ಜಾಮಿಯಾ ಮಸೀದಿಯ ಮೌಲಾನಾ ಮಸೂದ್ ಇಮ್ರಾನ್ ಸಾಹೇಬ್ ಅವರು ” ಕೋವಿಡ್ ರೀತಿಯೇ ಆನ್ಲೈನ್ ಕ್ಲಾಸ್ ನಡೆಸಲಿ. ಧಾರ್ಮಿಕ ಭಾವನೆ ಪಾಲನೆ ಮಾಡಲು ಎಲ್ಲರಿಗೂ ಅಧಿಕಾರ ಇದೆ. ಶಿಕ್ಷಣ ಮುಖ್ಯ ಹಾಗಂತ ಗಲಾಟೆ ಬೇಡ. ವಿದ್ಯಾರ್ಥಿಗಳು ಕಾಲೇಜಿಗೆ ಬರುವಾಗ ಹಲವರು ತಡೆಯುತ್ತಿದ್ದಾರೆ. ಇದು ಭವಿಷ್ಯವನ್ನು ತಡೆದಂತೆ ಆಗಿದೆ. ಧರ್ಮದ ಜೊತೆಗೆ ಶಿಕ್ಷಣವನ್ನು ಉಳಿಸಿಕೊಳ್ಳಬೇಕಿದೆ” ಎಂದು ಹೇಳಿದರು.

ಮಾದಾರ ಚನ್ನಯ್ಯ ಗುರುಪೀಠದ ಮಾದಾರ ಚನ್ನಯ್ಯ ಸ್ವಾಮೀಜಿ ಮಾತನಾಡಿ “ತಮ್ಮ ಧರ್ಮದವರಿಗೆ ಎಲ್ಲರೂ ಸೂಚನೆಯನ್ನು ನೀಡಬೇಕಿದೆ. ವಿದ್ಯಾರ್ಥಿಗಳು ಶಿಕ್ಷಕರು ಶಾಲಾ ಆಡಳಿತ ಮಂಡಳಿ ಎಲ್ಲರೂ ಶಾಂತಿಗಾಗಿ ಶ್ರಮಿಸಬೇಕೆಂದು” ಹೇಳಿದರು.

ಆಲ್ ಇಂಡಿಯಾ ಮಿಲ್ಲಿ ಕೌನ್ಸಿಲ್ ಮೌಲಾನಾ ಸುಲೇಮಾನ್ ಖಾನ್ ಅವರು “ವಿವಿಧತೆಯಲ್ಲಿ ಏಕತೆಯನ್ನು ಸಾರುವ ದೇಶ ನಮ್ಮದು. ರಾಜಕೀಯ ವ್ಯಕ್ತಿಗಳು ಇದು ದೊಡ್ಡ ಸಮಸ್ಯೆಯಾಗಿ ಬೆಳೆಯದಂತೆ ನೋಡಿಕೊಳ್ಳಬೇಕು ಎಂದು ಮನವಿ ಮಾಡುತ್ತೇನೆ” ಎಂದು ಹೇಳಿದರು.

ರಾಜ್ಯದಲ್ಲಿ ಕಿರು ಉದ್ಯಮಕ್ಕೆ ಸರ್ಕಾರಿ ನಿಯಮಗಳೇ ಬರೆಯಾಗಿವೆ. ಖಾಸಗಿ ಕೈಗಾರಿಕಾ ವಲಯದಲ್ಲಿ ಸ್ಥಾಪಿತ ಉದ್ಯಮಿಗಳ ಸಮಸ್ಯೆಗಳನ್ನು ಕೇಳುವವರೇ ಇಲ್ಲದಂತಾಗಿದೆ. ಸರ್ಕಾರಿ ಕೈಗಾರಿಕಾ ವಲಯದಲ್ಲೂ ಕೂಡ ಕಿರು ಉದ್ಯಮಗಳಿಗೆ ಸ್ಥಳಾವಕಾಶ ಇಲ್ಲದಂತಾಗಿದೆ.

