಬೇಕು. ಈ ಮೂಲಕ ಕ್ಷೇತ್ರದಲ್ಲಿ ಹೊಸ ಸಂಶೋಧನೆಗಳ ಬಗ್ಗೆ ಅವರಿಗೆ ತಿಳಿಸಬಹುದು. ಹಾಗೂ ಇಂತಹ ಕಾರ್ಯಾಗಾರಗಳನ್ನು ಹಮ್ಮಿಕೊಳ್ಳುವುದರಿಂದ ವೈದ್ಯರು ತಾವು ಅಪ್‍ಡೇಟ್ ಆಗಿ ರೈತರನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ತಲುಪಬಹುದು ಎಂದ ಅವರು ಇಂದಿನ ಕಾರ್ಯಾಗಾರ ಯಶಸ್ವಿಯಾಗಲಿ ಹಾಗೂ ಪ್ರತಿ ತಿಂಗಳು ಇಂತಹ ಸೆಮಿನಾರ್ ನಡೆಯಲಿ ಎಂದು ಆಶಿಸಿದರು.

ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಿದ್ದ ಕೆಳದಿ ಶಿವಪ್ಪ ನಾಯಕ ಕೃಷಿ ಮತ್ತು ತೋಟಗಾರಿಕೆ ವಿಶ್ವವಿದ್ಯಾಲಯದ ಡಾ.ಎಂ.ಕೆ.ನಾಯಕ್ ಮಾತನಾಡಿ, ಇಡೀ ವಿಶ್ವದಲ್ಲಿ ಆಹಾರ ಭದ್ರತೆ ಖಾತ್ರಿಪಡಿಸಿರುವ ಏಕೈಕ ರಾಷ್ಟ್ರ ನಮ್ಮದು. ಡಾ.ವರ್ಗೀಸ್ ಕುರಿಯನ್‍ರವರ ಬಿಳಿ ಕ್ರಾಂತಿಯ ಪರಿಣಾಮವಾಗಿ ಇಡೀ ವಿಶ್ವದ ಹಾಲಿನ ಪ್ರಮಾಣದಲ್ಲಿ ಶೇ.22 ಕೊಡುಗೆ ನಮ್ಮ ದೇಶದ್ದಾಗಿದೆ. ಪ್ರತಿ ದಿನ 200 ಮಿಲಿಯನ್ ಲೀಟರ್ ಹಾಲಿನ ಉತ್ಪನ್ನವಿದೆ. ನಮ್ಮ ದೇಶದಲ್ಲಿ ಪ್ರತಿ ಒಬ್ಬರಿಗೆ 280 ಗ್ರಾಂ ಹಾಲಿನ ಅವಶ್ಯಕತೆ ಇದೆ. ಆದರೆ ನಮ್ಮ ಉತ್ಪನ್ನದ ಪ್ರಕಾರ ತಲಾ 480 ಗ್ರಾಂ ಲಭ್ಯವಿದೆ. (ಜಾಗತಿಕವಾಗಿ) ತತ್ತಿ ಶೇ.7.2 ಮತ್ತು ಮಾಂಸ ಶೇ. 2.5 ಉತ್ಪಾದನೆ ಇದ್ದು ಲೈವ್‍ಸ್ಟಾಕ್(ಜಾನುವಾರು)ನಲ್ಲಿ ದೇಶ ಮೊದಲನೇ ಸ್ಥಾನದಲ್ಲಿದೆ. ಕಳೆದ ವರ್ಷಕ್ಕೆ ಹೋಲಿಸಿದರೆ ಈ ವರ್ಷ ಹಾಲು, ಮಾಂಸದಲ್ಲಿ ಶೇ. 5 ಮತ್ತು ಮೊಟ್ಟೆ ಉತ್ಪನ್ನದಲ್ಲಿ ಶೇ.10.19 ರಷ್ಟು ಹೆಚ್ಚಳವಾಗಿದೆ.

ಆದರೆ ನಮ್ಮ ಪಶು-ಪ್ರಾಣಿಗಳ ಆರೋಗ್ಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕೆಲವಾರು ಸಮಸ್ಯೆಗಳಿವೆ. ನಮ್ಮ ಜಾನುವಾರುಗಳಿಗೆ ಸರಿಯಾದ ಸೂರಿಲ್ಲ. ಬಿಡಾಡಿಯಾಗಿ ತಿರುಗುವುದು ಸಾಮಾನ್ಯವಾಗಿದೆ. ಹಾಗೂ ಹಾಲು ಕೊಡದ, ಲಾಭವಿಲ್ಲದ ಪ್ರಾಣಿಗಳನ್ನು ಕಸಾಯಿಖಾನೆಗೆ ಕಳುಹಿಸುವುದನ್ನು ಕೂಡ ಕಾಣುತ್ತಿದ್ದೇವೆ.

ಮರಿಯಪೋಲ್ ನಲ್ಲಿ ಕಳೆದ 12 ದಿನಗಳ ರಷ್ಯಾ ದಾಳಿಯಲ್ಲಿ 1500 ಜನರು ಸಾವನ್ನಪ್ಪಿದ್ದಾರೆ. ನಿರಾಶ್ರಿತರಾಗಿರುವ ಜನರಿಗೆ ಆಹಾರ, ನೀರು ಒದಗಿಸುವುದು ಕಷ್ಟಕರವಾಗಿದೆ ಎಂದು ಮರಿಯಪೋಲ್ ಮೇಯರ್ ಕಚೇರಿ ತಿಳಿಸಿದೆ.

ಇನ್ನೊಂದು ಕಡೆ, ರಷ್ಯಾ ಸೇನೆ ಉಕ್ರೇನ್ ನ ಮೈಕೋಲೈವ್ ಕ್ಯಾನ್ಸರ್ ಆಸ್ಪತ್ರೆಯ ಮೇಲೆ ದಾಳಿ ನಡೆಸಿದೆ. ಚಿಕಿತ್ಸೆ ಪಡೆಯುತ್ತಿದ್ದ ರೋಗಿಗಳು ಸಂಕಷ್ಟಕ್ಕೀಡಾಗಿದ್ದಾರೆ ಎಂದು ಉಕ್ರೇನ್ ಆರೋಪಿಸಿದೆ. ಉಕ್ರೇನ್ ನ ಲುಟ್ಸ್ಕ್, ಇವಾನೊ-ಫ್ರಾಂಕಿವ್ಸ್ ನಗರಳ ಮೇಲೆ ವಾಯು ದಾಳಿ ನಡೆಸಿದೆ. ರಾಜಧಾನಿ ಕೀವ್ ನಗರವನ್ನು ರಷ್ಯಾ ಸೇನೆ ಸುತ್ತುವರೆದಿದೆ.

ಉಕ್ರೇನ್ ನಿಂದ ನಿನ್ನೆ ಒಂದೇ ದಿನದಲ್ಲಿ 7,144 ಜನರನ್ನು ಸ್ಥಳಾಂತರ ಮಾಡಲಾಗಿದೆ ಎಂದು ಉಕ್ರೇನ್ ಸರ್ಕಾರ ತಿಳಿಸಿದೆ. ಇಡೀ ಉಕ್ರೇನ್ ಈಗ ಸ್ಮಶಾನವಾಗಿದೆ.ಎಲ್ಲೆಲ್ಲೂ ಹೆಣಗಳ ರಾಶಿ, ಜನರ ಆಕ್ರಂದನ, ಬಾಂಬ್ ದಾಳಿ, ಆಹಾರ, ನೀರಿಗಾಗಿ ಪರದಾಟ ರಣಭೀಕರತೆಯ ದೃಶ್ಯಗಳು ಕಂಡುಬರುತ್ತಿವೆ.