ರಾಜ್ಯದಲ್ಲಿ ಅಂದಾಜು 6 ಲಕ್ಷ ಕಿರು ಉದ್ಯಮಗಳಿವೆ. ರಾಜ್ಯದ ಒಟ್ಟಾರೆ ಕೈಗಾರಿಕೆಗಳಲ್ಲಿ ಕಿರು ಉದ್ಯಮಿಗಳ ಪಾಲು ಶೇ.93 ಇದೆಯೆಂದು ಕರ್ನಾಟಕ ಸಣ್ಣ ಕೈಗಾರಿಕೆಗಳ ಸಂಘ ಅಂದಾಜಿಸಿದೆ. ಕೆಐಎಡಿಬಿ ಮತ್ತು ಕೈಗಾರಿಕಾ ಮೂಲಸೌಕರ್ಯ ನಿಗಮದಿಂದ ಮೂಲ ಸೌಕರ್ಯಗಳು ದೊರೆಯುತ್ತಿಲ್ಲ. ಬದಲಾಗಿ ಸರ್ಕಾರದ ಕಠಿಣ ನಿಯಮಗಳಿಂದ ಹೆಚ್ಚುವರಿ ಹೊರೆ ಬೀಳುತ್ತಿದೆ.

ಕಾರ್ಮಿಕರ ಲೈಸೆನ್ಸ್, ಪರಿಸರ ಮಾಲಿನ್ಯ, ವಿದ್ಯುತ್ ಲೈಸೆನ್ಸ್ ಮತ್ತು ವಿಸ್ತರಣೆ, ಒಂದೇ ಉದ್ದಿಮೆಗೆ ನಾನಾ ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗಳಿಂದ ಅನುಮತಿ ಸೇರಿ ಸರ್ಕಾರ ಸೂಚಿಸಿದ 16 ಇಲಾಖೆಗಳ ಅನುಮತಿ ಪಡೆಯಲು ಮೂರು-ನಾಲ್ಕು ವರ್ಷಗಳೇ ಬೇಕಾಗುತ್ತದೆ. ಈ ಕಾರಣದಿಂದ ಉದ್ಯಮಿಗಳು ಕಿರು ಉದ್ಯಮ ಸ್ಥಾಪನೆಗೆ ಹಿಂಜರಿಯುತ್ತಿದ್ದಾರೆ.

ಕಿರು ಉದ್ಯಮಕ್ಕೆ ಸರ್ಕಾರಿ ನಿಯಮಗಳು ಹೀಗಿವೆ. ಎಸ್ಕಾಂಗಳಿಗೆ ಠೇವಣಿ ಮೊತ್ತ ಇಟ್ಟರೂ, ಕಂಬ, ವಿದ್ಯುತ್ ಲೈನ್ ಟ್ರಾನ್ಸ್ಫಾರ್ಮರ್ ಅಳವಡಿಕೆ ವೆಚ್ಚವನ್ನು ಉದ್ದಿಮೆಗಳ ಮೇಲೆ ವಿಧಿಸುತ್ತಿರುವುದು ಹೊರೆಯಾಗಿದೆ.

ಹೆಚ್ಚಿನ ವಿದ್ಯುತ್ ವ್ಯಾಟ್ ವಿಸ್ತರಣೆಗೂ ಪ್ರತ್ಯೇಕ ಪಾವತಿ. ಠೇವಣಿ ಮೊತ್ತದಲ್ಲಿ ಹೊಂದಾಣಿಕೆಗೆ ಅವಕಾಶ ಇಲ್ಲ. ಕೈಗಾರಿಕಾ ಇಲಾಖೆಯಿಂದ ಅನುಮೋದಿತ ಹಾಗೂ ಅನುಮೋದಿತ ಅಲ್ಲದ ಕೈಗಾರಿಕೆಗಳು 21 ಮಾದರಿಯ ತೆರಿಗೆಯನ್ನು ಪಾವತಿಸಬೇಕಿದೆ.

ಉದ್ಯಮ ಸ್ಥಾಪನೆ ಸಂದರ್ಭದಲ್ಲಿ ಆಕ್ಯುಪೇಷನ್ ಸರ್ಟಿಫಿಕೇಟ್ ಅನ್ನು ಸಕ್ಷಮ ಪ್ರಾಧಿಕಾರದಿಂದ ಪಡೆದು ಸಂಬಂಧಿಸಿದ ಇಲಾಖೆಗೆ ನೀಡಲಾಗಿರುತ್ತದೆ. ಇದರ ಹೊರತಾಗಿಯೂ ಯಂತ್ರೋಪಕರಣ ಅಳವಡಿಕೆ ಮತ್ತು ಹೆಚ್ಚುವರಿ ವ್ಯಾಟ್ ವಿದ್ಯುತ್ ವಿಸ್ತರಣೆ ಸಂದರ್ಭದಲ್ಲಿ ಮತ್ತೊಮ್ಮೆ ಆಕ್ಯುಪೇಷನ್ ಸರ್ಟಿಫಿಕೇಟ್ ವಿತರಿಸಬೇಕು. ಅಲ್ಲದೆ ಸವಕಳಿ ಆಗಿರುವ ಯಂತ್ರೋಪಕರಣಗಳ ಮೇಲೆ ಮೂಲ ಸ್ವತ್ತಿನ ಬಂಡವಾಳದ ಮೇಲೆ ಪರಿಸರ ಮಾಲಿನ್ಯ ಇಲಾಖೆ ಪ್ರತಿವರ್ಷ ದರ ವಿಧಿಸುತ್ತದೆ ಹಾಗೂ ವಿದ್ಯುತ್ ದರ ಹೆಚ್ಚಳಕ್ಕೆ ಆಕ್ಷೇಪ ಇವೆಲ್ಲಾ ಕಿರು ಉದ್ದಿಮೆದಾರರ ಮೇಲೆ ಹೊರೆಯಾಗಿ ಪರಿಣಮಿಸಿದೆ.

ರಾಜ್ಯದ ಕೈಗಾರಿಕಾ ಸಚಿವ ಮುರುಗೇಶ್ ನಿರಾಣಿ ಅವರು “ನೂತನ ಕೈಗಾರಿಕಾ ನೀತಿ ಜಾರಿ ಇದ್ದು, ಇದರಲ್ಲಿ ಸಣ್ಣ ಕೈಗಾರಿಕೆಗಳ ಅಭಿವೃದ್ಧಿಗೆ ನಾನಾ ನಿಯಮಗಳನ್ನು ಜಾರಿ ಮಾಡಲಾಗಿದೆ. ಸಮಸ್ಯೆ ಪರಿಹಾರಕ್ಕೆ ಕೈಗಾರಿಕಾ ಇಲಾಖೆ ಮುಕ್ತವಾಗಿದೆ” ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

ನೋಕಿಯಾ ಪ್ಲಾಸ್ಟಿಕ್ ಉತ್ಪಾದಕರ ಸಂಘದ ಉಪಾಧ್ಯಕ್ಷ ಶರಿಯನ್ ಅವರು “ನೋಂದಾಯಿತ ಕೈಗಾರಿಕಾ ಬಡಾವಣೆ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಕೈಗಾರಿಕೆಗಳು ಇರದ ಕಾರಣ ಸರ್ಕಾರಕ್ಕೆ ನಮ್ಮಿಂದ ಲಾಭವಿಲ್ಲ. ಹಾಗಾಗಿ ಖಾಸಗಿ ಬಡಾವಣೆಗಳನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಲು ಹಿಂದೇಟು ಹಾಕುತ್ತಿದೆ” ಎಂದು ತಿಳಿಸಿದ್ದಾರೆ.

ಗ್ರಾಮದ ಶಾಲೆಗಳ ಆವರಣದಲ್ಲಿರುವ ವಿದ್ಯುತ್ ಲೈನ್ ಗಳನ್ನು ಸ್ಥಳಾಂತರ ಮಾಡಬೇಕಂಬ ಸರ್ಕಾರದ ಆದೇಶ ಹೊರತಾಗಿಯೂ ಹಾಡೋನಹಳ್ಳಿ ಶಾಲೆ ಅವರ ದಲ್ಲಿ ವಿದ್ಯುತ್ತನ್ನು ಗುರುತಿಸಿದ ತಹಶೀಲ್ದಾರ್ ಅವರು ಮೆಸ್ಕಾಂ ಅಧಿಕಾರಿಗಳನ್ನು ಸ್ಥಳಕ್ಕೆ ಕರೆಸಿ ಸ್ಥಳಾಂತರಕ್ಕೆ ಅಗತ್ಯವಾದ ಉಪಕರಣಗಳನ್ನು ತರಿಸುವ ವ್ಯವಸ್ಥೆ ಮಾಡಿ ಎರಡು ದಿನದೊಳಗೆ ಕಾಮಗಾರಿ ಮುಗಿಸುವಂತೆ ಸೂಚನೆ ನೀಡಿದರು.

ಶಾಲಾ-ಕಾಲೇಜು ವಿದ್ಯಾರ್ಥಿಗಳ ಹಿತದೃಷ್ಟಿಯಿಂದ ಶಿವಮೊಗ್ಗ-ಮಡಿಕೆಚೀಲೂರು ನಡುವೆ ಸಂಚರಿಸುವ ರಾಜ್ಯ ಸಾರಿಗೆ ಬಸ್ಸ್ ನ್ನು ಹಾಡೋನಹಳ್ಳಿ ಗ್ರಾಮದೊಳಗೆ ಬಂದು ಹೋಗಲು ವ್ಯವಸ್ಥೆ ಮಾಡುವಂತೆ ಗ್ರಾಮಸ್ಥರು ಮನವಿ ಮಾಡಿದರು. ತಹಶೀಲ್ದಾರ್ ನಾಗರಾಜ್ ಅವರು ರಾಜ್ಯ ಸಾರಿಗೆ ಸಂಸ್ಥೆಯ ಅಧಿಕಾರಿಗಳನ್ನು ಸ್ಥಳಕ್ಕೆ ಕರೆಸಿ ಗ್ರಾಮಕ್ಕೆ ಸೋಮವಾರದಿಂದಲೇ ಸೌಲಭ್ಯ ಕಲ್ಪಿಸುವಂತೆ ಸೂಚನೆ ನೀಡಿದರು.

“ಜಿಲ್ಲಾ ಪಂಚಾಯಿತಿ ತ್ರೈಮಾಸಿಕ ಕೆಡಿಪಿ ಸಭೆಯ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಜಿಲ್ಲಾಧಿಕಾರಿ ಡಾ.ಆರ್. ಸೆಲ್ವಮಣಿ ಅವರು ಮುಂದೂಡಿದ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ನಡೆಯ ಹಳ್ಳಿಯ ಕಡೆ ಕಾರ್ಯಕ್ರಮವನ್ನು ಫೆ.22 ರಂದು ಬೆಳಿಗ್ಗೆ 11ಗಂಟೆಗೆ ತೀರ್ಥಹಳ್ಳಿ ತಾಲ್ಲೂಕು ಗ್ರಾಮ ಪಂಚಾಯಿತಿ ಆವಣದಲ್ಲಿ ನಡೆಸಲಾಗುತ್ತದೆ” ಎಂದು ಅಪಾರ ಜಿಲ್ಲಾಧಿಕಾರಿ ಡಾ. ನಾಗೇಂದ್ರ ಎಫ್.ಹೊನ್ನಳಿ ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

ಉಡುಪಿ ಜಿಲ್ಲಾ ನ್ಯಾಯಾಲಯದ ಇ-ಸೇವಾ ಕೇಂದ್ರ, ಹೆಲ್ಪ್ ಡೆಸ್ಕ್ ಮತ್ತು ವಿಸಿ ಕ್ಯಾಬಿನ್ ಅನ್ನು ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ನ್ಯಾಯಮೂರ್ತಿ ಅಬ್ದುಲ್ ನಜೀರ್ ಅವರು ಉದ್ಘಾಟಿಸಿದರು.

ದೇಶಕ್ಕೆ ಸ್ವಾತಂತ್ರ್ಯ ಬಂದು 75 ವರ್ಷಗಳೇ ಕಳೆದರೂ ನ್ಯಾಯಾಲಯಗಳಲ್ಲಿ ಕೇಸ್ ಗಳ ಪ್ರಮಾಣ ಕಡಿಮೆಯಾಗುತ್ತಿಲ್ಲ. ದಾವೆಗಳು ಹೆಚ್ಚಾದಷ್ಟು ಸಮಾಜದ ಸ್ವಾಸ್ಥ್ಯ, ಶಾಂತಿ ಕಾಪಾಡಲು ಸಾಧ್ಯವಿಲ್ಲ ಇದೊಂದು ರೀತಿ ಕ್ಯಾನ್ಸರ್. ಈ ದೇಶದಿಂದ ನ್ಯಾಯಾಂಗ ವ್ಯವಸ್ಥೆಯಲ್ಲಿನ ಕೆಲವೊಂದು ಮೂಲ ದೋಷಗಳಿಗೆ ಪರಿಹಾರ ಹುಡುಕಬೇಕು ಎಂದು ನ್ಯಾಯಮೂರ್ತಿ ಎಸ್.ಅಬ್ದುಲ್ ನಜೀರ್ ತಿಳಿಸಿದರು.

ಪ್ರತಿಯೊಂದು ಕೇಸ್ ಗೂ ಮೇಲ್ಮನವಿ ಹಾಕಿದರೆ ಕೇಸ್ ಗಳನ್ನು ಶೀಘ್ರ ತೀರ್ಮಾನ ಮಾಡಲು ಸಾಧ್ಯವಿಲ್ಲ. ವ್ಯಾಜ್ಯಗಳ ವಿಲೇವಾರಿಯಾಗದೇ ಬಾಕಿ ಉಳಿಯುತ್ತದೆ ಎಂದು ನ್ಯಾಯಮೂರ್ತಿ ಎಸ್.ಅಬ್ದುಲ್ ನಜೀರ್ ಹೇಳಿದರು.

“ನ್ಯಾಯಾಲಯಗಳು ಗಟ್ಟಿಯಾಗಬೇಕಾದರೆ ಮೂಲಸೌಕರ್ಯ ಸಿಬ್ಬಂದಿ ಅತಿ ಅಗತ್ಯವಿದೆ. ಎಲ್ಲಾ ಸವಲತ್ತುಗಳು ಉಡುಪಿ ನ್ಯಾಯಾಲಯಕ್ಕೆ ದಕ್ಕಿದೆ. ಈ ಸೌಲಭ್ಯಗಳನ್ನು ಸೂಕ್ತವಾಗಿ ನಿರ್ವಹಣೆ ಮಾಡಬೇಕಾಗಿದೆ” ಎಂದು ಹೈಕೋರ್ಟ್ ನ್ಯಾಯಮೂರ್ತಿ ಹಾಗೂ ಉಡುಪಿ ಜಿಲ್ಲಾ ಆಡಳಿತಾತ್ಮಕ ನ್ಯಾಯಮೂರ್ತಿ ರಂಗಸ್ವಾಮಿ ನಟರಾಜ್ ತಿಳಿಸಿದರು.

“2013-2014 ರಲ್ಲಿ ನ್ಯಾಯಾಲಯಗಳ ಕಟ್ಟಡ, ನ್ಯಾಯಾಧೀಶರ ವಸತಿ ಗೃಹ, ವಕೀಲರ ಸಂಘದ ಕಟ್ಟಡಗಳಿಗೆ ಇಲಾಖೆಯಿಂದ ಪ್ರತ್ಯೇಕ ಲೆಕ್ಕಪತ್ರ ಮಾಡಲಾಗಿದೆ. 2020-2021 ರವರೆಗೆ ರಾಜ್ಯದಲ್ಲಿ ಒಟ್ಟು 1,615 ಕೋಟಿ ರೂ. ವೆಚ್ಚದಲ್ಲಿ ನ್ಯಾಯಾಲಯ ಕಟ್ಟಡ ಹಾಗೂ ನ್ಯಾಯಾಧೀಶರ ವಸತಿಗೃಹಗಳನ್ನು ನಿರ್ಮಿಸಲಾಗಿದೆ. ಈ ಪೈಕಿ 970 ಕಾಮಗಾರಿಗಳು ಪೂರ್ಣಗೊಂಡಿದ್ದು, 240 ಕಾಮಗಾರಿಗಳು ಪ್ರಗತಿಯಲ್ಲಿವೆ” ಎಂದು ಲೋಕೋಪಯೋಗಿ ಸಚಿವ ಸಿ.ಸಿ.ಪಾಟೀಲ್ ತಿಳಿಸಿದರು.
